ABS-CBN inaugurates sound stages, aims for Hollywood-caliber production

ABS-CBN on Wednesday opened its sound stages in a Manila suburb, kickstarting efforts to build a Hollywood-caliber production hub as it marked its 65th founding anniversary.

The brainchild of ABS-CBN chairman emeritus Eugenio "Gabby" Lopez III, the sound stages in San Jose del Monte, Bulacan will help the Philippines' largest media and entertainment network bring its content to international audiences and cut costs at the same time.

Lopez III graced the inauguration along with ABS-CBN president and CEO Carlo Katigbak, ABS-CBN Chairman Mark Lopez, board member and former president and COO Freddie Garcia, board adviser, former president and CEO, and current chief creative officer Charo Santos-Concio, COO of broadcast Cory Vidanes, and Film Productions Inc managing director Olivia Lamasan, together with Bulacan Rep. Rida Robes, and San Jose del Monte Mayor Art Robes.

Aside from the sound stages, the production hub will also include back lots, production and post-production facilities and offices.

"Completing the sound stages represents a very major step for ABS-CBN in terms of our ability to create much better production. Through this we can show the world the best of the Filipino," said Lopez III.

"We want to bring ABS-CBN content to the international stage, and having a state-of-the-art facility and a world-class production team is a big step for us towards that direction and dream,” Katigbak said.

ABS-CBN chairman Mark Lopez added, “What I’m most proud of about this project is that we’re creating Hollywood-level sound stages which puts us at par with the rest of the world.”

Parallel to the construction, production and support teams for TV and film started a 3-year training to operate the sound stages both in Hollywood and in the Philippines.

The training, which involved 150 people, was designed by Manhattan Beach Studios, ABS-CBN Studios Inc. and ABS-CBN University.

The sound stages will host the upcoming teleserye “The Faithful Wife” and the much-anticipated “Darna” film in the second quarter of 2019.

The first phase of the production hub includes two 1,500-square meter sound stages with a floor to grid height of 30 feet, a breezeway with dressing rooms and various support rooms and the technical facilities in aid of production.

Sitting on 7.7 hectares of land, it also includes a visitor’s center, parking facilities, and support buildings equipped with solar panels.

The sound stages were inaugurated a few days shy of 50 years after the ABS-CBN Broadcast Center in Quezon City was inaugurated. It was considered the most advanced facility in Asia when it opened on Dec. 18, 1968.

House OKs draft federal charter on final reading

The House of Representatives on Tuesday approved on third and final reading its proposed federal charter.

With 224 affirmative votes, 22 negative votes and three abstentions, the Lower Chamber approved Resolution of Both Houses 15, which seeks to propose revisions to the 1987 Constitution. It was principally authored by Speaker Gloria Macapagal-Arroyo and over two dozen lawmakers.

The Constitution provides that any amendments or revisions may be proposed by Congress upon a vote of three-fourths vote of all its members.

The House of Representatives currently has 292 members. This means that at least 219 lawmakers are needed to vote in favor of the resolution.

RBH 15 proposes a presidential-bicameral-federal system of government and empowers Congress to establish federal states.

The term of the President and Vice President, which shall end on June 30, 2022, shall not be extended. The incumbent president is prohibited from running in the 2022 elections.

It seeks to adopt and develop a two-party system as a mechanism of representation and democratic governance.

The first election under the proposed constitution shall be held on the second Monday of May 2022.

The measure mandates that the President and Vice President maintain the same powers and functions as that of the 1987 Constitution. It, however, requires that a vote for the President and the Vice-President shall be elected by direct vote of the people for a term of six years which shall begin at noon on the thirtieth day of June next following the day of the election and shall end at noon of the same date, six years thereafter. The President shall not be eligible for any re-election. No person who has succeeded as President and has served as such for more than four years shall be qualified for election to the same office at any time..

Their term of office under the draft constitution is also limited to four years with one year for re-election.

RBH 15 proposes the adoption of a bicameral legislature, wherein the House shall be composed of no more than 300 Members and the Senate shall be composed of 24 Senators.

It lifts the term limits for members of Congress and requires them to have a college degree.

The proposal does not contain an anti-political dynasty provision.

The resolution was put to a vote on second reading last week after only three session days of plenary debates.

