Face of the Year runner-up realizes his showbiz dream

Miguel Villacis

When Miguel Villacis joined Face of the Year 2018, his dream was to enter show business. He needed the exposure to get into show business. And he succeeded in making the competition his stepping stone.

Too bad Miguel did not win (he emerged just one of the runners-up) but he won four special awards. It was good enough for him; after all he gained notice – which was really his intention – and now he is on his way to stardom. He is set to do an indie movie and his single, “Target Date” will soon be released.

He is taking acting and singing workshop under Elson Montalbo of Viva.

Asked what his preference is, whether to be an actor or singer, Miguel said he’d like to do both, although he’d like most to be known as an actor, following in the footsteps of his idols Jericho Rosales and Piolo Pascual whose acting, he noted, are very natural and effortless. He likes Jericho’s “Siargao,” by the way.

He would like to do dramatic roles, but “I also like to do action roles, even kontrabida roles, which are more challenging,” he said. Among the young actresses, Miguel said he’d like to be paired with Bianca Umali whose latest TV show was the well-loved GMA primetime series “Kambal, Karibal.” When he was in high school (at Letran), Miguel was into sports – martial arts like karate and basketball. He played with the Philippine Team.

He is currently studying at Trinity College (taking up Marketing). “I’d like to be a businessman someday and put up my own restaurant.” At the moment, Miguel is the endorser of Cafe Marla. He has also been tapped to endorse a gasoline brand.

Mindanao lawmakers support passage of Cordillera autonomy bill

QUEZON CITY, August 20 (PIA) -- Representatives from Mindanao assured to support the passage of the Cordillera Autonomy bill in Congress.

The Local Government Committee of the House of Representatives, composed mostly of lawmakers from Mindanao, has vowed support of the passage of House Bill 5343 or the act establishing the Autonomous Region in the Cordillera.

Sub Committee Chairperson Zamboanga Sibugay 1st District Rep. Wilter Palma II said with the support of the Cordillera representatives to the recently passed Bangsamoro Organic law, it is now their turn to support the bid of the Cordillerans for their own autonomous region.

“This representation also supports the creation of the Cordillera Autonomous Region. Kami naman pong mga taga Mindanao ang susuporta sa inyo,” Palma said.

Bukidnon 3rd District Rep. Manuel Zubiri likewise assured support to the “long overdue clamour of the Cordillerans.”

“Definitely, I am for this (autonomy in the Cordillera). It is long overdue, I think it should have started a long time ago,” Zubiri said as he called on his fellow lawmakers from Mindanao to support their Cordillera brothers and sisters in their quest for autonomy.

Lanao Del Norte 1st District Rep. Mohamad Khalid Dimaporo and Zamboanga Del Sur 2nd District Rep. Aurora Cerilles also vowed support for the passing of the autonomy bill of the Cordillera as they proposed the creation of a Technical Working Group which would look into the issues on hand including the amendments of the HB 5343 and the conduct of the public hearings which were also done for the Bangsamoro Organic law.

“We support the Cordillera Autonomous Region, in the spirit of brotherhood, especially coming from the minority and the marginalized sector,” Dimaporo said.

The TWG will be composed of the Cordillera representatives who will be working double time to conduct meetings and public hearings at the different Cordillera provinces with the secretariat of the House of Representatives.

In his message during the hearing, Regional Development Council Chairperson,  Baguio City Mayor Mauricio Domogan thanked the Congress for passing the Bangsamoro Organic Law and appealed for the passage of the Cordillera autonomy bill.

He presented the resolutions of support for the establishment of the autonomous region in the Cordillera coming from the different local government units, civil society organizations and other stakeholders in the region. He also submitted the amendments of the House bill which will be used by the TWG.

Based on the timeline, the TWG should complete the public hearings and inputs of amendments until September for the bill to be passed and be ready for plebiscite.

Domogan led the delegates from the different provinces of the Cordillera to participate and show support during the committee hearing of the Autonomy bill.

