Plebiscite held to rename Compostela Valley to Davao de Oro

Polling centers in Compostela Valley opened Saturday for residents to vote on whether they favor changing its name to Davao de Oro, consistent with its neighbor provinces.

In Magnaga Elementary School in Pantukan town, Compostela Valley Governor Tyrone Uy and his father, former governor Arturo Uy arrived at the polling center at 7 a.m., the earliest to vote.

"I talked to some big investors in Compostela Valley, natutuwa sila noong nalaman na ma-change ang Compostela Valley province to Davao de Oro, dahil madali na lang mabenta ang products and services, at madali na lang ma-locate ang province," Arturo Uy said.

"Compostela Valley has brought a lot of good things, but we felt that there is a need to rebrand. There’s a need na ma-affiliate tayo, at makuha natin ang pangalang Davao, because rightfully so, historically speaking, we are part of Davao region," Tyrone Uy said.

They are confident that "yes" votes will prevail because of the massive campaigns they carried out since March. Barangay officials also helped with the information drive, urging voters to participate in the plebiscite.

Most voters only spend a few minutes inside polling precincts as they will only answer "YES" or "NO" to the question stated on the ballot, “Pumapayag ka ba na palitan ang pangalan ng lalawigan ng Compostela Valley at gawing lalawigan ng Davao de Oro alinsunod sa Batas Republika bilang 11297?”

Board of Election Tellers observed fewer voters compared to regular elections. Some voters also encountered problems, such as difficulty finding their names on the voter's lists, and unexpected transfer of polling precincts.

Davao del Norte was divided in 1998, with the new province named Compostela Valley.

But 21 years later, it was proposed to be renamed to Davao de Oro because compared to other provinces in Davao region, only Compostela Valley does not have"Davao" in its name.

Boskalis acquires EUR 325 million land reclamation project in Manila Bay, Philippines

Royal Boskalis Westminster N.V. (Boskalis) has received the Provisional Letter of Acceptance for the Design and Construction contract for the Pasay Reclamation Development Project in Manila Bay, Philippines in cooperation with CHEC from China. The award was made by the publicly listed company SM Prime Holdings, Inc. (SMPHI), one of the largest property developers in Southeast Asia. The development will create a new commercial and residential area in a densely populated part of Manila. The project has an estimated value of approximately USD 720 million (EUR 650 million) of which Boskalis’ share amounts to approximately EUR 325 million.

The Pasay Reclamation Development Project in Manila Bay is a new and modern commercial and residential property development to be run by SMPHI. The project involves the reclamation of approximately 360 hectares through the construction of three artificial island according to international standards to ensure a safe living environment. The islands have been designed to withstand potential large earthquakes. In addition, shore protection works are designed to withstand typhoons.

For the reclamation activities Boskalis will deploy a number of trailing suction hopper dredgers over a period of two years including its mega hopper dredgers. To accelerate the soil settlement, 60,000 kilometers of vertical drains will be installed. The entire reclamation area will be compacted with vibro- and dynamic compaction to ensure soil stability. The outer perimeter of the islands will be protected with a combination of rock revetment and a concrete wave wall. Preparatory work is scheduled to commence immediately and work on site is expected to start within the first quarter of 2020. The reclamation activities are expected to be completed within three years and the total project duration including land development is five years.

Duterte threatens to shut down Philippine broadcaster ABS-CBN

Philippine President Rodrigo Duterte and his government should not show bias in renewing broadcasters' licenses and should cease threatening the press, the Committee to Protect Journalists said on Thursday.

On December 3, Duterte threatened ABS-CBN, a privately owned news network whose franchise agreement is due to expire on March 30, 2020, saying, “Your franchise will end next year. If you expect it to be renewed, I'm sorry. I will see to it that you're out," according to a report by Philippine news website Rappler.

Five bills have been filed with the country's legislature to extend the broadcaster's franchise, according to a report by CNN, but lawmakers said today that they will not vote on the measure until next year, according to local daily BusinessMirror.

Previously, Duterte accused ABS-CBN of “swindling" him for not airing his paid political advertisements during the 2016 presidential campaign, and in 2018 he threatened to deny the network's renewal as he approved the franchise renewal of the GMA Network, its rival, according to Rappler.

If the franchise agreement is not renewed, ABS-CBN's television and radio channels will have to cease broadcasting, according to Rappler.

“Philippine President Rodrigo Duterte should walk back his politicized threat to shut down news broadcaster ABS-CBN, and should steer clear of intervening in its franchise renewal," said Shawn Crispin, CPJ's senior Southeast Asia representative. “Duterte's threats aim to encourage self-censorship, and must stop now."

ABS-CBN's current franchise agreement was enacted in 1995; if renewed, it would be valid for another 25 years, according to BusinessMirror.

ABS-CBN has published critical reports on Duterte's war on drugs campaign, domestic terrorism, and other sensitive topics.

CPJ called the Presidential Spokesman's Office for comment on Duterte's remarks, but no one answered.

Duterte's government has previously used its regulatory powers to stifle media; in January 2018, the Duterte administration's Securities and Exchange Commission revoked Rappler's certificate of incorporation for violating a regulation that local media must be locally owned and operated, as CPJ reported at the time. This March, authorities arrested and briefly detained Rappler CEO Maria Ressa for allegedly violating that regulation, according to news reports.

Ressa received CPJ's 2018 Gwen Ifill Press Freedom Award in acknowledgement of her bravery in reporting in the face of official harassment.

Major political events that we expect throughout the season:


  • A joint session of Congress must be convened if Martial Law in Mindanao will be revoked or be extended.
  • On December 19, the case of the Maguindanao massacre that happened 10 years ago will be handed down.
  • December 21 is Armed Forces Day. Being on a Saturday this year, the ceremony will be celebrated the preceding day. Under normal circumstances, the President leads the ceremony in Camp Aguinaldo but it can be held at his option as PTV is always ready.
  • Rizal Day (Monday, December 30) is another holiday that the President usually expects to show up at Rizal Park. No matter who will lead the rites, this will be the first time to be held under the local administration of Manila Mayor Isko Moreno.