House renews ACI franchise for 25 years

The House Committee on Legislative Franchises approved yesterday a bill seeking to renew for another 25 years the franchise granted to Audiovisual Communicators Inc. (ACI) under Republic Act 8124.

The House panel, chaired by Palawan Rep. Franz Alvarez, passed House Bill 5030, authored by Manila Reps. Edward Vera Perez Maceda and John Marvin “Yul Servo” Nieto.

It was Marikina Rep. Miro Quimbo who moved for the approval of the measure, which was seconded by Surigao del Sur Rep. Johnny Pimentel.

Manila Rep. Edward Vera Perez Maceda, principal author of the bill, said the term of the franchise of Audiovisual Communicators Inc, which is 25 years, will expire in July 2020.

RA 8124 was enacted into law on July 16, 1995.

“The Audiovisual Communicators Inc. has been serving the Filipino public in the exercise of its right to freedom of expression and giving assistance to college students in pursuit of the State’s constitutional recognition of the vital role of communication and information in nation building,” Maceda said.

He noted that the ACI has been granted the authority by the State to operate for the last four decades.

In 1983, ACI begun its broadcasting services through its stations DWRX (93.1), DYBT (105.9), and DXBT (99.5) serving Metro Manila, Metro Cebu and Metro Davao.

“It is serving the public not only through airing of opinions and freedom of expression through music, but also through its Monster Scholarship Program that help college students in dire need of assistance,” Maceda said.

HB 5030 provides that the renewal of the ACI’s franchise shall be in effect for a period of 25 years from the effectivity of the proposed Act, unless sooner revoked or cancelled.

TV5 franchise extension gets House approval

THE House of Representatives on Tuesday approved on third and final reading the renewal of the legislative franchise of ABC Development Corp., currently known as TV5 Network, Inc.

House bill no. 8630, which extends the broadcast operations of TV5 by another 25 years, received 207 affirmative votes and one negative vote.

TV5 mainly airs sports programs, through ESPN, and news programs, through News5. TV5 also caters to overseas Filipino audiences through Kapatid International.

Once HB 8630 is signed into law, TV5 can continue to operate and maintain its radio and television broadcasting facilities in the Philippines.

Under the measure, TV5 is required to provide the government with adequate public service time or a maximum aggregate of 10% of the paid commercials or advertisements.

The network is prohibited from broadcasting obscenity, indecent language, speech and the like, as well as the deliberate dissemination of false information.

Under the bill, the Philippine President is given the right to temporarily take over and operate the TV station and its facilities; to temporarily suspend its operations in interest of public safety, security and public welfare; and to authorize the temporary use and operation of any government agency in times of “war, rebellion, public peril, calamity, emergency, disaster, or disturbance of peace and order.”

In compliance with the Constitutional provision promoting public participation in public utilities, TV5 is required to conduct a public offering of at least 30% of its outstanding capital stock within five years from commencement of operations.

Hastings Holdings, Inc., a unit of PLDT Beneficial Trust Fund subsidiary MediaQuest Holdings, Inc., has a majority stake in BusinessWorld through the Philippine Star Group, which it controls. — C.A.Tadalan

Star-studded Gabay Guro goes to Navotas on Dec. 6

After witnessing the continuous positive impact of PLDT Gabay Guro’s programs and what it does to the betterment of the plight of the Filipino teacher, PLDT Chairman Manny V. Pangilinan last year expressed his desire to expand the reach of Gabay Guro by bringing it to the different provinces in the country.

In no time, Gabay Guro Foundation’s kind-hearted Chairman Chaye Cabal-Revilla has mobilized the team of dedicated volunteers and the wheels of Gabay Guro’s pillars have since been grinding non-stop. This year alone, Gabay Guro has been to the provinces of Agusan, Bulacan and Bataan conducting trainings and workshops, and bringing the much-awaited teacherfest right to their doorsteps.

And to cap a very fruitful 2018, Chairman Revilla announced that on Dec. 6 (Thursday) Gabay Guro’s teacherfest will go to Navotas to spread early holiday cheers to the teachers there. Ms. Revilla says, “We partnered with the LGU for this event. We want Navotas to experience this firsthand because we know that it is in these events where teachers get to experience the tribute they deserve.”

