Following its ratings success in 2018, leading broadcast company GMA Network continued to be the viewers' top choice according to the latest data from the industry's widely-trusted ratings service provider Nielsen TV Audience Measurement.
For the first month of 2019 (with January 27 to 31 based on overnight data), GMA posted an average total day people audience share of 37.8 percent in the National Urban Television Audience Measurement (NUTAM), beating ABS-CBN's 35.9 percent.
The Network registered 34.8 percent people audience share in the morning block, as against competition's 30.9 percent.
GMA similarly won in the afternoon block with 40.1 percent people audience share surpassing the 34.2 percent of its rival network.
The Kapuso Network was consistently at the forefront of the ratings game in the viewer-rich areas of Urban Luzon and Mega Manila, which respectively account for 72 and 60 percent of all urban viewers in the country.
GMA posted an average total day people audience share of 41.9 percent in Urban Luzon, which was way ahead of ABS-CBN's 30.1 percent.
In Mega Manila, based on official data from January 1 to 26, the Network tallied an even bigger margin with an average total day people audience share of 43.7 percent, versus competition's 26.8 percent.
Kapuso shows likewise ruled in Nielsen's NUTAM list of top-rating programs for January with Kapuso Mo, Jessica Soho (KMJS) reigning supreme in the highly-coveted number one spot.
KMJS was followed by Pepito Manaloto, 24 Oras, Daddy's Gurl, Magpakailanman, Onanay, Daig Kayo ng Lola Ko, and Studio 7.
Included in the list of ratings drivers for the month were Cain at Abel, Amazing Earth, 24 Oras Weekend, Wowowin, Imbestigador, My Golden Life, Bubble Gang, Saksi, Eat Bulaga, Asawa Ko, Karibal Ko, Ika-5 Utos, My Special Tatay and Tadhana.
GMA likewise took the lion's share in both Urban Luzon and Mega Manila lists, taking 8 and 9 spots out of the top 10 programs, respectively.
Meanwhile, GMA's free TV airing of Manny Pacquiao's fight against Adrien Broner last January 20 clearly dominated competition. GMA garnered a whopping 69.8 percent people audience share in NUTAM while its counterpart programs in ABS-CBN only got 13.2 percent. TV-5, which also aired the Pacquiao fight, only managed to get 10.7 percent.
Nielsen data is gathered through a greater number of sampled homes nationwide in comparison to Kantar Media. With approximately 900 more homes surveyed in Total Urban and Rural Philippines compared to Kantar, Nielsen data is statistically considered more representative of the total TV population.
Nielsen TV Audience Measurement's client pool covers a total of 32 clients/subscribers consisting of 6 local TV networks including ABS-CBN, TV5, Aksyon TV and CNN Philippines, among others; 3 regional clients; 2 blocktimers; and 21 agencies (17 media agencies, 3 consulting agencies, and 1 digital agency).

Duterte splits Southern Leyte into 2 legislative districts
AHEAD of the May 13, 2019 national and local elections, President Rodrigo Duterte has signed a law splitting Southern Leyte into two legislative districts.
Under Republic Act (RA) 11198 signed on February 1, Duterte reapportioned Southern Leyte into first and second legislative districts.
The first legislative district is composed of the City of Maasin and the municipalities of Macrohon, Padre Burgos, Limasawa, Malitbog, Tomas Oppus and Bontoc.
On the other hand, the second legislative district is composed of the municipalities of Sogod, Libagon, Liloan, San Francisco, Pintuyan, San Ricardo, Saint Bernard, Anahawan, San Juan, Hinundayan, Hinunangan, and Silago.
The incumbent representative of the lone legislative district of Southern Leyte shall continue to represent the legislative district, until the new representatives of the first and second legislative districts shall have been duly elected and qualified, the newly-signed law read.
The Commission on Elections shall issue the necessary rules and regulations for the implementation of RA 11198 within 30 days after its effectivity.
The newly-signed law will take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation.

PRESIDENT RODRIGO R. Duterte has signed a new law dividing the province of Southern Leyte into two legislative districts. Republic Act. No. 11198 was signed by Mr. Duterte on Feb. 1 and released yesterday. Southern Leyte will soon have two members in the House of Representatives after President Rodrigo Duterte signed a law dividing the province into two legislative districts.
Duterte signed into law Republic Act No. 11198 on Friday, February 1. Malacañang released the document to media on Monday, February 4.
Southern Leyte used to be a lone legislative district. Its two new districts are the following:
1st District
- Maasin City
- Macrohon
- Padre Burgos
- Limasawa
- Malitbog
- Tomas Oppus
- Bontoc
2nd District
- Sogod
- Libagon
- Liloan
- San Francisco
- Pintuyan
- San Ricardo
- Saint Bernard
- Anahawan
- San Juan
- Hinundayan
- Hinunangan
- Silago
The principal author of the House version of the law is Southern Leyte Representative Roger Mercado. The Mercados are the dominant political family in Southern Leyte, which also happens to be Duterte's birthplace.
Mercado had been a member of the Liberal Party back in 2016, but he openly supported Duterte's presidential candidacy, calling him a "fellow Maasinhon." Duterte was born in Maasin City.
Mercado's brother is Damian Mercado, the Southern Leyte governor who was dismissed by the Ombudsman in 2017 for "manifest partiality, evident bad faith, or gross inexcusable negligence" in awarding a contract for secondhand vehicles, according to a Philstar report.
Representative Mercado's son, meanwhile, is the mayor of Maasin City.
Effectivity
The law states that the new districts should be applied to "the next national and local elections after the effectivity of this Act."
This appears to refer to the upcoming May elections. However, since the period for filing of certificates of candidacy for congressional district posts has ended, it's not clear if the Commission on Elections (Comelec) will include the two new districts. Comelec Spokesperson James Jimenez said he has yet to receive word on "how will be treated."
Previously, Duterte and Congress worked to pass 4 other laws on new congressional districts. These include: two new districts for Isabela, new 8th District for Cavite, two new districts for Aklan and a congressional district for Calamba City.
