Foreign Affairs Secretary Teodoro Locsin, Jr. rejected having “consuls” from a Department of Overseas Filipinos assigned in Philippine posts overseas.

In a tweet, Locsin called out “Mamao”, apparently referring to Presidential Adviser on Overseas Filipino Workers Abdullah Mamao, and threatened him over sending “consuls” instead of attachès when a DOFW is created. 

“One thing sure, DOFW will have attachès but never consuls. So Mamao don’t you dare browbeat my DFA people on that issue. Who the f*** do you think you are? Be careful. I will not debase the consular status,” Locsin said.

Duterte blasts Robredo, Lacson over US 'extortion' criticisms in VFA threat

President Rodrigo Duterte on Monday night said the Chief Executive is the sole architect of the country's foreign policy according to law, days after he demanded the US must pay money if it wants to keep its Visiting Forces Agreement (VFA) with the Philippines.

Duterte, in a public briefing, said that under the Constitution, "foreign relations or foreign policy is vested in the President alone."

"Kung ano ang policy na gusto niya ipalabas for the Philippines (What policy he wants for the Philippines), is vested in the President and not with the senators or the Vice President," he said.

Vice President Leni Robredo and Sen. Panfilo "Ping" Lacson earlier criticized the President's demand for money from the US, saying this is "extortion" and may give the impression that the Philippines is a "nation of extortionists."

Duterte fired back, and claimed that Robredo forgets her law background "every time she opens her mouth."

"Being a lawyer, she should know that the Constitution says that, that is my function. It is not their function. At kung ano gusto kong sabihin para sa bayan, may purpose 'yan. Hindi nila kasi alam, na alam ko noon, na meron tayong binili na armas sa Amerika, it took them years to deliver, practically using the money, our money, for so many years," he said.

He added: "Dapat alam mo 'yan, abogado ka. You should not be opening your mouth while we are negotiating. Kasi madaming kasalanan ang Amerika sa atin. Ang pagka-alam mo lang kasi, napunta ka ng Amerika, nagsalita ka doon, you were treated almost as a royalty, tapos ito nangyari ngayon. Kakampi ka [sa kanila] ng walang rason."

Duterte reiterated that Robredo, one of his political arch-rivals, can't be president of the country. He also said he wasn't sure if Lacson's statement was "pretended ignorance."

"Sabihin ko sayo na you have nothing to do with this. I may accept your comments, but use it in a way … use a language that will promote your person, human being. Hindi 'yung basta-basta ka na lang magpost-post without really finding out whether you are part of it or not. I'm telling you, you are not. Next time, consult a lawyer in your office," he said.

Duterte said the Philippines' ill-equipped military will falter against China in the event of war between the two neighboring countries, unless the US will provide its long-time ally in Asia weapons and defensive systems.

"We should be provided with the arms and armaments that's capable of at least, that will place us (in) equal footing with the other countries that are at war with us. Kasi titirahin talaga tayo ng China (China will really hit us)," he said, claiming Palawan will be the first area in the Philippines that will be hit in case of military conflict between the two superpowers.

Duterte unilaterally canceled the two-decade-old VFA last year, in an angry response after his ally, Sen. Ronald "Bato" dela Rosa, was denied a US visa supposedly due to his role in the Philippines' violent war on drugs. The withdrawal period has been twice extended, however.

Philippine defense and military officials have affirmed their support for the VFA, which is central to Washington's Asia strategy, as China continues to flex its muscles in the continent.

Defense Secretary Delfin Lorenzana said last week their "general feeling is for the VFA to continue" but that he told his US counterpart Lloyd Austin that "we don't want any miscalculations or accidents in the South China Sea because we are right smack there in the center of conflict."

Although he has said that he's a "friend" of both China and the US, Duterte has proclaimed his aversion for the Americans even before he won the presidential elections in 2016.

Ties between Manila and Washington have been strained under the Duterte administration, due to his frequent statements condemning US foreign policy while embracing China, despite the latter's aggressions in Philippine territories.

