NTC orders recall of frequencies, channels assigned to ABS-CBN

State of The Nation ni Jessica Soho at Tonight With Arnold Clavio, mawawala na sa GMA News TV

State of The Nation ni Jessica Soho at Tonight With Arnold Clavio, mawawala na sa GMA News TV

by Jojo Gabinete

Dalawa sa award-winning programs ng GMA News TV ang hindi na mapapanood sa telebisyon—ang State of the Nation ni Jessica Soho at ang Tonight With Arnold Clavio.

Ang State of The Nation ay dating nightly newscast, habang ang Tonight With Arnold Clavio ay ipinapalabas tuwing Wednesday night.

Unang umere ang State of the Nation noong February 28, 2011.

Please stand by”, then a short patriotic message, teaser and station ID on sign-on, goodnight song on sign-off.

  • Sana maibalik ang mga radio at television frequencies, certificate of public convenience, provisional authority, permit to operate, call signs sa radio at television at analog at digital television channels.

Yan ang totoo!

NTC recalls frequencies, channels assigned to ABS-CBN

The National Telecommunications Commission on Thursday recalled the frequencies assigned to ABS-CBN, which it said was “warranted” in the absence of a legislative franchise.

"The denial of respondent's franchise renewal application by Congress, coupled with the denial of respondent's petition by the Supreme Court, lead to no other conclusion except that respondent had already lost the privilege of installing, operating, and maintaining radio broadcasting stations in the country," the NTC said in a decision released to the media Thursday.

"Consequentially, absent a valid legislative franchise, the recall of the frequencies assigned to respondent is warranted," the decision dated Sept. 9 said.

ABS-CBN’s broadcast franchise expired last May 4. Its free TV and radio channels went off the air on May 5 following a cease and desist order from the National Telecommunications Commission.

The network’s bid for a fresh 25-year franchise was denied by the House Committee on Legislative Franchises despite the position of several government agencies that the company has been compliant in various tax, trading and labor laws, among others.

The Supreme Court en banc on Aug. 25 also voted to dismiss the plea of ABS-CBN Corp. to stop the closure order issued by the National Telecommunications Commission (NTC) in May.

All provisional authorities, certificates of public convenience granted to ABS-CBN were also "revoked/cancelled," the NTC said.

Fitch Solutions earlier called the shutdown “highly politicized.”

Since the shutdown, thousands of employees have been retrenched and departments wiped out including its regional operations.

If ever man makabalik ang ABS-CBN sa ere, I think those frequency numbers won't matter anymore, since (1) hindi na rin pwedeng gamitin ang VHF channels (2 to 13) sa digital, (2) they can locate their channel assignment via virtual channels, and (3) baka makabalik pa rin naman sila sa 1-12 positions ng TVplus.

Once they return with a new franchise, they might end up as a radio and TV network and an all-DTV network, as well

pwede nilang marecover ng Channel 2 due to crab mentality (anyone who broadcasts on Channel 2 will be popular since that frequency is always associated with ABS-CBN kung baga hindi magiging sikat ng bagong station na yan because sa ABS dati yung ginagamit na channel number) but radio malabo silang makakabalik lalo na maraming big wigs ng magsusugal sa mga frequencies na yan lalo na 630kHz at 101.9MHz (the only remaining open FM frequency in the Metro Manila area.).

The National Telecommunications Commission recalls ABS-CBN's TV and radio frequencies nationwide

In another blow to media giant ABS-CBN, the National Telecommunications Commission (NTC) issued an order recalling its frequencies.

In a decision dated September 9 and released to media on Thursday, September 10, the NTC noted that ABS-CBN no longer has a legislative franchise to continue operating its television and radio stations nationwide.

The NTC also revoked all certificates of public convenience, which had given ABS-CBN the authority to use the frequencies.

"Indubitably, the denial of respondent's franchise renewal application by Congress, coupled with the denial of respondent's petition by the Supreme Court, lead to no other conclusion except that the respondent had already lost the privilege of installing, operating, and maintaining radio broadcasting stations in the country," the decision said.

