MANILA– The National Union of Journalists of the Philippines (NUJP) launched a petition calling on Congress to renew the franchise of ABS-CBN, which is set to expire in less than two months.
Currently, eight bills seeking another franchise for the network are pending in Congress. Palawan 1st District Rep Franz Alvarez, chairperson of the House Committee on legislative franchises, has yet to schedule a hearing.
Hoping to exert pressure on legislators, members of NUJP, ABS-CBN employees, press freedom advocates and digital rights activists signed the petition in support of the outfit’s franchise during the Black Friday Protest, Jan. 17 at the Boy Scout Circle in Quezon City.
An online version of the petition (http://chng.it/ZTjSM9xyYB) has also been posted at Change.org website. NUJP hopes to gather one miion signatures. In less than 24 hours, more than 41,000 signed the petition.
On Thursday, Manila Times published a story quoting ‘unimpeachable sources’ saying that the Office of the Solicitor General (OSG) would file a petition before the high court asking to revoke the legislative franchise of ABS-CBN.
However, SolGen reportedly decided to put off the filing of such petition, after Cagayan de Oro City 2nd district Rep. Rufus Rodriguez warned Solicitor General Jose C. Calida against “disrespecting and denying due courtesy to Congress.”
Attack on press freedom
In his speech, NUJP Deputy Secretary General Raymund Villanueva debunked Presidential Spokesperson Salvador Panelo’s claim that the legal maveuvers against the network is not an attack on press freedom.
Villanueva cited the numerous attacks President Rodrigo Duterte made against the network, including his recent pronouncement that he would consider the network’s renewal if ABS-CBN decides to support his campaign for federalism.
“If the president of the country can blackmail ABS-CBN into supporting his campaign for federalism, isn’t that an attack on press freedom?” Villanueva asked.
‘Should government succeed, a vital voice in Philippine media will be lost and thousands of our colleagues lose their jobs,’ the group said.
“We call on Congress to do what is right and immediately pass the bill to renew ABS-CBN’s franchise.”
UP journalism professor Danilo Arao, meanwhile, criticized Duterte’s “petty behavior” which puts at risk the jobs of thousands ABS-CBN workers.
Duterte repeatedly retorted that the network did not air his campaign advertisement during the 2016 elections.
Bayan Muna Rep. Carlos Zarate, along with other representatives of the Makabayan Bloc, also threw their support to ABS-CBN employees.
“We are not here to defend the owners of ABS-CBN, they can defend themselves,” said Zarate, “But the bigger issue here is the people working in ABS-CBN, and the thousand workers who would lose their jobs because of current government’s harassment.”

House vows passage of vital bills to support Duterte legacy
The House of Representatives has reaffirmed its commitment to pass President Rodrigo Duterte’s priority measures to help sustain the administration’s legacy in providing the Filipinos a safe and comfortable life.
Speaker Alan Peter Cayetano made the statement on Sunday as Congress resumes its session this week.
Cayetano said top-billing the priority list are the three proposed departments -- Department of Disaster Resilience, Department of Overseas Filipinos and Department of Water.
Also included in the priority measures are the tax reform bills, which will help bankroll the administration’s “Build, Build, Build” program as well as the health and social services.
“Our colleagues have committed to fast-track the passage of the creation of Department Resilience to better equip our country to respond to natural and man-made calamities as well as improve our rehabilitation efforts,” Cayetano said.
“We have good laws like the Universal Health Care, and Free Tertiary Education Act but we need to ensure that they are properly funded hence we need to pass all these tax measures,” Cayetano added.

Amid strong statements of President Rodrigo Duterte against ABS-CBN, an election lawyer still believes that the President’s “soft heart” could save the major television network from not having its franchise renewed by March.
Lawyer Romulo Macalintal said Duterte would consider the thousands of employees of ABS-CBN and their dependents, as well as calls from celebrities for the renewal of the franchise.
