Proposed charter for federal PH weakens Senate, eyes prime minister

Senate is retained but stripped of certain legislative powers in the proposed draft constitution for a federal form of government.

CNN Philippines obtained a copy of ruling party PDP-Laban's proposed Constitution for a Federal Republic, and it showed provisions for a bicameral legislature or two lawmaking bodies – the Federal Assembly and the Senate.

Under this proposal, however, the Senate cannot initiate laws but only concur or reject bills that are created by the Federal Assembly.

"The Federal Assembly shall be vested with primary legislative power. Every bill shall be initiated and passed by the Federal Assembly," according to Article 6, Section 27 of the draft constitution.

House Speaker Pantaleon Alvarez, a member of PDP-Laban, earlier said he believes a unicameral legislature is a better option to speed up the country's lawmaking process.

In the proposal, the PDP-Laban wants a parliament composed of 400 elected members of the Federal Assembly and three elected senators to represent each region.

Members of the Parliament shall have a maximum of two, five-year terms.

Instead of the powerful Commission on Appointments, the Senate will confirm or reject appointments made by the President or the Prime Minister, the proposed constitution states.

The "PDP-Laban Model of PH Federalism," it said in its executive summary, was based on insights from President Rodrigo Duterte himself as well as former Senate President Aquilino "Nene" Pimentel Jr., a long-time advocate of federalism.

"The executive power shall be exercised by the Prime Minister with the assistance of the Cabinet except where the President shall exercise primary executive powers involving foreign affairs and national defense," says Article 7, Section 22 of the draft constitution.

The Prime Minister shall be a member of the ruling party of the Federal Assembly and is tasked with determining national policy guidelines, appointing members of the Cabinet, and preparing the government budget proposal.

Under the proposal, regional governments have more autonomy and do not need to go through the national government for approval of funds.

The PDP-Laban's proposal states the creation of 11 regional governments, which will have legislative powers over basic services such as social welfare and development, tourism, regional development planning, and franchises, among others.

Under the draft proposal, regional governments would have control over 60 percent of its revenue, unlike in the current setup where 83 percent of revenue is controlled by the national government and only 17 percent is allocated to local governments.

Duterte's allies in Congress are proposing a constitutional assembly shortly after both houses resume session on January 15. The assembly will introduce changes in the Constitution to give way to a federal form of government - a major platform of the Duterte administration.

Pimentel said PDP-Laban was pushing for a federal form of government and was advocating a bicameral system in which the Senate would be the “venue for voices of the regions.”

Under this system, a senator is elected in a region and a congressman in a district.

Metro Pacific completes due diligence on MRT 3

Metro Pacific Investments Corp. completed the due diligence for the takeover of Metro Rail Transit Line 3, Transportation Secretary Arthur Tugade said Monday.

Tugade said the Department of Transportation was now evaluating the offer of MPIC, although he did not disclose the specific bid.

MPIC president and chief executive Jose Maria Lim earlier said the required amount of investment for MRT 3 could reach P20 billion, including the equity component.

MPIC already secured an original proponent status from DOTr in September for the expansion and rehabilitation of MRT 3.

The company also plans to buy out the stake of the government and private investors in MRT 3.

The government through Land Bank of the Philippines and Development Bank of the Philippines own a combined 80-percent economic interest in MRT 3.  The balance is held by creditors of Metro Rail Transit Corp.

MPIC in 2011 offered to buy out the shares of LBP and DBP in MRT 3 for $1.1 billion. MPIC submitted a proposal to the department in 2011 to invest $524 million to rehabilitate and upgrade the line.

The Aquino administration, however, rejected MPIC’s offer that would involve raising commuter fares.

MRT 3, which runs along Edsa from North Avenue in Quezon City to Taft Avenue in Pasay City, serves over 500,000 passengers a day, beyond its rated capacity of 350,000.

The line has a fleet of 73 Czech-made air-conditioned rail cars.

For Jesus and Duterte, a nation of believers

GOD willing, today’s Black Nazarene procession from the Quirino Grandstand to Quiapo Church will have no mishaps but fainting devotees and picked pockets.

But if something terrible happened last night too late for this column, then there may be no 18-million-strong “Traslación,” with most believers or the Catholic Church itself spooked by the late-breaking incident. And if the untoward happens today, even more distressing.

