DOH: House-to-house vaccination only for bed-ridden, senior patients

The Department of Health (DOH) on Thursday said that house-to-house implementation of COVID-19 vaccines will be allowed only for patients who cannot visit vaccination centers.


This means that such an approach will be limited to bed-ridden and senior citizens, or those with comorbidities.


"Ang general policy sa vaccination ay fixed site. Pwede sa hospital, pwede ring fixed site na offsite. Pwede sa gymasium at eskwelahan," Myrna Cabotaje, Health undersecretary for field implementation and vaccination coordination, told Teleradyo.


A number of municipalities and cities have begun implementing house-to-house vaccination, particularly for seniors.


Cabotaje said the DOH has released policies for LGUs to safely go about doing this. 


"May advisory kami sa mga ganitong kaso na pwedeng magpadala ng team. Mayroon sa Taguig na home service vaccination. Kailangan may screening na OK sa doktor nila," she said.


"Alam naman natin marami sa mga ating senior citizen, yung may comorbidities hindi makaalis ng bahay. So binigyan namin ng guidance na pwedeng gawin ito ng local government units."


Those who do not fit the criteria are advised to visit the vaccination center.


"Kasi di gaya sa ibang vaccination na pwedeng umuwi pagkabakuna. Kasi (emergency use application) lang ito, mino-monitor natin kung ano ang mga side effect. Maghihintay ng 30 minutes to one hour," Cabotaje said.

LOOK: ‘Deeply impressed’ German envoy donates to Maginhawa community pantry

 Germany's Embassy in Manila has donated food items for Maginhawa Street's community pantry, the pioneer location of the project that inspired a nationwide movement helping the needy amid the pandemic. 


In a social media post, the Embassy said Germany's Ambassador to the Philippines Anke Reiffenstuel went to the pantry to contribute. 


The post did not mention what kind of food items were donated, but the Embassy lauded the initiative. 


"As the COVID-19 pandemic has affected the livelihoods of people, many are struggling to feed their families," the post read. 


Reiffenstuel, meanwhile, said on Twitter that she went there personally on Wednesday as she was inspired by the Filipino's bayanihan spirit amid the difficult time. 


"Deeply impressed by the solidarity spirit of the Filipinos. Great respect for the volunteers and the initiative," the envoy said. 


The pantries, made of makeshift shelves along streets, offer food and other necessities, with anyone free to get whatever amount they needed.


Several senators earlier commended the public for opening community pantries for poor Filipinos, saying the people have no choice but to rely on themselves because of perceived inefficiencies and lapses by the national government.

Mga senador gigil na sa walang habas na red-tagging ng NTF-ELCAC

Nanggagalaiti na ang maraming senador sa National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) dahil sa walang habas at walang basehang red-tagging ng mga opsiyal nito. 


Sa pinakahuling patutsada ni NTF-ELCAC spokesman Lt. Gen. Antonio Parlade, inihambing niya si Maginhawa community pantry initiator Ana Patricia Non kay satanas.


Si Sen. Panfilo Lacson na nagtanggol sa P16.5 bilyong 2021 budget ng NTF-ELCAC para sa mga proyekto nito, tila nagsisisi dahil sa patuloy na pagpalpak ni Parlade.


"Sa susunod na budget hearing at plenary debates, hindi ko na alam kung nararapat pang irekomenda sa finance committee ang anumang pondo ng NTF-ELCAC," ani Lacson.


Si Sen. Grace Poe, pabor na tanggalan ng pondo ang ahensiya, na pangunahing layunin ang pagsugpo sa insurgency sa bansa, dahil hindi naman aniya nakikinig ang mga ito.


Pero si Sen. Franklin Drilon, nais na alisan na ng budget ngayon pa lang ang NTF-ELCAC at ilipat na lang ang pondo sa ibang ahensiya.


"The President should realign the NTF-ELCAC under the 2021 GAA now. Now na," sabi ni Drilon.


Si Sen. Joel Villanueva, maghahain ng resolusyon para imbestigahan kung saan napupunta ang budget ng NTF-ELCAC.


"They have been engaging in red-tagging, in witch-hunting na para pong 'wild, wild west' na eh. We should also review the leadership of the NTF-ELCAC," ani Villanueva.


Si Senate President Tito Sotto, pinasisibak na si Parlade at isa pang NTF-ELCAC spokesperson na si Lorraine Badoy. 


Pero kung si Sen. Risa Hontiveros ang tatanungin, buwagin na lang ang NTF-ELCAC.


"Ang pinaka-fair sa lahat ay buwagin yung NTF-ELCAC at ibalik sa mga tamang departamento at ahensiya 'yung mga mandatong iyan," ani Hontiveros.


Depensa naman ni Parlade, hindi si Non ang tinawag niyang Satanas kundi ang umano'y ilang grupo na nananamantala sa inisyatibo. 


"I never said that... In fact, I said I appreciate what Ana is doing. And nakita ng taumbayan na maganda 'yung ginagawa ni Ana. But what we are not telling the people is the organization, these other organizations who are even asking people to sign a blank document. Saan gagamitin 'yun, we don't know," ani Parlade.