While the Philippines-US relationship "has always been strong", Lorenzana said the country "should not be made to choose" between Washington and Beijing.

Higit 500 na baboy pinatay sa Misamis Oriental dahil sa African swine flu

MANTICAO, Misamis Oriental - Hindi na pumalag ang mga residente ng barangay Pagawan ng kunin ng taga Department of Agriculture (DA) ang kanilang mga alagang baboy upang i-depopulate o patayin matapos makumpirmang African swine flu (ASF) ang ikinamatay ng ilang baboy sa lugar noong ika-3 ng Pebrero, 2021.

Umabot ng 568 na mga baboy ang pinatay at inilibing ng DA. Mga backyard hograisers ang may-ari ng mga baboy.

Binayaran ang mga may-ari ng P7,000 ng DA sa bawat baboy na kanilang isinuko pero ayon sa hograiser na si Divina Wapin, malaking kawalan din ito sa kanila. 

May paglalaanan na raw kasi sana siya sa kikitain niya sa baboy. 

“Pantubos ko sana yun sa isinanla naming lupa,” aniya. 

Mapipilitan siyang magbenta na lang ng baka at maghanap ng maidadagdag sa pambayad lalo’t ipinagbabawal pa muna silang mag-alaga ulit ng baboy. Titiyakin daw kasi munang wala na ang virus. 

Posibleng aabutin ito ng kalahating taon. Nangako naman ang probinsyal na pamahalaan na tutulong sa apektadong hog raisers na magkaroon ng ibang pagkakakitaan.

Dinisinfect ang pinaglibingan ng mga baboy at ang mga lugar na may namatay na baboy. 

Dinisinfect din lahat ng papasok at lalabas sa barangay.

Ayon naman sa mga nagbebenta ng karneng baboy sa lugar, wala na halos bumibili sa kanila dahil sa takot sa sakit at dahil sa pagmahal ng presyo ng karne. Sa farms na raw kasi sila bumibili ng baboy na mas mahal kaysa backyard hograisers.

Sa susunod na linggo, isasagawa ang blood sampling ng baboy sa ibang mga barangay upang alamin kung hindi kumalat ang sakit.

Health frontliner attacked after refusing entry to man with expired COVID-19 test

ZAMBOANGA CITY - A frontliner was injured after he was attacked by a man with a metal bar in Barangay Licomo, Zamboanga City on Sunday.

The victim was identified as Aldrin Arellano Suazon, 47 years old, a resident of Barangay Licomo and employee of the City Health Office.

Suazon was among the personnel assigned at the Licomo border to screen incoming travelers amid the COVID-19 pandemic.

Investigation revealed that the suspect was denied entry by Suazon after presenting an expired RT-PCR test result at the border control in the city Saturday afternoon.

The suspect's documents were confiscated by another CHO personnel who was also on duty.

A day later, the suspect stormed Suazon’s residence and at the height of their altercation, the former got irked and subsequently attacked the victim using a metal bar.

The victim sustained fractures in his arm and other parts of his body. 

The suspect is now under police custody.

Better public service with new Rizal districts

 Residents of the province of Rizal’s second district may look forward to being served better by their local government as the Senate on Monday approved on third and final reading a bill reapportioning it into three legislative districts. 

“While it is a fulfilling challenge trying to serve the 2nd district, the reality is that as is, our resources always have to be stretched thin so that it could reach our more than one million constituents, which amounts to over half of Rizal’s entire population,” said Deputy Majority Leader and Rizal Rep. Fidel Nograles. 

Nograles is the author of House Bill No. 6222 which seeks to reapportion the 2nd district. 

Once passed into law, the current second district would retain the municipalities of Cardona, Baras, Tanay, Morong, Jalajala, Pililla, and Teresa. 

The proposed measure would then establish the town of San Mateo as the third congressional district and Rodriguez (Montalban) town as the fourth legislative district of the province. 