But not surprising. Plainly, it’s impossible to secure multimillion-devotee events like the Nazarene procession of the cross-bearing Christ, and Cebu’s Sinulog festival extolling the Holy Child Jesus.

How in heaven’s name can even 100,000 cops and troops—15 times the number actually deployed—lock down a crowd 180 times that number.

For most participants enduring burning sun, jostling crowds and petty criminals, plus maybe unseasonal showers and, God forbid, homicidal intruders, only faith in the divine object of devotion leads them to put themselves in heaven’s hands for a day or more of devotion.

That is not to say the Philippine National Police and the Armed Forces of the Philippines need not deploy 5,600 cops and 1,000 troops to secure the Nazarene’s sojourn, plus aerial drones, random searches, street clearing and, thanks to the Department of Health and charity organizations, medical facilities.

Target hardening and emergency readiness are not only imperative, but also reassuring. Never make it easy for extremists to ramp up the body count.

So, kudos to PNP, AFP, DOH, the Manila city government, the Church’s Caritas charity, the Philippine National Red Cross, and other involved entities.

If martyrdom means proclaiming the faith in the face of threats even to one’s life, then there was some of that in the many millions who went to First Friday mass at the Minor Basilica of the Black Nazarene, processed with more than a thousand such icons on Sunday, queued to kiss the original statue at Quirino yesterday, and bore it to Quiapo today.

The trust of 80 million

Like 18 million devotees looking to Jesus of Nazareth, 80 million Filipinos brim with faith in President Rodrigo Duterte.

Since September 2016, nearly three months since he took office, four out of every five randomly chosen respondents, statistically standing for the citizenry, have expressed trust and approval for the Chief Executive.

In the latest December 10-15 poll, 80 percent approved of his performance, unchanged from September and up from 78 percent in June. And 82 percent manifested trust, against 80 percent in the previous poll.

Those grades are down from the 86 percent early in his term, as normally happens after the so-called honeymoon period. But ratings have stayed higher than those of his past three predecessors.

The polls are even more impressive, considering the spate of media, Church, yellow, red and international criticism over thousands of killings in the anti-drug war. Plus: Western disapproval of Duterte’s close ties with China, echoed by local pro-American groups. Add destabilization by opposition and communist groups, and public disdain over the President’s open support for some officials implicated in controversies.

For sure, the Marawi conflict impacted his ratings, but probably more positively than negatively, since threats tend to make the citizenry rally around the Commander in Chief and the army. Also boosting popularity is surging economic growth and government spending, as well as falling unemployment, self-rated poverty and hunger.

A further factor in Duterte’s record ratings is his superior performance compared with his predecessor Benigno Aquino 3rd. A Social Weather Stations survey reported yesterday showed that 70 percent of Filipinos found Duterte’s rule to be better than Aquino’s, with 22 percent rating them the same, and just 8 percent finding the past administration superior.

The same poll had 86 percent saying that the country is headed in the right direction, and 69 percent finding Duterte’s actions appropriate for a president.

Since Aquino’s approval and trust ratings ranged between 45 and 80 percent during his term, Duterte’s superior performance should elevate his survey grades higher than his predecessor’s.

The second year challenge

Will the President sustain his ratings this year? Among leaders since Corazon Aquino three decades ago, only Fidel Ramos enjoyed high grades well past his second year in office, only dropping in 1995, due to a rice shortage. And what boosted the ex-general’s popularity was a one-two punch in governance initiatives, which other presidents didn’t have.

After ending long brownouts inherited from the first Aquino regime, Ramos launched sweeping economic reforms, which broke up airline and telecoms monopolies, and opened the country to global trade and investment. That lifted growth, jobs and services.

Does Duterte have an Act 2 after one-and-a-half years fighting drugs and terrorism, recasting foreign relations, firing dubious officials, and revving up public spending? You bet.

Late last year, the launching of the Clark airport upgrading and the Tayuman-Malolos railway, first leg of the train service to Clark, is but the first salvo of P8 trillion in planned public works.

