The P2.7 billion three-tower commercial mixed-used buildings that will serve as the Paranaque City government’s satellite office at the Pagcor Entertainment City along Coastal Road was formally inaugurated Wednesday by city and private land developer officials.
The project was entered into by the city government and Anchor Land Holding Inc. (ALHI), which will finance and construct the complex at no cost to the city, recently signed a public-private partnership for the Special Investment District (SID) buildings.
Construction of the building is expected to start in the last quarter of this year.
About 2,434 square meters of land will be devoted to the nine-story satellite office, which will have four floors with 4,884 square meters of space for the city government and five floors with 6,785 square meters of space for lease, according to Parañaque City Mayor Edwin Olivarez.
Olivarez said the two other buildings will be leased for office and bed-spacing use by ALHI, who shall return possession of the property including all improvements to the city after a certain period.
“The Satellite City Hall is basically an office building and the project will be a new landmark in this part of the city,” the mayor said.
Under the agreement, the PPP project will have a period of 50 years, renewable for another 25 years’ at ALHI’s option.
“The project will bring value to the city’s property. It will create jobs for city residents, who may be employed by the various businesses that will lease space at the commercial area,” the mayor pointed out.
Olivarez said the satellite office would include the extension offices of the city’s business permit and licensing office (BPLO) as well as the assessor’s office, where local and foreign investors can process their city permits.
He said this would make it easier for businesses to apply for their respective business requirements instead of going to the main city hall in Sucat district.
Those who intend to work in establishments at the Entertainment City may also secure their work and health permits as well as police and National Bureau of Investigation clearances from the satellite city hall, Olivarez said.
With businesses booming in Entertainment City, he said there is a need for an SID building to make it convenient for investors and businessmen to transact and process documents that are usually done at the main city hall.
Olivrez said once the satellite city hall office is operational, they will designate additional volunteers to supervise the traffic in the area, and assign police to secure hundreds of local and foreign tourists who will visit the newly-constructed five-star hotel casinos.

Ferrer to sing anthem at President's 4th SONA
Theater actor and tenor Arman Ferrer is expected to sing the national anthem at during the opening of the 18th Congress and during the SONA.
With all the controversies surrounding the rendition of “Lupang Hinirang” during previous fights of Manny Pacquiao from 2004 to 2010, Ferrer vowed to sing the anthem correctly.
He said tries to sing the national anthem every morning so she can be more familiar with its tempo and lyrics. He also jogs every day to improve his breathing.
Sorsogon Governor Francis Escudero and Senate President Vicente Sotto III, meanwhile, said they will give Ferrer references on the proper way to sing the national anthem.
Ferrer is set to meet with the National Historical Commission of the Philippines on July 19 to give his tips on how to sing the anthem correctly.
According to Section 37 of Republic Act (RA) 8491, the rendition of the national anthem, whether played or sung, shall be in accordance with the musical arrangement and composition of Julian Felipe.
When the national anthem is played, the public is required to sing and do so “with fervor.”

P4.7 M allocated for Duterte’s SONA 2019
Around P4.7 million has been allocated for the fourth State of the Nation Address (SONA) of President Duterte.
House Acting Secretary-General Dante Roberto Maling said this year’s SONA budget is P200,000 less than last year’s P4.9 million appropriations.
“Basically, the preparation has been the same through the years, we only introduced minor details,” he said in a press conference Thursday.
He said the public can brace for a “simple” SONA, which will be attended by 1,500 guests, including former Presidents, members of the diplomatic corps, former local government officials, and invitees of the members of Congress.
Maling said the dress code for the President’s SONA will be simple business or Filipiniana attire.
He said they have yet to receive the confirmation from former Presidents and former government officials. The attendance of the members of the Presidential Family will only be known on the SONA day itself, he said.

We have a very good coordination with the Armed Forces,” he said after the military identified that one of the two perpetrators of the twin explosions in Indanan town, Sulu, last June 28 as Filipino suicide bomber Norman Lasuca.
“If meron man, we would be prepared [to address it],” he added.
Prestoza, an intelligence officer for 27 years, said they are “considering” such security concern in their preparations.
“We consider those things, we initiate direct contact with NICA (National Intelligence Coordinating Agency), ISAFP (Intelligence Service of the Armed Forces of the Philippines) and other intelligence units,” he said.