The End of Sunday PinaSaya

After more than four years, musical-comedy noontime variety show Sunday PinaSaya will bow out on December 22.

While lamentation is expected in the eyes of loyal viewers and eventual victory for ASAP on the other side of the fence, the real reason behind the pull is their non-renewal of the contract with APT Entertainment as the producer forged with an exclusive partnership with Cignal to form Buhay Komedya (BuKo) channel that will be launched in February next year.

  • DECEMBER 14: The main competition of the Giant Lantern Festival in the City of San Fernando, Pampanga will be carried live on CLTV 36.

Last 2 of the Big 4 Beauty Pageants

Under usual circumstances, Miss Universe is the last to be crowned among the Big 4 international pageants but this year, it will be ahead of Miss World.

Gazini Ganados will compete with 92 other entrants in Atlanta, Georgia, the USA on December 9 (Philippine time) for the former pageant in finding Catriona Gray’s successor. The coronation will be carried live on ABS-CBN.

Meanwhile, Michelle Dee (the daughter of Melanie Marquez) will challenge the other 112 in London on December 14 (telecast is delayed on GMA, provisionally on Sunday morning) for the latter.

Will our crowning streak continue to its lucky 7th year or will it come to an end?

Metro Manila Film Festival

The 45th Metro Manila Film Festival (MMFF) will mark the conclusion of this Centennial Year of Philippine Cinema. While the selections are met unsurprisingly with mixed reactions, the dates of two events related to this annual affair are confirmed:

  • December 22: Parade of Stars in Taguig City
  • December 27: Awards Night (venue: TBA)

The broadcasting channel is awaiting confirmation. In case you don’t know: last year, Kapamilya Box Office (which is exclusive to TVplus) carried both events live.

Final Days of the Decade

Expect It’s Showtime and Eat Bulaga! to reminisce the best of the year from December 26 until 31 as long both variety shows must be live by New Year’s Day.

The same shall be treated for public affairs programs and Sunday magazine shows.

The Last Day of the 2010s

While revelry will fill the air on New Decade’s Eve, three TV networks are certain in covering the turnover of the old to the new:

  • ABS-CBN will have a simple Salubong 2020.
  • CNN Philippines will cover a few minutes each hour on the transition of the year east of the country — starting from New Zealand.
  • For GMA, the star-studded New Year Countdown — in its 17th edition — will party in SM Mall of Asia for the 13th time.
 
Religious

Traditional observers tend to celebrate the holidays through this genre. In chronological order:

  • Simbang Gabi masses. This is ABS-CBN’s tradition that is broadcast on the Chapel of the Annunciation. Meanwhile, SVD-MCFI’s iteration is usually on S+A but it is unclear if they are airing this year, given that the regular Family TV Mass is on 5Plus.
  • Midnight Mass. The televised liturgy in Mother Ignacia stays right after Bandila on the Christmas Eve broadcast day schedule. The one from inside St. Peter’s Basilica in Vatican City that happens a few hours later is reserved for the news channels.
  • Urbi et Orbi (7:00 p.m.) The news channels are likely to cover the Message and Apostolic Blessing from the central loggia (balcony) of St. Peter’s Basilica in full since newscasts are ongoing.
  • New Year’s Day Masses. This will be conducted immediately for ABS-CBN after the countdown and the 5 Network will do likewise from Tierra de Maria in Tagaytay by morning.

Sports

  • DECEMBER 8: The PBA Draft takes place in Robinson’s Place Manila in Ermita and is usually carried live on 5. However, there will be conflict in broadcasting due to running prioritized events in the Southeast Asian Games.
  • DECEMBER 11: The closing ceremony of the 30th SEA Games will take place in New Clark City Athletics Stadium, Capas, Tarlac.
  • DECEMBER 26: It’s the NBA Christmas Day games. Falling on a Thursday, it is not possible for CNN Philippines (the temporary holder of the regular, selected weekend games) to broadcast.
  • JANUARY 2: Rose Bowl in Pasadena, California. As it marks the end of the o-BER-loaded campaign for 5, this will be uncertain if this will be carried on the main network or on 5Plus.

“This new reclamation project in Pasay City will be connected to the Mall of Asia (MOA) Complex, which is also a reclaimed-land project of both parties, and turned into a vibrant business district featuring world-class mall, offices, residences, entertainment arena, 5-star hotel and convention center,” the company told the stock exchange.

SM Prime, which described itself as one of the largest integrated property developers in Southeast Asia, said it would develop the raw land reclamation and horizontal development works as Pasay City’s joint venture partner.

In a statement, SM Prime President Jeffrey C. Lim said: “We have complied with all the requirements of national agencies and secured all the required permits and clearances to enable SM Prime to commence with the reclamation project.”

“We expect thousands of job opportunities to be generated in the process, and to also contribute significantly to both local and national development.”

On Friday, shares in the company rose by two percent to close at P40.80 each.

SM Prime, which ended last year with 74 malls in the Philippines and seven shopping malls in China, earlier reported an 18% growth in consolidated net income to P27.6 billion as of the third quarter. Its consolidated revenues during the nine-month period rose by 14% to P85.03 billion, while consolidated operating income grew by 17% to P41 billion.

Mr. Lim earlier said SM Prime’s recent developments and expansion programs in “progressive cities” in the country had contributed significantly to the company’s strong performance as of September.

SM Prime in 2014 bagged the 300- hectare Pasay reclamation project. It committed at that time to spend a little over P50 billion for the project.

