DOTr takes steps to improve MRT operations

The Department of Transportation (DOTr) is eyeing procurement of spare parts vital for the rehabilitation of trains of the Metro Rail Transit Line 3 (MRT-3).

The department assured commuters it will implement various improvements on the railway system’s operations by the second quarter of 2018.

The MRT management is looking to deliver the necessary spare parts for 30 to 60 days, with some having a lead time of up to six months.

“We need to procure spare parts that will help address the causes of unloading incidents in the MRT system,” DOTr OIC and Undersecretary for Railways Timothy John Batan said in a press conference Wednesday.

Among the major causes of unloading incidents in the MRT are defects on the traction motor and signaling system, as well as door failure.

“Currently, we are trying to meet the minimum requirement of 14 to 15 trains, as we are still waiting for the delivery of spare parts,” the DOTr official explained.

MRT has experienced lesser breakdowns in its operations since the DOTr terminated its maintenance contract with Busan Universal Rail Inc. (BURI) due to its failure to perform its maintenance obligations and procure spare parts.

Data from the DOTr show that an average of 24 unloading incidents occurred in the MRT since a Maintenance Transition Team (MTT) took over last November 6, compared with 39 when BURI was still in charge of the maintenance operations.

The MRT management is also eyeing the deployment of 20 trains with four cars daily, with a headway of 3 minutes and running 60 kilometers per hour, to address rising passenger demand.

Meanwhile, the DOTr is looking into augmenting the number of point-to-point buses that will serve as an alternative mode of transportation for commuters.

“We need to assure that the buses will be running fast in order for the MRT passengers to patronize them,” said Batan.

DOTr said earlier the government of Japan had committed to provide financial assistance for the rehabilitation and maintenance of the MRT.

This follows the exchange of notes between the Philippines and Japan on obtaining Official Development Assistance (ODA) financing under the Japan International Cooperation Agency’s (JICA) Special Terms for Economic Partnership.

JICA will conduct its feasibility study in January to February to assess what needs to be fixed in the MRT system.

Once this is completed, the signing of the loan agreement and procurement of the rehabilitation and maintenance provider will follow in March to April, with the mobilization of the Japanese provider expected within the second quarter of this year.

To improve the operations of the MRT, the DOTr has taken several steps, particularly, promoting accountability with the termination of BURI, ensuring continued service delivery by establishing the MTT and purchasing needed spare parts, contracting a rehabilitation and maintenance service provider together with an ODA partner, and putting in place a long-term maintenance and operator provider for MRT 3. New German consultant tapped to assess 48 unused MRT3 cars

Germany-based TÜV Rheinland, the winning independent audit and assessment consultant for the Metro Rail Transit Line 3 (MRT3), will evaluate and recommend what to do with 48 train cars that have already been delivered by China-based CRRC Dalian Company Limited.

This is a safety measure being undertaken by the Department of Transportation (DOTr) before it uses the additional MRT3 cars for daily operations.


On Thursday, January 11, Transportation Acting Undersecretary for Railways TJ Batan said that on the 1st working day of 2018, January 3, the department's MRT3 team met with TÜV Rheinland, a German firm established in 1872, for assistance in assessing if the delivered MRT3 cars are safe to use.

"The new light rail vehicles were already delivered, but we are unable to accept them unless our independent audit and assessment consultant has certified their safety and compatibility with our system," Batan said in a mix of Filipino and English.

Concerns were raised that the 48 MRT3 cars exceed the weight prescribed in the terms of reference. Compatibility with the MRT3's maintenance facilities and signaling system is also an issue. (READ: Railways Usec Chavez resigns over MRT3 mess)

With the current fleet of Czech-made trains, Batan said the MRT3 can operate up to 20 trains, with 3 cars each.

"The original design capacity of the MRT3 at peak hours is 20 trains, with 3 cars each. These run at 60 kilometers per hour with a 3-minute headway. This means every 3 minutes, there should be 3 MRT cars arriving," he said in Filipino.

