IBC-13 privatization making progress: PCOO chief

The process of privatizing the Intercontinental Broadcasting Corporation or IBC Channel 13 is already making significant progress, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said Saturday.

Andanar bared that the franchise of IBC-13 would be renewed to be more “enticing” before it is sold to a private firm.

“Mayroon na tayong mga nasolusyunan na mga malalaking problema din tulad noong sa BIR clearance. Eh kasi hindi mo mabebenta iyong IBC-13 kung wala siyang tax clearance (We were able to solve big problems like previously, the Bureau of Internal Revenue clearance. Because we won’t be able to sell IBC-13 without tax clearance),” Andanar said over Radyo Pilipinas.

“It was a good negotiation with the BIR kaya (that’s why), we thank the Commissioner for giving the IBC this tax clearance para nga makuha natin iyong extended na (so that we could get an extended) franchise,” he added.

Andanar also thanked the Office of the Executive Secretary and the Privatization Commission for helping hasten the privatization process.

“We really need to renew the franchise of IBC 13, which is a government station, to another 25 years and then we sell it,” he added.

If everything goes smoothly, Andanar said employees of IBC-13 could expect “good news” very soon, but did not elaborate.

PCOO Assistant Secretary Kris Ablan, for his part, expressed excitement on recent developments involving the privatization process.

“That’s the good news po. Madami pong magiging masaya na mga empleyado ng IBC (There will be a lot of IBC employees who will be happy),” Ablan said.

IBC-13 is headed by its CEO and president, former Tourism Undersecretary Kat de Castro.

De Castro earlier vowed to "revive" the station by broadcasting more ‘80s and ‘90s shows and strengthening its presence on Facebook, YouTube, and other platforms.

Palace: Signing of expanded Sotto Law shows Duterte’s respect for press freedom

President Rodrigo Duterte's enactment of the measure expanding the coverage of the Sotto Law was an indication of his and the administration's respect for press freedom, Malacañang said Wednesday.

Signed on August 30, Republic Act 11458 expands the coverage of exemptions from revealing the source of published news or information obtained in confidence by including journalists from broadcast and online news agencies.

"The Palace therefore welcomes this as a manifestation of how the Chief Executive and his administration respect and uphold the constitutional guarantee on the freedom of the press," presidential spokesperson Salvador Panelo said, adding the enactment was "auspicious and relevant in the present time, with the advent of technology."

The law maintained that media practitioners may only be compelled to reveal their source of information when the court, the House of Representatives, the Senate, or any committee of Congress finds that such revelation is demanded by the "security of the state."

"While the law is silent on what constitutes a security of the state, we believe that we may be guided by pertinent case laws which use the clear and present danger rule to tackle the subject in relation to the constitutional concept of free press," Panelo said.

"At any rate, we submit that there is no hard and fast rule as the obligation to interpret the law as against varying sets of facts always lies with our courts."

Duterte has repeatedly lashed out at some media outfits for what he claimed was unfair coverage of his presidency.

He had vowed to block the renewal of the franchise granted to ABS-CBN which he had accused of not airing a political ad that was already paid for by his campaign team.

In February 2018, the President banned Rappler from covering all his activities, which the media outfit challenged before the Supreme Court.

Rappler and its officers led by veteran journalist Maria Ressa are also facing a number of lawsuits including cyber libel, violation of the country’s anti-dummy law and tax evasion. — RSJ, GMA News

New housing department wants P47.5-billion budget in 2020

Senator Francis Tolentino proposes that housing funds under other agencies be consolidated under the Department of Human Settlements and Urban Development instead

The newly created Department of Human Settlements and Urban Development (DHSUD) is proposing a total budget of P47.52 billion to address housing needs.

At the DHSUD's budget hearing at the Senate on Tuesday, September 24, Housing Secretary Eduardo del Rosario said it would be hard to reach the target output of 101,039 houses with a total budget of P6 billion.

"There's a great disconnect in the budget. The housing sector is recommending a total of P47.52 billion in order to address the housing requirement of 101,000. If the recommended budget is only P6.32 billion, this could only translate to address 12%," Del Rosario said.