3 Guidelines To Follow God Wholeheartedly

Teach me your way, O LORD, that I may rely on your faithfulness; give me an undivided heart, that I may fear your name.  Psalm 86:11 NIV


Your brain may rule your head, but it is your heart which rules your emotions, and emotions are to life what pigment is to paint.  When your heart is committed, your world is together; but when it is divided, you are headed for trouble.


A divided heart describes the person who is in love with two people, one of whom is certain to sustain pain and loss.  It is also the picture of an individual whose allegiance is torn by other loyalties or forces.  It is also be a picture of the person who hesitates to commit himself to the Lordship of Jesus Christ, wanting to avoid hell, but not really wanting to identify with the cause of Christ.              Jesus once said, “No one can serve two masters, for either he will hate the one and love the other, or he will be devoted to the one and despise the other.  You cannot serve God and money” (Matthew 6:24); and the word that Jesus used was an Aramaic word that really meant “the world system–the culture that surrounds us.”


A heart divided is like a kingdom with two kings, both of whom cannot rule the same subjects.  Long ago David prayed, “Teach me your way, O LORD, that I may rely on your faithfulness; give me an undivided heart, that I may fear your name” (Psalm 86:11).


From the very beginning, men and women have struggled with the issue of a heart divided.  Robert Robinson knew the battle that often is fought over the divided heart.  One of his hymns written in 1758 reflects that struggle we often feel today.  He wrote, “Prone to wander, Lord, I feel it; prone to leave the God I love; Here’s my heart, Lord, take and seal it; seal it for thy courts above.”


What’s the antidote to a heart divided?


GUIDELINE #1:  Run up your flag and decide whom you intend to serve.  Make a commitment.  A person torn between the world and allegiance to Christ is miserable.  He enjoys neither.  We need the attitude of Joshua, who cried, “…choose this day whom you will serve, whether the gods your fathers served in the region beyond the River, or the gods of the Amorites in whose land you dwell.  But as for me and my house, we will serve the LORD” (Joshua 24:15).


This may mean that you get on your knees before God and say, “Lord you know I have struggled with a divided heart.  But today, I surrender to you.  I’m yours; take the broken pieces of my life and put them together again–your way!”


GUIDELINE #2:  Close the door on what divides your loyalty.  More than one great leader has burned the ship in which he brought his army to a foreign shore.  It then became a matter of conquer or be conquered.  Leaving the door open to satiate your flesh only plants the seeds of failure.  Close the door on the past so there is but one direction to go.


GUIDELINE #3:  Get involved.  Far too many individuals choose to follow the Lord without getting involved in His cause.  Simply put, we need each other.  A body is held together by muscles and sinews which keep it connected; and, likewise, the body of Christ is a fellowship of believers who need each other.  Get involved in a men’s or a women’s group.  Be part of a team.  Get into a support group.  Share your heart and discover that there are others who have faced the same issues which have divided your heart.  There is healing and help for the person who is honest enough to admit to having a heart divided. And then, get your act together.  And take it in simple steps, walking with Him. But then, you know whom you are following.

TIPS: Mga dapat gawin kapag na-tag sa malisyosong Facebook link

Inis na inis si Jessa Gonowon dahil sa loob lamang ng dalawang araw ay ilang beses na siyang na-tag sa mga malisyosong post sa Facebook. 


Excited umano siya lagi na magbukas ng notification. Ngunit imbes na larawan o post mula sa kaibigan, malalaswang larawan at video lang ang tumatambad sa kaniya. 


"Nagulat ako kasi hindi naman 'yun 'yung usual na nakikita natin sa social media accounts natin most especially sa Facebook," ani Gonowon. 


Maging ang social media manager na si Doddie Householder ay nabiktima rin. 


"I was so disgusted, nakakainis like ang aga-aga, you are trying to work then you receive a notification na na-tag ka, akala mo kaibigan mo, hindi mo pala kaibigan," ani Householder. 


Kasama sina Householder at Gonowon sa mga nakatanggap ng mga malisyosong link kapag nagbubukas sa social media site. 


Paliwanag ng technology editor at cyber security analyst na si Art Samaniego, isang uri ng malware o malicious software ang dahilan ng mga malisyosong tag. 


"Ang mangyayari kapag clinick mo 'to, dadalhin ka niya sa isang website kung saan magpe-present siya sa iyo ng isang maikling clip pagkatapos titigil siya at sasabihing kung gusto mong magpatuloy dapat i-download mo yung update, kasi hindi updated ang flash player mo," ani Samaniego, 


Kapag na-click, dito na umano nagsisimula ang problema. 


"Ang gagawin nito, masasama para sa computer mo, para sa device mo, at para sa iyo. Ano ang puwede niyang gawin, sirain ang computer mo, kopyahin ang laman ng computer mo, nakawin ang identity mo," ani Samaniego. 


"Pagkatapos noon gagapangin niya 'yung Facebook mo. Ang gagawin niya: ite-take over niya ang Facebook mo, papadalhan niya ng same content na nare-receive mo 'yung mga kaibigan mo," dagdag niya. 


Maaaring gawin ang mga sumusunod: 


Magtungo sa Facebook account "Settings and Privacy."