Others due for approval and rollout include: one or more upgraded or new gateway airports for Metro Manila, the country’s first subway linking Diliman and Bonifacio, Mindanao’s first railway, starting in the east; and the rebuilding of Marawi, with top developers angling for swathes of war-torn rubble.

On security, war’s end has unleashed a better-armed, battle-hardened military against extremists and insurgents, with continued martial law and the terrorist tagging of communist rebels further intensifying military offensives.

Lastly, the electorate’s mandate for Charter change toward federalism will finally advance with this year’s constituent assembly.

In His mission on earth, Jesus rekindled His followers with His Resurrection, then intensified their faith after His Ascension by sending the Holy Spirit on Pentecost.

After the agony and triumph of his war against drugs and terror, President Duterte revs up national transformation with infrastructure and Charter change.

Can he deliver and keep his ratings up?

Well, building a nation, like propagating a religion, demands not just an inspiring leader, but committed, persevering disciples.

Whether President Duterte succeeds or fails shall be as much our challenge as it is his.

SMC, government hold SEMME groundbreaking

San Miguel Corp. (SMC) is welcoming 2018 on a positive note, as it broke ground for the multibillion-peso Southeast Metro Manila Expressway (SEMME) on Monday.

Ramon S. Ang, who sits as president at the diversified conglomerate, said his group would start the construction of the expressway during the first half of 2018.

“We’re very glad to be starting 2018 on a very positive note. Because of the hard work of our partners in government, we will finally be able to proceed with this vital infrastructure project,” he said.

The SEMME project is a 34.024-kilometer, six-lane, combined elevated and at-grade expressway with two directional traffic flow.

It will start in the south with a connection to the existing Skyway Stage 1 in Food Terminal Inc., Taguig City, and would terminate in Batasan Complex in Quezon City. It will eventually connect to the North Luzon Expressway through Balagtas in Bulacan. The facility is expected to decongest roads in Manila and Quezon City, particularly major road networks such as Edsa, C-5, Ortigas Avenue and Ortigas Extension.

It is also seen to provide commuters from Metro Manila and the south faster and direct access to the country’s major airports.

The project is the first phase of the much larger Metro Manila C-6 Expressway Project, which will extend all the way to City of San Jose del Monte, Bulacan.

Transportation Secretary Arthur P. Tugade said the groundbreaking for the project was just the start of the Duterte administration’s push for more infrastructure deals this year.

“We have come here today to make real the dream of the Filipino people: the construction of the C-6 Expressway,” he added.

Once completed, travel time from Bicutan, Taguig City to Batasan, Quezon City, will be reduced to only 35 minutes.

Phase 1 of the project is targeted to be completed in 2020.

Public Works Secretary Mark A. Villar, meanwhile, said the “Build, Build, Build” (BBB) team “will work 24/7 to make the project possible.”

“These are infrastructure projects that will lead to the accomplishment of the vision, soon,” Villar added.

The groundbreaking ceremony was also attended by Bases Conversion and Development Authority President and CEO Vince Dizon, and Antipolo City Mayor Jun Ynares.

JICA starts engineering design for PNR Clark North Phase 2

The Japan International Cooperation Agency (JICA) has started working on the detailed engineering design for Phase 2 of the Philippine National Railways (PNR) Clark North Project from Malolos City in Bulacan to Clark International Airport (CRK).

Japanese Ambassador to the Philippines Koji Haneda confirmed this development during the commencement of construction of the PNR Clark North Phase 1 from Tutuban in Metro Manila to Malolos City.

Phase 1 of PNR Clark North is 38 kilometers long while Phase 2 covers 69.5 kilometers.

Transportation Secretary Arthur Tugade disclosed that the railway tracks of the r150 billion PNR Clark North Phase 2 will be built beside Terminal 2 of CRK which is also currently being constructed and is expected to be finished by 2020.

Tugade added that the Phase 1 of PNR Clark North will be completed by 2021, ahead of 2022 original schedule.

Once completed, the entire PNR line from Tutuban all the way to Clark International Airport will be a fully elevated and standard gauge railway.

Majority of the r150 billion financial requirements of PNR Clark North Phase 2 will be shouldered  by JICA.

CLARK FREEPORT—The detailed engineering design  for the second phase of the Philippine National Railways (PNR) Clark North Project from Malolos City in Bulacan to the Clark International Airport (CIA) here has started.

