Lawyer Roger Mercado has finally reclaimed his seat in the House of Representatives as congressman of Southern Leyte.
Mercado was sworn in during Tuesday’s session before House Speaker Alan Peter Cayetano.
Mercado, former chair of the House Committee on Constitutional Amendments, was originally elected congressman of his home province during the midterm polls last May but was prevented from reclaiming his seat since Southern Leyte has been split into two congressional districts last February 1 by virtue Republic Act No. 11198.
Under R.A. 11198, the Commission on Elections (COMELEC) has been mandated to conduct special elections to determine the those who will represent the first and second district of Southern Leyte.
The first congressional district of Southern Leyte is composed of Maasin City and the municipalities of Machrohon, Padre Burgos, Limasawa, Malitbog, Tomas Oppus, and Bontoc while the second district consists of the Municipalities of Sogod, Libagon, Liloan, San Francisco, Pintuyan, San Ricardo, Saint Bernard, Anahawan, San Juan, Hinunduyan, Hinunangan, and Silago.
Mercado will represent the province first district.
Last August, Mercado was one of those who bolted the ruling PDP Laban party and took their oath as new members of the National Unity Party (NUP).

Appro panel okays funding provisos in OFW department bill
The House committee on appropriations approved on Monday the funding provisions of a substitute bill creating the Department of Filipinos Overseas and Foreign Employment.
The committee chaired by Davao City Rep. Isidro Ungab approved the appropriations provisions of the proposed “Department of Filipino Overseas Act of 2019,” authored by Speaker Alan Peter Cayetano.
Section 23 of the bill states that the amount needed for the initial implementation of the proposed measure shall be taken from the current year’s appropriations of the agencies, entities, divisions, sections or bodies subsumed or transferred to the Department by virtue of the proposed Act.
Thereafter, such sums, as may be necessary for its continued implementation, shall be included in the annual General Appropriations Act.

Last December 13, 2019, ABS-CBN held their company Christmas Party and two top executives grabbed the opportunity to advise the Kapamilya actors and actresses and other employees to recharge themselves, as they are about to work on multiple projects and the renewal franchise issue will not stop them from doing what they have loved for decades.
ABS-CBN Chairman Mark Lopez and President Carlo Katigbak announced, “Mag-recharge kayo kasi pagbalik ng 2020, marami tayong gagawin. Dito sa ABS-CBN, family is forever, tuloy ang laban.”
It can be recalled that even when President Rodrigo Duterte warned the giant network that he would not renew the franchise, Sen. Tito Sotto, and Sen. Ralph Recto expressed their support towards the network by reiterating that there’s still time.
Sen. Sotto stated: “Yes, there’s enough time, if we receive it by (February), it can be passed within that month.”
Sen. Recto firmly announced that he supports ABS-CBN’s franchise renewal as they have served the Filipino.
He said, “Yes, it can be done. I support its renewal. I also understand the concerns of the President. Overall, ABS-CBN deserves a renewal of its franchise. They have served the Filipino well. They employ people, pay taxes, they do a lot of CSR (Corporate Social Responsibility) inform the public and have done public service well. They are part of the Filipino household.”

FREE: PINOY FILM CLASSICS AT RIZAL PARK DEC. 26-30
A rare collection of Filipino film classics will be shown to the public free in a nightly festival of great Pinoy movies at the open-air auditorium of the Rizal Park from Dec. 26 to 30.
The film showing is part of the country’s Pistang Milenyo Filipino celebrations to welcome the year 2000.
The event is being spearheaded by the Committee on the Turn-of-the-Century Celebrations (CTCC), chaired by Secretary Gemma Cruz Araneta of the Department of Tourism (DOT), in cooperation with the Cultural Center of the Philippines (CCP), National Commission for Culture and the Arts (NCCA) and the Bulwagang Gantimpala.
The activity, dubbed "Teatro at Pelikula" is one of the highlights of the Milenyo Filipino Festival, a program which seeks to transform the Rizal Park into a Philippine theme park showcasing the country’s advances in agriculture, technology and culture in the week preceding the new century.
Araneta said the Teatro at Pelikula aims to foster appreciation and pride on Filipino cinematic achievements. "It will be open to the general public for free," she said.
Among the quality local films scheduled to be shown are: Biyaya ng Lupa (Dec. 26), a film directed by Manuel Silos which won the FAMAS award for best picture in 1959 and gained international fame at the Asian film Festival in 1960.
Tinimbang Ka Ngunit Kulang (Dec. 27), a 1975 film directed by Lino Brocka, which won six FAMAS awards for best picture, director, actor, actress, music and theme song,
Magic Temple (Dec. 28), by Peque Gallaga and Lore Reyes, which won the grand prize during the 1996 Metro Manila Film Festival.
Himala (Dec. 29), a 1982 film directed by Ishmael Bernal which won the awards for best picture, director, story and cinematography in the 1982 Metro Manila Film Festival.
Rizal the Movie (Dec. 30), by Marilou Diaz-Abaya, which nearly won the grand slam among all Philippine film award-giving bodies in 1998 and continues to win acclaim for the Philippines abroad.
Audiences will be treated with the screening of short films (15 minute) prior to the showing of the full-length movies.
Earlier, President Rodrigo Duterte said he and his family will join the rest of the Filipino nation in welcoming the new millennium at the Quirino Grandstand in Manila.
The President invited the public to join the First Family at the Luneta, and to pray that the year 2020 will bring with it the blessings to push the country forward.

Vista Land raises P10 billion from sale of peso bonds
Homebuilder Vista Land & Lifescapes Inc. successfully raised P10 billion from the issuance of fixed-rate peso bonds due 2025.
Vista Land said in a disclosure to the stock exchange institutional investors bought P7.74 billion of the bonds while retail investors purchased P2.25 billion.
The series E bonds, which carry an interest rate of 5.6992 yearly, will be issued and listed on Philippine Dealing & Exchange Corp. on December 18.
Vista Land will issue P5 billion in bonds from its remaining shelf registration approved by the Securities and Exchange Commission in 2017 and sell the over subscription portion of P5 billion out of the P30 billion in new shelf registration approved by the regulator last month.
Joint issue managers and joint lead underwriters China Bank Capital Corp., PNB Capital and Investment Corp. and SB Capital Investment Corp. handled the bond sale.
Vista Land has been rated AAA by Credit Rating and Investors Services Philippines Inc., while the bonds were rated PRS Aaa by Philippine Rating Services Corp., both highest ratings.
Vista Land plans to use the net proceeds from the offering to fund the construction and completion of several malls, redevelopment of outlets, building of condominium projects and for general corporate purposes.
Vista Land is developing eight new malls in San Ildefonso (Bulacan), Koronadal (South Cotabato), General Santos, Bulakan (Bulacan), Zamboanga City, Tugueragao (Cagayan) and Mactan (Cebu).
It is also redeveloping four malls, namely Starmall EDSA-Shaw, Starmall Alabang, Starmall San Jose Del Monte and Vistamall Pampanga.
The firm early this month entered into a joint venture partnership with Mitsubishi Estate Co. Ltd., a leading comprehensive real estate developer in Japan, to develop a mixed-use condominium project along Taft Avenue, Manila.
The planned 32-story condominium offers more than 1,000 units, plus seven floors of parking spaces and one ground floor featuring several commercial establishments.
It is set to be launched in the first half of 2020, with turnover scheduled in the second half of 2024.