Cordillera lawmakers present during the committee hearing were Apayao Rep. Eleanor Begtang, Baguio City Rep. Mark Go, Benguet Rep. Ronald Cosalan, Ifugao Rep. Teddy Baguilat and Kalinga Rep and Mountain Province Caretaker Allen Jesse Mangaoang. (JDP/RMC-PIA CAR)

Network Wars? ABS-CBN, GMA Face Bigger Threat of Earnings Meltdown Amid Digital Shift

Both broadcasters saw net income decline in the first half of 2018

The country’s two largest television networks, ABS-CBN Corp. and GMA Network Inc. posted double-digit drops in their net income in the first half of the 2018 as advertisers funnel their money elsewhere due to the seemingly growing appetite of Filipinos for alternative forms of entertainment.

ABS-CBN Corp. suffered a greater decline between the two as it posted a 41-percent drop in net income from Php1.3 billion in the first half of 2017 to Php741 million in the same period this year. As for GMA Network, its net income only slid by 21 percent to Php1.2 billion from Php1.6 billion.

“This year saw a notable contraction in television placements from advertisers, which was felt across the broadcasting industry,” GMA Network said in its second quarter financial report. Majority of both networks’ revenues come from ads.

GMA Network’s revenues from television and radio airtime dropped by seven percent in the first half of the year at Php6.4 billion while ABS-CBN Corp.’s advertising earnings decreased by three percent to Php9.6 billion. The latter’s slowing performance was also further aggravated by the lower revenues recorded from the movies it has released under its film production arm, ABS-CBN Films.

GMA Network ended the first half of the year with a six-percent decline in total revenues at Php7.2 billion while ABS-CBN saw its revenues slightly decline from Php19.34 billion to Php18.9 billion.

Still, the revenue growth slowdown comes as ABS-CBN Corp. aims to go fully online “to address the rapid digital preference move of the ‘millennials’.”  The company has been launching various online platforms in recent years and its investments are now starting to bear fruit. The firm’s “digital and interactive media” operations posted a 50-percent increase in revenues for the first half of 2018 at Php390 million.

As for GMA, its chairman and CEO Felipe Gozon said the company remains optimistic that it will perform better for the rest of the year. After all, the network may be expecting early political advertisement placements in its shows, as the May 2019 senatorial election looms closer.

“In spite of challenging market conditions, GMA Network was still able to breach the one billion-peso mark in terms of net income for the first half of 2018,” Gozon said. ”We look forward to seeing the rest of the year with better results for our company.”

Cordillera’s quest for self-governance gets more support

(PIA) -- The bid for a Cordillera autonomous region has gathered more support from the national level.

Former Senate President Aquilino “Koko” Pimentel and Senator Joseph Victor “JV” Ejercito personally met with Cordillera leaders in a forum in Manila last week to assure their strong support to the aspirations for an autonomous region in the Cordillera.

Senator Aquilino “Koko” Pimentel expresses his support for the passage of the Senate and Lower House bills for the establishment of the Autonomous Region of the Cordillera saying this is the best timing for the Cordillera after the enactment of the Bangsamoro organic law. With three Cordillera autonomy bills filed at the Senate, Pimentel said he will file a similar measure to help move forward the region’s quest for autonomy. (RMC- PIA CAR)

The forum organized by the Cordillera Regional Development Council with the Office of the Presidential Adviser on the Peace Process (OPAPP) and the Presidential Legislative Liaison Office (PLLO) was an offshoot of recent activities to drum-beat the third attempt for Cordillera autonomy.

Pimentel said this is the best time for the Cordillera autonomy to be discussed since the Bangsamoro Organic Law, which also has the same legal mandate as the Cordillera autonomy, has just been passed.

Just like in the Bangsamoro organic law, the passage of the Cordillera Autonomy bill in the Senate is no longer an issue, it is just a matter of time, he said.

He explained that this is possible with the filing by at least three senators namely Senator Miguel Zubiri, Senator Bam Aquino and Senator JV Ejercito, their versions of the act establishing the autonomous region in the Cordillera.

He said he would be filing the fourth Senate Bill on Cordillera Autonomy and would be working with other Senators to pass it in time.