Under the 2020 National Expenditure Program, the DHSUD, its attached agencies, and attached government owned and controlled corporations have a combined allocation of P6.32 billion:

• DHSUD-Office of the Secretary - P391 million
• Human Settlements Adjudication Commission - P250 million
• National Home Mortgage Finance Corporation - P1 billion
• Social Housing Finance Corporation - P1.397 billion
• National Housing Authority (NHA) - P3.26 billion

But it was revealed at the hearing that other agencies have housing funds, particularly the Department of Transportation, Department of Public Works and Highways, and Department of the Interior and Local Government.

NHA General Manager Marcelino Escalada said they do not treat these funds as part of their budget, since these are not lodged under them.

Senator Francis Tolentino proposed that all housing funds be consolidated under the DHSUD to avoid confusion. Tolentino asked the Department of Budget and Management (DBM) to prepare the total funds recommended for realignment.

"I assumed you can examine the budgets of the different line agencies. From there, you can already flesh out the housing components," Tolentino told the DBM.

The total amount for realignment has yet to be submitted to the Senate panel.

In a media interview, Senate Minority Leader Franklin Drilon said he supports the consolidation of budgets as it would be "more efficient."

"What has been proposed is the consolidation of the housing budget into the department of housing, so that they will be answerable, without anymore the delay of entering into MOAs (memorandum of agreements) with different departments," Drilon said.

"Bureaucratic delay that results from the transfer of funds from one agency to another will be avoided and we will all have it in the budget," he added.

Punishing dissent

IF there is one important right that should be accorded to any citizen in a representative, democratic political community, it is the right to dissent. After all, the very nature of modern states is that they are restrained by their constitutions, and citizens are sovereign. While there is no bill of rights for the government, there is a bill of rights for citizens. The Hobbesian construct of totally surrendering citizens’ rights to a single sovereign was later replaced by the Lockean principle of a citizen’s right to take back the rights entrusted to the sovereign. This eventually led to the shifting of sovereignty away from the kings and rulers and to the people, with the emergence and wide acceptance of representative democracy as the mode by which social order is maintained.

Thus, it is simply against the principles of modern democracies to penalize legitimate dissent, since it amounts to the curtailment of a demandable right. The right to dissent is not a mere conditional exercise of privilege. The only justifiable basis to deny a person such right is when the act already amounts to political violence. And this should be in the context of the existence of an actual threat to the state itself, and not just to the comfort and convenience of its leaders. In short, anyone can freely criticize government, or even the president, without fear of being accused of destabilizing government itself, and being hauled to court for it.

Despite the fact that dissent is a demandable and constitutionally protected right and hence one cannot be punished for its legitimate exercise, some governments find ways to harass or punish its critics through various means. While this is not to say that violations of libel and sedition laws should be tolerated, it is also a well-known fact that many governments and government functionaries all over the world have inflicted vengeance on their critics through the legal system. This includes filing tax evasion or other criminal charges. And this, even as allies and supporters are spared, thereby making the process selective and biased. Thus, ends up becoming a weapon of the state not only to maintain order, but to punish its critics and to harass dissenters.

Dissent can also be punished through the denial of entitlements or privileges to persons, whether actual or juridical. The regulatory powers of government are summoned to exact vengeance on those perceived as critical, as a way to strike fear among critics and to intimidate and curtail dissent.

It is here that one can see the foot-dragging our Congress, which is dominated by government allies, is doing in relation to the renewal of the franchise of the ABS-CBN television network. At the outset, President Rodrigo Duterte had already declared war on this giant network, which he accused it of failing to air his political campaign ads despite getting full payment. The network is also widely perceived by die-hard Duterte supporters (DDS) as “yellow” media, and accused of being biased in its reportage of the President. The President has also repeatedly vowed that he would block the renewal of ABS-CBN’s franchise. Thus, it is reasonable to suspect that the delay, if not inaction, by Congress on the renewal of ABS-CBN’s franchise may be a clear retaliatory act in compliance with the President’s wish. It doesn’t assuage this fear that the DDS cheer with glee at the prospect of ABS-CBN not having its franchise renewed.