Aside from the Pasay reclamation, SM Prime also has a pending 300-hectare Parañaque reclamation project worth over P50 billion.

The property firm had contracted AECOM, the world’s largest engineering design firm, to do an integrated master plan on the two projects.

SM Prime reported a nine-month net income of P27.60 billion in the first nine months of the year, up 18 percent from P23.44 billion year-on-yer.

Nine-month consolidated revenues rose 14 percent to P85.03 billion from P74.56 billion a year ago.

Consolidated operating income rose 17 percent to P41.00 billion from P34.91 billion on year.

Share price of SM Prime on Friday rose two percent to P40.80.

The SM Group has earlier contracted New-York listed firm Aecom Technology Corp., one of the world’s largest engineering companies, for the project’s master planning.

Land reclamation is expected to take three to five years, proponents said.

Construction of the 100-hectare MOA complex started in the  early 1990s, but the mall opened only in 2006. The mall itself is considered among the biggest malls in the world.

The Pasay City local government has officially given the go-ahead for SM Prime Holdings to proceed with the 360-hectare reclamation project in the city.

In a disclosure to the Philippine Stock Exchange on Friday, December 6, SM Prime said that it got the notice to proceed to reclaim land and connect it with the already massive Mall of Asia (MOA) Complex.

MOA is another reclamation project done in partnership with the Pasay City government.

The joint venture agreement specifies that SM Prime will develop the actual raw land reclamation and the structures on it. SM Prime did not specify the cost of the project.

The company said it has finalized the selection of consultants and contractors from a roster of reputable companies with expertise in reclamation and dredging.

‘Hoy Gising’ days recalled by Korina Sanchez: ‘People had a real voice’

Korina Sanchez could not help but get sentimental as she looked back to her days as an anchor for the public service program “Hoy Gising!” in the early ’90s.

This as the Commission on Elections (Comelec) will hold the plebiscite that will ratify the renaming of the province as provided by Republic Act No. 11297.

"All qualified and duly registered voters of the Province of Compostela Valley, as of the May 13, 2019 National and Local Elections, are eligible to vote in the plebiscite," according to Comelec Resolution No. 10614.

In the official ballot, voters will be asked the question: "Pumapayag ka ba na palitan ang pangalan ng lalawigan ng Compostela Valley at gawing lalawigan ng Davao de Oro alinsunod sa Batas Republika Bilang 11297?" (Are you in favor of replacing the name of the province Compostela Valley with the name Davao de Oro pursuant to Republic Act 11297?).

"The voter who will vote for its approval shall write the word 'YES' or 'OO' or its conceptual equivalent in the blank box after the question, or the voter will vote for its rejection, the word 'NO' or 'HINDI' or its conceptual equivalent shall be written in the blank line after the question," added the resolution promulgated on October 24.

Poll body records show there were 462,942 registered voters in Compostela Valley during the May 2019 national and local polls.

The voting period shall be from 7 a.m. to 3 p.m.

After the end of the voting process, the Plebiscite Committee shall publicly count in the polling precincts the votes cast and ascertain the results.

RA 11297 was passed into law in April which allowed the renaming of the Compostela Valley province.

The law ordered the Commission to conduct a plebiscite among voters in the present Compostela Valley province.

‘Be independent’: Journalists ask Congress to pass ABS-CBN franchise renewal bill

The National Union of Journalists of the Philippines on Friday called on Congress to pass the legislative franchise renewal of broadcasting giant ABS-CBN.

President Rodrigo Duterte’s vow of blocking the renewal of ABS-CBN’s franchise has become “more than another idle threat,” which puts the ball clearly in Congress’ court, NUJP said.

“The National Union of Journalists of the Philippines urges the legislature to uphold its independence and pass the franchise renewal of ABS-CBN,” the organization said.

House Speaker Alan Peter Cayetano—who earlier said he has a “personal complaint” against the television network—said the lower chamber would not be deliberating bills seeking to renew ABS-CBN’s franchise for the rest of 2019.

Cayetano, an ally of the president, said legislators have “more than enough time” to tackle the proposed measure in January and February of next year.

ABS-CBN’s legislative franchise expires on March 30, 2020, at which point their radio and broadcast operations will have to shut down if no renewal is approved.

Early this week, Duterte, who has the power to veto bills that Congress approves, said the franchise will not be renewed.

NUJP said between 10,000 and 11,000 who depend on ABS-CBN and its subsidiaries or sister companies for their bread and butter will lose their jobs or will indirectly be dislocated once the company’s franchise is denied.

“Do not allow one man’s vindictiveness displace thousands of workers, including journalists and artists, and spell the end for freedom of the press and of expression,” the organization said.

Duterte threatens to shut down Philippine broadcaster ABS-CBN

Philippine President Rodrigo Duterte and his government should not show bias in renewing broadcasters’ licenses and should cease threatening the press, the Committee to Protect Journalists said today.

On December 3, Duterte threatened ABS-CBN, a privately owned broadcasting network whose franchise agreement is due to expire on March 30, 2020, saying, “Your franchise will end next year. If you expect it to be renewed, I'm sorry. I will see to it that you're out,” according to a report by Philippine news website Rappler.

Five bills have been filed with the country’s legislature to extend the broadcaster’s franchise, according to a report by CNN, but lawmakers said today that they will not vote on the measure until next year, according to local daily BusinessMirror.

Previously, Duterte accused ABS-CBN of “swindling” him for not airing his paid political advertisements during the 2016 presidential campaign, and in 2018 he threatened to deny the network’s renewal as he approved the franchise renewal of the GMA Network, its rival, according to Rappler.

If the franchise agreement is not renewed, ABS-CBN’s television and radio channels will have to cease broadcasting, according to Rappler.