The star-studded event will be held at the Navotas Sports Complex where an estimated 4,000 teachers are expected to gather for a day full of fun, prizes, and world-class entertainment to be led by the country’s biggest performers - Regine Velasquez, Ogie Alcasid, Gabby Concepcion, Jona, Julie Anne San Jose, Renz Verano, Jason Dy and Randy Santiago, along with comedians Ate Gay and Regina.

Ms. Revilla and the Gabay Guro team of visionaries advocate that, “our nation’s children depend on our nation’s teachers to lead them to the future.”

GMA, ABS-CBN claim ratings leadership in November

The ratings battle between the operators of the country’s two largest television networks continued through November this year, with mega Manila remaining hotly contested territory.

GMA Network Inc. and rival ABS-CBN Corp. each released ratings data for the month of November.

GMA, which uses data from Nielsen TV Audience Measurement, said it was ahead in urban ratings while ABS-CBN, which gets its data from Kantar Media, claimed a lead nationwide.

The ratings battle between the operators of the country’s two largest television networks continued through November this year, with mega Manila remaining hotly contested territory.

GMA Network Inc. and rival ABS-CBN Corp. each released ratings data for the month of November.

GMA, which uses data from Nielsen TV Audience Measurement, said it was ahead in urban ratings while ABS-CBN, which gets its data from Kantar Media, claimed a lead nationwide.

TV ratings war continues in November



THE two major broadcast networks ABS-CBN Corp. and GMA Network, Inc. kept its neck-and-neck battle for audience share as both claimed ratings lead in the month of November, citing different reports from third-party data providers.


In a statement, Lopez-led ABS-CBN said its average audience share reached 45% in November versus GMA’s 30%, citing Kantar Media data which covered 2,610 urban and rural homes.


On the other hand, GMA said its average total day people audience share is at 38.6% in November, beating ABS-CBN’s 37.5%, based on Nielsen TV Audience Measurement. Nielsen claims its report covers “900 more homes surveyed in Total Urban and Rural Philippines compared to Kantar.”


ABS-CBN said the Kantar report found it dominated households in Mega Manila with 37% audience share versus GMA’s 29%, and in Metro Manila with 43% share versus its rival’s 23%.


In terms of ratings based on time slots, ABS-CBN said it led the competition across all blocks, starting with a 49% audience share in the primetime block compared to 30% for GMA.


For other time slots, ABS-CBN said it had a 37% share in the morning block (6 a.m. to 12 noon) versus 26% for GMA; 43% in the noontime block (12 noon to 3 p.m.) against 31% for its rival; and 45% in the afternoon block (3 p.m. to 6 p.m.) as opposed to GMA’s 32%.

ABS-CBN widens Mega Manila ratings lead, keeps nationwide top post: Kantar

ABS-CBN said Tuesday it widened its lead over GMA Network in Mega Manila in November as it maintained the top position nationwide, based on data from Kantar Media.

The country's largest media and entertainment network scored 37 percent audience share in Mega Manila, compared to GMA's 29 percent, which slid 4 points, ABS-CBN said in a statement.

Nationwide, ABS-CBN had an audience share of 45 percent, leading GMA by 15 points, according to a Kantar Media survey of 2,610 urban and rural homes that represent 100 percent of the total Philippine TV viewing population.

ABS-CBN also led in Total Luzon, where it tallied an average audience share of 40 percent against GMA’s 32 percent, in Total Visayas where it garnered 53 percent against GMA’s 24 percent, and in Total Mindanao where it hit 53 percent against GMA’s 26 percent.

ABS-CBN also won the morning block (6 a.m. to 12 p.m.) with 37 percent versus GMA’s 26 percent, in the noontime block (12 p.m. to 3 p.m.), where it scored 43 percent versus GMA’s 31 percent, and in the afternoon block (3 p.m. to 6 p.m.), where it got 45 percent versus GMA’s 32 percent. 

As of October, ABS-CBN TVplus sold 6.1 million boxes since its launch in 2015. It recently added 5 new channels including the Asianovela Channel, Movie Central, MYX, Jeepney TV, and O Shopping in Metro Manila, Rizal, Cavite, Laguna, and Metro Cebu.

ABS-CBN also recently launched its new streaming service, iWant, which was downloaded 1 million times since Nov. 17.