What happened to the Polytechnic University of the Philippines (PUP) may even be worse. Congress has already approved the bill transforming the PUP into a national university and changing its name to the National Technological University (NTU). But the President vetoed the bill, arguing that PUP is allegedly not performing well compared to other national universities. This reasoning of the President was put in serious doubt when days later he was quoted as making a snide remark that he wouldn’t care if PUP closed down. And in the same breath, he made reference to the allegations that PUP is a breeding ground for student activism. This has been a widely articulated charge made by both government officials and by the DDS against PUP. Not surprisingly, the DDS relishes, in the same way they celebrate the impending demise of ABS-CBN, the prospect of the PUP’s closure.

If indeed ABS-CBN broke its contractual obligations to then candidate Duterte, the proper remedy is to file a case in court, instead of retaliating through a denial of the renewal of a franchise. In addition, refusing to renew a franchise as a retaliation over a network’s perceived political biases is an unwarranted abuse of state power when weighed against the right to dissent. Media bias is a matter of perception, and if one has to be a purist crusader against it, then government must also call out all biases, including those that are unabashedly held by its apologists.

What PUP is going through, of being punished and denied something which even a Congress dominated by Duterte allies has seen fit to bestow on it, on the flimsy excuse that it is not performing well, is a patent form of injustice. Student activism is part of the culture of universities. It is an expression of a fundamental right by students. For a university to be punished for having student activists is almost like punishing a person for breathing.

What is lost on the President and his loyal DDS is that ABS-CBN and PUP are not just offices, but are communities. They have employees who do not even care about politics, some of whom are probably even Duterte supporters. ABS-CBN and PUP employees are working to earn a living. PUP students are mostly poor. And yet, we see the specter of the DDS celebrating the prospect that they will be punished simply because ABS-CBN is perceived to have a bias against the President and PUP allegedly breeds student activists.

Konsultasyon patuloy sa 63 brgys sa North Cotabato na sinakop ng BARMM

CENTRAL MINDANAO – Pinalawak pa ang konsultasyon ng Bangsamoro government sa 63 mga barangays sa North Cotabato na sakop na ngayon ng Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Nanguna sa dayalogo sina Datu Randy Karon Alhaj, miyembro ng Bangsamoro Transition Authority (BTA) at chairman ng Peace and Security Committee kasama si Atty. Suharto Ambolodto, BTA member at deputy minority floor leader.

Dumalo sa pagpupulong at konsultasyon ang mga barangay officials ng 13 barangaya ng Midsayap, North Cotabato, mga NGOs, at mga residente na ginanap sa Brgy Kapinpilan sa bayan ng Midsayap.

Ayon kay Datu Randy Karon ang ginanap na South Western Midsayap Consultative Meeting of the Prospects and Challeges on Migration to BARMM ay para ipaalam umano sa taongbayan ang hatid na kabutihan ng Bangsamoro government.

Binigyan din ng pagkakataon ang mga opisyal ng barangay at mga residente na makapagtanong hinggil sa bagong gobyerno na pinamumunuan ni BARMM Chief Minister Murad Ibrahim.

Ang 13 barangay sa bayan ng Midsayap ay sakop na ngayon ng BARMM pagkatapos manalo sa ginanap na plebisito ng Bangsamoro Organic Law (BOL) at sa matagumpay na usapang pangkapayapaan sa pagitan ng gobyerno at Moro Islamic Liberation Front (MILF).

Kinompirma rin ni Haron na sa 63 mga barangay ng North Cotabato ay bubuo ng tatlong bayan sa ilalim ng BARMM.

Bago sumapit ang 2022 election ay kailangan na mayroon nang nabuong tatlong bayan o munisipyo.

Pansamantala namang hihirangin ng Bangsamoro government ang mga uupong mayors, vice-mayors at mga miyembro ng sangguniang bayan na temporaryong mamahala sa tatlong bayan.

Halimbawa nito ang 13 mga barangay ng Midsayap ay bubuo ng isang munisipyo o local government unit (LGU) na tatawagin na Sultan Tambilawan municipality.

Ang mga hihirangin na uupong local officials ay magmumula rin sa bubuuin na bayan.