Japanese Ambassador to the Philippines Koji Haneda said the Japan International Cooperation Agency (Jica) began the DED of the project.

Haneda made the remark last Friday during the groundbreaking of the PNR Clark North Phase 1 linking Tutuban in Divisoria, Manila and the historic Malolos City in Bulacan.

The first phase of the PNR Clark North is 38 kilometers, while the second phase is 69.5 kilometers.

Transportation Secretary Arthur P. Tugade said the railway track of the P150-billion PNR Clark North Phase 2 will be built to serve the new terminal of the CIA which is also currently being constructed and will be finished by 2020.

Tugade said Phase 1 of the PNR Clark North will be completed by 2021, ahead of the 2022 original schedule.

He said once completed, the entire PNR line from Tutuban all the way to the Clark airport will be an electrified, fully elevated and standard gauge railway.

The majority of the P150-billion financial requirements of the PNR Clark North Phase 2 will be provided by Jica as a result of the October 2017 second official visit to Japan of President Duterte.

MOTORING NEWS: Government braces for right of way issues on C6 Expressway project


The so-called ‘Golden Age of Infrastructure’ of the Duterte administration is now at full throttle. Government officials involved in infrastructure, transportation and traffic management came in full force during the ground-breaking ceremony for the 34km South East Metro Manila Expressway (SEMME)—aka C6—in Bicutan, Taguig City today.

Phase 1/Section 1 of SEMME, which starts from the Skyway/FTI area up to Diego Silang, both in Taguig, is targeted for completion by 2020.

The expressway, a combination of elevated and at-grade construction with mostly six lanes, will be operated by the San Miguel Corporation (SMC)-led Citra Intercity Tollways Corporation (CITI), which bagged a 30-year concessionaire contract issued by the Toll Regulatory Board (TRB). The tollway operator of SEMME Phase 1 is the Metro O&M Corporation, also owned by SMC.

The entire SEMME Phase 1 project will cover C5/ Diego Silang to C6/Taguig (2.125km), C6/Taguig to Ortigas Avenue Extension (12km), Ortigas Avenue Extension to Marcos Highway (5km), Marcos Highway to Tumana Bridge (8.336km), and Tumana Bridge to Batasan Complex (2.514km).

“Next week, uumpisahan na ang clearing and mobilization. Inaayos at pinaplantsa ang traffic management plan. In March, we will start the actual operation, construction of Stage 1/Phase 1 of the project,” Department of Transportation (DOTr) secretary Arthur Tugade said in his speech.

When completed, travel time of motorists from Bicutan in Taguig to Batasan area in Quezon City will be reduced to only 35 minutes, according to Tugade.

Engineer Norberto Conti, SMC Infrastructure Technical head, said that based on studies, the future C6 Road can accommodate an average of 80,000 vehicles daily. But he believes this circumferential road project can take more considering the present situation.

Government authorities know it’s not going to be a walk in the park in terms of project implementation. Aside from the heavy traffic that is expected to be triggered by the construction work, Department of Public Works and Highways (DPWH) secretary Mark Villar said they are also bracing for right of way issues on the designated project areas.

“It will involve thousands of people. But they will be relocated under our right of way law. The right of eminent domain ay puwede nating gamitin. Sanay naman tayo sa right of way acquisition. May proseso naman, meron namang manual, tuloy-tuloy naman po,” he emphasized.

Phase 1 will connect to the 24.28km East Metro Manila Expressway (Phase 2) which will run from the San Mateo-Montalban area in Rizal, up to Lower Bicutan in Taguig; and the 22km North East Metro Manila Expressway (NEMME) that will run from San Jose del Monte, Bulacan to Marilano, Bulacan, which connects to the Northern Luzon Expressway. Phase 2 and Phase 3 projects are still under evaluation and study, DPWH officials said.

Road closures, rerouting schedules set for Tuesday Black Nazarene ‘Traslación’

ALL types of vehicles are not allowed to pass several roads leading to Quiapo Church starting on Monday evening to give way to the annual Traslación of the Black Nazarene from Rizal Park to Quiapo Church on January 9.

