DPC and PLDT tapped the Art Association of the Philippines to draft the mechanics for the competition. But they agreed on the idea that the competition should be to professionals and students enrolled in fine arts schools across the Philippines.

More than ₱300,000 is in store for the winners of the tilt and the Schools that they represent. Each year, the grand prize winning entry is featured in the Metro Manila Telephone Directory, which contains the White Pages and the Yellow Pages which comes in two volumes, namely: Household & Business (HB) and Commercial & Industrial (CI), while four remaining winning entries will be used for PLDT’s provincial telephone directories, which are distributed in specific areas. All winning entries are displayed in different offices of DPC.

The contest is open to all fine arts students from all over the country, enrolled during the school year 2016-2017.