I-click ang "setting," at "notification setting." 

Sa "notifications you receive" section, piliin ang tags, at magtungo sa "Get notifications when you're tagged for." 

Piliin ang "Friends" button. 


Para matanggal ang tag, gawin ang mga sumusunod; 


Pumunta sa "more" section ng post. 

Piliin ang "give feedback" o i-report ang comment. 

Piliin ang spam. 

I-click ang "next." 

I-click ang "remove tag." 


Nagpaalala naman ang Department of Information and Communications Technology na mag-ingat sa pag-click ng mga pinaikling link, huwag basta mag-click ng tag o post na galing sa mga kaibigan dahil maaaring hacked ang account. 


Nagpayo rin ang DICT na i-report ang mga malisyosong post sa Facebook. 



Ayon naman sa Office of Cybercrime ng Department of Justice, nakikipag-ugnayan na sila sa Facebook na agad umanong aksyunan ito at alisin ang malisyosong link. 


Nag-iimbestiga na rin ang Facebook ngunit tiniyak nila na walang piling users ang tina-target sa scam. 


Nagbabala rin ang DOH sa mga nasa likod nito na maaari silang managot sa paglabag sa Cybercrime Prevention Act of 2012. 


Payo pa ni Samaniego: "Best practice lang sa internet kung ano ang puwede nating gawin, basta lahat ng mga ganito, dapat mag-ingat tayo. Unsolicited messages kahit sa kaibigan mo pa, mag-ingat ka."

VP Robredo tests negative for COVID-19 after exposure to close-in security

Vice President Leni Robredo on Thursday tested negative for COVID-19 after being exposed last week to her close-in security detail who turned out positive for the disease. 


In a Facebook post, Robredo said she underwent swab testing earlier in the day, after being in quarantine for 7 days following exposure.


"Even if I tested Negative already, I was advised by our doctor to finish at least the 10-day minimum quarantine period," the Vice President wrote.


"The 8 days passed by so swiftly because we’re all immersed with our Bayanihan E-Konsulta operations," she added. 


In July last year, 4 of Robredo's staff tested positive for the coronavirus, prompting her office to suspend operations.


The Philippines is battling another surge in the spread of the coronavirus more than a year since the pandemic started.


To date, the country has recorded over 971,000 COVID-19 cases, of which nearly 108,000 remain active.

House-to-house na pagbabakuna vs COVID-19 umarangkada sa ilang LGU

Apat na taon nang bedridden ang 65 taong gulang na asawa ni Danny Felomino matapos itong ma-stroke. 


Gusto na sana niyang pabakunahan ang misis para may proteksiyon laban sa COVID-19 pero problema nila ang pagpunta sa vaccination sites sa Imus City, Cavite kung saan sila nakatira.


Kaya laking pasasalamat niya nang dumating ang mga taga-City Health Office na nagturok ng bakuna sa kanyang asawa. Maging si Felomino nagpabakuna na rin.


"May pasyente pa akong inaalagaan kaya mahirap maglabas-labas, mas okay 'yung bahay-bahay lalo na sa mga senior," sabi ni Felomino.


Isa ang Imus City sa mga LGU na may house-to-house vaccination program. 


Kailangan lamang makipag-ugnayan ng mga senior citizen sa kanila para sa schedule ng pagpunta sa bahay.


Bukod sa mga vaccination sites at house-to-house, puwede rin ang drive-through kung may sasakyan at doon na rin sila tuturukan ng bakuna.


Nasa higit 10,000 na ang nabakunahan sa buong Imus pero naantala ang vaccination dahil sa paubos na suplay.


House-to-house na rin ang pagbabakuna sa Quezon City para sa mga bedridden, cancer at stroke patients.

Ayon kay Guevarra, ginawa ang pulong base sa hiling ng mga kamag-anak ng mga biktima.

 

Nagpahayag ng matinding pagdadalamhati ang mga naulila ng mga biktima sa sinapit ng kanilang mga mahal sa buhay, ayon kay Guevarra.


Ipinaliwanag naman ng kalihim kung ano ang itinatakbo ng imbestigasyon ng AO 35 task force o ang inter-agency panel na layong imbestigahan ang mga extrajudicial killings. 


Tiniyak ni Guevarra sa mga naulila na gagawin nito ang lahat ng kanilang makakaya para alamin ang katotohanan sa pangyayari.


Ayon naman kay Bagong Alyasang Makabayan (BAYAN) Secretary General Renato Reyes, maganda ang naging resulta ng unang meeting kay Guevarra.


Nilinaw aniya sa naturang pulong ang proseso ng imbestigasyon gayundin ang partisipasyon ng mga testigo sa kaso. 


"We found the meeting very encouraging as the process of investigation as well as the participation of witnesses were clarified. We will continue to seek justice for those who were killed and unjustly detained," ani Reyes.


Dagdag pa ni Reyes, nangangamba pa rin ang mga survivor at mga testigo sa kaso para sa kanilang kaligtasan dahil sa nagpapatuloy na presensiya ng militar sa kanilang komunidad.

Cardinal Advincula warns of fake solicitation for his installation as Manila archbishop

Capiz Archbishop Jose Cardinal Advincula warned the public against a fake solicitation letter circulating to ask money for his upcoming installation as the new archbishop of Manila. 