Rizal congressman wants 2nd District split into three
Rizal 2nd District Rep. Juan Fidel Felipe Nograles has filed a bill that will split Rizal’s second legislative district into three new districts to “ensure proper representation for Rizaleños.”
In a statement Monday, Nograles said that while Rizal is among the most populous provinces in the country, the province has “only four legislators representing close to 2.9 million” residents.
“On average, the ten most populous provinces in the country have six representatives each in the House of Representatives,” Nograles said, citing the province of Cebu which has 10 congressmen representing 4.6 million people, or a ratio of around 1:460,000.
“In Rizal, you have four legislators representing around 2.9 million people, or a ratio of one for every 721,000 people. In terms of population, Rizal has roughly the same population as Pangasinan and Batangas, but these provinces have six legislative districts each. The disparity, I believe, is self-evident,” Nograles stressed.
Citing data from the Philippine Statistics Authority, Nograles said the population of Rizal’s second district doubled between 2000 and 2015, from 533,299 to 1,070,852.
In House Bill No. 336, the lawyer proposed that his current district, consisting of the municipalities of Baras, Cardona, Jala-Jala, Morong, Pililla, Rodriguez (Montalban), San Mateo, Tanay, and Teresa be split into three separate legislative districts.
Under the bill, the new First District would be composed of the towns of Rodriguez and San Mateo and Second Legislative District would be composed of the town of Taytay.
The municipalities of Angono and Binangonan would be the Third Legislative District, while Cardona, Baras, Tanay, Morong Jala Jala, Pililia and Teresa would be the province’s Fourth Legislative District.
The additional districts would give the province of Rizal a total of seven legislative districts.
The province currently has four districts: Antipolo First District, Antipolo Second District, Rizal First District and Rizal Second District.
Aside from demographic issues, Nograles explained that the 2nd district is composed of “non-contiguous areas with characteristics, features, and qualities different from each other.”
“Different characteristics mean different constituents will have different needs. These will be better addressed if they have proper representation––representation that will be possible with the redistricting of Rizal’s second district,” he argued.

SEN. BONG REVILLA JR. SPEAKS UP ABOUT ALLEGED NON-RENEWAL OF ABS-CBN’S FRANCHISE

With the news about the alleged freezing of the renewal of the ABS-CBN franchise, the media didn’t let the chance slip to get the insight of Senator Bong Revilla Jr. regarding the issue.
During his thanksgiving party, the Senator was asked his opinion about the problem that ABS-CBN is currently facing.
Senator Revilla stated, “Well, una magsisimula naman yan sa lower house. Pagkatapos yan sa lower house, sasampa yan sa upper house, sa Senate. So, sa akin, wala naman akong nakikitang problema. I just hope na maging maayos ang lahat ng bagay.”
The Senator affirmed that the case of ABS-CBN will be tackled and he sees no problem for the bill to pass and for any amendments to happen especially when the network didn’t violate anything.
” Siyempre, wala namang siguro na violate ang ABS-CBN but tignan naten… Pag-uusapan naman yan and ibig sabihin ita-tackle yan sa floor. So, I dont see any problem na.
“Basta ako as I said, I’m for the people tandaan ninyo, ‘di ako maapektibong tao. Wala akong tanim kahit kanino man. Politika lang yan.. Masaktan ako, okay lang. Pero umasa kayo patas si Bong Revilla,” he added.
He was also asked about the death of Eddie Garcia who met an accident on the set of his series. According to the Senator-actor, what happened was an accident and it’s hard to just point out who is to blame.
He said, “Wala naman may gusto nun eh, so accidente yon. Pero mahirap naman tayo mag pinpoint kung sinong may kasalanan. Pero siyempre lahat tayo nagmamahal kay Tito Eddie. Pero aksidente, basta I’m sure masaya na rin si Tito Eddie ngayon. Sana ‘wag nalang mahaluan ng intriga yung pagkamatay niya. Siyempre ayaw naman natin magka watak-watak, mapapag piestahan pa yung pagkamatay.”