Chief Insp. Alejandro Pelias of the Manila Police District’s Traffic Enforcement Unit disclosed the road closures and rerouting plan scheduled on Monday, a day before the traditional yearly voyage of the iconic burnt image of Jesus Christ carrying the cross from the Quirino Grandstand in Rizal Park to Minor Basilica of the Black Nazarene in Quiapo.

Based on the traffic advisory, “the closure of some streets will be in effect as the procession approaches and will be opened immediately once the tail end of the procession passes.”

Ground policies are, likewise, implemented, such as only the authorized personnel are given special access to Katigbak Driveway.

For the Pahalik (kissing of the holy image), there will be access on Kalaw Extension, Hotel H2O and Luneta Park Hotel for authorized vehicles.

Meanwhile, the parade ground is restricted only for personnel of the Philippine National Police (PNP) and Armed Forces of the Philippines until the start of the procession.

Portalets are installed along Roxas Boulevard and Kalaw Extension. Devotees who will camp out along the parade areas are prohibited to bring stoves and black plastic bags.

The route of this year’s parade of the Black Nazarene has been changed a bit. For safety concerns of the expected sea of people joining the parade, the centuries-old religious image will no longer pass the Lagusnilad Bridge fronting the Manila City Hall.

Also helping ease the city’s major thoroughfares from commuters, Mayor Joseph Estrada has suspended classes for all levels in all universities, colleges and schools, as well as work across all departments, offices and bureaus in the city government.

Exempted from the mayor’s Executive Order 01 are those engaged in the maintenance of peace and order, traffic enforcement, disaster and risk reduction management and health and sanitation.

The cancellation of classes and work has been recommended for “public order, safety and convenience and to reduce traffic congestion during the occasion.”

To ensure order and security during the procession, the PNP will deploy snipers who will operate “high tech” drones to monitor the parade.

According to National Capital Region Police Office Director Oscar Albayalde, snipers will be positioned, along with the Special Weapons and Tactics units, on high-rise buildings from January 8 to 10.

More are expected to join the celebration this year. While he sees that 1 million to 2 million people will participate on Tuesday, Father Douglas Badong, a priest at the Quiapo Church, hopes for a shorter procession this year. Around 1.4 million devotees were estimated to have joined the more than 22-hour procession last year.

The statue of the Black Nazarene was carved by an unknown Mexican from a dark wood in the 16th century in Mexico. It was then transported to the Philippines in 1606 by Augustinian priests. Popular belief, however, says that the icon’s dark color was caused by burning from a fire that happened in the galleon carrying it.

After it was housed in various churches near Manila in the early decades, the image finally arrived in Quiapo Church in 1787 where it has been enshrined ever since.

MPT South sets aside ₧10-B capex for 2018

EXPRESSWAY operator Metro Pacific Tollways South Corp. (MPTSC) announced it has allotted P10 billion (about $200.9 million at current exchange rates) in capital outlays for two major expressway projects this year.

Metro Pacific Tollways Corp. CFO Christopher C. Lizo said the firm programmed the amount to finance the construction of the Cavite-Laguna Expressway (Calax) and the C5 South Link of the Manila-Cavite Toll Expressway (Cavitex).

“For south, the capital expenditures is about P10 billion—mostly for Calax and [the] C5 South Link,” Lizo said. The construction of the four-lane 47-kilometer-long Calax will connect Cavitex in Kawit, Cavite, to the South Luzon Expressway (Slex)-Mamplasan Interchange and will cost an estimated P35.42 billion ($787 million).

“It will open end-2020 or early of 2021, but we may open certain sections ahead,” Lizo said.

The C5 South Link is a P11.7-billion project that aims to connect R-1 in Parañaque to C5 in Cavitex. It will run parallel to the runway of the main airport in Pasay and will cross the Slex and Skyway toward C5.

“It will open in phases: one in 2019 and the whole alignment by 2020,” Lizo added.

The Slex is being operated by San Miguel Corp. and Indonesia-based Citra group, while the Northern Luzon Expressway is being operated by the Manila North Tollways Corp.

Lizo said the capital requirement for the C5 South Link will be financed through a mix of debt and equity.

“We are in talks with local banks for the debt portion,” he said.