In a statement sent to Church-run Radio Veritas, the cardinal said this is clearly a fraudulent scheme. 


"This is Cardinal Advincula, I wish to notify the public that the letter bearing the signatures of a certain Fr. Allan Supilanas, Chancellor of Bishop Pabillo soliciting donations for my installation as Archbishop of Manila is FAKE," Advincula said. 


The cardinal clarified that the Archdiocese of Capiz has no priest with a surname Supilanas.


The Archdiocese of Manila also said that they are not asking for any kind of donation for the installation of the new archbishop. 


Contrary to what was stated in the circulating letter that Advincula would be installed as Manila's new archbishop on May 13, Feast of the Our Lady of Fatima, there is still no official date for the official start of the cardinal's ministry in the capital city. 


Catholic leaders in the Philippines have consistently warned the public to be vigilant against people who are soliciting money using the Church's name or any member of the clergy. 


The most recent case was an online scam that used the name of Cardinal Luis Antonio Tagle, prefect of the Congregation for the Evangelization of Peoples, for his alleged medication. 


While it is true that the former Manila archbishop, who is now based in Rome, underwent an eye treatment after a tiny tear in the retina of his left eye was detected, he clarified that he was not asking for any financial support from anyone. 


The Vatican last March announced that Pope Francis has chosen Advincula as Manila's 33rd archbishop. 


Prior to this, he was made a cardinal by the pontiff becoming the 9th Filipino to become a "prince of the Church."

Villanueva to file resolution for Senate to review NTF-ELCAC's perfomance

Sen. Joel Villanueva on Thursday said he would file a resolution to urge the Senate to review the performance of the government's anti-communism task force after one of its officials likened a community pantry organizer's efforts to Satan giving apple to Eve.


The action of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) "has been frustrating to say the least," Villanueva said in a taped message.


"They have been engaging in witch hunting, in red-tagging. Para pong wild wild west na (It looks like the wild, wild west)," he said.


"Presidente na ang nagsabi to leave the community pantries alone and yet mayroon pa siyang ganitong lousy statement," Villanueva said.


(The President himself said to leave community pantries alone and yet he still gave this lousy statement.)


Villanueva was referring to NTF-ELCAC spokesperson Lt. Gen. Antonio Parlade Jr. who recently said, "Alam mo, isang tao lang 'yan, 'di ba? Si Ana Patricia, 'di ba? Same with Satan. Si Satan, binigyan ng apple si Eve. Soon lang nagsimula 'yun."


Ana Patricia Non is the organizer of the Maginhawa community pantry in Quezon City that offers free food supplies to those in need amid the pandemic, thanks to different donors. The initiative has been replicated in other parts of the country.


In an interview Thursday in another news agency, Parlade said he did not liken Non to Satan in his earlier remark.


"I never said that... In fact, I said I appreciate what Ana is doing. And nakita ng taumbayan na maganda yung ginagawa ni Ana. But what we are not telling the people is the organization, these other organizations who are even asking people to sign a blank document. Saan gagamitin yun, we don't know," he said.


(The people see that Ana si doing something good... We don't know how will those be used.)


Parlade had denied profiling community pantries and their organizers, saying they are just checking on their situation.


The alleged profiling prompted the Maginhawa community pantry to temporarily close on Tuesday as according to Non, she feared for her safety. It reopened starting Wednesday after officials told groups to leave community pantries alone.


Several senators have called for the defunding of the panel, saying taxpayers' money should instead be used for pandemic-related projects.


"Importante po na responsible ang NTF-ELCAC with the budget of P19 billion," Villanueva said.


"Trabaho at responsibilidad po natin na siguraduhin na nagagastos ng tama ang pera ng taong bayan," he said.


Other senators have also urged Malacañang to remove Parlade from the task force, citing the general's "irresponsible" comments over pro-poor community initiatives.


Malacañang said defunding the anti-communist panel is "unjustified" as the group's budget is intended to develop communities where rebels operate.


Parlade, for his part, said the senators are stupid for proposing to defund the NTF-ELCAC as it was they who approved it through legislation.


"Sila ang stupid kung ito'y binabawi nila. Pinirmahan nila 'yang batas na 'yan para maging serbisyo, ipagpatuloy yung programa ng gobyerno para sa mahihirap. Ngayon, sasabihin nila, ide-defund nila yung NTF-ELCAC?... I'm a spokesperson of the NTF-ELCAC but I don't receive any single peso from the NTF-ELCAC. I'm doing this as a second job," said the Armed Forces of the Philippines Southern Luzon Command chief.


(The senators are stupid for saying they want to remove the fund. They were the ones who signed the law to be able to extend service and continue the program of government for the poor. And now, they are saying they will defund the NTF-ELCAC?)


"Alam nila yun na hindi yun papunta sa NTF-ELCAC, at hindi yun ginagamit sa red-tagging, at hindi yun ginagamit sa intelligence, at hindi yun ginagamit sa profiliing, kung yan man ang gustong tawag n'yo dun," he added.