“Philippine President Rodrigo Duterte should walk back his politicized threat to shut down news broadcaster ABS-CBN, and should steer clear of intervening in its franchise renewal,” said Shawn Crispin, CPJ’s senior Southeast Asia representative. “Duterte’s threats aim to encourage self-censorship, and must stop now.”

ABS-CBN’s current franchise agreement was enacted in 1995; if renewed, it would be valid for another 25 years, according to BusinessMirror.

ABS-CBN has published critical reports on Duterte’s war on drugs campaign, domestic terrorism, and other sensitive topics.

CPJ called the Presidential Spokesman’s Office for comment on Duterte’s remarks, but no one answered.

Duterte’s government has previously used its regulatory powers to stifle media; in January 2018, the Duterte administration’s Securities and Exchange Commission revoked Rappler’s certificate of incorporation for violating a regulation that local media must be locally owned and operated, as CPJ reported at the time. This March, authorities arrested and briefly detained Rappler CEO Maria Ressa for allegedly violating that regulation, according to news reports.

La Trinidad cityhood pressed

A CALL for cityhood of La Trinidad, Benguet's capital town, has been made anew.

Lawmakers of La Trinidad have asked the aid of Benguet Representative Nestor Fongwan Sr. for the filing of a bill for the conversion of the municipality into a component city of the province.

The resolution was approved by the Municipal Council during Tuesday's (December 3) regulation session. It was introduced by Councilors Teddy Walang, Apolinario Bagano Jr., John Botiwey and Vice Mayor Roderick Awingan.

"Conversion of the municipality into a component city of the province will pave way for more development and added services to its growing population and to properly address issues and concerns commonly seen in rapidly developing urban communities," the measure reads.

Lawmakers said the Bureau of Local Government finance-Cordillera Administrative Region certified that the town has an annual income of P131,445,297.69 and P143,776,838.28 for 2013 and 2014.

The town's land area is 8,079.50 hectares and 129,133 population, based on August 2016 census where it is expected to balloon based on a consistent population growth rate of 3.8 percent.

As per Republic Act 9009, requirements for cityhood include locally generated income of at least P100 million (based on constant prices in the year 2000) for the last two consecutive years, as certified by the Department of Finance, and a population of at least 150,000, as certified by the Philippine Statistics Authority; or a contiguous territory of 100 square kilometers, as certified by the Land Management Bureau, with contiguity not being a requisite for areas that are on two or more islands.

The town had been clamoring for cityhood through past resolutions requesting legislators to file a bill in Congress.

Copies of the resolution will be transmitted to mayor's office and office of Benguet congressman for his appropriate action.

Back to square one for 2020 national budget

The House of Representatives-Senate conference on the proposed P4.1-trillion national budget for next year is back to square one.

The conference is supposed to reconcile the two chambers’ versions of the budget, but conferees decided to discard both versions and use the National Expenditure Program (NEP) as basis for coming up with a common draft of next year’s spending program.

The NEP refers to the President’s original spending proposal, which Congress uses to come up with a national budget. The decision to go back to it apparently stemmed from the wide disparity between the House and Senate drafts of the 2020 outlay.

In its version, the House realigned P9.5 billion, including a P3-billion addition to the palay procurement fund of the National Food Authority (NFA), increasing it to P10 billion.

On the other hand, the Senate introduced a whopping P206 billion in realignments, which included removing the House’s P3-billion palay buying augmentation and transferring it to the Land Bank, which was mandated to lend it to local government units, also for palay procurement, at an annual interest rate of two percent.

For the entire P3 billion, the state-owned commercial bank stands to make P60 million in interest income on money that belongs to taxpayers.

“We disregarded the amendments (realignments) and started with the NEP in our discussions with Sen. (Sonny) Angara,” Davao City Rep. Isidro Ungab, who heads the House appropriations committee, said yesterday.

He and Angara, his Senate counterpart, jointly chair the budget conference.

He said each chamber would come up with its own amendments all over again and the conference committee would reconcile the proposed changes.

He added that both chambers could revive their original suggested amendments.

Some House conferees, including Minority Leader Bienvenido Abante Jr. and Deputy Speaker Aurelio Gonzales Jr. of Pampanga, want their panel to insist on the P3-billion augmentation for palay procurement that would allow the NFA to expand its market intervention and prop up palay prices.

In a privilege speech last week, Gonzales said rice farmers from Pampanga’s third district, which he represents, lost P4 per kilo of palay yield in last month’s wet season crop harvest.

Angara has said Senate agriculture committee chair Cynthia Villar is the proponent of the removal of the House augmentation.

Villar has said she wanted the money given as cash assistance to farmers or beneficiaries of the Pantawid Pamilyang Pilipino Program, but that is not what is contained in the special provision the Senate has written in its budget version governing the use of the P3 billion.

Sen. Panfilo Lacson is expected to continue pushing for his “institutional amendments,” including a P3.174-billion funding for the upgrading of the basic pay of government nurses as mandated by a recent Supreme Court decision and P2.15 billion for the national identification system.

On schedule

Despite their decision to go back to the NEP, Ungab and Angara are optimistic that their panel could finish its job by weekend. They have set a meeting for the entire conference committee for Monday, during which panel members are to sign the report containing the two chambers’ common version of the 2020 national budget.

Later on Monday, the House and the Senate are set to ratify the committee report, then print  the final budget bill and send it to President Duterte for scrutiny before Dec. 21.

The conference committee’s work timeline and the plenary ratification schedule have been cleared with Speaker Alan Peter Cayetano and Senate President Vicente Sotto.

Cayetano had assured the President that he would have a budget bill on his desk before yearend.

Explaining her proposed amendment to the NFA budget, Villar said farmers would benefit from the transfer of P3 billion to the Land Bank of the Philippines, which would release the funding assistance to farmers affected by the initial implementation of Republic Act 11203 or the Rice Tariffication Law.