The Congress has also cleared up that there’s no ‘freezing’ of the bill that happened in the House Of Representative despite the vivid “disgust” of the President Rodrigo Duterte with the network whom he thought sabotaged him during his Presidential campaign in 2016.
Nonetheless, the Congress will see to it that the pending bills, including ABS-CBN’s franchise bill, will be re-filed once the 18th Congress opens on July 22, 2019.
Celebrities have been vocal with their sentiments and dismay with what’s happening to their home network through social media. Some of them even signed a petition to appeal to the Congress to approve the franchise renewal of ABS-CBN that will be expiring in the year 2020. IRR on law creating Mandaue district out
The Commission on Elections (Comelec) has issued the implementing rules and regulations of Republic Act 11257, which creates the lone legislative district of Mandaue City in Cebu.
In Resolution 10546 promulgated on July 3, the Comelec said Mandaue City is now separated from the sixth legislative district of Cebu, to be composed of the towns of Consolacion and Cordova.
The poll body said the incumbent representative of the sixth district of Cebu would continue to represent the district until the election of the representative of Mandaue on June 30, 2022.
The present allocation of members of the Sangguniang Panlalawigan shall be maintained, the Comelec added.
President Duterte signed Republic Act 11257 creating the lone district of Mandaue City on April 5.
Last year, the President signed laws reconstituting Isabela from four to six districts, creating the lone district of Calamba City in Laguna, splitting Aklan into two legislative districts and creating the eighth legislative district of Cavite.
This year under the 18th congress, the President would signed laws reconstituting Bacoor City in Cavite from one to two districts, creating the lone districts of Malolos City in Bulacan and Cabuyao City in Laguna, splitting Nueva Vizcaya, Aurora, Antique, Eastern Samar, Davao Occidental and Sarangani into two legislative districts.
Critics said the creation of additional legislative districts or gerrymandering, means additional burden to taxpayers.

ABS-CBN, GMA report ratings lead
GMA Network Inc. held on to its lead in urban ratings in Luzon while rival ABS-CBN Corp. said it enjoyed the top spot in nationwide audience share during the month of June.
Both companies use different third-party firms to measure their TV ratings—a measure closely followed by advertisers.
GMA, which uses data from Nielsen TV Audience Measurement, claimed an average total day people audience share of 35.3 percent against ABS-CBN’s 30.7 percent in urban Luzon. It also claimed a lead in mega Manila with a share of 36.3 percent versus ABS-CBN’s 28.8 percent.
Kapuso shows again dominated Urban Luzon’s list of top-rating programs in June with Kapuso Mo, Jessica Soho (KMJS) remaining unbeatable in the number one spot. KMJS was likewise the most watched program in National Urban Philippines.
Included in the list as well were “Sahaya,” “KaraMia,” “24 Oras,” “Daddy's Gurl,” “Magpakailanman,” “StarStruck,” “Pepito Manaloto,” “Love You Two” and “Daig Kayo ng Lola Ko.”
“Eat Bulaga,” “Studio 7,” “Kapuso Movie Night,” “Wish Ko Lang,” “Imbestigador,” “Amazing Earth,” “The Boobay and Tekla Show,” “Dragon Lady,” “Tadhana,” “Bihag,” “Dahil sa Pag-ibig,” “Wowowin,” “Bubble Gang” and “Saksi” also made it to the top programs list.
ABS-CBN, armed with data from Kantar Media, said its nationwide average audience share hit 44 percent versus 32 percent for GMA in June.
Moreover, ABS-CBN said it led in urban and rural areas. Among these, Metro Manila and even GMA’s stronghold in mega Manila. In the latter, ABS-CBN said it was No. 1 with a 36-percent share versus GMA’s 32 percent.
ABS-CBN said it was also ahead in total Visayas, 53 percent against GMA’s 24 percent and in total Mindanao, with 52 percent versus GMA’s 28 percent.
ABS-CBN also claimed a lead in all time blocks, including the coveted prime-time hours, where it was ahead with 39 percent versus GMA’s 28 percent.
The list of top ten shows continued to be occupied by ABS-CBN in June with “FPJ’s Ang Probinsyano” continuing its streak as the country’s number one show, with 37.3 percent.
ABS-CBN also claimed lead in the noontime segment with its “It’s Showtime” which, ABS-CBN said, had regained the top slot from “Eat Bulaga,” which airs on GMA.
ABS-CBN said “It’s Showtime” had an audience share of 36.5 percent against “Eat Bulaga”’s 32.9 percent.