Senators urge Palace: Remove Parlade from NTF-ELCAC after 'Satan' remark

(UPDATE) - Some senators on Thursday urged Malacañang to remove Lt. Gen. Antonio Parlade, Jr. from the government's anti-communist task force after he likened a community pantry organizer's effort to "Satan giving apple to Eve."


The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) "should be defanged" of "irresponsible thinking officials," Senate President Vicente Sotto III told reporters in a text message.


"I believe the NTF-ELCAC program is good... We should not be hasty in blaming a good program because of irresponsible statements from some officials. Replace the officials instead," he said.


"Kapag ayaw tanggalin at saksakan ng lakas sa Palasyo, then defunding is the recourse," he said.


(If the Palace refuses to remove them due to some connection, then defunding is the recourse.)


Senators Joel Villanueva and Sherwin Gatchalian earlier said the panel's P19-billion budget should be reallocated to COVID-19 related programs next year after Parlade's tirades against community pantry organizers.


Parlade has been destroying the Armed Forces of the Philippines' image as a responsible and professional institution, Sen. Francis Pangilinan said.


"Kung sa ganyang baluktot na pagiisip at palakad napupunta ang P19 bilyong pisong budget ng NTF-ELCAC ay dapat bawiin na ito at ibigay sa ayuda ng mahihirap," he said.


(If the P19 billion budget of the NTF-ELCAC is being used in that kind of crooked logic, the fund should be reallocated to aid the poor instead.)


The NTF-ELCAC should be involved in useful COVID-19 programs instead of spending tax payers money on propagating baseless accusations against charity workers, Sen. Nancy Binay said.


"Since kinakapos nga tayo sa pandemic response, baka mas maigi from profiling, eh mag-contact tracing na lang for COVID-19 si Gen. Parlade. Mas may pakinabang s'ya dun," she said in a statement.


(Since we are short on resources for the pandemic response, Gen. Parlade should take part in contact tracing efforts instead of profiling. He will be more useful there.)


Parlade's statements against the charity movement have "turned off" legislators, said Senate Committee on Finance chair Sonny Angara, who leads budget deliberations in the chamber. 


"With his statements, he is becoming a liability to the NTF-ELCAC since he is turning off the legislators who will approve their budget," he said.


"They might want to be more circumspect and cautious in their future statements as there are consequences," he said.


Sen. Panfilo Lacson, who sponsored NTF-ELCAC's budget in plenary since 2016, said he is now unsure if he is still willing to recommend the allocation of funds for the panel next year.


"I would say, enough of this kind of 'one-way-street' cooperation," he said.


Last year, the Senate Minority bloc urged the chamber to realign the NTF-ELCAC's budget to address more pressing needs like aid for typhoon and pandemic victims, but was outvoted by the majority.


Sen. Risa Hontiveros said she would "gladly advance that call again" in this year's budget deliberations.


"Hindi nila ipinakita na karapat dapat silang makatanggap ng ganiyan kalaking budget," she said.


(They did not show that they deserve that kind of budget.)


"[They are] totally bereft of reasonableness, totally bereft of right thinking," she said.


Senate Minority Leader Franklin Drilon said the government should not wait for the 2022 budget debates to defund the panel.


"The President should realign the NTF-ELCAC under the 2021 GAA now," he said.


On Wednesday, Parlade denied that authorities have been profiling community pantries and their organizers, saying the panel was just checking on situations in these charity hubs that usually draw crowds.


"We’re just checking kung ano ang ginagawa, anong sitwasyon sa community pantries na ito kasi hindi naman lahat ng community pantries ay initiated by one group or one individual," Parlade told ABS-CBN's TeleRadyo.


(We're just checking what they're doing, what's the situation in these community pantries because not all of these are organized by one group or individual.)


"We've been checking all around the country, may community pantries na-find out na organized by the LGUs (local government units)."

In an interview Thursday in another news agency, Parlade reminded senators that it was they who approved the budget of the NTF-ELCAC that includes a P16-billion barangay development program for the construction of bridges and farm-to-market roads, and livelihood, among others.


"Gusto ba nilang tanggalin 'yun? O, hindi nila naiintindihan kung ano yung batas na pinirmahan nila? So, I think that's unfair, yung mga sinasabi ng mga senador," he said.


(Do they want to remove those? Or, do they not understand the law that they passed? I think what the senators are saying now are unfair.)


"Sila ang stupid kung ito'y binabawi nila. Pinirmahan nila 'yang batas na 'yan para maging serbisyo, ipagpatuloy yung programa ng gobyerno para sa mahihirap. Ngayon, sasabihin nila, ide-defund nila yung NTF-ELCAC?... I'm a spokesperson of the NTF-ELCAC but I don't receive any single peso from the NTF-ELCAC. I'm doing this as a second job," said the Armed Forces of the Philippines Southern Luzon Command chief.

"Alam nila yun na hindi yun papunta sa NTF-ELCAC, at hindi yun ginagamit sa red-tagging, at hindi yun ginagamit sa intelligence, at hindi yun ginagamit sa profiliing, kung yan man ang gustong tawag n'yo dun," he added.

Parlade said community pantries must be supported "but we should be watchful" because, according to him, some groups are exploiting the situation to elicit hatred against the government.


