Residents affected by the PNR Clark Project call for aid in their relocation

Residents who will be affected by the construction of the PNR Clark Project of the Department of Transportation (DOTr) argued that the project will affect more than 100 homes.

For this reason, they are asking to be relocated and be provided with a livelihood.

“That’s what we are asking for. To have a proper relocation so we won’t be loitering on the streets,” said Marilyn Bakasmo, a local resident of Sitio Bukid Marilao.

“We can’t do anything about it because it’s not ours. We want to transfer to a different home, especially since we are just renting. My husband has no work,” said Rosalia Ensilyada, a local resident.

DOTr Secretary Arthur Tugade said the agency will coordinate with local government officials so the affected residents will be transferred to other areas.

“Help us carry out the relocation easily. Help us so that affected residents will comply,” said Tugade.

“The sacrifice we have to make is only temporary, while the convenience that the project will bring is lasting,” he added.

Meanwhile, Bulacan Governor Wilhemilo Sy Alvarado vowed to coordinate with the National Housing Authority (NHA) for the relocation of the informal settlers. — Grace Casin | UNTV News & Rescue

DOTr begins construction of Tutuban-Marilao station as part of PNR’s Manila to Clark Project

Officials of the Department of Transportation (DOTr) and local government officials of Bulacan led the groundbreaking ceremony for the start of the construction of the first phase of the Philippine National Railways (PNR) Clark project.

The first phase of the project covers the installation of new rails and construction of new stations from Tutuban in Manila to Malolos City in Bulacan.

It will be 38 kilometers in length with its station located at Socorro, Marilao, Bulacan.

The Tutuban to Marilao PNR station is the first phase of the Manila to Clark Railway Project the government targets to finish by the year 2022.

The DOTr said that the current 2-hour travel from Tutuban, Manila to Bulacan will be shortened to 35 minutes once construction on the first phase of the Manila to Clark PNR project is completed.

DOTr explained that phase one which covers Tutuban up to Malolos will be operational by 2021 while phase 2 which covers Clark International Airport and new Clark City will be operational by 2022.

Based on the estimates of the transportation department, the PNR Manila to Clark project can accommodate up to more than 300,000 passengers.

Also present at the ground-breaking ceremony were Senators Joel Villanueva and Joseph Victor Ejercito who are both residents of Bulacan.

According to Senator Villanueva, the project is a huge help in creating more jobs.

“In the Build Build Build, what follows are more jobs. There will be a huge demand for carpenters, construction workers. It will create more jobs for our citizens,” he said.

Daily commuters will soon see the great benefits  of the project once it is completed.

“If the train will be completed, the traffic will be decongested. They said each town will have an exit,” said Bulacan resident, Rudy Farinas.

“Traffic will finally ease up because at present, it is too heavy. This project is going to be a huge help,” said Marlyn Macasmo, a local resident of Bulacan.

The Manila to Clark PNR project is among the projects under the Build, Build, Build program of the Duterte administration.

Proposed charter for federal PH weakens Senate, eyes prime minister

Senate is retained but stripped of certain legislative powers in the proposed draft constitution for a federal form of government.

CNN Philippines obtained a copy of ruling party PDP-Laban's proposed Constitution for a Federal Republic, and it showed provisions for a bicameral legislature or two lawmaking bodies – the Federal Assembly and the Senate.

Under this proposal, however, the Senate cannot initiate laws but only concur or reject bills that are created by the Federal Assembly.

"The Federal Assembly shall be vested with primary legislative power. Every bill shall be initiated and passed by the Federal Assembly," according to Article 6, Section 27 of the draft constitution.

House Speaker Pantaleon Alvarez, a member of PDP-Laban, earlier said he believes a unicameral legislature is a better option to speed up the country's lawmaking process.

In the proposal, the PDP-Laban wants a parliament composed of 400 elected members of the Federal Assembly and three elected senators to represent each region.

Members of the Parliament shall have a maximum of two, five-year terms.