If the 48 light rail vehicles are cleared to run, Batan said the number can be increased to 20 trains, with 4 cars each, arriving every two minutes. (READ: Pangilinan-Ayala group eyes MRT3 takeover by early 2018)

Spare parts in February

Batan added that spare parts for the maintenance of the MRT3 will start arriving in tranches from February to June this year.

It was in November 2017 when the MRT3 started procuring the spare parts.

Batan said his team will use the Holy Week break, during which there will be no operations, to conduct general maintenance for the railway system.

Batan also reassured train commuters that there would be no fare increase while there is no substantial improvement in the MRT3 operations.

"Our commitment with the railway sector is we will not increase fares until commuters feel improvement in their riding experience," he said.

Shakey’s Pizza to open 20 restaurants this year

Shakey’s Pizza Asia Ventures Inc. (SPAVI), the franchise holder of Shakey's Pizza Restaurants in the Philippines, said Thursday it plans to open 100 new stores this year.

Giovanna Vera, SPAVI’s head of Investor Relations, said in a regulatory filing that the company intends to close 2018 with a network of 228 restaurants.

SPAVI opened 24 new stores in 2017, after announcing earlier that it was targeting 20 new restaurants last year.

“It has been a banner year for Shakey’s - our maiden year as a publicly listed company – as this is the fastest we’ve grown in terms of store network," said.

“We will continue to take advantage of the positive consumer sentiment in the Philippines and hope to open even more stores, including those outside the typical first tier cities,” Vicente Gregorio, SPAVI president and CEO, said in the same filing.

He noted that 2017 was the company’s maiden year as a publicly listed company.

As of 11:37 a.m., SPAVI shares were trading at P13.80 per share, unchanged from Wednesday’s close.

In 2017, SPAVI opened a number of stores in provincial locations, including Iligan, Puerto Princesa, Antique, Gapan, and Palo in Leyte, taking advantage of urbanization in those areas.

In the first nine months of 2017, SPAVE registered a net income of P519 million, up 15 percent from a year earlier.

System-wide sales grew by 15 percent to P6 billion, driven by same-store sales increase of 6 percent and an expanding local store network.

NFA selling Valenzuela property to transport agency for P1B

The policymaking council of the National Food Authority (NFA) has approved the sale of the agency’s P1 billion worth of idle property in Valenzuela City as part of efforts to improve its balance sheet.

Documents from the agency showed that part of its property at its north district office would be sold to the Department of Transportation (DOTr) for P1.025 billion—the first property divestment under the term of retired major general Jason Aquino, who took office in January last year. The lot will be used for a project of the DOTr-attached Philippine National Railways.

As a rule, proceeds of NFA’s property sales will go to its corporate funds for operations, which may be seen as a preparation for the agency’s expanded role in the country’s food security.

After President Duterte proposed that the agency handle the procurement and distribution of other agricultural commodities aside from rice and corn, NFA has been preparing a concept paper that would detail its participation. The paper is set to be submitted to the NFA council this month.

The move is expected to give the state-run organization additional budget and manpower to implement the program nationwide.

NFA is also still in the process of cutting down its billions of debt, which ballooned during the term of former President Arroyo mostly due to rice procurement operations.

As of December last year, NFA was able to reduce its debt by P5.9 billion to P152.64 billion from P158.62 billion in 2016 through cost cutting and collections from various regional offices.

Asked whether there would be more divestments in the future, NFA spokesperson Rebecca Olarte said no other plans were in the pipeline yet.

Private sector to complete due diligence on MRT3 takeover

The group of Ayala Corp. (AC) and Metro Pacific Investments Corp. (MPIC) is scheduled to finish a due diligence on the proposal to take over the operations of Metro Rail Transit Line 3, the Department of Transportation said Wednesday.

“End of January ‘yung technical due diligence,” Transportation Assistant Secretary for Railways Timothy John Batan said in a press briefing in Quezon City.

The AC and MPIC submitted on July 14, 201 an unsolicited proposal to take over the MRT3 operations.