ABS-CBN dominates nationwide TV ratings — Kantar Media
ABS-CBN Corp. reported leading nationwide television ratings in June with an average audience share of 44% during the period, besting its rival GMA Network, Inc.
In a statement Tuesday, the Lopez-led media giant said it beat its rival which tallied a 32% audience share on the national scale last month, based on data from Kantar Media that surveyed 2,610 urban and rural homes.
But for the battle to capture the audience in urban areas, both companies claimed to dominate the ratings, citing different measurement providers.
In its statement, GMA said it maintained a 35.3% average total day people audience share in Urban Luzon from June 1 to 29, beating ABS-CBN’s 30.7%, based on data from Nielsen TV Audience Measurement.
GMA added that its average total day people audience share in Mega Manila from June 1 to 22 was at 36.3%, versus ABS-CBN’s 28.8%.
But ABS-CBN, citing Kantar, said it dominated the television audience in both urban and rural homes last month. The Lopez-led firm grabbed a 42% audience share in Metro Manila against GMA’s 26%, and a 36% share in Mega Manila versus GMA’s 32%.
Including rural areas, ABS-CBN said it gained the bigger audience share in Total Luzon at 40% against GMA’s 35%, in Total Visayas at 53% against GMA’s 24% and in Total Mindanao at 52% against GMA’s 28%.
In terms of time slots, both companies again claimed to lead TV ratings at different times of the day.

GMA NETWORK HOLDS TOP SPOT IN URBAN LUZON, MEGA MANILA
GMA Network continued its stronghold in the key areas of Urban Luzon and Mega Manila in June, according to the latest data from ratings service provider Nielsen TV Audience Measurement.
From June 1 to 29 (with June 23 to 29 based on overnight data), GMA posted an average total day people audience share of 35.3 percent, which outscored ABS-CBN’s 30.7 percent in Urban Luzon. The viewer-rich area accounts for 72 percent of all urban TV viewers in the country.
The Kapuso Network led in the afternoon block with 36.3 percent audience share, versus rival network’s 32.9 percent.
GMA Network also posted winning numbers in the evening block with 38.1 percent as against ABS-CBN’s 30 percent.
Kapuso shows again dominated Urban Luzon’s list of top-rating programs in June with Kapuso Mo, Jessica Soho (KMJS) remaining unbeatable in the number one spot. KMJS was likewise the most watched program in National Urban Philippines.
Included in the list as well were Sahaya, KaraMia, 24 Oras, Daddy's Gurl, Magpakailanman, StarStruck, Pepito Manaloto, Love You Two, and Daig Kayo Ng Lola Ko.
Eat Bulaga, Studio 7, Kapuso Movie Night, Imbestigador, Amazing Earth, Bihag, Dahil sa Pag-ibig, Wowowin, Bubble Gang and Saksi also made it to the top programs list.

Global audience measurement provider Kantar Media uses a nationwide panel size of 2,610 urban and rural homes that represent 100% of the total Philippine TV viewing population.
ABS-CBN kept its firm hold of urban and rural areas, as it won in Metro Manila with 42 percent compared to GMA’s 26 percent.
It also won in Mega Manila, with 36 percent over GMA’s 32 percent; in Total Luzon, with 40 percent versus GMA’s 35 percent; while claiming dominance in Total Visayas with 53 percent, more than twice GMA’s 24 percent; and in Total Mindanao with 52 percent versus GMA’s 28 percent.
ABS-CBN also led in all time blocks, claiming victory during primetime with an average audience share of 45 percent versus GMA’s 33 percent.
It topped the morning block (6 a.m.-12 noon) with 39 percent, compared to GMA’s 28 percent; the noontime block (12 p.m. -3 p.m.) with 44 percent versus GMA’s 33 percent; and the afternoon block (3 p.m -6 p.m.) with 48 percent versus GMA’s 31 percent.
The list of top ten shows continued to be occupied by ABS-CBN in June with “FPJ’s Ang Probinsyano” continuing its streak as the country’s number one show, with 37.3 percent and “It’s Showtime” with 35.8 percent.

