NLEX Expansion, Enhancements and Excellence

THE Manila North Tollways Corp. was recently reorganized as Nlex Corp. and 2017 was as a year of “Triple Es”—expansion, enhancements, excellence—for the company.

New and longer kilometer lanes were built; toll plazas were expanded; interchanges enhanced; new exits opened; more roadway lighting facilities installed; electronic payment options diversified; and pavements known for their Nlex quality were further improved.

Nlex Corp. as a matter of policy and DNA never rest on its laurels. In a year-end statement, President and CEO Rodrigo E. Franco said, “2017 is a defining period where we will build on our accomplishments and bring to completion big ticket projects slated for 2018.”

“We at Nlex Corp. have indeed made traveling through our tollways safer, faster and more comfortable.”

Nlex Corp. operates both the 97-kilometer North Luzon Expressway (Nlex) and the 94-km Subic-Clark-Tarlac Expressway (SCTEx).

“More expansion and enhancement projects are on the way this year that will provide further comfort and convenience to motorists,” Franco added.

“Among the projects completed in 2017 for North Luzon Expressway are the 64 lane kilometers of world-class expressway; the 56 lane kilometers from Santa Rita to San Fernando in Pampanga;  and the 8 lane kilometers from Dau to Santa Ines, also in Pampanga. The additional lane kilometers expanded the road capacity of Nlex in heavy traffic areas, and thus enhanced free flow of traffic,” Franco said.

Three toll plazas in Balintawak, Mindanao Avenue and Meycauayan were also expanded. Toll lanes at Balintawak plaza were increased from 17 to 25; the three-lane Mindanao plaza adopted a fishbone design to allow for easy exit; and the toll lanes of Meycauayan plaza increased from four to five lanes.

According to Nlex Corp., they expanded the toll lanes to provide more “breathing space” at the toll plazas and reduce long queues of vehicles.

Nlex also constructed three new exits, namely, Lingunan, Libtong and Pandayan.

The Lingunan southbound exit has decongested traffic at the Valenzuela interchange; the Libtong northbound exit relieved rush-hour traffic at Meycauayan interchange, while the Pandayan southbound exit also contributed to free traffic flow at Meycauayan.

This project has benefited at least 13,000 vehicles coming in and out of the city via Nlex. These exits also increased commercial activities in the city with increased efficiency, due to reduced traffic.

Interchange enhancements were undertaken at the San Fernando Interchange, where traffic was building up due to increased commercial activities of two big malls. The enhancements project took the form of two new bridges that function as separate carriageways.

The interchange enhancements predictably resulted in greater travel convenience—benefiting operators, passengers and business owners within the City of San Fernando and other parts of Central Luzon.

One project that promises to stimulate commerce in the country is an expressway that speeds up transport to and from our ports. The R-10 section of the Nlex Harbor Link Project broke ground last year. It is a 2.6-kilometer continuation of the 5.7 km Nlex Harbor Link Segment 10. The R-10 section will surely provide direct access from the Port Area to Northern Luzon provinces via Nlex.

Nlex has not only brightened the lives of motorists but it has also brightened the roadways in Pampanga with close to 800 LED lights from Balagtas in Bulacan to San Fernando in Pampanga. The light-emitting diode lights have greatly illuminated the stretch and contributed to road safety at night time.

Nlex diversified electronic payment options, and motorists traversing Nlex can now pay their tollway fees by using their Easy Trip RFID, beep cards and Mastercard contactless debit, prepaid and credit cards, including their Smart Mastercard powered by PayMaya. This resulted in faster, more secure and more convenient transactions at the toll booths.

Over at Subic-Clark-Tarlac Expressway (SCTEx), the Nlex Corp. completed its rehabilitation of the entire SCTEx pavement from Tipo to Tarlac, thus increasing the comfort and convenience of motorists in the area.

Nlex Corp. has also modernized the SCTEx Traffic Control Room—featuring a central traffic management system that monitors 24/7 real-time traffic. The SCTEx Control Room is now on a par with the ultra-modern Nlex Traffic Control Room.