In September, Transportation Secretary Arthur Tugade said the group has been given an original proponent status which will be subjected to a Swiss Challenge for other companies to make competing offers and the original proponent the right to match the challenge.

Batan said the private sector must first finish the due diligence since the government will not be giving any warranty.

“It’s the first time that we adopted a ‘No warranty, as is, where is’, structure,” he said.

Once the due diligence is completed, the DOTr will discuss the project with the National Economic and Development Authority which has the final say on the matter.

“Our current trajectory is to endorse after that happens kasi the condition of the system will affect their capex (capital expenditure) assumptions, will affect a lot of components of their financial mode,” Batan said.

AC and  MPIC operate the Light Rail Transit Line 1 through the Light Rail Manila Corp. (LRMC).

LRMC is a consortium of MPIC’s Metro Pacific Light Rail Corp., Ayala Corp.’s AC Infrastructure Holdings Corp., and Macquarie Infrastructure Holdings (Philippines) PTE Ltd.

If the group bags the project, it would likely create another special purpose vehicle with a similar ownership structure as LRMC. —VDS, GMA News

We found the Manila Ocean Park and Pepsi Cola Philippines’ Christmas tree very impressive. Made of recycled bottles, it turned out to be the biggest Christmas tree of its kind last year.

In 2015, an 11 meters tall bottled Christmas tree was built using over 6,500 Mountain Dew neon bottles. Manila Ocean Park’s adorable and talented sea lions, Sandra and Yeni, performed and pulled the switch to the light up the Christmas tree.

In 2016, Manila Ocean Park planned another Christmas tree lighting composed of over 12,000 recycled bottles that made it the tallest Christmas tree for the year 2016.

The bottled Christmas tree may remind us that all is not lost on climate change. We can make a difference.

4 new Navotas villages to hold polls in May

Officials of the four new villages in Navotas City will be elected in May, Commission on Elections (Comelec) city officer Eric Torres said on Wednesday.

Torres said under the law, an election should be held 90 days after the holding of a plebiscite but since the country is set to hold barangay elections in May, the poll body decided to hold the election in the four new barangays on the same date.

Mayor John Rey Tiangco said in the event that the village election will again be postponed, a special election should be held for the purpose of filling up the position of barangay chairmen and barangay councilmen in the newly created barangay.

Majority of the residents in barangay North Bay Boulevard South (NBBS), Tangos and Tanza approved the creation of four villages in last week’s plebiscites.

Barangay NBBS was divided into three — Barangay NBBS Proper, NBBS Kaunlaran and NBBS Dagat-Dagatan, Barangay Tangos was split into Barangay Tangos North and Tangos South while Barangay Tanza was also divided into Tanza 1 and Tanza 2.

The city will now have 18 barangays and 2 congressional districts.

DOTr vows better MRT3

The Department of Transportation vowed on Wednesday to provide riders of Metro Rail Transit better services as officials bared their action plan to bring the ailing MRT3 back on healthier tracks.

Undersecretary Timothy John Batan said an agreement between a Japanese service provider and the Philippine government on the rehabilitation and maintenance of the MRT 3 had been signed.

Batan said the Japanese service provider is “highly qualified” and is expected to make its entry on the second quarter.

“This year, we will make significant improvements to MRT3, and that is our commitment to the Filipino commuters,” he added.

He explained that the DOTr coordinated with the Japan International Cooperation Agency (JICA) to implement and develop strategies to improve MRT3 , which had been hounded by glitches and technical problems.

MRT3 Director for Operations Michael Capati revealed that an average of 39 passenger unloading incidents per month occurred in 2017 under service provider Busan Universal Rail Inc (BURI). It peaked to 55 in September.
These incidents were reduced to an average of 24 when MRT3’s Maintenance Transition Team (MTT) temporarily took over on November 6.

The common causes of passenger unloading were problems in the automatic train protection system, poor quality of traction motor and rail tracks, and passenger door failures.