Over 200 bills filed in House on first day of 18th Congress

Over 200 bills swiftly clogged the House of Representatives docket of legislative measures on the first working day of congressmen belonging to the 18th Congress.
Majority of the bills are re-filed measures that either did not pass committee approval or on second or third reading stages of approval during the 17th Congress. Others were passed on final reading but failed to get the Senate’s nod.
Cebu Rep. Raul Del Mar filed the first four bills but were officially listed in the legislative docket as House Bills (HB) Nos. 11, 12, 13 and 14.
The first 10 in the list of bills filed are reserved for the speaker, who will be elected by his colleagues when the 18th Congress officially opens on July 22.
Other early birds include Reps. Edcel Lagman (LP, Albay), Michael Romero (1Pacman Partylist), and Ruffy Biazon (PDP-Laban, Muntinlupa City).
Biazon filed at least 100 bills on the first day of the 18th Congress, majority of which were re-filed measures from the 17th Congress. A number of the bills were legislative proposals that he had co-authored with his father, former Senator Rodolfo Biazon.
Filed by Del Mar was HB 11 or the “Mega Cebu Development Authority (MCDA) Act.” It seeks to create a special body to coordinate and promote socio-economic growth and sustainable development within Metro Cebu and the Cebu province.
Del Mar’s HB 12, “Freedom of Information Act,” seeks to provide citizens access to official records, documents, and papers pertaining to official acts, transactions or decisions, and government research data used as basis for policy development.
A consolidated version of the measure hurdled third and final reading by the House and Senate during the 14th Congress and was further approved by the bicameral conference committee during that time, according to him. But the bicameral report was only ratified by the Senate as the House failed to have a quorum on the last session day of the 14th Congress.
Romero filed the Actors Occupational Safety and Health Standard Law providing for stricter measures for the prevention of accidents and other occupational hazards on the movie or television set and the imposition of stiff penalties for violations.
Romero, president of the Party-list Coalition Foundation, Inc., said he expects more than 100 of his colleagues in the House of Representatives to co-author the measure that will be known “The Eddie Garcia Law.”
On the other hand, Lagman re-filed three major legislative proposals that were passed on third and final reading during the 17th Congress but failed Senate approval due to lack of time.
These bills are: (1) the Human Rights Defenders Protection Bill, which is now HB 015; (2) the Absolute Divorce Bill (HB 100); and (3) HB 101, staying the execution pending appeal of the orders of dismissal/suspension by quasi-judicial bodies like the Office of the Ombudsman and the Civil Service Commission.
Lagman said HB 015 proposes guarantees for the protection from harassment and assault of human rights advocates and defenders.
HB 100 or the granting of absolute divorce is a sequel of the Reproductive Health Act that Lagman authored.
HB 101, whose precursor was co-authored by 153 members in the 17th Congress, seeks to stop the practice of execution pending appeal of decisions or orders of quasi-judicial bodies suspending or dismissing public officials.
Meanwhile, at least 60 neophyte district and party-list representatives on Monday attended the first day of the House of Representatives Executive Course on Legislation that will orient them on their role and functions as House Members of the 18th Congress and help them fulfill their constitutional mandate as legislators.
The attendees comprise the third and last batch of lawmakers to undergo the legislative course. Most of them either come from political families or were former local chief executives in their districts. Based on their self-introduction, the lawmakers have a common advocacy which is to help uplift the lives of the Filipino people.

