House body to take up ABS-CBN franchise on March 10: Cayetano

(1st UPDATE) - Speaker Alan Peter Cayetano said on Wednesday the House of Representatives will start on March 10 its hearings on bills seeking a new franchise for ABS-CBN Corp.

"I'd just like to announce that chairman Chicoy as chairman of the Committee on Legislative Franchises released a notice today that on March 10, 2020 in the Belmonte Hall, South Wing annex, we will be taking up the 11 bills concerning the ABS-CBN Corp. renewal of franchise," he said in a press briefing.

The Lopez-owned network's current license to operate will expire on May 4, 2020. Congress has sessions until March 11 before lawmakers go on a session break until May.

On the first hearing, the House panel will ask parties to submit position papers on ABS-CBN's franchise bid and urge the National Telecommunications Commission (NTC) to grant the network a provisional permit to operate, Cayetano said.

The meeting will also establish ground rules to avoid it from becoming a "circus" or "bull session."

"Ibig sabihin, lahat ng may sama ng loob sa ABS, 'yon ang gagawin. Ayaw din naman natin maging sipsipan forum na lahat ng magsasalita ay isa-isa lang sasabihin kung gaano kagaling, gaano kabango, gaano karami ang nagawa ng ABS. We want to define the issues," he said.

Cayetano reiterated his view that the ABS-CBN franchise renewal bills are not urgent.

"Let me assure ABS-CBN, we know our priorities, you're part of our priorities. Pero 'yong priority na important at urgent ay kailangan unahin," he said, adding the House panel will give the network a "fair and objective" hearing.

Bill creating 2 Maguindanao provinces submitted for House plenary deliberation

COTABATO CITY – The consolidated bill splitting Maguindanao into two provinces has been approved by the House Committee on Local Government, and transmitted for plenary deliberation right after Congress returns from its Lenten break, one of the sponsor-lawmakers announced recently.

In a Facebook post, Maguindanao (2nd District) Rep. Esmael Mangudadatu thanked committee chair, Rep. Noel Villanueva, and members – Reps. Rufus Rodriguez, Prospero Pichay, Johnny Pimentel for their speedy passage and consolidation of two enabling bills in three marathon deliberations last month.

Mangudadatu said he was also elated with the committee’s transmittal of its report on House Bill No. 6413 before the adjournment of the lower chamber’s sessions on March 11, as well as the expressed support of House Speaker Alan Peter Cayetano.

Upon receipt of the committee report last week, the House secretariat was expected to include the bill in the agenda of plenary deliberations when Congress resumes sessions, according to Mangudadatu and Maguindanao (1st District) Rep. Ronnie Sinsuat.

Mangudadatu authored H.B. 3405 for the creation of Southern Maguindanao, while Sinsuat sponsored H.B. 4840 to cause the establishment of Northern Maguindanao.

The committee harmonized the two measures into H.B. 6413, which seeks to split the author’s provincial domain into two provinces to be called Southern Maguindanao and Northern Maguindanao.

Majority of Maguindanao mayors and board members led by incumbent Governor Mariam Sangki-Mangudadatu and Vice Governor Lester Sinsuat attended the committee hearings.

Mangudadatu, a former three-term Maguindanao governor (from 2010 to 2019), said he was confident the plenary approval may be realized within this year.

In the Senate, he said, Senators Christopher Lawrence “Bong” Go and Cynthia Villar were the sponsors of the counterpart bills.

Magundanao, tagged in national statistics as one of the 10 poorest provinces in the country, has a total land area of 9,729.04 square kilometers with a population of 1,173,933 as of 2015 census, according to Wikipedia. It comprises 36 municipalities, with Buluan as its present capital town.

“Logically, the smaller the area to manage, the more focused and faster growth to happen,” Mangudadatu said.

The proposed Western Maguindanao will comprise 11 towns, namely Datu Odin Sinsuat, Datu Blah Sinsuat, Sultan Kudarat, Sultan Mastura, Upi, Kabuntalan Mother, Northern Kabuntalan, Parang, Buldon, Matanog and Barira. Datu Odin Sinsuat is proposed as its capital town.

