Deputy Speaker and Batangas Rep. Raneo Abu wants to convert the municipality of Bauan in the second legislative district of Batangas province into a component city.
He pushed for the passage of House Bill 7796 seeking the conversion of Bauan municipality into city of Bauan.
“As a first-class municipality, Bauan has consistently proven its economic viability and stability and has consistently responded to the growing needs of its constituents,” he said.
He cited that pursuant to the provisions of Republic Act 7160, otherwise known as the Local Government Code of 1991, the municipality of Bauan has satisfied the income requirement for the conversion of the municipality into a component city.
Bauan, which houses around 24 major industrial establishments and 17 major financial institutions, has a locally generated average income of P293,474,012.98 in the year 2016, the deputy speaker said.
He noted that in 2017, the annual budget of the municipality is P276,434,593.23.
“It is high time to convert the municipality of Bauan into a component city. Cityhood of Bauan will tremendously boost not only its current capacity to immediately deliver the basic services to the constituents, but will also attract more significant investments that are all essential to the growth of economic development that will truly benefit Bauan, ” Abu said.
House Bill 7796 provides that the City of Bauan shall acquire corporate existence upon the ratification of the creation by majority of the votes cast by the qualified voters in a plebiscite to be conducted in the present municipality of Bauan within 30 days from the approval of this Act. The Commission of Elections shall conduct and supervise such plebiscite, according to the bill.
The measure provides that the city of Bauan shall, unless otherwise provided by law, continue to be under the jurisdiction of the province of Batangas and shall maintain its status as the second legislative district of the province of Batangas.