The MPTSC aims to double its revenues in the next three years.

Transportation dept leads groundbreaking rites for SMME

The Department of Transportation will lead today the groundbreaking ceremony of the Southeast Metro Manila Expressway (SMME), the first phase of the Metro Manila Expressway (MME) Project.

The 34.024-kilometer MME consists of three phases and has six lanes combined with elevated and at-grade expressway with two directional traffic flow that starts in the south with a connection to the existing Skyway Stage 1 in FTI, Taguig City. It terminates at the Batasan Complex in Quezon City, and will connect to the North Luzon Expressway (NLEX) via Balagtas.






“[The] SMME Project seeks to address the need to provide an alternate route, linking the southern and eastern cities of Metro Manila, that will help in decongesting the traffic situation being currently experienced in these areas,” the DoTr said in a statement.

The project was awarded to Citra Intercity Tollways Inc. under a public-private partnership arrangement. The concession period is 30 years from the issuance of the Toll Operation Certificate by the government to Citra.

Phase 1 of the project has an estimated cost of P45 billion, phase 2 about P25 billion, and the third phase approximately P20 billion.

MM expressway Phase 1 completed by 2020

Citra Intercity Tollways Inc. (CITI), the joint venture between the Philippine National Construction Corp. (PNCC) and San Miguel Holding Corp. is set to start the construction of Metro Manila Expressway (MME) or Circumferential road 6 (C6) expressway  it targets to complete by 2020.

The Department of Transportation (DOTr) said the two are set to break ground today on the P45-billion Southeast Metro Manila expressway (SEMME), the first phase of the three-phased MME. 

The project will be completed in two years, DOTr said.

The SEMME is a 34-kilometer, six-lane expressway that starts in the south with a connection to the existing Skyway Stage 1 in FTI, Taguig City and terminates at Batasan Complex in Quezon City. This will eventually connect to the North Luzon Expressway  via Balagtas, Bulacan.

The project provides an alternate route linking the southern and eastern cities of Metro Manila.

The project is covered  by the Supplemental Toll Operations agreement (STOA) entered among the Toll Regulatory Board (TRB) as the grantor, the PNCC, CITI as the investor and the Metro O&M Corp. as operator. 

MME phase 2  called East Metro Manila Expressway (EMME) is a 24.28-km. toll way with four lanes from San Mateo to City of San Jose Del Monte, Bulacan with estimated cost of P25 billion. 

The project is currently under evaluation.  

MME Phase 3 called North East Metro Manila Expressway (NEMME) is a 22-km tollway with four lanes from San Jose Del Monte, Bulacan to Meycauayan and Marilao towns  with estimated an cost of P20 billion. 

MME is part of P554-billion toll network projects of PNCC and San Miguel. The network is composed of six major toll road projects which will extend the expressway up to Sorsogon, Bicol.

The expanded road network will include the extension of the Metro Manila Skyway Stage 3 project and the Metro Manila Expressway, or C6/Skyway Stage 4.

The projects include San Pedro-C6 Laguna Lake Road extending the South Luzon expressway (SLEX) from City of San Pedro, Metro Manila passing along the shores of Laguna Lake and ending at C6 in Taguig; Tanauan-Tagaytay Expressway or Sky 8; toll road (TR) 5 extending the SLEX from the end of TR4 in Pagbilao, Quezon to Matnog, Sorsogon; Sky 7 (connecting Taguig to Commonwealth avenue in Quezon City); Buendia Interchange and Ramp Extension to Macapagal boulevard and Sky 9 (Pasig River alignment) including ramps to Buendia, Pioneer and Bonifacio Global City.

San Miguel and PNCC are joint venture partners in Citra Central Expressway Corp. and CITI, the concession companies of Skyway Stages 3 and 4, respectively.

 Through its legislative franchise, PNCC has the authority to construct, maintain and operate the SLEX and Skyway Stages 1, 2, 3 as well as all extensions, linkages or stretches from any part of the existing toll roads.

SMC’s South East Metro Manila Expressway project begins

Conglomerate San Miguel Corp. (SMC) is starting work on an expressway project that is seen to cut travel time between Taguig City and the Batasan Complex in Quezon City to only 35 minutes.