Instead of the powerful Commission on Appointments, the Senate will confirm or reject appointments made by the President or the Prime Minister, the proposed constitution states.

The "PDP-Laban Model of PH Federalism," it said in its executive summary, was based on insights from President Rodrigo Duterte himself as well as former Senate President Aquilino "Nene" Pimentel Jr., a long-time advocate of federalism.

"The executive power shall be exercised by the Prime Minister with the assistance of the Cabinet except where the President shall exercise primary executive powers involving foreign affairs and national defense," says Article 7, Section 22 of the draft constitution.

The Prime Minister shall be a member of the ruling party of the Federal Assembly and is tasked with determining national policy guidelines, appointing members of the Cabinet, and preparing the government budget proposal.

Under the proposal, regional governments have more autonomy and do not need to go through the national government for approval of funds.

The PDP-Laban's proposal states the creation of 11 regional governments, which will have legislative powers over basic services such as social welfare and development, tourism, regional development planning, and franchises, among others.

Under the draft proposal, regional governments would have control over 60 percent of its revenue, unlike in the current setup where 83 percent of revenue is controlled by the national government and only 17 percent is allocated to local governments.

Duterte's allies in Congress are proposing a constitutional assembly shortly after both houses resume session on January 15. The assembly will introduce changes in the Constitution to give way to a federal form of government - a major platform of the Duterte administration.

Pimentel said PDP-Laban was pushing for a federal form of government and was advocating a bicameral system in which the Senate would be the “venue for voices of the regions.”

Under this system, a senator is elected in a region and a congressman in a district.

Metro Pacific completes due diligence on MRT 3

Metro Pacific Investments Corp. completed the due diligence for the takeover of Metro Rail Transit Line 3, Transportation Secretary Arthur Tugade said Monday.

Tugade said the Department of Transportation was now evaluating the offer of MPIC, although he did not disclose the specific bid.

MPIC president and chief executive Jose Maria Lim earlier said the required amount of investment for MRT 3 could reach P20 billion, including the equity component.

MPIC already secured an original proponent status from DOTr in September for the expansion and rehabilitation of MRT 3.

The company also plans to buy out the stake of the government and private investors in MRT 3.

The government through Land Bank of the Philippines and Development Bank of the Philippines own a combined 80-percent economic interest in MRT 3.  The balance is held by creditors of Metro Rail Transit Corp.

MPIC in 2011 offered to buy out the shares of LBP and DBP in MRT 3 for $1.1 billion. MPIC submitted a proposal to the department in 2011 to invest $524 million to rehabilitate and upgrade the line.

The Aquino administration, however, rejected MPIC’s offer that would involve raising commuter fares.

MRT 3, which runs along Edsa from North Avenue in Quezon City to Taft Avenue in Pasay City, serves over 500,000 passengers a day, beyond its rated capacity of 350,000.

The line has a fleet of 73 Czech-made air-conditioned rail cars.

For Jesus and Duterte, a nation of believers

GOD willing, today’s Black Nazarene procession from the Quirino Grandstand to Quiapo Church will have no mishaps but fainting devotees and picked pockets.

But if something terrible happened last night too late for this column, then there may be no 18-million-strong “Traslación,” with most believers or the Catholic Church itself spooked by the late-breaking incident. And if the untoward happens today, even more distressing.

But not surprising. Plainly, it’s impossible to secure multimillion-devotee events like the Nazarene procession of the cross-bearing Christ, and Cebu’s Sinulog festival extolling the Holy Child Jesus.

How in heaven’s name can even 100,000 cops and troops—15 times the number actually deployed—lock down a crowd 180 times that number.

For most participants enduring burning sun, jostling crowds and petty criminals, plus maybe unseasonal showers and, God forbid, homicidal intruders, only faith in the divine object of devotion leads them to put themselves in heaven’s hands for a day or more of devotion.