She allayed fears that the transfer of the funds would undermine palay procurement by the NFA.

DOH appeal

Meanwhile, the Department of Health (DOH) is urging the Senate to observe the status quo on the budget allocation for subdermal implants, saying the products have been proven safe and effective.

Health Secretary Francisco Duque III said there was no reason for the budget for contraceptive implants to be removed.

Duque was reacting to the Senate’s decision to cut the DOH’s budget by P195 million supposedly intended for the procurement of the implants in 2020.

The health chief noted the budget is “necessary to sustain an effective family planning program” in compliance with provisions in the Responsible Parenthood and Reproductive Health (RPRH) law.  He added the products have already been “cleared by the Food and Drug Administration as non-abortifacient.”

Commission on Population executive director Juan Antonio Perez III voiced support for the DOH’s position as he expressed concern over the impact of the budget cut on the program in the second half of 2020.

“The action is regrettable since there is no scientific basis for its removal since the FDA has not declared it as contrary to the provisions of RPRH law.  There is no evidence that the implants are abortifacient,” he said. – With Cecille Suerte Felipe, Sheila Crisostomo

Did Malacañang say the press is free?

He has made the threat at least twice before, in 2017 and 2018. But the 3rd time, he was more emphatic: “Ang iyong franchise mag-end next year. If you expect ma-renew ’yan, I’m sorry. I will see to it that you’re out.” (Your franchise will end next year. If you expect it to be renewed, I'm sorry. I will see to it that you're out.)

Rodrigo Duterte has made that threat against ABS-CBN practically every year since he became president. There are no efforts on his part to hide or disguise the reason he’s doing this: it’s because of a grudge he has held against the network since the 2016 presidential campaign.

Duterte’s version of the story is that ABS-CBN refused to air his political advertisements during the campaign. In an interview on April 17, 2017, Pia Ranada and I asked Finance Secretary Carlos Dominguez III, who was Duterte’s campaign finance manager, if it was true they had difficulty placing ads with the network. He said: “We deposited P20 million. When it was over, we checked and only worth P10 million came out.”

Dominguez told us he didn’t know if the P10 million was returned through their advertising agency, and he wasn’t sure either if ABS made any official explanation to the agency or whomever in the campaign why they didn’t air the ads. He didn’t bother to find out.

While it looks like a business transaction gone bad between a network and a client, we in the media still consider the President’s avowed intention to close down ABS-CBN as an attack on the press. Why? Because a business contract, when allegedly not honored, can be rectified through legal process – and I mean proper legal remedies, not contrived cases to get back at critical media. Any attempt to settle scores outside of that is personal and political vendetta, declared and made from an official platform that indicates state resources can, and will be, deployed.

In this case, we have the elements of abuse of power at play. Duterte says, “I will see to it.” Strictly speaking, he cannot order the non-renewal of a broadcast franchise. Franchises like this are legislated by Congress. That the President sounds so certain in his threat is an admission that he will make a rubber stamp out of the supposedly co-equal and independent branch of government that is the legislature.

His defeated running mate, Alan Peter Cayetano, is now Speaker of the House of Representatives, and one of his earliest pronouncements as head of the lower chamber is that he also has a “personal complaint” against ABS-CBN. After that, any supposed reassurance from Cayetano that he would give the franchise renewal bill due course was already suspect. And, what do we know? Just today, Wednesday, December 4, he said they wouldn’t tackle the bill anymore before they go on Christmas break.

Cayetano says they will have enough time to tackle the ABS-CBN franchise renewal bill in January and February 2020. The current franchise expires in March.

We can only hope against hope that the committee on legislative franchises will indeed be able to tackle the measure in time. The House website says there are 6 or 7 bills seeking to grant ABS-CBN another 25-year franchise, but there are more than 20 other franchise renewal bills for various broadcast stations, almost all of them in the provinces.

It is unfortunate that a considerable segment of the public don’t seem to understand that the powers that be can kill press freedom and, as a consequence, stifle democracy, in many creative ways. It’s not just by literally shooting the messenger when they don’t like what the media digs up against them.

Squeezing a media entity financially is a sure way to cripple its editorial operations and independence. Rappler, for instance, has spent millions of pesos on bail and travel bonds because of nearly a dozen live cases filed by government offices and Duterte’s allies and supporters against us. A tax case was pursued against the owners of the Inquirer. News sites that publish reports unfavorable to the government and its allies are “persuaded” to take down those reports – sometimes, not by the editors but by business executives or corporate lawyers.

When the journalists stand their ground, the President calls them names, like foul-smelling people and “every inch a prostitute,” his favored blogger and one-time Palace communications executive christens the practitioners “presstitutes.” When recognition from around the globe comes to the journalists who excel and fight, the presidential spokesperson spins it to say it’s proof that press freedom is “robust” under Duterte. When international support floods in for the Philippine media, the Salvador Panelo shrugs his shoulder and say, we’re enjoying our supposed fame.

Yet another way to attack the media is to make them targets of the orchestrated vitriol from the online armies that the President’s camp and his allies are known to maintain. They threaten or wish us harm, rape, death. They incite blind followers to attack our offices. Rappler wrote about the weaponization of the internet as early as 2016, but the latest attacks were unleashed when the media started reporting on the blunders of a Cayetano-led committee in preparing for the ongoing Southeast Asian Games.

Some observers taunt the media, asking why we’re raising a howl over the potential closure of ABS-CBN, when there are other media entities that would be left to bring the news to the public.

Aside from the fact that broadcast stations reporting the issues and voices of communities across the country are in danger of being shut down, the issues here are abuse of state power and media independence. When a giant network is taken down, the smaller ones would be helpless targets. When a state-sponsored threat is carried out on one media entity that otherwise had the resources to put up a fight, the weaker ones can cower and cave in or just fold up. When the fourth estate is silenced, the ordinary citizens are next.