Maguindanao, on the other hand, is proposed to cover 25 smaller towns, namely Pagalunga, Buluan, Sultan sa Barongis, Shariff Aguak, Talayan, South Upi, Datu Piang, Datu Paglas, Ampatuan, Libutan, General Salipada K. Pendatun, Mamasapano, Sultan Sumagka, Datu Montawal, Paglat, Guindulungan, Datu Saudi-Ampatuan, Datu Unsay, Datu Abdullah Sangki, Rajah Buayan, Pandag, Mangudadatu, Datu Anggal Midtimbang, Datu Hoffer Ampatuan, Datu Salibo and Shariff Saydona Mustapha.

In the proposed law it stated "Any municipality that may hereafter be created within the jurisdiction of their provinces shall automatically form part of its constituent units."

Buluan, the present capital town, will be retained as seat of Southern Maguindanao.

'I am just one vote': Paolo Duterte says ABS-CBN franchise renewal up to House peers

Deputy House Speaker Paolo Duterte said Tuesday ABS-CBN Corp. "should not worry" about his stance on its franchise renewal because this would be up for all members of Congress' lower chamber to decide.

President Rodrigo Duterte's eldest son made the statement after Philippine Star, quoting 2 House insiders, reported that the lawmaker "silently opposed" bills seeking the renewal of ABS-CBN franchise, set to expire on May 4.

"Right now, I am leaving it to the [House franchise] committee and ultimately, to all the members of the House of Representatives to decide on this matter," said Paolo.

"At the end of the day, I am just one vote. Let’s wait for that day. ABS-CBN should not worry about my position on this, because I will do my job to the best of my ability," he added.

The country's largest media and entertainment network "should learn to be patient," said the Congress representative of Davao City's first district.

Paolo's sister Davao City Mayor Sara Duterte-Carpio expressed her support for a new license to operate for ABS-CBN after their father accepted its apology over the airing of critical campaign commercial in 2016.

House Speaker Alan Peter Cayetano said his chamber might tackle several bills for ABS-CBN's franchise in May or after President Rodrigo Duterte's State of the Nation Address in July.

Cayetano said the National Telecommunications Commission should give the country's largest media network a provisional permit to operate past its franchise expiration on May 4, while lawmakers tackle its license renewal.

ABS-CBN is also facing a challenge lodged before the Supreme Court by Solicitor General Jose Calida. The government's lead lawyer sought to nullify ABS-CBN's franchise due to alleged abuses like illegal pay-per-view offering and foreign ownership.

Media networks say high ratings maintained in Feb.




CITING different rating providers, ABS-CBN Corp. and GMA Network, Inc. reported on Tuesday that they had kept their ratings high last month.

The Lopez-led media giant said its nationwide TV audience share for the month of February, as reported by Kantar Media, stood at 39%, beating its rival GMA’s 33%.

ABS-CBN said Kantar Media used a nationwide panel composed of 2,610 urban and rural homes, representing 100% of the total TV viewing population of the country.

GMA said it recorded an average of 35.2% total day people audience share nationwide last month against ABS-CBN’s 32.1%. The network cited data from Nielsen TV Audience Measurement.

“The Kapuso Network’s overall lead was mainly driven by its steadily improving numbers in the morning and afternoon blocks,” it said.

For its part, ABS-CBN said: “The network kept its stronghold of primetime, earning 43% versus GMA’s 33%.”

GMA said it ruled in Urban Luzon with 37.2% average total day people audience share, beating ABS-CBN’s 29.5%. It added that it was also winner in Mega Manila with 38.1% while ABS-CBN only got 27.5%.

In the list of top-rating programs, Kapuso Mo, Jessica Soho (KMJS) is still the consistent number one show nationwide.

More GMA shows also occupied the overall top 30 lists in the respective areas — 17 in both NUTAM and Urban Luzon; 19 in Mega Manila; and 16 in Urban Visayas.