“Amid President Duterte’s repeated statement that he will block the renewal of the franchise of ABS-CBN which will expire on March 30, 2020, I honestly believe that his ‘soft heart’ would still prevail and ABS-CBN’s franchise will be renewed without his objection,” Macalintal said in a statement on Sunday.
Duterte has been accusing the television network of not airing his campaign ad that was already paid for during the campaign period in the 2016 presidential polls.
But for Macalintal, the President’s ire might subside as the network helps assist victims of the Taal Volcano’s eruption and in view of its special coverage for the calamity.
“If Duterte could forgive businessman Lucio Tan for allegedly ‘funding destabilization plots’ against him after Tan’s Philippine Air Lines provided free flights to Overseas Filipino Workers (OFWs) from Kuwait to Manila, he might also do the same for ABS-CBN,” he said.
Macalintal also mentioned how Duterte forgave comedian Ramon Bautista, who was declared persona non grata by the Davao City Council in 2014 due to his “hipon” (shrimp) joke, which local officials criticized as an insult to women.
He also recounted how Duterte cried in front of his parents’ graves upon winning the presidency.
For Macalintal, these instances indicate that Duterte has a soft part in his heart and that he “cannot simply set aside the interest and welfare of the thousands of employees and talents who would be affected by any move that would stop the operation of ABS-CBN.”
“I am sure he would sacrifice his own personal interests and reason if only to protect the rights and interests of his fellow men. If ABS CBN violated his rights during the election period, I’m sure, as a former Prosecutor, he knows his legal remedies on this issue,” said the election lawyer.

The House of Representatives is pushing to approve by March the bills that would create 3 new government agencies: the Departments of Filipinos Overseas and Foreign Employment (DFO); Water Resources and Services (DWR); and Disaster Resilience (DDR).
On Sunday, January 19, House Majority Leader Martin Romualdez said that the lower chamber will be prioritizing the 3 measures once the 18th Congress reopens session on Monday, January 20.
“We aim to hit the ground running when session resumes on Monday. Time to roll up our sleeves once again and work double time on vital legislative measures. The Speaker made a clear instruction to pass these bills,” Romualdez said in a statement.

All 3 bills have already hurdled the committee level in November last year.

The hanging question remains unsolved: What if the keyboard and mobile chauvinists have it their way?
The short answer: FPJ’s Ang Probinsyano would finally end at last after four years. No more It’s Showtime and no more GGV and that means, no more lollygagging from Vice Ganda.
But the long answer is somewhat complicated.
Despite the rise of video-on-demand platforms, traditional TV remains the most dominant medium for information and entertainment. In other words, the loyal Kapamilyas and even avid viewers of their selected programs will have to enter cold turkey instantly.
Without a mode of exposure, artists will lose an opportunity to build their careers in their resume; as a result, there will be an oversupply.
Hundreds of exclusive artists will all be, in theory, freelancers but some personalities have backup agencies. For example, Anne Curtis, Vice Ganda and Sarah Geronimo are all VIVA talents and with that, VIVA’s boss Vic del Rosario has the right to ink a deal with any remaining network and they would still get TV exposure. Those talents who don’t have a backup agency would be out of luck unless they planned ahead to take up entrepreneurial ventures like KathNiel with their barbershop business.
Thousands of employees from news and sports departments could get reassigned or get the pink slips. Newscasts, including regional ones, would undergo as exclusively digital akin to Rappler.
Current multi-year contracts with this network when it comes to sports and entertainment will really need to find a new home.
Sure, there is iWant to carry over the remaining episodes and some of their finished programs are ready for syndication to their soon-to-be-former rivals.
The over-all analog switch-off might be delayed and the Full HD progress would be stalled. The network have done both feats very seriously and had they continue to operate, they will be the frontrunner in testing 4K UHD.
In terms of the TVPlus’ functionality, their encryption should come to an end and the apparatus would be treated as a regular DTV converter box or it would longer be useful.