Pimentel added that aside from the support in Senate, this is the best time for the Cordillerans to push for autonomy with President Rodrigo Duterte as a strong advocate of autonomy and federalism.  He said that the passage of both Cordillera and Bangsamoro laws would be a legacy of the President.

“Let us really work on this. In the meantime, we need to prepare the support mechanism in the ground anticipating that the bill will become a law and then during the plebiscite our networks should be ready to support the approval of the bill,” Pimentel said.

It could be remembered that Pimentel was the first to file the Senate Bill on the creation of a Cordillera autonomous region back in 2012 but was overtaken by events.

Members of the Gambang Theatre Guild of Lepanto High School re-enact the significant events that led to the creation of the Cordillera Administrative Region during the Cordillera Autonomy Leaders Forum with Senators in Manila The forum aims to present and gather support from the senators for the establishment of the Autonomous Region of the Cordillera. (RMC-PIA CAR)
In his message, Ejercito vowed his full support for the Cordillera autonomy and has already filed a Senate counterpart bill of House Bill 5343 or the act establishing an Autonomous Region in the Cordillera.

Ejercito said he is giving his support to his fellow Cordillerans being an adopted son of two provinces, Kalinga and Mountain Province. “You have my full support for the preservation of our culture, heritage, and identify. I am one with you because I am a Cordilleran myself.”

He also assured that the Senate supports the passage of the law giving autonomy to the Cordilleras. “Rest assured that our support in the Senate is with the Cordillerans on the passage of its autonomy,” he said.

Sen. Edgardo “Sonny” Angara, in a video message presented during the event, also gave his support for a Cordillera autonomous status.

“We support the Cordillera autonomy, which is in our Constitution," said Angara who chairs the Senate Committee on Local Government.

Meanwhile, OPAPP Sec. Jesus Dureza urged the people of the Cordillera region to unite and work hard to finally achieve their overarching goal of regional autonomy.

Dureza, a staunch advocate of Cordillera autonomy, said the government is very supportive of Cordillera’s bid for autonomy “because it is provided in the Constitution.”

“Let your presence be known and I am sure you will not be ignored because it is your right under the Constitution to have your own Autonomous Region of the Cordilleras,” he said.

He hopes that the recently-enacted Bangsamoro Organic Law would serve as a template to address the aspiration of the Cordillerans to have their own autonomous region. (JDP/RMC-PIA CAR)

Does Robi Domingo still consider becoming a doctor?

The TV host put his dreams of becoming a medical practitioner on hold when he entered showbiz.
Despite a career in show business, Robi Domingo admitted that pursuing medicine was something that he still considered before.

In an interview with PUSH, Robi shared, "Before I would have [considered it] honestly. I had that episode wherein, hindi naman siya depression, but I just thought about things. Paano kung naging doktor ako? And my friends recently, we had a gathering. They told me kung gaano kahirap maging doktor. 'Yung iba [sabi sa akin] 'sayang hindi ka nag doctor.' 'Yung iba [sabi] 'buti hindi ka nag doktor.' But at the end of the day, I just realized that the main reason why I want to become a doctor is to put on a white coat and to help others," he said.

The television host remarked that even if he is not a doctor, there is always a way to help others. "Pwede rin naman hindi lang white coat ang susuotin mo para makatulong ka. Any kinds of coat basta an intention mo ang makatulong," he shared.

Robi relayed that together with his friends, they started an advocacy to spread awareness about health. "That's why instead of becoming a doctor, meron akong advocacy ngayon which is health information education which is information accessibility para sa mga kapamilya natin. It is an advocacy na pinupush namin ng kaibigan ko," he relayed.

He recently renewed his contract with ABS-CBN on August 16, Thursday. He remarked that he is forever grateful to the network for helping him build his career. "Everyday I think about that thought paano kung bukas hindi na ako kapamilya? (what if I'm no longer a Kapamilya?) Should I go back to studying, pursue my dreams of becoming a doctor or should I do other things? Pero na-realize ko moving to another network is not option. My career started here at ABS-CBN and I'm grateful to tita Cory (Vidanes) and direk Lauren (Dyogi) and I will be forever loyal to the Kapamilya [network]," Robi stated.