The company also installed over 100 CCTV cameras to keep close watch over SCTEx, including toll plazas and toll booths. This also helped in monitoring and surveying what factors can be changed to provide better service for motorists and commuters.

With all these accomplishments, the tollways firm hopes to continue making substantial improvements on Nlex-SCTEx that will provide not only ease of travel but also to spur growth in the communities traversed by the expressways. Whenever we talk of Nlex Corp.’s nonstop improvements, we remember an industry observer’s remark about the passion for excellence of Nlex executives led by Franco.

The perceptive Franco remarked, “You ain’t seen nothin’ yet.”

First phase of Cavite-Laguna Expressway to open in December

A portion of the Cavite-Laguna Expressway (CALAX) is targeted to begin commercial operations by December 2018, after the Department of Public Works and Highways (DPWH) asked the concessionaire to fast-track the construction.

Public Works and Highways Secretary Mark Villar said on Thursday, February 8, that the first 7 kilometers (km) of CALAX, which runs from the Mamplasan Interchange in BiƱan, Laguna to Laguna Boulevard, is seen to be opened to motorists by December 2018, instead of the initial target of February 2019.

MPCALA Holdings Incorporated, a unit of listed Metro Pacific Investments Corporation (MPIC), is the winning concessionaire of CALAX, which is a 44.6-kilometer, 4-lane toll road between the Cavite Expressway in Kawit, Cavite and the South Luzon Expressway-Mamplasan Interchange.

"We asked MPIC if we can expedite it to December 2018 so we have a Christmas gift for the motorists. The original target was to open it in February next year, as a Valentine's Day gift. But I said, it is more proper to give it as a Christmas present," Villar told reporters during his office's inspection of the project site in Laguna.

Back in March, MPCALA signed a P7.2-billion agreement with DM Consunji Incorporated (DMCI) for the construction of the 18-km Laguna side of CALAX.

For the Cavite side, MPCALA is hiring Australia's Leighton Holdings in a deal worth P7.3 billion.

On top of the project's P35.42-billion construction cost, MPCALA paid the government a premium bid of P27.3 billion to win the CALAX contract.

MPCALA will operate and maintain CALAX for 35 years. After that, the operations and maintenance of the expressway will be in the government's hands.

"As of now, the government has delivered about 60% right of way for the entire toll road project. The construction for the entire CALAX is targeted to be finished by December 2020," Villar said.

The 44.6-kilometer road project will connect nearby industrial zones to the capital of one of Asia's fastest-growing economies.

DPWH to auction off Quezon-Bicol Expressway project by end-2018

Department of Public Works and Highways targets to finish the construction of the proposed Quezon-Bicol Expressway (QBEX) by 2026

MANILA, Philippines – A proposed 180-kilometer expressway from southern Quezon to Camarines Sur is set to be auctioned off to the private sector by end-2018, the Department of Public Works and Highways (DPWH) announced.

Alex Bote, public-private partnership (PPP) director at DPWH, said in a report that the agency will undertake a feasibility study on the proposed Quezon-Bicol Expressway (QBEX), a project aimed at signifcantly reducing travel time between Manila and the Bicol region.

"By the 4th quarter of this year, we plan to begin the tender process of QBEX," Bote said in a statement on Wednesday, February 7.

Implemented under the PPP scheme, the expressway project covers an estimated length of about 180 kilometers from Pagbilao, Quezon to San Fernando, Camarines Sur.

Bote said the project cost will be determined upon completion of the feasibility study,

"By 4th quarter of 2019, the detailed engineering design [of QBEX is expected to be done]. [This will be] followed by right-of-way acquisition starting the 4th quarter of 2020, so we will be able to proceed with the construction by 1st quarter of 2022," Bote said.

The DPWH targets to finish the construction of the proposed expressway PPP deal by 2026.

Press freedom group to solons: Renew CBCP broadcast franchise

An international media watchdog has called on Philippine lawmakers to renew the legislative franchise of Church-run radio stations in the country, which has been pending since it was filed last year.