It’s not just the TV frequencies that would be gone, so too would be their radio stations under their ownership like — in the case of Metro Manila — MOR 101.9 and DZMM 630.
Other non-broadcast ventures like Star Cinema, Star Music and ABS-CBN Publishing will continue to operate. Their promotion would need communication of consent with other rival TV networks.
Their facilities outside Mother Ignacia like the new Soundstage in San Jose Del Monte, Bulacan could be opened up to their competitors for rentals or for lease in order to make up the lost revenue.
Competitors’ Response
With Mother Ignacia suddenly disappeared, Kantar’s and Nielsen’s database for measuring TV ratings would change drastically and so are its entertainment reports in both broadsheets and tabloids.
Losing ABS-CBN for good can make a significant difference in the Philippine TV landscape.
Before their very eyes, what will happen to the rest of the competitors? Will they replicate the silver linings or successes in certain aspects that Mother Ignacia currently enjoys?
In a short answer, three rival entities will have an individual, significant response; CNN Philippines is out of the picture and sectarian UHF networks are barely affected.
GMA
For the simpletons, the possibly-former rival will be the undisputed winner in the new TV ratings game as it would hold the virtual monopoly on general entertainment.
Financial-wise, this media company generated 15.236 billion pesos in revenue in 2018 with the asset composition being 62% equity compared to 42% equity from Mother Ignacia. Net income was 15.1% of revenue compared to ABS-CBN’s 4.7%.
When it comes to broadcasting divisions, GMA has almost everything that ABS-CBN has except for a full-time sports department.
As this year celebrates its 70th corporate anniversary, a grand homecoming would happen. Will GMA repatriate Ogie Alcasid, Regine Velasquez and Ryza Cenon? Assuming they have returned, will the entertainment department give the displaced talents more exposure and better roles on their upcoming projects?
In the past decade, Timog Avenue’s reality competition shows tend to be “original.” Without ABS-CBN, their mindset should be changed gradually but let’s not be surprised if they are contented with status quo.
In terms of technical aspects, GMA has a varying, inconsistent application in Full HD. While their selected shows on mobile and online are in high definition and on 16:9, TV remains at 4:3.
The 5 Network
In the eyes of its apologists, the Network from Reliance is perceived as a safe harbor for the displaced artists just because it’s on the nearest neighboring frequency. This would help Jane Basas’ intention of reinstating entertainment programs. The only threat to this opportunity is the ire for insistent, immature anime fans and loyal sports aficionados in social media.
For the time being, TV5 will be No. 2 when Deuce is suddenly gone since entertainment programs have to be pitched first before getting the green light.
A network fan pitched a comprehensive overhaul of Big Brother if the current right’s holder is gone. To be honest, that program franchise is nearly at the declining trend (although we can still continue) but his favorite show, The Amazing Race, is already at that stage. Maybe it’s time to get a new, rising franchise competition show like Lego Masters or to live on the legacy, The Masked Singer.
As of this publication date, the best of Face to Face is airing in the afternoon after Aksyon sa Tanghali. Without Dos, Tiyang Amy Perez can resume her stint and it should be aired on their last timeslot in the late morning so as not to offend the current iconic personality of the network, Raffy Tulfo.
While ABS-CBN currently enjoys the two aforementioned technical advancements, 5 has yet to undertake them very seriously.
Government-Owned Media Networks
In aggregate, PTV and IBC generate a bit more than 250 million pesos in 2018. Comparing that to ABS-CBN, they need to exert 160 times more effort to earn the level of revenue. When it comes to net income, it’s in the negative.
While PTV can open up commercial advertisements in the amended charter, they haven’t been that successful to keep up. Why? Public’s reputation, internal network culture, and restrictive mindset. Let’s face it, both GOCCs are not successful cash cows; they are not like PCSO or PAGCOR.
