Bill declaring the lone district of Sta. Rosa City approved by House panel

The House Committee on Local Government has approved a bill separating the city of Santa Rosa from the first legislative district of the province of Laguna to constitute the lone legislative district of the city of Santa Rosa.

The House panel, chaired by South Cotabato and General Santos City Rep. Pedro Acharon passed House Bill 8433, principally authored by Laguna Rep. Arlene B. Arcillas.

It shall commence in the next national election after the proposed Act become effective.

The measure provides that the incumbent representative of the present first legislative district of the province of Laguna shall continue to represent the district until the new representative of the lone district of the city of Santa Rosa would have been elected and qualified.

HB 8433 tasks the Commission on Elections (Comelec) to issue the necessary rules and regulations to implement the proposed Act within 30 days after its effectivity.

ABS-CBN, GMA dominate TV ratings anew


TV network rivals ABS-CBN and GMA both claimed to dominate the nationwide ratings battle in 2018.

ABS-CBN said more Filipinos preferred watching its programs as it topped all TV networks in urban and rural areas nationwide last year, while GMA said it capped off another successful year by continuing to lead in nationwide ratings throughout 2018.

Citing data from multinational audience measurement provider Kantar Media, ABS-CBN said it gained an average audience share of 45 percent for the whole year against GMA’s 32 percent.

GMA, on the other hand, said the network tallied 40.8 percent total day people audience share from January to December 2018 compared to ABS-CBN’s 37.5 percent based on Nielsen’s National Urban Television Audience Measurement.

GMA did not present its time block ratings, but noted its magazine program “Kapuso Mo, Jessica Soho” ranked first in most-watched shows of 2018.

Also among the roster of top-rating shows were “Daddy’s Gurl,” “The Clash,” “Kambal Karibal,” “Pepito Manaloto,” “Onanay,” “24 Oras,” “Victor Magtanggol,” “Magpakailanman,” and “Studio 7.”


“Super Ma’am,” “The Cure,” “Cain at Abel,” “Sherlock Jr.,” “Amazing Earth,” “Daig Kayo ng Lola Ko,” “Inday Will Always Love You,” and “Lip Sync Battle Philippines” were also unequaled by rivals in 2018.

Last year, ABS-CBN said it was the network of choice by Filipinos in Metro Manila, where it scored an average audience share of 42 percent versus GMA’s 26 percent.

It also noted that 16 of its shows made it to the country’s 20 most watched programs in 2018, led by its three-year-old prime time drama “FPJ’s Ang Probinsyano,” with 41.2% average national TV rating.

Other most-watched 2018 Kapamilya shows are "Pilipinas Got Talent” (38.1 percent), “Your Face Sounds Familiar Kids” (33.3 percent), “Bagani” (31.8 percent), “La Luna Sangre” (31.4 percent),  “The Good Son” (30 percent),  “Since I Found You” (29.3 percent),  “Halik” (26.3 percent),  “Tonight with Boy Abunda” (25.9 percent), “Bandila” (24.3 percent), “Meteor Garden” (23.5 percent), “TV Patrol” (30.5 percent), “Ngayon at Kailanman” (28.8 percent), “MMK” (27.2 percent), “Rated K” (27 percent), “I Can See Your Voice” (26.5 percent),  “Gandang Gabi Vice” (25.9 percent), “Pinoy Big Brother: Otso” (26.6 percent) and “The Kids’ Choice” (26.2 percent).

The network said it also started gaining ground last year in Mega Manila and capped off the year by registering an average audience share of 36 percent versus GMA’s 34 percent.

ABS-CBN also reported huge ratings leads in other territories, including Luzon (40 percent), Visayas (53 percent), and Mindanao (52 percent).

“Aside from radio and television, ABS-CBN has also become the leader in the local music, film, cable TV, and publishing industries and is also the pioneer of digital television in the country,” the media giant said.

GMA, for its part, said it was the most watched station in both Urban Luzon and Mega Manila last year, winning across all day parts including the hotly contested primetime block.

ABS-CBN, GMA claim top ratings in 2018



RIVAL networks ABS-CBN Corp. and GMA Network, Inc. both claimed the top spot in television ratings in 2018, using different audience measurement reports.

Citing Kantar Media, which measured ratings from 2,610 urban and rural homes, ABS-CBN said it trumped all networks in 2018 with an average audience share of 45%, excluding data during the Holy Week.

In a statement, the Lopez-led company said it dominated the Metro Manila and Mega Manila markets where it gained an average audience share of 42% and 36% respectively.

Across islands, ABS-CBN said it also won over the households in Total Luzon with an average audience share of 40%, Total Visayas at 53% and Total Mindanao at 52%.

But challenging ABS-CBN’s claims is GMA, which said its total day people audience share for the whole year reached 40.8% in the National Urban Television Audience Measurement (NUTAM), using data from Nielsen TV Audience Measurement.

In a statement, GMA noted Nielsen’s data covers “a greater number of sampled homes nationwide in comparison to Kantar Media,” with around 900 more households surveyed in Total Urban and Rural Philippines.

GMA said aside from NUTAM, it also dominated Urban Luzon where it tallied a 45.9% total day people audience share for the full year, and Mega Manila with 47.7% share from the start of 2018 to Dec. 22.

But in terms of time block ratings, ABS-CBN said it led the market across all time slots: the morning block (6 a.m. to 12 p.m.) with 38% average audience share, noontime block (12 p.m. to 3 p.m.) with 44% share, afternoon block (3 p.m. to 6 p.m.) with 43% share and prime time block (6 p.m. to 12 a.m.) with 49% share.