Mixed signals

On August 14 at the launch in Malacañang of “Pilipinas Angat Lahat Alliance,” 30 business organizations pledged “to commit themselves to the mission of pursuing inclusive growth by harnessing public-private partnership endeavors geared toward micro, small and medium enterprises [MSMEs].” This alliance is at the initiative of the Office of the President through Joey Concepcion, Presidential Adviser for Entrepreneurship.

The Magna Carta for MSMEs defines MSMEs (using asset size) as follows: Micro—up to P3,000,000; Small—P3,000,001-P15,000,000; and Medium—P15,000,0000-P100,000,000. Based on 2015 Philippine Statistics Authority data, MSMEs account for 99.5 percent of the total number of establishments in the Philippines, employ 62.8 percent of the total labor force, and their contribution to total value added is 35.7 percent. It is also noted that 60 percent of all exporters are MSMEs.

The majority of MSMEs are in the Wholesale and Retail Industry (46 percent), Accommodation and Food Service Activity (14 percent), Manufacturing (13 percent). The remaining 20 percent are in various activities including agriculture, forestry and fishery, mining and quarying; electricity, gas, steam and air conditioning supply; water supply, sewerage-waste management and remediation, construction, transportation and storage; real estate; professional, scientific and technical activities; administrative and support service activities, education, human health and social work; and arts, entertainment and recreation.

In terms of distribution of MSMEs by region, the National Capital Region (NCR), Calabarzon and Central Luzon are the top 3 areas. Critical challenges to MSMEs are (1) business-enabling environment, (2) access to finance, (3) access to market and (4) productivity and efficiency (Data from microfinancecouncil.org).

Members of the Pilipinas Angat Lahat Alliance have committed to “help champion the 3Ms of MSME development: Mentorship, Money and Market.” A Public-Private Partnership Strategy Framework aimed at Jobs Generation and Poverty Reduction was presented to President Duterte at Malacañang. This framework provides for the following:

Digitalization of Microentrepreneurs, particularly over 1.2 million sari-sari stores, market vendors and other nano-entrepreneurs
“With the recently signed Philippine Identification System Act, as the fundamental requirement in digitalizing a country, National ID will jump-start an environment that will make room for unprecedented efficiencies and value adding. Digitalization will further propel MSME development in the country since more MSMEs nationwide will have access to mentorship by augmenting offline programs with online that can be done massively. In support of the Bangko Sentral ng Pilipinas’ goal of accomplishing 20 percent electronic financial transactions by 2020, traditional financial institutions and fintech innovators focus on digitalizing access to money through credit and payments, thereby improving transparency and efficiency in financial transactions, cash management and saving.  Digitalization will also help micro and nano-entrepreneurs extend their reach to consumers through the integration of online marketplaces to offline marketplaces.”

Agribusiness Development (Angat Lahat in Agribusiness)
“Help transform the Philippine agriculture sector by partnering with organizations with initiatives in pushing for competitiveness of Filipino farmers and agri-cooperatives. One such effort is the Angat Lahat in Agribusiness [Alab], an agribusiness incubation program that seeks to contribute to sustainable rural development by providing access to mentorship through the deployment of technical mentors for innovation and comprehensive financial management. It will also provide financial assistance and market linkages by engaging money and market partners for the selected cooperative who will be part of the program.”

Island Tourism
“Two-pronged development in tourism: infrastructure projects in line with the ‘Build, Build, Build’ program and MSME development anchored on 3Ms [Mentorship, Money and Market]. Island Tourism will focus on MSME as the main stakeholders on the tourism industry and other interlinked sectors present in the area such as food and agriculture, fisheries, handicrafts, transportation, health and wellness and other services by increasing their competitiveness and helping them become sustainable. As the Build, Build, Build program is the centerpiece of the government, tourism infrastructure-related projects is expected to generate more jobs and more local businesses in the different areas. With the digitalization of mentorship, access to finance and marketplaces, more micro entrepreneurs, agribusiness and service industries contributing to tourism industry, especially in the rural areas, will benefit from these initiatives.”