Asked to explain his "Satan" remark, he said he "did not mean" Ana Patricia Non, the organizer of the Maginhawa Community Pantry in Quezon City, is Satan.


"I never said that... In fact, I said I appreciate what Ana is doing. And nakita ng taumbayan na maganda yung ginagawa ni Ana. But what we are not telling the people is the organization, these other organizations who are even asking people to sign a blank document. Saan gagamitin yun, we don't know," he said.

In February, a lawyers' group also urged the AFP to remove Parlade for accusing opposition lawmakers, celebrities and other private individuals of being communist supporters without sufficient evidence.


Calls to defund the NTF-ELCAC have been opposed by Malacanang, with Presidential spokesman Harry Roque saying its budget is intended for projects that will give improvement and progress in areas that still have rebels.


But Roque said President Rodrigo Duterte supports the charity effort, despite some of its organizers being accused by the NTF-ELCAC of having links with communist groups.

Palace: 'Premature' to say if NCR Plus quarantine will be loosened

 Malacañang said on Thursday it was premature to speculate whether or not President Rodrigo Duterte would downgrade the quarantine level in Metro Manila and 4 surrounding provinces. 


The tally of new COVID-19 cases has been below the 10,000-mark lately, said Palace spokesman Harry Roque.


"Pero siyempre hindi tayo satisfied diyan at tingnan muna natin hanggang matapos itong 2-week MECQ kung gaano talaga bababa ang mga kaso," he said in a press briefing. 


"Sa ngayon po I think premature na mag-speculate kung ano magiging classification natin. Ang importante po palagi, tingnan iyong daily attack rate, 2-week average attack rate at saka iyong health care utilization rate."

Philippines gets 500,000 more Sinovac COVID-19 vaccine doses

The Philippines on Thursday received another delivery of 500,000 COVID-19 vaccine doses from China's Sinovac Biotech. 


The Philippine Airlines flight carrying the purchased jabs landed at the Ninoy Aquino International Airport around 5 p.m. 


The shipment brings the Philippines' COVID-19 vaccine stock to 3.525 million, of which at least 1.6 million doses have been administered.


Out of the latest Sinovac batch, about 100,000 will be deployed to Metro Manila within 2 to 3 days, said vaccine "czar" Carlito Galvez Jr.


"Inaasahan po natin na iyong administration nito is within one week matatapos po kaagad," he said. 


(We expect that its administration will be completed within one week.)


Earlier this month, President Rodrigo Duterte said a swarm of some 240 Chinese boats in the West Philippine Sea "will not be an obstacle" to Beijing and Manila's COVID-19 vaccine cooperation. 


Galvez, a former military general, said the maritime dispute was a "separate" issue from the COVID-19 shots. 


The Philippines has one of Asia's worst COVID-19 outbreaks, and has faced difficulties securing vaccine supplies.


Sinovac shots form the bulk of the Philippines' vaccine inventory so far, a million of which were donated by China. 


The Philippines aims to vaccinate 70 million people this year or two-thirds of its people this year to achieve herd immunity against the coronavirus.

Duterte on Earth Day 2021: Healthy nation is anchored on health environment

President Rodrigo Duterte on Thursday marked Earth Day 2021 by reminding the public that a healthy nation depends on a healthy natural environment. 


Earth Day "reminds us of our inherent responsibility to take care of our planet," Duterte said in a taped message played during a webcast. 


He urged the public to "work with a new vigor" to make the Philippines "climate-resilient and climate-smart." 


"As we recover from the adverse effects of COVID-19 pandemic on our lives and economy, let us always bear in mind that a healthy nation is anchored on a healthy and sound natural environment," he said. 


Every year on April 22, Earth Day marks the anniversary of the birth of the modern environmental movement in 1970. 


The President's Earth Day message came just days after he lifted a 9-year embargo on new deals for mining projects. 


Mining remains a controversial issue in the country due to past examples of environmental mismanagement, and only 3 percent of 9 million hectares identified by the state as having high mineral reserves is mined. 


Duterte has repeatedly criticized miners for polluting rivers and destroying forests. 


The President has also pressed developed countries to cut carbon emission, a primary driver of climate change. 


In 2018, he ordered the rehabilitation of holiday island Boracay, followed by that of Manila Bay the next year.

PH logs 8,767 new COVID-19 cases, over 17,000 fresh recoveries

(UPDATE) — The Philippines logged 8,767 more COVID-19 cases and over 17,000 fresh recoveries, according to the Department of Health (DOH) on Thursday.


The day's additional cases raised the country's cumulative total to 971,049, of which 107,988 are active. Five laboratories were not able to submit on time while a laboratory was not operational on Tuesday, according to the DOH.


The Philippines' active infections dramatically dropped from Saturday's record 203,000 after thousands of new recoveries were being announced daily by the health department since Sunday.


Of those still battling the disease, 96.6 percent have mild symptoms, 1.3 percent are asymptomatic, 0.9 percent are severely ill, while 0.7 percent are in critical condition.


Recoveries increased by 17,138 to 846,691, accounting for 87.2 percent of the country's total reported infections.