"Consequently, absent a valid legislative franchise, the recall of frequencies assigned to respondent is warranted," it added.

The NTC decision covers ABS-CBN's frequencies nationwide, including radio stations DZMM and MOR.

NTC Deputy Commissioner Edgardo Cabarios earlier told Rappler that once the commission recalls ABS-CBN's frequencies, the media giant could still turn to the Court of Appeals.

ABS-CBN's franchise expired on May 4. Its free TV and radio stations went off-air a day later, after the NTC ordered it to stop its operations.

In the same week ABS-CBN was shuttered, the media giant ran to the Supreme Court (SC) in a bid to stop the NTC's cease and desist order. Senators, in a resolution, also urged the NTC to reconsider its order.

NTC said it had to suspend hearings on the recall process back then, given ABS-CBN's petition at the SC.

In July, the House committee on legislative franchises denied ABS-CBN's new bid for a 25-year franchise over alleged "numerous violations." This is in contrast to what transpired at a Senate hearing, where the network was cleared of such violations.

Without a franchise, ABS-CBN had to lay off employees and close its regional broadcast arm.

Late August, the SC dismissed the embattled network's petition for being moot and academic, following the House move to kill its franchise renewal.

Can God Handle Our Failures?

Don't worry about anything; instead, pray about everything; tell God your needs, and don't forget to thank him for his answers.  Philippians 4:6, LB

When Lyndon Johnson was asked how he was getting along, he replied "Fine!"  He explained that he had adopted the formula once given to him by an old woman many years ago. She said, "When I walks, I walks slow.  When I sits, I sits loosely.  When I sees a worry coming on me, I just go to sleep."  It seems that nearly everyone has his own concerns over which he worries.  We worry about the weather, about taxes, about the world situation and about government.  We worry about the spread of global terrorism.  Single folks worry about getting married, and a lot of married folks that I know worry about staying that way.

Have you ever considered the fact that worry is a senseless and futile pastime which only drains your life of energy and siphons off your productivity?  A panel of psychologists concluded that forty percent of the things people worry about never happen.  Thirty percent of worry, they say, is about past events which are now history.  It will not help one bit to worry about things such as: how well you did on yesterday's test, how well you performed at last week's party, old grievances, or last year's opportunities.  Twelve percent of our worries, say these experts, are about our health.  Ten percent of the things that we worry about concern trifling items that really do not make a lot of difference.  That leaves only eight percent of our worries that psychologists would classify as legitimate areas of concern.

If these observations are true, and they seem quite logical, then we worry an awful lot about things that we can neither control nor should greatly concern us.  "Worry," said George Lyons, "is the interest paid by those who borrow trouble."

One of the interesting, if not ironical, things about worry is that believers indulge in the pastime of worry just about as much as those who believe there is no God at all.  If, of course, there is no God who directs in the affairs of men, it would be a good idea to worry a little bit every day‑‑ just to keep us on our toes, to keep us from going to sleep at the switch.  But if there is a sovereign God who directs in the affairs of His children, then we had better put our faith into practice, which means we can say, "All right, God, you take over the night shift because I am going to sleep."

Do you believe "...all things work together for good to them that love God, to them who are the called according to His purpose" (Romans 8:28)?  Paul wrote to the Ephesians and in his opening remarks said that God works "all things after the counsel of His will" (Ephesians 1:11).

Could I anticipate your thoughts?  You are not concerned about God's keeping the earth from colliding with another planet‑‑brushing a few million people off into space‑‑but you are a little worried about the consequences of your own mistakes; what you should have said that you did not say, or possibly what you did that you should not have done.

When all is said and done, do you not think that God is big enough and gracious enough to keep us from the tragic consequences of our own failures at the same time?  Are you fighting worry?  Then take your New Testament and turn to Jesus' sermon on worry found in Matthew, chapters five, six and seven.  Then ask yourself if you do not think that God really has everything in control.   Yes, worry is the interest paid by those who borrow trouble.