That is not to say the Philippine National Police and the Armed Forces of the Philippines need not deploy 5,600 cops and 1,000 troops to secure the Nazarene’s sojourn, plus aerial drones, random searches, street clearing and, thanks to the Department of Health and charity organizations, medical facilities.

Target hardening and emergency readiness are not only imperative, but also reassuring. Never make it easy for extremists to ramp up the body count.

So, kudos to PNP, AFP, DOH, the Manila city government, the Church’s Caritas charity, the Philippine National Red Cross, and other involved entities.

If martyrdom means proclaiming the faith in the face of threats even to one’s life, then there was some of that in the many millions who went to First Friday mass at the Minor Basilica of the Black Nazarene, processed with more than a thousand such icons on Sunday, queued to kiss the original statue at Quirino yesterday, and bore it to Quiapo today.

The trust of 80 million

Like 18 million devotees looking to Jesus of Nazareth, 80 million Filipinos brim with faith in President Rodrigo Duterte.

Since September 2016, nearly three months since he took office, four out of every five randomly chosen respondents, statistically standing for the citizenry, have expressed trust and approval for the Chief Executive.

In the latest December 10-15 poll, 80 percent approved of his performance, unchanged from September and up from 78 percent in June. And 82 percent manifested trust, against 80 percent in the previous poll.

Those grades are down from the 86 percent early in his term, as normally happens after the so-called honeymoon period. But ratings have stayed higher than those of his past three predecessors.

The polls are even more impressive, considering the spate of media, Church, yellow, red and international criticism over thousands of killings in the anti-drug war. Plus: Western disapproval of Duterte’s close ties with China, echoed by local pro-American groups. Add destabilization by opposition and communist groups, and public disdain over the President’s open support for some officials implicated in controversies.

For sure, the Marawi conflict impacted his ratings, but probably more positively than negatively, since threats tend to make the citizenry rally around the Commander in Chief and the army. Also boosting popularity is surging economic growth and government spending, as well as falling unemployment, self-rated poverty and hunger.

A further factor in Duterte’s record ratings is his superior performance compared with his predecessor Benigno Aquino 3rd. A Social Weather Stations survey reported yesterday showed that 70 percent of Filipinos found Duterte’s rule to be better than Aquino’s, with 22 percent rating them the same, and just 8 percent finding the past administration superior.

The same poll had 86 percent saying that the country is headed in the right direction, and 69 percent finding Duterte’s actions appropriate for a president.

Since Aquino’s approval and trust ratings ranged between 45 and 80 percent during his term, Duterte’s superior performance should elevate his survey grades higher than his predecessor’s.

The second year challenge

Will the President sustain his ratings this year? Among leaders since Corazon Aquino three decades ago, only Fidel Ramos enjoyed high grades well past his second year in office, only dropping in 1995, due to a rice shortage. And what boosted the ex-general’s popularity was a one-two punch in governance initiatives, which other presidents didn’t have.

After ending long brownouts inherited from the first Aquino regime, Ramos launched sweeping economic reforms, which broke up airline and telecoms monopolies, and opened the country to global trade and investment. That lifted growth, jobs and services.

Does Duterte have an Act 2 after one-and-a-half years fighting drugs and terrorism, recasting foreign relations, firing dubious officials, and revving up public spending? You bet.

Late last year, the launching of the Clark airport upgrading and the Tayuman-Malolos railway, first leg of the train service to Clark, is but the first salvo of P8 trillion in planned public works.

Others due for approval and rollout include: one or more upgraded or new gateway airports for Metro Manila, the country’s first subway linking Diliman and Bonifacio, Mindanao’s first railway, starting in the east; and the rebuilding of Marawi, with top developers angling for swathes of war-torn rubble.

On security, war’s end has unleashed a better-armed, battle-hardened military against extremists and insurgents, with continued martial law and the terrorist tagging of communist rebels further intensifying military offensives.

Lastly, the electorate’s mandate for Charter change toward federalism will finally advance with this year’s constituent assembly.

