Department of Public Works and Highways (DPWH) Secretary Mark A. Villar and Manila North Tollways Corporation (MNTC) President and CEO Rodrigo E. Franco shake hands after signing the concession agreement for the NLEX-SLEX Connector Road, an 8-kilometer all-elevated highway along the PNR extending the NLEX southward from the end of Segment 10 in C3/5th Avenue, Caloocan City to PUP Sta. Mesa, Manila.
Also present during the signing are (from left): DPWH Undersecretary for Legal Affairs Karen Jimeno, DPWH Undersecretary for Planning and Public-Private Partnership Service Maria Catalina E. Cabral, MNTC Chief Operating Officer Raul L. Ignacio, and MNTC Senior Vice President for Legal, Regulatory and Government Relations Romulo S. Quimbo Jr.
Under the contract, the government through DPWH grants MNTC the right to design, finance, construct, operate and maintain the NLEX-SLEX Connector Road Project for 37 years inclusive of the two-year construction period.
The project is expected to reduce travel time from SLEX to NLEX from 2 hours to just about 20 to 30 minutes.