President Rodrigo Duterte renews threat against ABS-CBN franchise renewal

President Rodrigo Duterte blasted ABS-CBN anew, threatening to block its franchise renewal.

In a speech at Malacanang, the President again lashed out against the media giant, saying he will make sure that they will not get franchise extension next year.

“If you are expecting na ma-renew ‘yan (franchise), I am sorry. I will see to it that you are out,” the president said

This is the latest in the series of attacks of the President against the Kapamilya network.

In 2017, Duterte first publicly pronounced his opposition to the network’s franchise renewal after accusing the company of swindling. Duterte alleged that ABS-CBN failed to air his campaign ads even though he already paid for it.

ABS-CBN’s franchise renewal has been stalled in Congress since 2016.

Currently, there are several bills filed in Congress seeking to renew ABS-CBN’s franchise to operate.

The bills were filed by Lipa Congresswoman Vilma Santos-Recto, Pangasinan Rep. Rose Marie Arenas, Laguna Rep. Sol Aragones, Nueva Ecija Rep. Micaela Violago, PBA Rep. Jericho Nograles, and Parañaque Rep. Joy Myra Tambunting.

Just recently, PDP-Laban Congressmen have also joined others who pushed for the franchise renewal of ABS-CBN.

Deputy Speaker Aurelio ‘Dong’ Gonzales, Deputy Speaker Johnny Pimentel, at Salvador ‘Doy’ Leachon filed House Bill No. 5608 seeking to give the Kapamilya network another 25 years to operate.

Speaker Alan Peter Cayetano has also said he has objections with the network’s renewal, but that he will make sure there will be fair congressional hearings on the bill.

Cayetano, as head of the Philippine Southeast Asian Games Organizing Committee (PHISGOC), also recently partnered with ABS-CBN to be the exclusive broadcaster of the 2019 SEA Games Opening Ceremonies.

Meanwhile, after the President’s latest tirade against ABS-CBN, Committee on Legislative Franchise Head Franz Alvarez said Wednesday that his committee has no scheduled hearings until Congress adjourns for the Christmas break on December 20, which means they will not tackle the ABS-CBN’s franchise renewal bill.

ABS-CBN’s franchise is set to expire in March 2020. If Congress will not grant renewal of its franchise, the country’s largest broadcasting company will be forced to shut down.

Duterte Threatens to Shut Down TV Network

President Rodrigo Duterte ramped up his attack on the Philippine media, vowing to block the renewal of ABS-CBN, the country’s largest and most influential broadcast network. “Your franchise will end next year,” the president said on Tuesday. “If you are expecting it to be renewed, I’m sorry. You’re out. I will see to it that you’re out.”

This is Duterte’s third such threat against ABS-CBN. He accused the network of unfair reporting, as well as of allegedly taking his advertising money in the 2016 elections but then failing to run his political ads. He earlier threatened to file charges against the media company for allegedly defrauding him. The company has denied the allegations of unfair or biased reporting.

Under Philippine law, broadcasters must secure congressional franchises in order to operate. ABS-CBN’s franchise, issued on March 30, 1995, will expire on March 30, 2020. Duterte has exploited this impending renewal to threaten the network, accusing it of slanting its reporting against him and favoring politicians identified with the political opposition. The Lopez family, which controls the network, is known for its activist past, having fought against the Marcos dictatorship. It paid dearly for that opposition when Ferdinand Marcos shut the network down during martial law in 1972. Duterte has politically allied himself with the Marcos family, which has been trying to rehabilitate its long-tattered image of abuse and corruption.

But perhaps the real reason for these threats is ABS-CBN’s critical reporting of Duterte, particularly his murderous “war on drugs.” The network has aired and published award-winning reports on the extrajudicial killings of thousands of suspected drug dealers and users by the police. Apart from ABS-CBN, the government has also targeted Rappler, the online media company that earned Duterte’s ire for its thorough documentation of the “drug war” killings and other abuses.

Duterte is misusing the government’s regulatory powers to settle a score with ABS-CBN. These actions are part of a broader crackdown on media outlets and civil society groups that dare criticize him. Philippine congress members should resist the president’s effort to shut down ABS-CBN. Appeasing a vindictive president who is hell-bent on frustrating accountability for his policies will have far-reaching implications for media freedom, human rights, and democracy in the Philippines.

Duterte Threat Against TV Network Sets up Congressional Clash

President Rodrigo Duterte’s renewed threat, delivered earlier this week, to block the renewal of the broadcasting license of the country’s biggest and most influential broadcast network puts him squarely at odds with one of the Philippines’ oldest and most prominent families, which operates the Lopez Group of Companies and other enterprises.

Duterte (above, with Eugenio Lopez in 2018), still smarting from the refusal of the Lopez interests’ ABS-CBN network to air his political commercials in the 2016 presidential race allegedly after taking his advertising money, said Tuesday that “Your franchise will end next year. If you’re expecting it to be renewed, I’m sorry. You’re out. I will see to it that you’re out.”

That is expected to set up a battle for influence in the Philippine Congress, where Duterte currently appears to hold most of the cards as power flows to the chief executive’s office.

“Philippine congress members should resist the president’s effort to shut down ABS-CBN,” said Human Rights Watch in a prepared release. “Appeasing a vindictive president who is hell-bent on frustrating accountability for his policies will have far-reaching implications for media freedom, human rights, and democracy.”

It is at least the president’s third such threat against ABS-CBN, which he has repeatedly accused of unfair reporting. He earlier threatened to file charges against the media company for allegedly defrauding him, although according to reports the broadcaster attempted to return his money and his campaign refused it. He has accused it of slanting its reporting against him and favoring politicians identified with the opposition.