The DOH is veering away from the weekly tagging of "mass recoveries" and, since Monday, started reporting daily and time-based recoveries to address "skewed" data. COVID-related deaths rose to 16,370 with 105 new fatalities. 


This is the 2nd straight day that the number of newly-reported deaths counted more than 100. 


ABS-CBN Data Analytics head Edson Guido said the country already recorded over 215,000 coronavirus infections in the first 3 weeks of April alone, while the country's total reported cases for this year already exceeded that of last year's.


Out of 48,133 individuals who underwent testing for COVID-19 on Tuesday, 17.5 percent tested positive for the virus. 


A total of 25 duplicates, of which 12 were recoveries, have been removed from the overall tally of cases.


Forty-three cases initially identified as recoveries turned out to be deaths after DOH's revalidation.


The utilization rate of dedicated intensive care unit (ICU) beds in the capital region went down to 80 percent from Wednesday's 82 percent, the latest bulletin showed. 


Likewise, the rate of ward beds being occupied in the region dropped to 68 percent from the 70 percent earlier. 


Isolation beds, on the other hand, remained 61 percent filled up. 


Nationwide, ICU beds are 64 percent used up, while ward beds and isolation beds are 54 percent and 49 percent utilized, respectively.


The government placed Metro Manila, Bulacan, Cavite, Laguna and Rizal under enhanced community quarantine from March 29 until April 11 to curb the alarming rise in new COVID-19 cases since last month.


The lockdown classification was subsequently downgraded to modified ECQ from April 12 until the end of the month. 


The government is set to receive 500,000 more Sinovac jabs later in the day and its first 15,000 COVID-19 shots from Russia's Gamaleya Institute on Sunday, authorities said. 


Vaccine "czar" Carlito Galvez Jr. earlier said that nearly 1.4 million Filipinos have already been vaccinated against the virus. This, however, is still far from the government's 70 million target by the end of the year.

LOOK: Rescued Philippine Eagle released back into wild on Earth Day

A rescued Philippine Eagle is finally back home after it was released back into the wild on Earth Day, the Philippine Eagle Foundation (PEF) said Thursday. 


The national bird named "Tagyaman Fernando" was first rescued in October 2020 in San Fernando, Bukidnon.


PEF said the eagle was accidentally trapped in a native snare made for deers and wild pigs.


After months of rehabilitation at the Philippine Eagle Center, Tagyaman Fernando is back in good health and released on Thursday.


PEF thanked their conservation partners, as well as those who donated to support the release and monitoring of Tagyaman Fernando.


The foundation also asked for help in supporting local and indigenous forest guards who protect the eagles in the wild.


One of the rarest eagles in the world, the Philippine Eagle is listed as critically endangered by the International Union for Conservation of Nature, with an estimated number of only 400 pairs left in the wild.

DepEd tells personnel: Get COVID-19 vaccine if covered by higher priority groups

The Department of Education on Thursday urged its personnel who are eligible for COVID-19 vaccination under higher priority groups to get inoculated in their respective localities.


Last week, the government moved education workers up its vaccination priority list to A4 from the B1 cluster.


But in an April 19 memorandum, Education Undersecretary Alain Pascua said personnel who are part of higher priority groups can get the jabs ahead of the vaccination of the A4 group.


"If they fit the criteria for higher Priority Groups (A1 to A3), they need not to wait for rollout for the later priority groups," the memorandum read.


The government is currently vaccinating health care workers, senior citizens and those with comorbidities.


In a statement, Education Secretary Leonor Briones said the vaccination of teachers would "play a huge role in our bid for our learners’ return to school."


Briones also appealed to DepEd personnel to rely on credible and official sources, such as the Department of Health, for information about the COVID-19 vaccine and vaccination program.


The DepEd said it would also work closely with local government units and concerned agencies to establish its own vaccination database.


Briones earlier said the vaccination for DepEd teachers and personnel may start by June.


Over a million DepEd teachers and support staff were initially up for COVID-19 vaccination, but the figure was reduced to 791,000 after some already received the jabs as part of higher priority groups.

Palace opposes 'unjustified' defunding of task force red-tagging community pantries

But Roque reiterates admin's support to charity effort despite NTF-ELCAC's allegations


Malacañang on Thursday opposed calls to defund the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) for its supposed red-tagging of community pantries offering food and essentials to Filipinos struggling during the COVID-19 pandemic.


At least 4 senators have raised the option of defunding NTF-ELCAC after its spokesman Lt. Gen. Antonio Parlade linked community pantries to the communist movement. 


"Iyong pondo ng ELCAC ay para po sa mga proyekto na magbibigay ng asenso at progreso sa mga lugar na meron pang rebelde. Sa akin, hindi naman po justified 'yan," Palace spokesman Harry Roque said of the lawmakers' proposal. 


"Hayaan nating gawin nila ang katungkulan nila kung meron talaga silang opisyal na ginagawa d'yan," Roque told a news briefing. 


(The fund of ELCAC is for projects that will give improvement and progress to areas that still have rebels. To me, that is not justified. Let us allow them to do their role if they are doing something official there.)


Despite the task force's allegations, President Rodrigo Duterte supports the charity effort, said Roque.