Umaasa si Haron at Ambolodto na magkakaisa ang lahat, Muslim man, Kristiyano at lumad tungo sa matagal nang minimithing kaunlaran at kapayapaan sa Mindanao kung saan abot kamay na umano ngayon dahil sa nabuong BARMM.

Palace, House leaders OK list of priority bills

The Legislative-Executive Coordinating Council (LECC) has come up with an initial list of priority measures that would be included in President Rodrigo Duterte’s legislative agenda.

House Majority Leader Martin Romualdez said on Sunday that among the bills that will be discussed for immediate approval upon recommendation of Congress and Cabinet officials are the Salary Standardization Law 5 for civilian state workers, the creation of the Department of Overseas Filipino Workers, postponement of the barangay (village) and Sangguniang Kabataan (Youth Council) polls, and free legal assistance to members of the Armed Forces of the Philippines.

Romualdez, who heads the House Committee on Rules, said lawmakers were waiting for the final list of priority measures.

“We are committed to expeditiously act on these measures. We will continue to work in harmony with the Senate and Cabinet members to pursue and realize President Duterte’s desire of ensuring a comfortable life for Filipinos,” Romualdez said.

The House of Representatives last week passed House Bill 4228, or the “General Appropriations Bill,” which proposes a P4.1-trillion national budget for 2020.

Romualdez said House leaders would “exhaust all means possible” to ensure that the executive and the legislative departments were one in discussing the priority and certified bills in the 18th Congress.

He added that the House leadership was eyeing the passage of the common legislative measures before Congress adjourns in December.

House approves pork-free, insertion-free 2020 budget bill in record time

The House of Representatives approved today, Friday, September 20, on Second and Third Readings, House Bill No. (HB) 4228, or the 2020 General Appropriations Bill (GAB), which provides for the P4.1-trillion national budget for fiscal year 2020. Its swift passage was accomplished in response to President Rodrigo Duterte’s certification of HB 4228 as urgent, thereby allowing its Second and Third Readings on the same day. On record, there were 257 Affirmatives, 6 Negatives, and 0 Abstentions.

Approval of the budget bill by the House usually takes place in October. In 2018, the House’s approval of the 2019 budget was done in November. The 2020 budget’s approval is record-setting as it was done in only 20 working days within a period of 30 days. The approval also marks the earliest passage of the budget during the Duterte Administration. This assures the enactment of the 2020 national budget on time and on schedule, in line with the commitment of Speaker Alan Peter “Compañero” Cayetano that the budget measure has “no pork, no parked fund, and no delay.”

In approving the GAB on time, the House successfully followed its schedule for the budget committee hearings, pre-plenary conferences and plenary deliberations. After the submission of the National Expenditure Program for FY 2020 by DBM Acting Secretary Wendel Avisado last August 20, the House Committee on Appropriations chaired by Rep. Isidro Ungab (3rd District, Davao City) immediately spent 11 working days on committee hearings on the budget, from August 22 to September 9. Thereafter, the House spent 9 session days for plenary deliberations on the budgets of 72 government offices, from September 10 to 20.

The innovations undertaken by the House under the leadership of Speaker Cayetano made possible the swift passage of the budget without compromising scrutiny and debate. These innovations include holding of simultaneous budget briefings of government offices at the committee-level, pre-plenary discussions to thresh out parochial and sectoral concerns of House Members, and limiting plenary interpolations to questions on policy.

As stated in the 2020 GAB, the top 10 departments with the biggest allocations are: (1) Department of Education, P673 billion; (2) Department of Public Works and Highways, P534.3 billion; (3) Department of the Interior and Local Government, P238 billion; (4) Department of Social Welfare and Development, P195 billion; (5) Department of National Defense, P189 billion; (6) Department of Health, P166.5 billion; (7) Department of Transportation, P147 billion; (8) Department of Agriculture, P93.1 billion; (9) The Judiciary, P38.7 billion; and (10) Department of Environment and Natural Resources, P26.4 billion.