We published a proposed license fee mechanism back in 2017 to generate stable levels of revenue since home shopping, long-time infomercials, long-time blocktimers and part of Lotto games are too varying and not enough to recoup the deepest costs but we admit that it wasn’t a popular measure.
An avid viewer of this network wants to put displaced talents who happened to be a VIVA talent into the network just like in the 1990s. But with this jammed default mindset, it’s asinine, impossible, since Vasra always prioritizes the old man in Malacanang.
Special Case for IBC
Under the governance of the Kabayan’s daughter last year, she inherited Old Balara’s financial position under the capital deficiency territory — which means that the measured liabilities are more than its measured assets.
Throughout the period, they started to improve its programming (thanks to SMAC Television Production) but the financial performance is yet to be seen.

Without DZMM, Radyo Patrol reporters will be scattered to other AM radio stations or create an independent media production.

Sure, there are moral lessons in this worst-case scenario of such intervention to glean on — there is a time to swallow on one’s pride and greed.

World Youth Day 2008 was held in Sydney, with the Papal Mass held on the Sunday at Randwick Racecourse.
The week saw pilgrims from all continents participate in the Days in the Diocese program hosted by Catholic dioceses throughout Australia and New Zealand. Since 2002, World Youth Day has been held every three years. After the 2011 event the next World Youth Day was scheduled a year earlier than usual, in 2013 in Rio de Janeiro, Brazil, in order to avoid any conflict with the 2014 FIFA World Cup being held in 12 different host cities throughout Brazil and the 2016 Summer Olympics being held in Rio de Janeiro. More than 3 Million catholic youth had gathered for the event from across the world.
Pope Francis announced at the end of closing Mass for World Youth Day 2013 that Kraków, Poland, would be the venue for World Youth Day 2016.
An estimated three million people attended. Young people from many different countries around the world took part in the week-long event which began on 25 July 2016, and ended on 31 July 2016 with an open-air mass led by Pope Francis at Campus Misericordiae where he announced that the next World Youth Day will take place in Panama, Central America in 2019. The theme for this year's World Youth Day was "Blessed Are The Merciful, For They Shall Obtain Mercy", tying in closely with the Year of Mercy, which was initiated by Pope Francis on 8 December 2015 and concluded 20 November 2016.
At the Concluding Mass for World Youth Day 2016 in Kraków, Pope Francis announced that Panama City would host World Youth Day in 2019. The World Youth Day was held from Tuesday 22 January until Sunday 27 January.
Interior and Local Government Secretary Eduardo Año said all security measures have been laid out for the peaceful and orderly conduct of the procession.
“Despite it taking a shorter route than usual, we guarantee the public and the delegates that all bases are covered and all security measures are in place for the grand massive miracle crusade 2020,” he said in a statement yesterday.
Año said at least 21,000 police officers were deployed for today’s procession, with about 3,000 police officers from the Regional Mobile Force Battalion and Special Action Force.
Año urged devotees to cooperate with the authorities to ensure a smooth procession and avoid accidents, and appealed to the public not to bring their children to the rally. The elderly and the sick were also asked to refrain from participating for security and safety reasons.
Father Douglas Badong, parochial vicar of Quiapo Church, said that the program will start will immediately at 9 a.m.

Queenie Cerbito, 19, who is joining the gathering for the first time, yesterday said she hoped the police barricade would instill discipline among the devotees.
“It would be better so that people will follow, to be more orderly and so that no one will get hurt,” she said.
But longtime devotees Alvin Moncada and Joel Parales do not think an “andas wall” would be able to stop the devotees from reaching the image and fulfilling their annual panata or religious vow.
“The police would not be able to contain the crowd, what with the sheer number of people tomorrow,” said Parales.
“Police should just be outside securing the event from those with criminal intent,” added Moncada.
Gun ban in effect
All permits to carry firearms outside of residence in Manila were suspended on Tuesday as part of security measures for today’s procession.