A groundbreaking ceremony was held on Monday with government agencies led by the Department of Transportation (DOTr) and Department of Public Works and Highways (DPWH).

The project, formally known as the South East Metro Manila Expressway, is estimated to cost P45 billion and targeted for completion by 2020.

According to the DOTr, the 34-kilometer expressway will link SMC’s Skyway Stage 1 in the Food Terminal Inc. complex in Taguig City to the Batasan complex. Eventually, the expressway will connect to the North Luzon Expressway (NLEx) via Balagtas.

“When completed, travel time of motorists from Bicutan, Taguig to Batasan, Quezon City will be reduced to only 35 minutes,” the DOTr said on Monday.

The project, which is part of the Metro Manila C-6 Expressway project, will have six lanes, both for elevated and at-grade sections.

“Aside from decongesting roads in Manila and Quezon City, particularly major road networks such as EDSA, C-5, Ortigas Avenue, and its extension, [South East Metro Manila Expressway] shall likewise provide commuters and motorists fast and direct access by South and Southeast, as well as Metro Manila inter-city travelers, to major international and domestic airports,” the DOTr noted.

The DOTr said the project has a concession period of 30 years. SMC-led Citra Intercity Tollways Inc. is the project concessionaire for the C-6 expressway.

According to the DOTr, the C-6 expressway project will have a second phase involving a 24.28-kilometer expressway that would provide links to San Mateo and City of San Jose Del Monte, Bulacan. / kga

JICA begins detailed engineering design for PNR Clark North Phase 2

MARILAO, Bulacan, Jan. 8 (PIA) -- Japan International Cooperation Agency (JICA) has started the detailed engineering design for the Phase 2 of the Philippine National Railways (PNR) Clark North Project from Malolos City to Clark International Airport (CRK).

Japanese Ambassador Koji Haneda confirmed this development during the commencement of construction of the PNR Clark North Phase 1 from Tutuban in Metro Manila to Malolos City.

Phase 1 of PNR Clark North is 38 kilometers while Phase 2 is 69.5 kilometers.

Transportation Secretary Arthur Tugade disclosed that the railways track of the P150 billion worth PNR Clark North Phase 2 will be built beside Terminal 2 of CRK which is also currently being constructed and will be finished by 2020.



Tugade added that the Phase 1 of PNR Clark North will be completed by 2021, ahead of 2022 original schedule.

Once completed, the entire PNR line from Tutuban all the way to Clark International Airport will be an electrified, fully elevated and standard gauge railway.

Majority of the P150 billion financial requirements of PNR Clark North Phase 2 will be provided by the JICA, as a result of the October 2017 second official visit to Japan of President Rodrigo R. Duterte.

Japanese Prime Minister Shinzo Abe, Ambassador Haneda said, is committed to extend Official Development Assistance for the PNR Clark North Phase 2 project on top of the P93 billion provided by JICA for the P105 billion worth PNR Clark North Phase 1. (CLJD/SFV-PIA 3)

JICA declares start of clearing operations of North-South Commuter Railway

The advance site clearing works that will expedite succeeding construction of the Philippines’ new railway network North-South Commuter Railway project (NSCR) is now a go, the Japan International Cooperation Agency (JICA) said in a statement.

“We will continue supporting the Philippine government’s efforts to ensure that the future generation reaps the benefit of an integrated, seamless, and resilient transport infrastructure system through the NSCR project,“ said JICA chief representative Susumu Ito during the ceremony declaring the start of the clearing operations said over the weekend.

Last year, the Department of Transportation (DOTr) officially marked the railway stations in Marilao and Meycauayan in Bulacan, and Valenzuela, Caloocan and Tutuban in Metro Manila.

Shortly after the marking of the stations, the DOTr awarded the contract of the construction supervision consulting services for the project to NS Tren, a consortium led by Tokyo-based Oriental Consultants Global.

JICA also confirmed that contractors will be paid using the Japanese loan.

The DOTr has also partnered with local government units (LGUs) to address right-of-way acquisitions so the construction can begin on time.

Ito said the start of work includes clearing the site, grading of unleveled surfaces and demolition of obstructing structures of the NSCR, a 38-kilometer railway.