Among the critical programs of the Duterte administration are measures to implement new laws and policies that provide socio-economic assistance to all Filipinos and enhance security of the nation, such as the following: (1) full implementation of the Universal Health Care Act; (2) institutionalization of the Pantawid Pamilyang Pilipino Program; (3) smooth transition to the Bangsamoro Autonomous Region in Muslim Mindanao; (4) implementation of the liberalization of rice importation; (5) creation of the Department of Human Settlements and Urban Development; and (6) National Task Force to End Local Communist Armed Conflict.

Duterte threatens to look into alleged debt of Lopez group

President Rodrigo Duterte has warned that he would investigate the alleged unpaid debt of the Lopez family with state-run Development Bank of the Philippines (DBP).

Duterte made the statement in a speech on before newly appointed officials in Malacañang on Tuesday.

“The Lopez Group of Companies never paid a single centavo. It was condoned by the government. Who condoned it? Who authorized it? I really do not know,” he said.

“But maybe one of these days, I'll start to dig. Why do you have to give away money to people who are rich?”

In 2017, Lopez Holdings Corp. said it did not have any unpaid obligations to the DBP or other government financial institutions.

The holding company has a majority stake in ABS-CBN Corp., which has been a frequent target of Duterte's rants. The President had accused the broadcast network of accepting funds from him without airing his political advertisements during the 2016 elections.

He had also threatened to block the renewal of ABS-CBN's franchise, which is set to expire in March 2020.

DOLE, DFA, DBM, other gov’t officials back DOFW Bill of Speaker Cayetano, Cong. Paolo Duterte and Rep. Lani Cayetano

High-ranking government officials from the Labor, Foreign Affairs and Budget Departments, Philippine Overseas Employment Administration (POEA) and Overseas Workers Welfare Administration (OWWA) on Wednesday expressed their full support for the creation of the Department of Overseas Filipino Workers (DOFW).

In the 2nd joint meeting of the House Committees on Government Reorganization and Overseas Workers Affairs, Rep. Raymund Democrito Mendoza, Chairman of the Committee on Overseas Workers Affairs, said this is in response to the marching order of Speaker Alan Peter “Compañero” Cayetano, and pursuant to the directive of President Rodrigo Duterte for the proposed bill to be signed into law by December 2019. Mendoza said the committees will have a joint technical working group (TWG) with the Senate by October and probably a hearing in Southeast Asia and Middle East.

Rep. Mario Vittorio Mariño, Chairman of the Committee on Government Reorganization, supported having a joint TWG and said, “We don’t want to have two TWGs working separately, so our TWG and that of the Senate will work as one to save us time.” Mariño added that both committees heard the clamor of the Overseas Filipino Workers (OFW) who came to the meeting from the different parts of the world to urge Congress to pass the creation of DOFW.

Labor Secretary Silvestre Bello expressed his support for the bill and said that they will prioritize it to help solve the problems encountered by OFWs and to streamline the bureaucracy. Bello likewise informed the committees that DOLE, as the lead agency on labor matters, even drafted its own version relative to the creation of a DOFW.

Deputy Speaker Prospero Pichay appealed to his colleagues to fast-track the establishment of the DOWF. “Dahil napakalaki po ng disparity. Masyadong injustice po ang ginagawa natin sa OFWs. We really need to fast-track the creation of OFW department. Not only the President ask for it, pero kailangan naman bigyan natin ng hustisya ang mga OFWs dahil sila po ang talagang tumutulong sa ekonomiya ng ating bansa,” said Pichay.

Duterte slams Lopez group anew for past DBP loans

President Rodrigo Duterte launches a fresh tirade against the Lopez family, warning he might 'start to dig' up information about how DBP loans obtained by their companies were written off

President Rodrigo Duterte again gave the Lopez family a mouthful, slamming them for Development Bank of the Philippines (DBP) loans granted to companies they owned which were written off by the government over a decade ago.

In a speech on Tuesday, September 17, in Malacañang, Duterte warned he would investigate the issue.

"The Lopez Group of Companies never paid a single centavo. It was condoned by the government. Who condoned it, who authorized it, I really don't know, but maybe one of these days I'll start to dig," Duterte said in front of new government appointees.