Although not among the richest, the Lopez family has been prominent in the Philippines since the early 1800s when the patriarch arrived from China and took the name Basilio Lopez. The family also controls First Philippine Holdings Corporation, whose other major business interests are power generation and distribution along with manufacturing and property development. One of its scions, Fernando, served twice as the country’s vice president – once with former dictator Ferdinand Marcos, before he fell out with him. A daughter, Gina, an environmentalist and social activist, served as Duterte’s Secretary of the Philippines’ Department of Environment and Natural Resources) until he apparently tired of her activism although officially she served only on an “interim” basis. She died at 65 in August.

From their powerful political base in communications and manufacturing, the family has played kingmakers to national leaders for decades. The late Benigno S. Aquino Jr., who was assassinated in 1983, called them “giant killers,” calling them “the only family that has consistently stayed on the fringes of power since 1945.” He later called them “the manipulators of political balances in this country.’

The late dictator Ferdinand Marcos seized the Lopez media empire, which opposed his strongman rule, in 1972 and turned it over to a group of companies controlled by Robert Benedicto. It was returned to them in 1986 when Marcos fell and was forced to flee the country.

The president has been on an increasing rampage against the press and his critics, in July filing sedition charges against 36 individuals including the country’s vice president, Leni Robredo. Since his 2016 election, the 74-year-old Duterte has not only jailed former Attorney General Leila de Lima on dubious charges of complicity in drug deals but has used the impeachment process to get rid of the highly respected former Chief Justice Maria Lourdes Sereno and replaced her with a Duterte ally. Sereno opposed Duterte’s attempts to go after judges whom he accused of being sympathetic to drug interests, saying the court could police itself.

The New York-based Committee to Protect Journalists has accused the government of repeatedly attacking the press, saying “the oppressive working environment for journalists in the Philippines is alarming,” with the president himself lobbing “sustained, often personal attacks against individual journalists. Online harassment of journalists is highly organized and vicious.”

Rappler, a phenomenally popular news website run by former television journalist Maria Ressa, has been a particular target. Ressa, one of Time Magazine’s 2018 Persons of the Year and one of Asia’s most distinguished journalists, has been repeatedly arrested and forced to pay bail on a long string of charges widely perceived as harassment for Rappler’s refusal to buckle under and stop criticizing Duterte’s ill-starred drug campaign.

ABS-CBN can still be given legislative franchise – Recto

Senate President Pro Tempore Ralph Recto said Thursday that television network ABS-CBN should still be granted a legislative franchise despite President Duterte ‘s vow to shut the corporation down.

“ABS-CBN deserves renewal of franchise,” Recto said in a text message.

Recto had filed last August a bill seeking to renew the broadcast giant’s franchise for another 25 years.

In his bill, he earlier explained that ABS-CBN has “remained steadfast” in reaching out to Filipinos, especially those in far-flung areas.

Franchise bills, however, have to be approved by the House of Representatives before they are tackled in the Senate.

With this, even Senate President Vicente Sotto III was unsure about the television network’s fate.

“[I] cannot predict that because we will only tackle it when the HOR passes it,” Sotto said in a separate message when asked about the possibility of the network’s franchise renewal.

In his speech Tuesday, Duterte reiterated that he would block the renewal of ABS-CBN’s franchise and will make sure that it will be “out” next year.

House leaders said they will not discuss ABS-CBN’s franchise, explaining that they will prioritize the approval of the P4.1-trillion proposed 2020 national budget.

House Speaker Alan Peter Cayetano said they will have “more than enough time” to discuss it in January next year, two months before ABS-CBN’s franchise expires.

Republic Act No. 7966, signed in 1995, granted the broadcasting company the 25-year franchise to operate in the country.

Duterte has repeatedly railed at ABS-CBN for supposedly failing to air his 2016 presidential campaign ad, even though he has already paid for it, and instead aired an advertisement critical of him.

He claimed that other member of Congress had the same experience with the TV network.

House bill renames QC General Hospital, cites improvements

The House Committee on Health has passed a bill renaming Quezon City General Hospital to Quezon City General Hospital and Medical Center.

The House panel, chaired by Quezon Rep. Angelina “Helen” Tan, approved House Bill 2225, principally authored by Quezon City Rep. Anthony Peter “Onyx” Crisologo.

“With the volition of the Quezon City government, the Quezon City General Hospital is now equipped with modern and state of the art medical facilities that offer nothing but high standards of comfort and effective healthcare to its patients. Its accomplishments and modern medical facilities are enough basis (sic) to change its name to Quezon City General Hospital and Medical Center as it best encapsulates the hospital’s enhanced status,” Crisologo said.

He noted that the hospital had gone through a redevelopment program to modernize its healthcare facilities.

“Through the years, this five-storey, 250-bed capacity tertiary hospital has evolved into a modern hospital, achieving Level III Status as Tertiary Hospital, the highest level license that can be conferred to a hospital by the Department of Health,” he said.

He said the hospital is now equipped with modern and state-of-the art medical facilities, such as 4D ultrasound, colposcope with loop electrosurgical excision procedure (LEEP), electrocardiogram (ECG) machines, computerized radiography and digital flouroscopy system and 64-Slice Computerized Tomography Scanner (CT scan).

“It has five operating suites, one operating room suite with a deck view used by residents and nurses undergoing training, eight-bed Service Case and six-bed Pay Medical Intensive Care Unit (ICU) equipped with patients’ monitor and a central monitor, 10-bed Post Anesthesia Care Unit and four-bed Surgical Intensive Care Unit,” Crisologo added.

He sought the final passage of his bill which aims to ensure that patients, especially the poor, enjoy better and more effective healthcare.

ABS-CBN remains the most watched TV station in November 2019

ABS-CBN continued to capture the hearts of Filipinos who have relied on it for comprehensive news and values-oriented shows as the Kapamilya network registered an average audience share of 42% in November, versus GMA’s 30%, according to data from Kantar Media.