Unfortunately, the Alliance’s optimism and bright outlook for the future was lost on the President who was all “gloom and doom” at the Malacañang launch.  After reading only the last paragraph of his prepared response, the President announced that he was thinking of stepping down from office as he “could even hardly make a dent” in his war against drugs and corruption. Acknowledging that graft and corruption “seems to be endless and has contaminated all government offices,” the President  even encouraged a rumored “junta” to take over the remainder of his term. The President ruled out Constitutional succession, detailing the incumbent vice president’s incompetence and ineptness to succeed—citing that Naga City where she hails from is a “hot bed” for drugs.

It was an afternoon of mixed signals—the business community with its guarded optimism on its 3M Project towards job generation and poverty reduction on the one hand, and on the other, the President throwing in the towel in exasperation and seeming defeat.

My personal message to the President: Don’t give up. This country is worth fighting for!

Lacson on making peace with GMA, winning without pork

A firm handshake was what Sen. Panfilo “Ping” Lacson offered to make peace with former President and now Speaker Gloria Macapagal-Arroyo, whose administration he once accused of persecuting him.

Lacson said the occasion came last May when he and Arroyo sat down as members of the bicameral conference committee that was trying to reconcile the Senate and House versions of the national identification (ID) system. The senator headed the Senate panel, while Arroyo was a member of the House panel.

After the committee came up with a common version of the national ID, its members took a group photo to mark the occasion.

“(Arroyo) came forward, I met her and we shook hands. It was a warm handshake and it was genuine. It was sincere, at least on my part,” said the senator during last week’s Meet Inquirer Multimedia forum.

Dacer-Corbito ambush

After almost two decades of feuding, Lacson said he now wanted to keep the peace with Arroyo, his old nemesis whose administration had accused him of being behind the November 2000 abduction and killing of publicist Salvador “Bubby” Dacer and his driver, Emmanuel Corbito.

Allegations of his involvement in the killing, made by a former subordinate, police Senior Supt. Cezar Mancao II, in January 2009 forced the senator, a former chief of the Philippine National Police, to slip out of the country in early 2010.

He disappeared shortly before a Manila judge ordered his arrest for the Dacer-Corbito ambush. He denied having any hand in the crime.

The Court of Appeals later junked the charges against Lacson, who resurfaced in 2011 after 13 months in hiding.

“We are now at peace with each other, but there’s no saying I will not also [criticize her] when [an issue] goes against my advocacy,” said the 70-year-old senator, Arroyo’s biggest critic who exposed alleged corruption in her administration.

Before becoming a senator and exposing corruption in government, such as the pork barrel allocations of lawmakers in the national budget, Lacson was a disciplinarian national police chief who was praised for, among other things, ordering all police officers to trim their bellies and going after “kotong” cops.

Lacson said he did not reinvent himself when he became a senator.

His statement came as a reply to a query posed by Inquirer columnist Ramon Farolan, himself a retired military general.

“I didn’t plan those,” he  said.

Lacson said he had learned to adapt to his new environment as a civilian but also never wavered from the teachings taught to cadets at the Philippine Military Academy (PMA).

“It’s still embedded, it’s still very much within my person, very much within my character. That is the only thing I could take pride in until my service in government ends, whenever that will be,” he said.

Lacson said the PMA’s vow of courage, integrity and loyalty would remain in him as long as he lives.

To Farolan, a fellow PMAyer, Lacson said, “All right, sir, all right”—a phrase that covers the PMA cadet’s code of honor where a PMAyer does not lie, cheat, steal or condone those who do.

Asked how he could survive the crazy politics in the country, such as winning elections without his share of the pork barrel, Lacson said his secret was his campaign contributors.

Kindhearted supporters

He said these kindhearted supporters—“who I cannot remember anymore”—were people he had helped when he was still with the PNP.

Lacson, the former chief of the government’s main antikidnapping task force, admitted that people whom he had rescued offered money to him and his team in gratitude.

But he said he had made a stand then that policemen should not expect rewards since they were only doing their duty. He also did not want his men to become choosy in helping only people who could offer a reward.