The loans to Lopez companies were written off in 2006 or over a decade ago. It's not clear if Duterte can still investigate the matter and what impact any investigation would have. Duterte, in the past, had also threatened to file cases of "economic sabotage" and "swindling" against ABS-CBN, but he has yet to take any concrete action.

What written-off loans? In 2006, the DBP wrote off P1.67 billion in loans given to various Lopez-owned companies at the time, according to an Inquirer.net report.

Specifically, the government financial institution wrote off P710 million in loans of Maynilad Water Services Inc, P591 million in loans of Bayan Telecommunications, P207 million in loans of Central CATV Inc, and P157 million in loans of Benpres Holdings Inc, the report read.

But the Lopez-owned companies were not the only big borrowers to benefit from written-off loans. Their companies made up 17% of the total P9.56 billion in loans written off by the DBP.

The DBP was able to write off these loans because of the Special Purpose Asset Vehicle Act of 2002 which allowed banks to unload nonperforming loans more quickly.

What else did Duterte say? The President's tirade against the Lopezes did not end without him alleging media bias. The Lopezes own television giant ABS-CBN and had owned newspaper the Manila Chronicle.

"Why do you have to give away money to people who are rich? Tapos mag-publish ng newspaper (Then they publish a newspaper), with all their protestation and all their grievances for the poor. It's hypocrisy," Duterte said.

The President has threatened several times to block ABS-CBN's franchise renewal. The network's franchise expires next year, on March 30, 2020. Thus, the current 18th Congress is its last chance to keep operating past that date.

House Bill No. 676 and Senate Bill No. 981, which both seek ABS-CBN's franchise renewal, were filed last July and August, respectively.

(Update) The main ABS-CBN channel will focus on general entertainment programming and dropping Asianovelas, the company is eyeing the revival of Studio 23 as a English general entertainment UHF channel when S&A moves to a new frequency.

Plebiscite to ratify renaming of Compostela Valley to Davao de Oro set on December 7

The Commission on Elections (COMELEC) has set the plebiscite to ratify the renaming of the province of Compostela Valley as the province of Davao de Oro on December 7.

The poll body set the date of the plebiscite in Resolution No. 10600, promulgated September 11.

This was pursuant to Republic Act No. 11297, the law aiming to rename Compostela Valley as Davao de Oro, dated April 17, with the COMELEC mandated to set the daye and supervise the conduct of the plebiscite.

Based on the resolution, the casting of votes will be held from 7 a.m. until 3 p.m. on the day of the plebiscite.

The counting and canvassing of votes shall then follow with the proclamation of plebiscite results expected at its conclusion.

In the same resolution, the Comelec also prescribed the Calendar of Activities and Periods of certain prohibited acts in connection with the plebiscite.

The Plebiscite Period is from November 7 to December 14. During this period, it will be prohibited to carry or transport firearms and other deadly weapons in public places.

It shall also be prohibited to transfer or detail officers and employees in the civil service; suspend local elective officials; illegal release of prisoners; and organize or maintain strike forces.

The Information and Campaign Period will begin on November 7, and will end on December 5.

Prohibited acts during the period are removing, destroying, obliterating, defacing, tampering or preventing distribution of lawful election propaganda to mention a few.

There were a total of 462,942 registered voters in Compostela Valley in the May 2019 national and local elections.

ABS-CBN franchise renewal not yet calendared by House panel, says report

Hindi pa umano inaaksiyunan ng Committee on Legislative Franchises ng House of Representatives ang mga panukalang batas na inihain ng ilang mambabatas na naglalayong mapalawig ang prangkisa ng broadcast giant na ABS-CBN sa susunod na 25 taon.

Sa March 20, 2020 nakatakdang mapaso ang legislative franchise ng Kapamilya network.

Ibig sabihin, hindi na sila maaring mag-broadcast sa radyo man o telebisyon kapag hindi na-renew ang franchise nila.

Ayon sa ulat ng POLITIKO kahapon, September 11, ipinagpaliban ng komite na talakayin ang tungkol sa prangkisa ng ABS-CBN, taliwas sa tatlong iba pang aplikante ng franchise renewal.