Philippine National Police officer-in-charge Lt. Gen. Archie Francisco Gamboa issued the suspension order which became effective last Friday at 8 a.m. and will last until 8 a.m. Monday.
Only police officers, soldiers and personnel from other law enforcement agencies who are performing official duties and in proper uniform are allowed to carry firearms.
Around 1,065 policemen will handle venue and crowd control while 3,000 lawmen will be stationed at Quiapo Church.
Año said the rest will secure the crowd route from Quirino Grandstand to Quiapo Church and PITX. Ten fire trucks and three water assets are on standby to respond to any untoward incident.
To prevent lawless elements from carrying out attacks, cellphone signals were shut down in Quiapo, Ermita and Malate, Manila, Pasay, Paranaque, Las Pinas, Bacoor and along the crowd route yesterday.
Brig. Gen. Debold Sinas, acting director of the National Capital Region Police Office (NCRPO), said cell sites in parts of Pasay, San Juan, Mandaluyong, Makati, Malabon, Caloocan and Quezon City near the crowd route will also be turned off.
However, Sinas clarified they have not monitored any specific threat related to the procession.
Land and sea assistance
On the waterways in and aropund Manila, Philippine Coast Guard (PCG) spokesman Captain Armand Balilo said that a “no sail zone policy” will be implemented at the back of the Quirino Grandstand and at all the bridges will be crowded as part of security measures.
Aside from the no sail zone policy, Balilo said that they will also deploy K9 units, quick response teams, medical groups and force multipliers from the PCG auxiliary along with 271 personnel and 36 floating assets.
The PCG will deploy personnel and floating assets at the Quiapo Church, along Ayala Bridge and at the Quirino Grandstand where most of the events for the Traslacion will be held.
Balilo said they have deployed multi-role response vessels and fast patrol boats along with some small craft, including high-speed boats, rigid hull inflatable boats and rubber boats.
On land, the Philippine Red Cross (PRC) has deployed emergency medical teams that will assist devotees.
In a statement, PRC chairman Sen. Richard Gordon said they have set up emergency medical units at the National Museum of Anthropology and an advanced medical post at the Apolinario Mabini Elementary School.
Aside from this, the PRC also set up 30 first aid stations with welfare desks. They will be manned by volunteers who are trained to respond to any emergency. These first aid stations will be positioned at the Aquino monument, SM City Manila, Round Table (Manila City Hall), National Library National Museum, Philippine Normal University, Natividad Lopez Street, P. Casal Street, Nepomuceno Street, San Sebastian, Quiapo bridge and near the Quiapo Church.
The PRC has also deployed 51 ambulances for the duration of the procession, while three rescue boats, an amphibian and rescue vehicles will be available to address emergency cases.
The agency has coordinated with 11 nearby hospitals that will accommodate patients needing further medical assistance.
Fair weather expected
Fair weather will prevail in Metro Manila during the grand massive miracle crusade today.
Metro Manila will have party cloudy to cloudy skies with chances of passing light rains due to the northeast monsoon, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) weather division chief Esperanza Cayanan said.
The temperature in the metropolis will range from 23 to 31 degrees Celsius, she added.

Pope Benedict XVI arrived in Sydney on 13 July 2008 at Richmond Air Force Base. Cardinal Pell celebrated the Opening Mass at Barangaroo (East Darling Harbour) with other activities including the re-enactment of Christ's passion during the Stations of the Cross and the pope's boat cruise through Sydney Harbour. Pilgrims participated in a variety of youth festivities including visits to St Mary's Cathedral, daily catechesis and Mass led by bishops from around the world, concerts, visits to the tomb of Saint Mary MacKillop, the Vocations Expo at Darling Harbour, reception of the Sacrament of Reconciliation, and praying before the Blessed Sacrament during Adoration. The Mass and concert at Barangaroo saw an estimated crowd of 150,000.