In His mission on earth, Jesus rekindled His followers with His Resurrection, then intensified their faith after His Ascension by sending the Holy Spirit on Pentecost.

After the agony and triumph of his war against drugs and terror, President Duterte revs up national transformation with infrastructure and Charter change.

Can he deliver and keep his ratings up?

Well, building a nation, like propagating a religion, demands not just an inspiring leader, but committed, persevering disciples.

Whether President Duterte succeeds or fails shall be as much our challenge as it is his.

SMC, government hold SEMME groundbreaking

San Miguel Corp. (SMC) is welcoming 2018 on a positive note, as it broke ground for the multibillion-peso Southeast Metro Manila Expressway (SEMME) on Monday.

Ramon S. Ang, who sits as president at the diversified conglomerate, said his group would start the construction of the expressway during the first half of 2018.

“We’re very glad to be starting 2018 on a very positive note. Because of the hard work of our partners in government, we will finally be able to proceed with this vital infrastructure project,” he said.

The SEMME project is a 34.024-kilometer, six-lane, combined elevated and at-grade expressway with two directional traffic flow.

It will start in the south with a connection to the existing Skyway Stage 1 in Food Terminal Inc., Taguig City, and would terminate in Batasan Complex in Quezon City. It will eventually connect to the North Luzon Expressway through Balagtas in Bulacan. The facility is expected to decongest roads in Manila and Quezon City, particularly major road networks such as Edsa, C-5, Ortigas Avenue and Ortigas Extension.

It is also seen to provide commuters from Metro Manila and the south faster and direct access to the country’s major airports.

The project is the first phase of the much larger Metro Manila C-6 Expressway Project, which will extend all the way to City of San Jose del Monte, Bulacan.

Transportation Secretary Arthur P. Tugade said the groundbreaking for the project was just the start of the Duterte administration’s push for more infrastructure deals this year.

“We have come here today to make real the dream of the Filipino people: the construction of the C-6 Expressway,” he added.

Once completed, travel time from Bicutan, Taguig City to Batasan, Quezon City, will be reduced to only 35 minutes.

Phase 1 of the project is targeted to be completed in 2020.

Public Works Secretary Mark A. Villar, meanwhile, said the “Build, Build, Build” (BBB) team “will work 24/7 to make the project possible.”

“These are infrastructure projects that will lead to the accomplishment of the vision, soon,” Villar added.

The groundbreaking ceremony was also attended by Bases Conversion and Development Authority President and CEO Vince Dizon, and Antipolo City Mayor Jun Ynares.

JICA starts engineering design for PNR Clark North Phase 2

The Japan International Cooperation Agency (JICA) has started working on the detailed engineering design for Phase 2 of the Philippine National Railways (PNR) Clark North Project from Malolos City in Bulacan to Clark International Airport (CRK).

Japanese Ambassador to the Philippines Koji Haneda confirmed this development during the commencement of construction of the PNR Clark North Phase 1 from Tutuban in Metro Manila to Malolos City.

Phase 1 of PNR Clark North is 38 kilometers long while Phase 2 covers 69.5 kilometers.

Transportation Secretary Arthur Tugade disclosed that the railway tracks of the r150 billion PNR Clark North Phase 2 will be built beside Terminal 2 of CRK which is also currently being constructed and is expected to be finished by 2020.

Tugade added that the Phase 1 of PNR Clark North will be completed by 2021, ahead of 2022 original schedule.

Once completed, the entire PNR line from Tutuban all the way to Clark International Airport will be a fully elevated and standard gauge railway.

Majority of the r150 billion financial requirements of PNR Clark North Phase 2 will be shouldered  by JICA.

Japanese Prime Minister Shinzo Abe, Ambassador Haneda said, is committed to extend Official Development Assistance for the PNR Clark North Phase 2 project on top of the r93 billion provided by JICA for the r105 billion PNR Clark North Phase 1.