“Additional representation equals additional resources, which would lead to a much more equitable distribution of government services to the people of Rizal,” Nograles said. 

Nograles said the reapportionment will have an immediate impact on the province’s pandemic recovery efforts as the representatives of the new districts would already be selected in the 2022 elections once the President signs the bill. 

“This means that our countrymen will not be passive spectators in the recovery efforts because they will choose their representatives,” he said.

Even small number of voters can decide splitting of Palawan

THE plebiscite for the possible division of Palawan into three separate provinces can be decided even with only a few of its locals casting their voters, according to the Commission on Elections.

Comelec Commissioner Antonio Kho said on Monday the outcome of the plebiscite will be decided by the majority of the votes cast rather than a certain threshold.

Nevertheless, he said they will try to make sure that most of the 490,639 registered voters in Palawan will be able to participate in the plebiscite to make sure its outcome will reflect the decision of most Palaweños.

“We cannot really determine at this point in time if there will be high voter turnout as this will be the first time we will be holding an electoral exercise with a public health emergency. But we hope and we encourage voters to have a high turnout,” Kho said in a recent online forum.

Preparations by the poll body for the plebiscite slated on March 13, 2021 is now ongoing.

Last Thursday, Comelec started the information campaign for the plebiscite, through online, televised, or radio-aired messages running until March 11, 2021.

Comelec also ended on Monday the accreditation for foreign and domestic observers, who will be monitoring the conduct of the plebiscite.

Those accredited will be given passes granting them access and other privileges relating to the conduct of the plebiscite.

“The passes may be confiscated and the accreditation revoked for violation of the guidelines of the accreditation,” Comelec said in a statement.

The outcome of the plebiscite will determine if Republic Act 11259 or the Act Dividing the Province of Palawan into three provinces—Palawan del Norte, Palawan Oriental, and Palawan del Sur—will be ratified or not.

David Served God’s Purpose

 For when David had served God’s purpose in his own generation, he fell asleep. Acts 13:36

One of the greatest tragedies in life is to get very close to reaching your goal, arriving at your full potential, accomplishing what you set out to do, only to fall short of what you wanted to do.  It’s always sad to have to quit a few hundred meters short of the top, or to get so very close to winning, only to have victory snatched from your grasp.

Unrealized goals! Unfulfilled potential–what a tragedy!  With a sigh we speak of, “The man he might have been,” or “the woman she could have been!”

You tell me what your heart yearns to do, what you think about when you lie awake unable to sleep in the night hours, and I’ll tell you what kind of a person you really are.  If money consumes your thinking, you are materialistic.  If you think only of revenge, you’re angry and bitter.  If your thoughts are of God and how you can serve Him, you are a person of spiritual sensitivity and dedication.

When I interview people, I often close the interview by asking, “At the end of your life, how would you like to be remembered?”  Answers tell a lot about the person who responds to that question.

A thousand years after David, the king of ancient Israel, lived, Luke, one of the writers of the New Testament, included a few thoughts about how David was remembered.  He wrote, “For when David had served God’s purpose in his own generation, he fell asleep…” (Acts 13:36).  Another translation adds a single phrase which injects even more meaning.  It reads, “For when David had served God’s purpose in his own generation according to the will of God, he fell asleep” (Nestle’s Greek text).  The overview of history is often so much different from how we appear in the smoke and dust of the battle.

For a few moments, measure your life against the bench mark of what Luke wrote about David.  First, he served God’s purpose.  Now translate this to our generation: to your family, your work place, your neighborhood where you live and sleep.  Would you say that you are accomplishing God’s purpose for your life?  Or would you have to say that you fall far short of accomplishing God’s purposes?

You may be asking, “What is God’s purpose for my life?”  Good question!  There’s a whole book which answers that one.  It’s called the Bible, and it explains very clearly what God’s purpose is for your life in simple, easy-to-understand language.

