President Duterte has signed three Republic Acts (RAs) abolishing three existing barangays and creating seven distinct and independent ones.
On August 23, Duterte signed RA 10933, dividing Barangay North Bay Boulevard South (NBBS) into three distinct and independent barangays.
The barangays will be known as Barangay NBBS Proper, Barangay NBBS Kaunlaran, and Barangay NBBS Dagat-Dagatan.
Duterte signed RA 10934, dividing Barangay Tangos into two distinct and independent barangays. The barangays will be Barangay Tangos North, and Barangay Tangos South.
Under RA 10935, Barangay Tanza in Navotas City will be divided into two distinct and independent barangays which will be known Barangay Tanza 1 and Barangay Tanza 2.
Under the three RAs, the Commission on Elections (Comelec) is mandated to supervise a plebiscite to be held in the original barangays within four months after the new laws take effect.
The laws will take effect 15 days after being published in two publication of general circulation.
The first set of officials of the barangays shall be elected not later than 90 days after the plebiscite.
The Comelec is then mandated to conduct and supervise special elections of barangay officials to be held in the new barangays within the next two months.
The expenses for the plebiscite and the special elections shall be borne by the City of Navotas. All existing public infrastructure and facilities for public use will be transferred without cost or compensation and will be administered by the new barangays.
Aside from the new Barangays in Navotas, Duterte also signed RA 10936, creating Barangay Comawas in Bilsig, Surigao del Sur.
Under RA 10936, the Comelec is mandated to conduct and supervise a plebiscite pursuant. The incumbent barangay officials will then hold office until such time that their successors have been duly elected and qualified.
RA 10936 shall take effect 15 days after its publication in the Official Gazette or in any newspaper of general circulation.