ABS-CBN SHUTDOWN IMPOSSIBLE DESPITE FRANCHISE EXPIRATION? KBP SEC. LITO YABUT EXPLAINS

The issue regarding the franchise renewal of ABS-CBN has been in the headlines of newspapers and news sites for weeks now.
President Rodrigo Duterte had earlier issued a statement highly disapproving the renewal of the ABS-CBN franchise that is about to terminate in the year 2020.
His reason? Instead of airing his political advertisements during the 2016 Presidential Election, the network aired an advertisement critical of Duterte which was paid by former Senator Antonio Trillanes IV.
“Hindi ko palusutin. Iyong franchise niyo matatapos. But let me ask you questions first. Kasi ako talaga mag-object na ma-renew kayo. Alam mo bakit? Magnanakaw kayo, estapador,” the President stated.
Because of this, many celebrities who will be affected raised their sentiments on social media. Some of them even signed a petition urging the House of Representatives to renew the franchise of the network. Coco Martin, Lea Salonga, Piolo Pascual, Jaime Fabregas, John Arcilla, Angel Aquino, Ricky Lee, and Joel Lamangan- to name a few.
However, Kapisanan ng mga Brodkaster ng Pilipinas (KBP) Secretary Lito Yabut clarified that it’s impossible for the network to shut down just because its franchise has expired. And to date, there has not been any broadcast station that was shut down because the franchise expired.
In an interview with One News, the KBP Secretary said, “There never was a broadcast station that was shut down because the franchise expired — never in the history of the Philippines. My father knows that, Gabby Lopez’s father knows that. Wala, wala. No such thing.”

First House bills filed under 18th Congress tackle FOI, motorcycle regulation, HRDs, Cebu development
House bills seeking to allow the use of motorcycles as public transport, strengthen citizen’s right to government-held data, and protect human rights defenders were among the first five measures filed at the lower chamber on the first day of the 18th Congress.
Cebu City Rep. Raul del Mar filed House Bill No. 13 on Monday seeking to amend Section 7 (c) of the Land Transportation and Traffic Code.
Del Mar said in the bill’s explanatory note that amending the said provision “will resolve the existing inadequacies in our laws and shall promote the safety and welfare of people who patronage motorcycles-for-hire known as habal-habal or Angkas.”
“The absence of any law regulating the operation of motorcycles-for-hire…runs counter to the policy of the State to ensure the safety and of the public,” he said.
Del Mar noted that the bill was approved on third and final reading in the House of Representatives in the 17th Congress but was not approved by the Senate “for lack of time upon congressional adjournment.”
The lawmaker from Cebu also filed House Bill No. 12 or “An Act Strengthening the People’s Right to Information.”
The said measure seeks to “put in place the enabling law necessary to implement a provision in the Philippine Constitution which states that “[t]he right of the people to information on matters of public concerns shall be recognized.”
Del Mar, who refiled the bill, said it was already approved on third and final reading by both chambers of Congress and was further approved by the Bicameral Conference Committee in the 14th Congress.
However, while the bicam report was ratified by the Senate, it could not be ratified by the House due to lack of quorum during the last session day of the 14th Congress.
Meanwhile, Albay Rep. Edcel Lagman filed House Bill No. 15 or the “Human Rights Defenders Protection Act.”
In filing the measure, Lagman said it is “imperative for the Philippine government to enact a law guaranteeing the protection of rights and fundamental freedoms of HRDs (human rights defenders)” amid the “continuing intimidation, reprisal, harassment and vilification of HRDs and the growing culture of impunity.”
Del Mar filed two other bills that focused on the development of Cebu.
House Bill No. 11 or the Mega Cebu Development Authority Act which seeks the creation of a “permanent, appropriate, and responsive institutional platform that commits to and is reflective of the principles and framework of inter-local and city-region collaboration, public-private sector partnership, citizen and civil society engagement, and evidence-based and expert-assisted planning and development.”
Meanwhile, House Bill No. 14 is an “an act providing a Light Rail Transport (LRT) or Metro Rail Transport (MRT) or Monorail in Cebu City or Metro Cebu.
“The common perception is that the traffic situation in the City of Cebu and Metro Cebu, considering the economic growth trends, population explosion rates, and migration factors, has already reached the level where a modern mass transit system must be put in place,” Del Mar said in his explanatory note.

“The common perception is that the traffic situation in the City of Cebu and Metro Cebu, considering the economic growth trends, population explosion rates, and migration factors, has already reached the level where a modern mass transit system must be put in place,” Del Mar said in his explanatory note.
