QC prods MMDA, DOTr to hasten creation of north bus terminal

THE local government of Quezon City is urging the Department of Transportation (DOTr) and the Metropolitan Manila Development Authority (MMDA) to speed up the opening of an integrated bus terminal in the northern metropolis to effectively ease the traffic along Edsa.

Expressing impatience, Quezon City Mayor Herbert Bautista said, “I’m calling on the MMDA and the DOTr to decide on the site of the proposed north bus terminal,” after facilitating the meeting of the Metro Manila Mayors Council at the MMDA office in Makati City on Wednesady.

Bautista, who chairs the Mayors Council, said Caloocan City Mayor Oscar G. Malapitan has identified a site for the proposed integrated bus terminal, adding, “But the DoTr apparently prefers to locate the facility within the railway line.”

The MMDA prefers the construction of an interim northern provincial bus terminal near the Bonifacio monument in Caloocan City.  The facility is meant to be an endpoint for over 370 provincial buses arriving in the capital region from Pangasinan, Tarlac and other parts of Northern Luzon. Provincial buses will no longer be allowed to enter Edsa once the north bus terminal starts operating.

Bautista said the congestion on Edsa is heavier in areas where provincial bus terminals are located, such as the Tomas Morato area, where buses regularly enter its narrow roads, built specifically for light vehicles.

“Aside from jamming the side streets, buses deteriorate roads faster, prompting us to close streets to give way to repairs,” he said. The MMDA and the Quezon City government recently shut down at least nine provincial bus terminals along Edsa for various violations of local regulations and the nose-in, nose-out policy of the MMDA. In March Bautista signed an ordinance providing for additional terms and conditions in the authority granted by the city government for the issuance of special-use permits to transport companies.

The ordinance serves as the Quezon City government’s effort to decongest Edsa.

Transport companies were also warned from parking any of its vehicles outside or any streets within the vicinity of the terminal and/or garage. The ordinance also stipulates that in case the transport company is sold or ceases to operate, the new owner should apply for a new special use permit to operate under the name of the new transport company.