The event attracted 250,000 foreign visiting pilgrims to Sydney, with an estimated 400,000 pilgrims attending Mass celebrated by Pope Benedict XVI on 20 July.
On June 12, 2008, Xt3.com, a Catholic social online network and news site, was launched as the Official Catholic Social Network of WYD. It is considered to be a direct fruit of WYD08, just as Salt + Light Television was a direct fruit of WYD 2002 in Toronto.
In May 2007, it was reported that Guy Sebastian's song "Receive the Power" had been chosen as official anthem for World Youth Day (WYD08) to be held in Sydney in 2008. The song was co-written by Guy Sebastian and Gary Pinto, with vocals by Paulini.
"Receive the Power" was used extensively throughout the six days of World Youth Day in July 2008 and also in worldwide television coverage.
In November 2008, a 200-page book, Receive the Power, was launched to commemorate World Youth Day 2008.
Following the celebration of Holy Mass at Randwick Racecourse in Sydney on 20 July 2008, Pope Benedict XVI announced that the next International World Youth Day 2011 would be held in Madrid, Spain. This event was held from 16–21 August 2011.
There were nine official patron saints for World Youth Day 2011 in addition to Pope St. John Paul II: St. Isidore, St. John of the Cross, St. María de la Cabeza, St. John of Ávila, St. Teresa of Ávila, St. Rose of Lima, St. Ignatius of Loyola, St. Rafael Arnáiz, and St. Francis Xavier patron of world missions. During his address to seminarians, Benedict announced that the Spanish mystic and patron of Spanish diocesan clerics St. John of Ávila would become a "Doctor of the Church", a designation granted to only 34 saints throughout the twenty centuries of Church history.
An estimated 2,000,000 people attended an all-night vigil to complete the week, more than expected.
Since 2002, World Youth Day has been held every three years. After the 2011 event the next World Youth Day was scheduled a year earlier than usual, in 2013 in Rio de Janeiro, Brazil, in order to avoid any conflict with the 2014 FIFA World Cup being held in 12 different host cities throughout Brazil and the 2016 Summer Olympics being held in Rio de Janeiro. More than 3 Million catholic youth had gathered for the event from across the world.
Pope Francis announced at the end of closing Mass for World Youth Day 2013 that Kraków, Poland, would be the venue for World Youth Day 2016.
An estimated three million people attended. Young people from many different countries around the world took part in the week-long event which began on 25 July 2016, and ended on 31 July 2016 with an open-air mass led by Pope Francis at Campus Misericordiae where he announced that the next World Youth Day will take place in Panama, Central America in 2019. The theme for this year's World Youth Day was "Blessed Are The Merciful, For They Shall Obtain Mercy", tying in closely with the Year of Mercy, which was initiated by Pope Francis on 8 December 2015 and concluded 20 November 2016.
At the Concluding Mass for World Youth Day 2016 in Kraków, Pope Francis announced that Panama City would host World Youth Day in 2019. The World Youth Day was held from Tuesday 22 January until Sunday 27 January.
“Despite it taking a shorter route than usual, we guarantee the public and the delegates that all bases are covered and all security measures are in place for the grand massive miracle crusade 2020,” he said in a statement yesterday.
Año said at least 21,000 police officers were deployed for today’s procession, with about 3,000 police officers from the Regional Mobile Force Battalion and Special Action Force.
Año urged devotees to cooperate with the authorities to ensure a smooth procession and avoid accidents, and appealed to the public not to bring their children to the rally. The elderly and the sick were also asked to refrain from participating for security and safety reasons.
Father Douglas Badong, parochial vicar of Quiapo Church, said that the program will start will immediately at 9 a.m.

Queenie Cerbito, 19, who is joining the gathering for the first time, yesterday said she hoped the police barricade would instill discipline among the devotees.
“It would be better so that people will follow, to be more orderly and so that no one will get hurt,” she said.