The second thought is that David was responsible only for his own generation.  You can’t do anything about what took place a hundred years ago, or even a generation ago.  That’s history, but you can do something about your generation, today, the world in which you live.

Some think, mistakenly, that the sum total of their influence in life is zero.  Not true!  Every person, no matter how humble or insignificant, influences somebody.  You, like David, can serve God’s purpose, touching someone, making a difference.

A final thought.  David served God’s purpose according to the will of God.  That’s a powerful thought. “Does God have a will for my life?” you may be wondering.  The Bible says He does.  The writers of Scripture contend that what happens to your life is of great importance to our Heavenly Father.  Paul wrote, “Be very careful, then, how you live–not as unwise but as wise, making the most of every opportunity, because the days are evil.  Therefore do not be foolish, but understand what the Lord’s will is” (Ephesians 5:15-17).  There you have it–a life of purpose touching our generation according to the will of God!

Comelec registers 1.3M new voters as of Feb. 4

Over 1.3 million would be voters have so far filed their applications for registration for the May 2022 national and local elections, the Commission on Elections (Comelec) said on Monday.

Latest data from the poll body’s Election Records and Statistics Department (ERSD) showed that a total of 1,339,346 applications have been processed nationwide as of Feb. 4.

The Comelec is looking to register some 4 million new voters during the nationwide voter registration that resumed on Sept. 1, 2020 and will run until Sept. 30, 2021.

Meanwhile, the Comelec said close to 700 Filipinos abroad have registered for the test run of internet voting.

“As per OFOV (Office for Overseas Voting), overall figure is 697 as of Feb. 14, 2021,” it said.

The poll body also reminded foreign and domestic observers who are interested in covering the March 13, 2021 Palawan plebiscite that they can now secure accreditation from the Comelec.

From Feb. 8 to 15, 2021, foreign and domestic observers with official addresses in the National Capital Region may submit their applications for accreditation with the head of the Education and Information Department (EID); for observers residing in other provinces within Region 4-B (Mimaropa) with the Regional Election Director of Region 4-B; and for domestic observers residing within the province of Palawan, with the Provincial Election Supervisor (PES) of Palawan.

It said applicants must submit a duly accomplished application form; two recent 1.5”x1.5” colored photographs of the applicant; if foreigner or foreign group, organization or committee or association organization, endorsement issued by the ambassador or consul of the applicant’s home country; and terms of reference or similar document, explaining the purposes of the election observation mission.

Upon approval of the application, Accredited Observer Passes will be issued, which will grant access and other privileges relating to the conduct of the plebiscite. The passes may be confiscated and the accreditation revoked for violation of the guidelines for accreditation.

The Comelec said observers or monitors must have a bonafide intention to participate in the conduct of the plebiscite and must be free from any political, economic or other conflicts of interests that would interfere with conducting observations/monitoring impartially.

They are also expected to strictly adhere to the code of conduct and refrain from engaging in any of the prohibited acts laid down in the guidelines, it added.

13 anyos patay matapos makuryente sa ginamit na headset sa computer shop

SARA, Iloilo – Patay ang isang 13-anyos na lalake matapos siyang makuryente sa ginamit na headset sa isang internet shop sa bayan na ito nitong Linggo.

Sa imbestigasyon ng Sara police, inabisuhan raw ng may-ari ng internet shop ang biktima na huwag gamitin ang headset dahil sira ito.

Pero ginamit pa rin umano ng biktima ang headset at bigla na lang nangisay.

Tinangka pang tulungan ng mga nakakita ang biktima ngunit nakuryente rin ang mga ito kaya bumitaw sila.

Agad na dinala ang biktima sa ospital pero ideneklara itong dead-on-arrival ng doktor.

Handa namang tumulong ang may-ari ng internet shop sa pagpapalibing sa biktima.

Hindi pa malinaw kung bakit naroon pa rin ang naturang headset kahit alam ng may-ari na ito ay sira na.

