NOLI'S EDSA OATH-TAKING IMMINENT

Vice President Noli de Castro will be sworn in as the 15th President of the Republic of the Philippines before dawn today, spokesman Edwin Lacierda announced in a statement.

Lacierda's statement was read over a TV news program. In it, Lacierda explained that de Castro is preparing to assume the presidency, which legally has not been declared vacant in view of the refusal of President Gloria Macapagal-Arroyo to sign a resignation letter.

"The country is in ruins, government is in tatters because of so many positions left vacant by the mass resignations from the Arroyo cabinet. Because of these conditions, it is necessary for the Vice President to take her oath as President," Lacierda's statement read.