Ayon kay Committee on Legislative Franchises chairman, Palawan First District Congressman Franz “Chicoy” Alvarez, ang tatlong iba pang franchise applications ay naaprubahan na ng House panel kaya naisama ito sa agenda.

Nakapasa na rin daw ito sa pangatlong pagbasa noong 17th Congress.

Nakasaad sa Section 48 ng House Rules na pinapayagan nitong mas mabilis aksiyunan ang mga nauna nang panukalang batas na nakapasa sa ikatlong pagbasa sa lumipas na Kongreso.

Hindi raw nakasama sa kalendaryo o agenda ang tungkol sa ABS-CBN franchise renewal kaya hindi pa ito naaaksiyunan ng komite.

Wala raw naka-schedule na hearing ang Committee on Legislative Franchises ngayong 18th Congress dahil abala pa ang mga kongresista sa pagtalakay sa 2020 National Budget.

May halos pitong buwan na lamang mula ngayon upang ma-renew ang prangkisa ng ABS-CBN at makapagpatuloy ito sa pagsasahimpapawid ng kanilang mga programa sa radyo at telebisyon.

MORE LAWMAKERS FILE BILLS TO RENEW ABS-CBN FRANCHISE

Umabot na sa limang panukalang batas ang inihain ng mga mambabatas sa Mababang Kapulungan ng Kongreso na naglalayong mapalawig ang broadcast franchise ng ABS-CBN.

Una na rito ay ang House Bill 676 na inihain ni Nueva Ecija Second District Representative Micaela Violago, na inihain niya sa Committee on Legislative Franchises noong July 24, 2019.

Sumunod dito sina House Deputy Speaker at Pangasinan Third District Representative Rose Marie “Baby” Arenas (House Bill 3521) at Parañaque Second District Congresswoman Myra Joy Tambunting (House Bill 3713).

Bukod sa kanila, naghain na rin si Batangas 6th District Representative and Deputy Speaker Vilma Santos ng HB 4305 na nagnanais ding mapalawig sa susunod na 25 taon ang prangkisa ng ABS-CBN kapag nag-expire na ito sa March 2020.

Ang dating ABS-CBN reporter at ngayon ay Laguna Third District Representative na si Sol Aragones ay naghain ng House Bill 3947, na humihikayat din sa Kongreso na mapalawig ang broadcast franchise ng istasyon.

Sa Senado naman, ang asawa ni Representative Santos-Recto na si Senator Ralph Recto ay naghain ng Senate Bill 981, na may kahalintulad ding layunin sa mga naisumiteng panukala sa Lower Congress.

Bahagi sa nakasaad sa inihaing panukalang batas ni Senator Recto, “ABS-CBN has remained steadfast in its commitment to reach out to as many Filipinos as possible by delivering their quality core programs closer to our countrymen by taking advantage of emerging broadcast technologies.”

THE FRANCHISE RENEWAL SAGA

Natapos ang 17th Congress noong June 11, 2019 nang hindi natalakay ang House Bill 4349 na inihain ni Nueva Ecija Second District Representative Violago dahil ayaw raw aksiyunan ng komite ang panukalang batas hanggang hindi maayos ang gusot sa pagitan ng ABS-CBN at ni Pangulong Rodrigo Duterte.

Hindi lingid sa kaalaman ng publiko na hayagang sinabi ng Pangulo sa ilan sa kanyang mga talumpati na haharangin niya ang franchise renewal ng network dahil ginantso raw siya nito noong 2016 presidential elections.

Hindi raw kasi inere ng istasyon ang kanyang political ad kahit bayad na ito.

Ngunit, noong December 2017, nabanggit ng Pangulo na maaari siyang makipagkompromiso sa Kapamilya Network kapag tutulong ito sa kanyang kampanya na mabago ang uri ng gobyerno mula Presidential patungo sa pagiging Pederalismo.

Pero nitong nakaraang taon, muling inulit ni Duterte ang kanyang banta laban sa Kapamilya network.

Ang rival network ng ABS-CBN na GMA Network ay noon pang April 2017 naaprubahan ang franchise renewal na tatagal sa susunod na 25 taon.