“FPJ’s Ang Probinsyano” (34.8%) is still king as it remains on top of most watched programs, followed closely by “The Voice Kids” (34.7%) that ended another season on a high note.

“TV Patrol” (28.9%) kept its position as the most watched primetime newscast, “Starla” (27.4%) climbed two spots higher, and weekend fantasy show “Parasite Island” (27.2%) secured the fifth spot.

Completing the list of the top ten shows are breakthrough 2-in-1 reality show “Your Moment” (24.9%), weekend magazine program “Rated K: Handa Na Ba Kayo” (23.8%), sitcom “Home Sweetie Home: Extra Sweet” (23.1%), and the award-winning drama anthology “Maalaala Mo Kaya” (22%).

ABS-CBN also emerged triumphant in all time blocks in November. In the primetime block (6:00 PM-12:00 MN), it logged 44% share, beating GMA’s 30%. For the afternoon block (3:00 PM-6:00 PM), ABS-CBN got 43%, compared to GMA’s 33%; 40% in the noontime block (12:00 NN-3:00 PM), versus GMA’s 31%, and 38% in the morning block (6:00 AM-12:00 NN), in contrast to GMA’s 25%.

Likewise, the Kapamilya network was also victorious in Metro Manila in November as it recorded 40% share, beating GMA’s 26%. In Mega Manila, ABS-CBN also got 34%, while GMA only clinched 31%.

In Total Luzon, ABS-CBN got 38%, versus GMA’s 32%. It also won in Total Visayas with 52%, in contrast to GMA’s 23%, as well as in Total Mindanao with 47%, trailing GMA’s 28%.

Multinational audience measurement provider Kantar Media uses a nationwide panel size of 2,610 urban and rural homes that represent 100% of the total Philippine TV viewing population.

Duterte's threats vs ABS-CBN franchise renewal

The Human Rights Watch calls out President Rodrigo Duterte for "misusing" the government’s regulatory powers "to settle a score" with ABS-CBN.

Duterte, this week, threatened to shut down the TV network for the third time, accusing it of unfair reporting and allegedly taking his advertising money in the 2016 elections but then failing to run his political ads.

"But perhaps the real reason for these threats is ABS-CBN’s critical reporting of Duterte, particularly his murderous 'war on drugs.' The network has aired and published award-winning reports on the extrajudicial killings of thousands of suspected drug dealers and users by the police," HRW Asia Division Researcher Carlos Conde says.

"These actions are part of a broader crackdown on media outlets and civil society groups that dare criticize him. Philippine congress members should resist the president’s effort to shut down ABS-CBN. Appeasing a vindictive president who is hell-bent on frustrating accountability for his policies will have far-reaching implications for media freedom, human rights, and democracy in the Philippines."

ABS-CBN Corp. and GMA Network Inc. both claimed higher television ratings in the month of November.

Kantar Media said ABS-CBN earned a TV audience share of 42 percent in November against GMA’s 30 percent.

In Metro Manila, ABS-CBN recorded a 40-percent of the audience share against GMA’s 26 percent and 34 percent in Mega Manila versus GMA’s 31 percent.

It led in Total Luzon with 38 percent over GMA’s 32 percent, in Total Visayas with 52 percent versus GMA’s 23 percent and in Total Mindanao with 47 percent over GMA’s 28 percent.

ABS-CBN also drew in more viewers across all time blocks, winning with 44 percent versus GMA’s 30 percent during primetime; 38 percent versus GMA’s 25 percent in the morning; 40 percent versus GMA’s 31 percent at noon time; and 43 percent versus GMA’s 33 percent in the afternoon.

On the contrary, ABS-CBN said it ruled Mega Manila with a share of 34 percent versus GMA’s 31 percent.

ABS-CBN said it also took the lead in Metro Manila, where it earned 40 percent of the audience share versus its GMA’s 26 percent.

FPJ’s Ang Probinsyano the country’s longest running primetime program for four years now, is still the top choice of viewers nationwide.

The most-recent concluded reality show The Voice Kids remained as the most-watched weekend show, while “Parasite Island” proved to be a hit among viewers.

Rounding out the top five most watched programs nationwide is TV Patrol.

Meanwhile, GMA Network sustained its lead in the TV ratings game in Urban Luzon and Mega Manila, according to the latest data from Nielsen TV Audience Measurement.

GMA in November posted an average of 33.3 percent total day people audience share in Urban Luzon, outscoring ABS-CBN’s 29.6 percent.

The viewer-rich area accounts for 72 percent of all urban TV viewers in the country.

GMA continued to win in the afternoon block with 35.6-percent people audience share while ABS-CBN registered 28.4 percent.

GMA similarly led in the evening block with 35.3 percent versus ABS-CBN’s 31.9 percent.

Likewise in Mega Manila, GMA recorded 33.9 percent average total day people audience share compared with ABS-CBN, which only managed to get 27 percent.

GMA shows took 18 spots out of the top 30 shows in the area, which accounts for 60 percent of all urban viewers in the country.

Award-winning magazine program Kapuso Mo, Jessica Soho (KMJS) was still unbeatable in the number one spot on Urban Luzon’s list of top-rating programs for the month. It also kept its position as the most viewed program on the nationwide list.

Both networks are undertaking steps to be ahead when it comes to digital transformation.

ABS-CBN in 2015 launched its digital terrestrial television service through the TVplus digital box. This was followed by the launch last June a mobile version of ABS-CBN TVplus in the form of a dongle, called the ABS-CBN TVplus Go.

GMA Network, for its part, signed in January a technology, content, and distribution agreement with PLDT and Smart Communications which involves the launch of game-changing innovations that will power the TV network’s digital transformation.