“Unfortunately yung mga riles natin, kahit designed to last for 50-100 years, dahil hindi na-maintain ng maayos over the past years talaga pong nadegrade kaya nagkaroon ng chipping at scalding (Even if our tracks were designed to last 50 to 100 years, they were not properly maintained thus they were degraded, that is why there was chipping and scalding),” Batan said.

DOTr not accepting MRT-3 trains from China until audit done

The Department of Transportation on Wednesday said it is not accepting the train coaches for MRT-3 from a China-based firm until the independent audit is done.

“Nai-deliver na ang 48 na bagon (The 48 train coaches have been delivered) but we will not accept them unless we have an independent audit assessment of their safety and compatibility with our system,” DOTr Undersecretary for Railways Timothy John Batan said in a press briefing.

Batan was referring to the P3.8 billion worth of trains previously procured under former Transport Secretary Joseph Emilio Abaya from China-based Dalian Corp. These coaches are eyed to augment the MRT-3.

According to Batan, the transport agency is just waiting for the assessment of the independent auditing consultant before they can accept or reject the trains.

Batan said they are open to returning the trains and said the government has laid out plans in case they would need adjustments or need to be rejected.

“We don’t want to pre-empt kasi. Our independent audit consultant we have reminded them that they will enjoy utmost independence. We are not going to in any way try to influence their independent assessment of the 48 cars from Dalian,” Batan said.

“Tayo po ay mag-dedesisyon base sa kanilang recommendation. Kung sasabihin po nila na pwede niyong patakbuhin yan na agad agaran we will consider,” he added.

Last September, the DOTr already expressed willingness to return the Dalian trains after Sen. Grace Poe, chair of the Senate public services committee expressed disappointment over the government’s procurement of unusable trains. The train coaches arrived in 2016.

PH and Japan exchange notes for rehab and maintenance of MRT-3

The Philippines and Japan has exchanged Note Verbales for the rehabilitation and maintenance of the Metro Rail Transit (MRT) 3.

“We are wasting no time. This year, we will make significant improvements to MRT-3, and that is our commitment to the Filipino commuters,” Department of Transportation (DOTr) OIC Undersecretary for Railways TJ Batan  announced on January 9, 2017.

The first part of the strategy for fixing the railway consists of promoting accountability with the termination of the contract of Busan Universal Rail, Inc. (BURI). The second, ensures continued service delivery by establishing the MTT and purchasing needed spare parts; the third  covers contracting a rehabilitation and maintenance service provider together with an Official Development Assistance (ODA) partner and the fourth is putting in place a long-term, single-point-of-responsibility, operator and maintenance provider for MRT-3.

Particularly, the rehabilitation and maintenance arrangement involves obtaining ODA financing under Japan International Cooperation Agency’s (JICA) Special Terms for Economic Partnership (STEP). In Japan’s other ODA projects with the Philippines, terms include 0.1% interest per annum, 40 years payment period, and 12 years grace period for the principal.

The next step is for JICA to conduct a Feasibility Study, which will refine the project’s scope of works, in January to February, after which relevant government approvals will be obtained.

Signing of the loan agreement and procurement of the rehabilitation and maintenance provider will then follow in March to April, and mobilization of the Japanese provider is expected within the 2nd quarter.

The procurement of a Japan-nominated rehabilitation and maintenance provider will be done pursuant to JICA’s procurement guidelines. Given the urgent need to restore MRT-3’s reliability and capacity, Japan has given assurances that it will nominate a provider that is highly qualified, and has a robust and reliable track record.

In November, 2017, the DOTr terminated its contract with Busan Universal Rail, Inc. (BURI) as the MRT-3’s maintenance provider, citing BURI’s failure to perform its maintenance obligations and procure spare parts. The termination was intended to promote accountability and ensure that taxpayers’ money is not being spent on a non-performing service provider.

The Japan ODA for the MRT-3 Rehabilitation and Maintenance Project is Part 3 of DOTr’s 4-part strategy for fixing MRT-3.