Along with the Metro Manila Subway Project, NSCR is part of the mass transit backbone forming the North-South Corridor as specified in the Roadmap for Transport Infrastructure Development Study for Metro Manila and its surrounding areas.

The National Economic Development Authority (NEDA) conducted the said study with the assistance of JICA.

JICA has also recently handed the detailed engineering design of the project to DOTr, signaling the project’s transition from planning to actual construction.

The JICA official reiterated that the project is a “game changer” in Philippine transport infrastructure, helping the country to kick-start the Duterte administration’s large-scale investments in modern railways.

The new railway will also use Japanese seismic designs to ensure commuter safety low and emission electric trains for sustainability.

The 3-billion dollar project aims for completion within the remaining years of the Duterte administration and is expected to reduce travel time from the traditional land travel of two hours to just merely 35 minutes from Malolos in Bulacan to Tutuban in Manila.

Govt set to start Metro expressway

The Department of Transportation said it will break ground today for the P45-billion Southeast Metro Manila Expressway Project  that will help decongest traffic in Metro Manila.

Southeast Metro Manila Expressway is a 34-kilometer, six-lane, combined elevated and at-grade expressway with two directional traffic flow that starts in the south with a connection to the existing Skyway Stage 1 in FTI, Taguig City and terminates at Batasan Complex in Quezon City.  It will eventually connect to the North Luzon Expressway via Balagtas, Bulacan.

The project costing about P45 billion will start construction this year. It is expected to be completed by 2020.

The project is covered by a supplemental toll operations agreement signed by the Toll Regulatory Board, Philippine National Construction Corp., Citra Intercity Tollways Corp. as the investor and Metro O&M Corp. as the operator.  Citra and Metro O&M are units of San Miguel Holdings Corp.

SEMME is a part of the Metro Manila Expressway or the Metro Manila Circumferential-6 Road  Expressway that San Miguel Corp. will build along with PNCC.

San Miguel said last year it would undertake the P554-billion expansion of toll roads under an existing joint venture with PNCC.

The expanded road network will include extension of Metro Manila Skyway Stage 3 project and the Metro Manila Expressway, or C6/Skyway Stage 4. SMHC and PNCC are joint venture partners in Citra Central Expressway Corp. and Citra Intercity Tollways Inc., the concession companies of Skyway Stages 3 and 4, respectively.

PNCC, through its legislative franchise, has the authority to construct, maintain and operate the South Luzon Expressway and Skyway Stages 1, 2, 3 as well as all extensions, linkages or stretches from any part of the existing toll roads.

“Within the next year or so, we hope that work can begin on the extension of SLEx, Skyway Stage 3 and C6. We have within our agreement all the extensions that will help us create an entire seamless network of roads and expressways connecting Metro Manila to neighboring provinces. We will operate, between us, the most extensive network of Philippine tollways,” San Miguel president and chief operating officer Ramon Ang said earlier.

Ang said San Miguel and PNCC were ready to do their share to meet President Duterte’s call for greater private investment in order to usher in a “golden age of infrastructure.”

Robredo opposes no election plan in 2019, term extension for incumbent officials

VICE President Maria Leonor “Leni” Robredo is opposed to a no-midterm election scenario in May 2019 and a term extension for incumbent officials.

Robredo, in her weekly radio show Biserbisyong Leni, was reacting to a statement by Senate President Aquilino Pimentel 3rd that Congress may extend President Duterte’s term “if the President is amenable to it.”

“I am strongly against a no election scenario because elections are the bedrock of our democracy. It is the only time that the people get to choose their leaders. Elected officials are not the boss here,” Robredo said in Filipino.

“We are the voice of the people. If we don’t let the people elect their leaders, then how is that a democracy?” Robredo said.

Robredo then cited that while incumbent elected officials would tend to favor a no election and subsequently, term extension, because of the expensive cost of running a campaign, it was not an excuse to compromise the will of the electorate.

“The issue is simple. As for me, when I ran for office in May 2016, it is for a contract that I will serve as Vice President for six years. It is not to serve six years and possibly more. Having said that, incumbent officials should not benefit from proposals of term extension,” Robredo said.

“Otherwise, the intention of the incumbent officials will also be in question. The term extension will look like a self-serving move,” Robredo said.