Pagtatag ng Department of Overseas Filipinos 'di kailangan ng malaking pondo: Nograles

Hindi mangangailangan ng malaking pondo ang pagbuo ng Department of Overseas Filipinos (DOFIL), sabi ngayong Lunes ni Cabinet Secretary Karlo Nograles.

Sa pagdinig sa Senado, ipinaliwanag ni Nograles na pag-iisahin lamang sa isang kagawaran ang lahat ng ahensiya ng gobyerno na may kinalaman sa overseas Filipino workers (OFW).

Magiging attached agency naman umano nito ang Philippine Overseas Employment Administration at Overseas Workers Welfare Administration.

Magkakaroon umano ito ng regional offices at magtatayo ng overseas Filipinos malasakit centers.

Magkakaroon din ng 'assistance to nationals' fund, at may congressional oversight committee na buuuin ng 6 na senador at 6 na kongresista.

Iginiit ni Nograles na ang DOFIL ay magiging dedicated agency para sa pangangailangan at proteksiyon ng mga OFW.

"Wala po tayong single agency kung saan ina-adress po ang lahat ng concerns ng ating mga kababayang overseas Filipinos," ani Nograles.

"This COVID-19 pandemic opened up our eyes na kailangan ma-meet up natin ang challenges na ito. So this new department seeks to streamline and directly manage all concerns of Filipinos overseas plus their families, plus their dependents," dagdag ng kalihim.

Pero ayon kay Sen. Sherwin Gatchalian, tila paghikayat ang DOFIL sa mga Pinoy na magtrabaho abroad, taliwas sa sinasabi ng gobyerno na gusto nilang sa bansa magtrabaho ang mga Pinoy.

Ayon kay Nograles, may 5 taon na mandatory review ang panukala at ang long-term agenda pa rin ng gobyerno ay bumalik sa bansa ang mga OFW.

Inirekomenda naman ni Sen. Imee Marcos na sa halip na magtatag ng bagong department, mas makabubuti kung maglalabas na lang ng executive order na magpapalawak sa poder ng POEA.

Pero ayon kay Nograles, iba kapag Cabinet level ang namumuno dahil direkta itong nakakapag-report sa pangulo.

Gusto ni Senate Majority Leader Juan Miguel Zubiri na madaliin na ang pagdinig sa panukalang DOFIL para maipasa ang panukala.

Pakikinabangan kasi aniya ng milyong-milyong OFW ang pagtatag ng kagawaran.

Sang-ayon dito si Sen. Christopher "Bong" Go, na isa sa mga nagsusulong ng panukala.

"Kung ang ating mga ahensiay ay hiwa-hiwalay at may kaniya-kaniyang mandate, ang nahihirapan po ay overseas Filipinos. Kadalasan hindi nila alam saan sila pupunta, pinagpapasa-pasahan sila," ani Go.

Nilinaw naman ni Labor Secretary Silvestre Bello III sa pagdinig na walang deployment ban sa mga OFW.

Ang umiiral lang aniya ngayon ay deployment cap para sa medical workers na 5,000 kada taon.

Sa ngayon, nakikipag-negosasyon ang Department of Labor and Employment sa United Kingdom dahil nag-request ang huli na ma-exempt sa deployment cap, ani Bello.

Comelec hopes for high voter turnout in Palawan plebiscite

 The Commission on Elections (Comelec) is hoping for a high voter turnout in the March 13 Palawan plebiscite.

“We would like to have a high voter turnout for this plebiscite, definitely,” Comelec Commissioner Antonio T. Kho Jr. said in a virtual press briefing last week.

“We hope and we encourage voters [to participate] to have a high turnout,” he added.

The commissioner-in-charge of the plebiscite, however, said that they cannot really say if there will be high voter turnout, considering the threat of the coronaviris disease 2019 (COVID-19).

“We cannot really determine, at this point in time, if there will be a high voter turnout as this will be the first time we will be holding an electoral exercise with a public health emergency,” said Kho. 