GMA Network keeps upper hand in nationwide TV ratings

GMA Network maintained its nationwide ratings advantage based on the latest data from the industry's widely-trusted ratings service provider Nielsen TV Audience Measurement.

For the month of November (November 25 to 30 based on overnight data), GMA posted an average total day people audience share of38.6 percent in the National Urban Television Audience Measurement (NUTAM), which surpassed ABS-CBN's 37.5 percent.

In the morning block, the Network registered 36.1 percent people audience share as against rival's 32.1 percent.

GMA also led in the afternoon block with 40.2 percent people audience share, beating ABS-CBN's 37.2 percent.

The Kapuso Network likewise dominated the viewer-rich areas of Urban Luzon and Mega Manila, which respectively account for 72 and 59 percent of all urban viewers in the country.

GMA posted an average total day people audience share of 44.1 percent in Urban Luzon, while ABS-CBN only managed to get 30.8 percent.

In Mega Manila, based on official data from November 1 to 24, the Network posted an average total day people audience share of45.3 percent, which topped competition's 28.5 percent.

Oro council supports bill creating Department of Human Settlements

THE Cagayan de Oro City Council on Monday, December 3, expressed support for the creation of the Department of Human Settlements and Urban Development, which will act as the sole policy-making body for all housing and urban development concerns.

The city legislators passed a resolution to support the House Bill No. 6775 and Senate Bill no. 1578, which is now waiting for President Rodrigo Duterte's signature.

"It is now in Malacañang, and we are hoping for its approval. Mas maayo man gyud tong naay nakatutok sa (It is also better to focus on) housing programs and guide our urbanization," said Councilor Ian Mark Nacaya, who sponsored the resolution.

The bill was approved last October by the Senate.

The proposed department consolidates all government housing agencies and combines the administrative functions of the Housing and Urban Development Coordinating Council (HUDCC) and the planning and regulatory functions of the Housing and Land Use Regulatory Board (HLURB).

Nacaya said the creation of the department in the national level might help local government units streamline their settlement programs.

Here in Cagayan de Oro, meanwhile, the city government said it projects a housing backlog of 79,073 households in the next eight to 10 years and will need at least P28.5 billion to finance this.

The City Housing and Urban Development Department (CHUDD) disclosed that from only 34,898 in 2013, the number of informal settlers rose to 51,437 as of August 2018.

BPI taps Illinois-based firm for new headquarters

Ayala-led Bank of the Philippine Islands (BPI) has tapped Illinois-based Skidmore, Owings & Merrill LLP (SOM) to do the plan for its new headquarters at the corner of Ayala and Paseo de Roxas avenues in Makati City.

BPI president and chief executive officer Cezar Consing said the redevelopment of the bank’s 40-year old headquarters would kick off in February with the tearing down of the old structure.

SOM is one of the largest and most influential architecture, interior design, engineering, and urban planning firms in the world. Founded in 1936, it has completed more than 10,000 projects in over 50 countries. It is renowned for iconic buildings and its commitment to design excellence, innovation, and sustainability.


The Ayala Group has worked with SOM including the Ayala Triangle Gardens – North. Other projects of SOM in the Philippines include The Curve Tower, the
Arthaland Century Pacific Tower in Bonifacio Global City, and the NEX Tower.

Consing said the 20-story building would be vacated in the next two months as remaining employees are being transferred to the Insular Life Building in Makati, Vertris North and South in Quezon City, the City Gate towers along Ayala Ave., Buendia Center, and Alabang in Muntinlupa City.

He pointed out the new headquarters would have 30 to 40 floors compared to the current 20-story structure.

“You know when we built this building it was the tallest building in its time. Now it is the shortest. I don’t necessarily want us to be the tallest, nor do I want us to be the fanciest. I just want us to be solid,” Consing said.

According to Consing, the cost of the new headquarters that would take four to five years to complete is still being determined.

“The new building will take several years to build and so we will be paying for it over a stretch of time,” he said.

The head office building of the 167-year old bank located at the nexus of Ayala Ave. and Paseo de Roxas was designed by Engracio L. Mariano and was inaugurated in 1982.

BPI chief finance officer Maria Theresa Marcial Javier had said the planned redevelopment of its headquarters over the next few years would have minimal impact on the bank’s bottomline.