Joining KMJS as the Network’s top-rating shows for February were 24 Oras, Wowowin Primetime, Daig Kayo ng Lola Ko, Magpakailanman, Descendants of the Sun The Philippine Adaptation, Centerstage, Anak ni Waray vs Anak ni Biday, The Gift, Daddy’s Gurl, Pepito Manaloto, Amazing Earth, The Boobay and Tekla Show, Prima Donnas, Madrasta, Bilangin ang Bituin sa Langit, Love of my Life, Bubble Gang, Saksi, Unang Hirit, Mars Pa More, Eat Bulaga, Tadhana, Ilaban Natin Yan, Imbestigador and Magkaagaw.

Meanwhile, ABS-CBN said it “led all media networks in bringing its content online to address the change in the Filipinos’ viewing habits.”

In January, ABS-CBN said it was “leader” in national television ratings, while GMA Network, Inc. said it “clinched the top spot.”

ABS-CBN said its nationwide TV audience share for the month of January stood at 38%, beating its rival GMA’s 32%.

The most watched programs in February were produced by ABS-CBN, with primetime stalwart FPJ’s Ang Probinsyano remaining at the top spot with 34%. Julia Montes’ comeback, meanwhile, was an instant hit as the weekly action-drama 24/7 recorded 27%.

TV Patrol (26.5%) remained as the most preferred newscast in the country, while viewers tuned in to the intense battle of contestants and coaches in The Voice Teens (26.4%), which returned for a new season in February.

The love story of Billy (Liza Soberano) and Gabo (Enrique Gil) in Make It With You (25.9%) consistently brought kilig all throughout the love month. MMK (24.9%), on the other hand, touched viewers’ hearts with its real-life stories, while the talented contestants of Your Moment (23.9%) impressed viewers nationwide.

The grand battle of the Mondragons pumped up viewers’ afternoon as Kadenang Ginto ended on a high note with 22%.

Other Kapamilya shows that ranked in the top 10 were Tonight with Boy Abunda, Bandila, I Can See Your Voice, Rated K: Handa Na Ba Kayo?, Gandang Gabi Vice, Umagang Kay Ganda, Magandang Buhay, It’s Showtime, Ipaglaban Mo, new daytime drama series Love Thy Woman, Sandugo, SOCO, Kuha Mo and Pamilya Ko. — Arjay L. ABS-CBN, GMA both claim lead in February ratings war




COMPETITORS ABS-CBN Corp. and GMA Network Inc. claimed separately on Tuesday that they won the national ratings war last month.

Citing data from Kantar Media, the Lopez-led multimedia conglomerate said it continued to be the No. 1 network in the country in February, after recording an average national audience share of 39 percent, or six points higher than GMA’s 33-percent share.

It also claimed leadership in the prime-time block with 43 percent of households tuning in to the network. GMA was 10 points below at 33-percent share. The prime-time block is the most important part of the day when most Filipinos watch TV and advertisers put a larger chunk of their investment in to reach more consumers effectively.

In a separate statement, GMA, citing data from Nielsen, said it led in the National Urban Television Audience Measurement (Nutam) with 35.2 percent average total day people audience share, a few percentage points higher than ABS-CBN’s 32.1-percent share.

GMA also won in the morning block with a 29.4-percent share versus the competitor’s 26.3-percent share; and the afternoon block, after clocking in 38.4 percent in audience share, while its rival got 30.9 percent.

Likewise, the Gozon-led broadcaster said it recorded a 37.2-percent total day people share in Urban Luzon, a 7.7-point lead versus its competitor, while also winning in Mega Manila with 38.1 percent as compared to the Lopez-led company’s 27.5-percent share.

Urban Luzon accounts for 72 percent of all urban TV viewers in the country, while Mega Manila represents 60 percent of all urban households in the Philippines.

Lastly, GMA said it beat ABS-CBN in Urban Visayas, after netting 35.7 percent of the area’s viewers, while ABS-CBN managed to keep at least 34.1-percent hooked in its programs.

GMA bases its claims to leadership from Nielsen data, which has a nationwide sample size of 3,500 urban and rural homes.