“Because of this COVID-19 situation, our expectations are fluid,” he added. 

Based on Comelec records, there are a total of 490,639 registered voters eligible to participate in next month’s plebiscite. 

The Comelec originally scheduled the conduct of the plebiscite to ratify the division of the province of Palawan into Palawan del Norte, Palawan Oriental, and Palawan del Sur on May 11, 2020 as provided under Republic Act No. 11259.

The law provides that the plebiscite shall be held on the second Monday of May 2020.

In April 2020, the Comelec suspended the May 11 plebiscite due to the pandemic and government’s imposition of the Enhanced Community Quarantine (ECQ)  in Luzon. 

On October 8, 2020, the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) approved the proposal to already hold the plebiscite in Palawan.

The poll body then set the plebiscite on March 13, 2021.

Jamie Rivera performs new inspirational single live on 'ASAP'

Jamie Rivera performed her newest inspirational single “We Give Our Yes” for the first time live when she graced the “ASAP Natin To” stage on Sunday.

She was joined on stage by The Company and some of the show’s mainstays including Erik Santos, Jeremy Glinoga, Jed Madela, Jason Dy, and Nyoy Volante.

“This is the mission song for the 500 years of Christianity in the Philippines. This was composed by Fr. Carlo Magno Marcelo and I have been blessed to interpret the official mission song,” she said.

“Ine-express nito yung lakas ng pananampalataya natin at pag-asa sa gitna ng mga pagsubok. Paalala ito sa mga Pilipino na patuloy na mag 'yes' to the mission of Jesus.”

Star Music released last Monday the music video of the song, which was directed by Frank Lloyd Mamaril.

The Catholic Bishops’ Conference of the Philippines commissioned the song during the 2015 National Mission Conference for the 500th anniversary of the arrival of Christianity in the country that is set to be commemorated this year with the theme “Gifted to Give.”

Rivera was recently honored with the Hall of Fame award for the Best Inspirational Song category in the 42nd Catholic Mass Media Awards.

The Kapamilya singer is known for her songs “We Are All God’s Children,” “The Jubilee Song,” “Only Selfless Love,” and “Tell the World of His Love.”

New date for Regine Velasquez's 'Freedom' concert announced

Regine Velasquez’s digital concert “Freedom” has been rescheduled to February 28.

This was announced by producers ABS-CBN Events and IME through a joint statement released Sunday.

“Regine tested negative for COVID-19 and will soon resume preparations for the show,” the statement said.

Originally scheduled to be held on February 14, the digital concert was postponed after Velasquez was exposed to someone who tested positive for the coronavirus.

“All previously sold ‘Freedom’ tickets will be honored on the new concert date. Tickets are still up for grabs on KTX (ktx,ph),” the statement said.

“Exclusive access is also available on iWantTFC and TFC IPTV pay-per-view and will also be available on SKY pay-per-view for those who would like to witness this grand musical event,” it added.

During a recent virtual conference for the show, Velasquez said her long-time fans can expect a fresh repertoire that reflects her personal journey when they watch “Freedom.”

“It is really more personal for me,” she said of the show’s title. “I wanted to be free of all these things — anxiety, fear, expectations of people. I wanted to be free of that.”

As a performer, Velasquez, known as Asia's Songbird, said she wanted to be “free” to explore genres her listeners are not accustomed to hearing from her, as she teased an unusual lineup of songs.

In her personal life, she shared that like most, she is longing to be “free” from the pandemic that continues to claim lives and livelihood. 

“We all want to be free. We want to be able to go out and do what we used to do. Go to work, eat in a restaurant, without being afraid,” she said.

The same limitations due to the pandemic led to Velasquez’s traditional Valentine concert being held for the first time virtually. However, she said she has prepared no less for “Freedom” as she had for her physical concerts.

The digital show will run for about two hours, with some 20 numbers, according to Velasquez.