CLARK FREEPORT—The detailed engineering design  for the second phase of the Philippine National Railways (PNR) Clark North Project from Malolos City in Bulacan to the Clark International Airport (CIA) here has started.

Japanese Ambassador to the Philippines Koji Haneda said the Japan International Cooperation Agency (Jica) began the DED of the project.

Haneda made the remark last Friday during the groundbreaking of the PNR Clark North Phase 1 linking Tutuban in Divisoria, Manila and the historic Malolos City in Bulacan.

The first phase of the PNR Clark North is 38 kilometers, while the second phase is 69.5 kilometers.

Transportation Secretary Arthur P. Tugade said the railway track of the P150-billion PNR Clark North Phase 2 will be built to serve the new terminal of the CIA which is also currently being constructed and will be finished by 2020.

Tugade said Phase 1 of the PNR Clark North will be completed by 2021, ahead of the 2022 original schedule.

He said once completed, the entire PNR line from Tutuban all the way to the Clark airport will be an electrified, fully elevated and standard gauge railway.

MOTORING NEWS: Government braces for right of way issues on C6 Expressway project


The so-called ‘Golden Age of Infrastructure’ of the Duterte administration is now at full throttle. Government officials involved in infrastructure, transportation and traffic management came in full force during the ground-breaking ceremony for the 34km South East Metro Manila Expressway (SEMME)—aka C6—in Bicutan, Taguig City today.

Phase 1/Section 1 of SEMME, which starts from the Skyway/FTI area up to Diego Silang, both in Taguig, is targeted for completion by 2020.

The expressway, a combination of elevated and at-grade construction with mostly six lanes, will be operated by the San Miguel Corporation (SMC)-led Citra Intercity Tollways Corporation (CITI), which bagged a 30-year concessionaire contract issued by the Toll Regulatory Board (TRB). The tollway operator of SEMME Phase 1 is the Metro O&M Corporation, also owned by SMC.

The entire SEMME Phase 1 project will cover C5/ Diego Silang to C6/Taguig (2.125km), C6/Taguig to Ortigas Avenue Extension (12km), Ortigas Avenue Extension to Marcos Highway (5km), Marcos Highway to Tumana Bridge (8.336km), and Tumana Bridge to Batasan Complex (2.514km).

“Next week, uumpisahan na ang clearing and mobilization. Inaayos at pinaplantsa ang traffic management plan. In March, we will start the actual operation, construction of Stage 1/Phase 1 of the project,” Department of Transportation (DOTr) secretary Arthur Tugade said in his speech.

When completed, travel time of motorists from Bicutan in Taguig to Batasan area in Quezon City will be reduced to only 35 minutes, according to Tugade.

Engineer Norberto Conti, SMC Infrastructure Technical head, said that based on studies, the future C6 Road can accommodate an average of 80,000 vehicles daily. But he believes this circumferential road project can take more considering the present situation.

Government authorities know it’s not going to be a walk in the park in terms of project implementation. Aside from the heavy traffic that is expected to be triggered by the construction work, Department of Public Works and Highways (DPWH) secretary Mark Villar said they are also bracing for right of way issues on the designated project areas.

“It will involve thousands of people. But they will be relocated under our right of way law. The right of eminent domain ay puwede nating gamitin. Sanay naman tayo sa right of way acquisition. May proseso naman, meron namang manual, tuloy-tuloy naman po,” he emphasized.

Phase 1 will connect to the 24.28km East Metro Manila Expressway (Phase 2) which will run from the San Mateo-Montalban area in Rizal, up to Lower Bicutan in Taguig; and the 22km North East Metro Manila Expressway (NEMME) that will run from San Jose del Monte, Bulacan to Marilano, Bulacan, which connects to the Northern Luzon Expressway. Phase 2 and Phase 3 projects are still under evaluation and study, DPWH officials said.

Considering the past experience of the government on construction delays due to right of way issues, do you believe the DPWH can finish the SEMME Phase 1 project on schedule?