“It is going to be investment property construction in progress so the impact on operating expense over time is going to be very minimal,” she said.

Senate approves extension of legislative franchise of two broadcast companies

THE Senate passed on third and final reading the bills extending the franchise granted to two radio station operators by another 25 years.

The franchises of Raven Media Broadcasting Corporation under House Bill No. 6707 and Advanced Media Broadcasting System, Inc. under House Bill No. 6708 were approved with 17 affirmative votes, zero negative votes, and no abstention.

Raven Media operates the FM radio station Jam 88.3, which airs alternative and independent music. Meanwhile, Advanced Media operates the FM radio station 103.5 K-Lite, which airs popular songs from the 1990s and 2000s.

Both firms form part of the media management company Tiger 22 Media Corporation, which was founded by Rufia Dorothy Vera. It also handles FM radio stations Magic 89.9, Wave 89.1 and Play 99.5.

The franchises allowed Raven Media and Advanced Media, to operate “radio and/or television broadcasting stations, including digital television system, through microwave, satellite or whatever means, as well as the use of any new technology in television and radio systems.”

Their franchises may also be revoked upon failure to operate continuously for two years, under the proposed measures.

The broadcast firms are also required to provide “public service time” for Filipinos to be informed of important public issues. The bills also allow for the companies’ self regulation of its broadcast content.

They are also required to inform Congress of any sale, lease, transfer, grant of usufruct or transfer of controlling interests within 60 days of the completion of the transaction. Failure to report to Congress will result to a franchise revocation.

An annual report of their compliance to the terms and conditions of the franchise must also be submitted to Congress. Failure to do so will subject the company to a fine of P500 per working day of noncompliance.

The Senate provided amendments in the House Bills which directs the broadcast firms to create employment opportunities and to hold on-the-job trainings in their franchise operations. — Camille A. Aguinaldo

*The Philippine National Anthem was composed by Julian Felipe, a Filipino music teacher and composer of Cavite. It was first played by the band of San Francisco de Malabon during the unfurling of the Filipino flag at Kawit during the Independence Day ceremony.

For more than a year, the anthem remained without words. Towards the end of August of 1899, a young poet-soldier named Jose Palma wrote the poem titled Filipinas. This poem expressed in elegant Spanish verses the ardent patriotism and fighting spirit of the Filipino people. It became the words of the anthem, and today, the anthem is sung in Filipino, its official lyrics translated by Felipe de Leon, from the original Spanish lyrics in the early 1900s.

The Anthem is regularly played during the beginning and end of broadcast day on radio and television stations, also it followed by the SM Daily Prayer on first screening and last full show inside the SM Cinemas.

Editorial: Carving congressional districts

POLITICIANS rarely see interests beyond their own turfs. That point is truer for politicians leading local government units, even members of the House of Representatives. It’s cause is not only man’s inherent selfishness but also the kind of political setup we have. Politicians do not want to be alienated from the people who vote them into office.

Consider how congressional districts are being carved in Cebu, specifically now in the sixth congressional district of the province. The district once straddled an unbroken area from Consolacion town down to Mandaue City and Mactan island where Lapu-Lapu City and Cordova town are—until the House representative there transformed Lapu-Lapu into a lone congressional district.

That created an awkward situation for Cordova town, which remains part of the sixth congressional district without its Mactan co-inhabitant. Now comes House Bill 8511 that also seeks to convert Mandaue City into a lone congressional district. It has been approved on second reading but needs a Senate version for it to sail through Congress. Still a long way to go, but it could still come into fruition.

The move may benefit Mandauehanons, but it would further make awkward the already awkward setup in the sixth district because this would mean only Consolacion town in the mainland and Cordova town in Mactan island would compose the district. Surely, there could have been better ways of carving congressional districts than what is being done in the said district.

House Bill 8511 should make more compelling an idea floated years ago for Cordova town to become a Cebu City barangay, more so with the construction of the third Mactan bridge, or the Cebu-Cordova Link Expressway. It would also open up the possibility of Consolacion being absorbed by the fifth congressional district.

Perhaps lawmakers and officials of affected local government units should take a deeper look at the manner the sixth district is being divided before proceeding full speed ahead with HB 8511. They better be creative on this matter.