French-based organization Reporters Sans Frontieres (Reporters without Borders or RSF) urged the House of Representatives to finally approve the franchise application of the Catholic Bishops’ Conference of the Philippines (CBCP) to operate 54 radio stations nationwide.

“We urge Philippine parliamentarians to address the Catholic Media Network application so that this license can finally be renewed,” said Daniel Bastard, head of RSF’s Asia-Pacific desk, in a statement.

House Bill 4820, the proposed measure which seeks to extend to another 25 years Republic Act 7530 or the broadcast franchise granted to the CBCP, has been pending before the House committee on legislative franchises since it was filed on January 24, 2017. It has yet to be put on agenda by the committee.

RSF has expressed worry that the “refusal” of lawmakers to renew the franchise appears to be “politically motivated” given the Church’s critical stance and reportage against President Rodrigo Duterte’s bloody campaign against illegal drugs.

“It should be a mere formality, nothing more than a stamp on a four-page document. Given the Catholic Church’s criticism of the Duterte administration, this refusal to renew clearly seems to be politically motivated,” Bastard said.

The group also condemned the online attack against Kodao, an alternative news outfit known for coverages of the government’s peace talks with the National Democratic Front (NDF) and human rights issues.

Kodao’s website was attacked last week after publishing a story on arrested NDF consultant Rafael Baylosis.

“Meanwhile, as Kodao is well known for its uncompromising criticism of the authorities, its suspension also has all the hallmarks of a reprisal against the free press,” Bastard said.

Kodao, which suffered from a “code injection attack” through WordPress, has lost most of its online data and the site has remained inaccessible as of posting.

The National Union of Journalists of the Philippines meanwhile condemned the cyberattack, saying “that it was part of the Duterte government’s efforts to silence critical media, as seen in the continuing attempt to shut down Rappler, threaten other news outfits, and other voices of dissent.”  /muf

San Miguel bares P700-B capex budget

CONGLOMERATE San Miguel Corp. (SMC) said it is allocating P700 billion for its capital expenditure (capex) program from 2015 to 2022 in a bid to expand its business portfolio.

The amount excludes the P700-billion proposed airport project in Bulacan, which is currently under evaluation by the Department of Transportation.

SMC Senior Vice President Sergio Edeza told reporters on the sidelines of an investors’ briefing on Tuesday said that the P700-billion spending budget will be poured into San Miguel’s food, beverage, and infrastructure businesses.

However, no details were given as to how much of the capex has already been spent.


Early last year, reports said SMC had allocated P543.3 billion for its capital outlays from 2015 to 2020 to fund expansion plans.

Currently in the pipeline are two new breweries to be located in Mindanao and Southern Luzon. Upon completion, the new facilities will each produce two million hectoliters of beer annually.

SMC Chief Finance Officer Ferdinand Constantino said other projects include the development of its power facility in Limay, Bataan, and infrastructure projects such as the Boracay Airport—which is set for completion next year; the South and North Luzon Expressway connector road; the C6 Road; MRT-7, and the Bulacan Bulk Water Project.


“In power, we are completing our power plant in Limay, Bataan, the first 300 megawatts (MW) is now on-stream and the 700 MW [capacity]is still to be completed,” Constantino said.

SMC said funding for the remaining programmed outlays until 2020 will come from equity (30 percent) and the rest will be raised from bond issuances and loans, among others.

Earlier in January, SMC announced it was issuing the third and final tranche of its fixed-rate peso-denominated bond worth P30 billion, with proceeds to be utilized to repay existing debt obligations. The issuance forms part of the company’s P60 billion shelf registration program.

The offer period will run from March 2 to 8, 2018. The interest rate announcement and release of final allocation will be on March 1.

It also ranked 13th on Kantar Media’s list of most watched programs for 2017, and it was also among the most watched program on iWant TV last year.

The show received various recognitions from award giving bodies such as PMPC Star Awards for TV, LionhearTV Rawr Awards, GEMS Hiyas ng Sining Awards, and even the Asian Television Awards where Tirso was finalist in the best supporting actor category.