When he first ran for the Senate, these people told him they wanted to help him out through contributions to his campaign, according to Lacson.

And that was why whenever he ran for office, these people contributed to his election campaign. “They know I don’t have pork barrel, so they help me,” Lacson said.

With the next presidential elections coming in four years, Lacson said he was not keen on running for the highest position in the land a second time. He ran for President in 2004 and lost to Arroyo.

“I’m more bored than excited [about it],” he said, admitting that the current political system is “very frustrating to say the least.”

Lacson likened the situation in the country to Sisyphus, the cruel king in Greek mythology who was punished by the gods to roll a massive boulder to the top of a steep hill forever.

Lacson admitted he felt titillated to hear people say he should succeed President Duterte, who ends his term in 2022.

“I guess it’s a question of fire in the belly,” he said, adding that for now he did not feel the excitement of going for the presidency this time around.

PTV-4 history

1992 was also the same year that saw the return of ABC, another station closed by the martial law in 1992. In 1993, the PTV lost third place to ABC. The resurgence of RPN and IBC led to further decline of the audience for the network. In 1995, it became the last place among the five channels.

In 1996, then received a presidential citation President Fidel V. Ramos for the successful coverage of the Atlanta Olympics. Two years later, it was the official broadcaster for the country's 100th anniversary celebrations on June 12, 1998. A few weeks earlier Joseph Estrada succeeded President Ramos as president of the country after winning the 1998 elections.

In 1999, PTV remained in sixth place, but was ahead of another station, ZOE TV, which opened in 1998 and became the new last place among the seven channels.

Arroyo administration and name change to NBN (2001-2010)

In 2001, President Estrada resigned as president as a result of the Second Revolution of EDSA and was succeeded by then Vice President Gloria Macapagal Arroyo. On July 16 of that year, it became NBN (National Broadcasting Network) and carried a new slogan: "One People. One Nation. One Vision". For a new image in line with your new programming advances.

NBN expanded its broadcasting reach with the launch of NBN World on February 19, 2003, in cooperation with the Broadcasting and Television Service (TARBS). This global expansion signals new directions for NBN as it becomes accessible to the rest of the world, particularly the millions of Filipinos abroad. NBN can be seen in Australia, North America and Asia-Pacific. NBN is previously broadcasting via satellite nationwide using Agila 2, then moved to ABS 1 (now ABS 2) in September 2011 (now on Telstar 18 at the current time).

The decline of the station's audience continued in that decade, along with the other networks, at the height of rivalry between the two major networks, ABS-CBN and GMA.

In 2007, while maintaining NBN as its name, it adopted another brand, the NBN Information Channel, to position the channel as a news and information station.

Revert to PTV and recent developments (2010-present)

By 2010, NBN's top studios in Quezon City and its regional stations in Baguio, Cebu and Naga will be equipped with state-of-the-art news gathering equipment to compete with major television networks. In addition, a new Harris transmitter was installed. The power of the NBN transmitter should be increased from 40 kW to 60 kW (However, a few years later in 2013 the network was downgraded to its transmission power from 60 kW to 50 kW later, later to 40 kW or 25 kW in June 2016 to control energy costs). The NBN digital channel is now available on channel 48 now moved to channel 42 using the Japanese digital TV standard.

In 2011, NBN continued to upgrade its digital transmission capabilities with equipment donated by the Japanese government. This equipment will also allow the NBN to begin transmitting emergency alerts when needed (similar to the US Emergency Alert System), but it is more likely due to the use of the Japanese digital TV standard that the system would be based on the Japanese System J-Alert).

The station also began to eliminate the NBN brand in 2011, when it launched PTV as a secondary brand at the beginning of the year. In the latter part of 2011, the NBN brand was withdrawn and PTV was reinstated as the station name.

In March 2013, President Benigno Aquino III signed Republic Act No. 10390, which replaces the old law, in which the administration will be under reorganization and the government will infuse P5 billion into PTV to revitalize the station and make it "digitally competitive" ". PTV earned P59 million of revenue generated for the first and second quarters of 2014.