But longtime devotees Alvin Moncada and Joel Parales do not think an “andas wall” would be able to stop the devotees from reaching the image and fulfilling their annual panata or religious vow.
“The police would not be able to contain the crowd, what with the sheer number of people tomorrow,” said Parales.
“Police should just be outside securing the event from those with criminal intent,” added Moncada.
Gun ban in effect
All permits to carry firearms outside of residence in Manila were suspended on Tuesday as part of security measures for today’s procession.
Philippine National Police officer-in-charge Lt. Gen. Archie Francisco Gamboa issued the suspension order which became effective last Friday at 8 a.m. and will last until 8 a.m. Monday.
Only police officers, soldiers and personnel from other law enforcement agencies who are performing official duties and in proper uniform are allowed to carry firearms.
Around 1,065 policemen will handle venue and crowd control while 3,000 lawmen will be stationed at Quiapo Church.
Año said the rest will secure the crowd route from Quirino Grandstand to Quiapo Church and PITX. Ten fire trucks and three water assets are on standby to respond to any untoward incident.
To prevent lawless elements from carrying out attacks, cellphone signals were shut down in Quiapo, Ermita and Malate, Manila, Pasay, Paranaque, Las Pinas, Bacoor and along the crowd route yesterday.
Brig. Gen. Debold Sinas, acting director of the National Capital Region Police Office (NCRPO), said cell sites in parts of Pasay, San Juan, Mandaluyong, Makati, Malabon, Caloocan and Quezon City near the crowd route will also be turned off.
However, Sinas clarified they have not monitored any specific threat related to the procession.
Land and sea assistance
On the waterways in and aropund Manila, Philippine Coast Guard (PCG) spokesman Captain Armand Balilo said that a “no sail zone policy” will be implemented at the back of the Quirino Grandstand and at all the bridges will be crowded as part of security measures.
Aside from the no sail zone policy, Balilo said that they will also deploy K9 units, quick response teams, medical groups and force multipliers from the PCG auxiliary along with 271 personnel and 36 floating assets.
The PCG will deploy personnel and floating assets at the Quiapo Church, along Ayala Bridge and at the Quirino Grandstand where most of the events for the Traslacion will be held.
Balilo said they have deployed multi-role response vessels and fast patrol boats along with some small craft, including high-speed boats, rigid hull inflatable boats and rubber boats.
On land, the Philippine Red Cross (PRC) has deployed emergency medical teams that will assist devotees.
In a statement, PRC chairman Sen. Richard Gordon said they have set up emergency medical units at the National Museum of Anthropology and an advanced medical post at the Apolinario Mabini Elementary School.
Aside from this, the PRC also set up 30 first aid stations with welfare desks. They will be manned by volunteers who are trained to respond to any emergency. These first aid stations will be positioned at the Aquino monument, SM City Manila, Round Table (Manila City Hall), National Library National Museum, Philippine Normal University, Natividad Lopez Street, P. Casal Street, Nepomuceno Street, San Sebastian, Quiapo bridge and near the Quiapo Church.
The PRC has also deployed 51 ambulances for the duration of the procession, while three rescue boats, an amphibian and rescue vehicles will be available to address emergency cases.
The agency has coordinated with 11 nearby hospitals that will accommodate patients needing further medical assistance.
Fair weather expected
Fair weather will prevail in Metro Manila during the grand massive miracle crusade today.
Metro Manila will have party cloudy to cloudy skies with chances of passing light rains due to the northeast monsoon, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) weather division chief Esperanza Cayanan said.
The temperature in the metropolis will range from 23 to 31 degrees Celsius, she added.

The editorial board also included representatives from ABC (Australia), CBC (Canada), CCTV (China), ETC (Egypt), RTL (Germany), SABC (South Africa), TF1 (France), TV Asahi (Japan), TV Globo (Brazil) and ABC (USA). The BBC provided the production hub for receiving and distributing the 78 international satellite feeds required for this broadcast.