"Hindi nagbabago ang paninindigan ng ating Presidente. Lahat po ng makakatulong sa mahihirap sa panahon ng pandemya, welcome po ‘yan. Ang atin po, bayanihan, hindi bangayan," he said. 


"Ang general policy natin, we welcome community pantries."

Roque said he and Interior Secretary Eduardo Año might talk to Defense Secretary Lorenzana, to whom Parlade reports, regarding the latter's recent statements.


"Hindi naman po sikreto na may mga pagkakataon na pinagsabihan na ni Secretary Lorenzana na mag-ingat-ingat nang kaunti si Gen. Parlade sa kaniyang mga deklarasyon," he said. 


(It's not a secret that there are instances when Secretary Lorenzana told Gen. Parlade to be careful with his declarations.)


In a statement, Lorenzana said the Department of National Defense "appreciates and supports the initiative of these community pantries."


"Kindness is everyone's color. Kahit ano pa ang paniniwala niya, basta taos pusong tumutulong, susuportahan natin," the defense chief said.

He said his agency is prepared to assist local government units and the Department of the Interior and Local Government, if necessary, in deploying the military's mobile kitchen. 


Armed Forces of the Philippines Chief of Staff Gen. Cirilito Sobejana said Thursday that he had already called the attention of Parlade regarding the issue.


While he refused to comment on Parlade's remarks, the military chief said "all humanitarian efforts are being supported by us, especially during this time."


"As a matter of fact, I already directed my J7 (Civil Military Operations Office) to issue a directive to all our units to organize themselves... and support this kind of undertakings," Sobejana told reporters.


The red-tagging of Ana Patricia Non, the organizer of the Maginhawa community pantry in Quezon City, forced the temporary closure on Tuesday of the stall as she feared for her safety.


On Wednesday, Senators Joel Villanueva and Sherwin Gatchalian said the NTF-ELCAC's P19 billion fund should be reallocated to assist people during the pandemic, after Parlade likened Non's charity efforts to "Satan giving apple to Eve."


"If these are the kind of people who will spend hard earned taxpayer's money, then it's not worth it," said Gatchalian.


Earlier that day, Parlade denied that authorities profiled organizers of community pantries, saying, "We’re just checking kung ano ang ginagawa, anong sitwasyon sa community pantries na ito kasi hindi naman lahat ng community pantries ay initiated by one group or one individual."


Malacañang earlier rejected claims that government incompetence and lack of aid spawned the establishment of community pantries.

Philippines may see COVID-19 vaccination impact in October or November: official

The Philippines is expected to see fewer COVID-19 cases due to its vaccination drive by October or November, about 5 months from now, an official leading the inoculation strategy said on Thursday. 


Most of residents in areas with the worst coronavirus outbreaks would have been vaccinated by then, said Carlito Galvez Jr, head of the National Task Force against COVID-19. 


"Once na nabakunahan natin majority ng mga affected na tinatawag nating highly urbanized cities like Metro Manila, 'pag nakuha natin 'yan siguro by October or November, nakikita natin iyong epekto niya, na talagang bababa ang kaso," he said in a press briefing. 


(Once majority of highly urbanized cities like Metro Manila area vaccinated, if we get that October or November, we will see the effect, that cases will drop.) 


"Asahan po natin na 'pag dumami ang bakuna at maraming nababakunahan ay bababa po ang ating mga nahahawa ng COVID-19," added Palace spokesman Harry Roque.

The Philippines has received 3.025 million COVID-19 shots. It aims to vaccinate up to 70 million people or two-thirds of its population this year.

“Kausap lang namin yung Moderna, they confirmed to us na magdedeliver sila pero maliit lang yung darating sa June something like 200,000 plus, tapos July about a million and then succeedingly until we complete the 20 million,” sabi niya.

Data privacy law 'posibleng' nalabag sa profiling ng communiy pantry organizers: DOJ

Sa pagtatanong ng mga pulis ng detalye sa mga taong nagtayo ng iba't-ibang community pantry sa bansa, maaaring mayroon silang nalabag na probisyon sa Data Privacy Law, ayon kay Department of Justice (DOJ) Secretary Menardo Guevarra.


Ayon kay Guevarra, depende ito kung anong personal na impormasyon ang nakuha ng mga awtoridad mula sa organizers.


"Possibly the data privacy law, depending on the kind of personal data obtained without the consent of the person concerned, and the purpose for which the data was obtained," sinabi ni Guevarra. 


Sabi ni Guevarra, maaari namang magsampa ng reklamo ang sinumang community pantry organizer o indibidwal kung sa kanilang paniwala ay may nalabag sa kanilang mga karapatan. 


"If it’s a criminal complaint, sa prosecutor’s office. If a civil complaint for injunction and damages, directly sa court. If administrative complaint, sa PNP/DILG or AFP, as the case may be," ani Guevarra.


 'WALANG NILALABAG NA BATAS'


Samantala, naniniwala naman ni Integrated Bar of the Philippines (IBP) Presidente Domingo Cayosa na walang paglabag sa batas ang mga nagnanais lamang na magpakain ng mga nagugutom sa gitna ng pandemya, tulad ng mga nagpapasimuno ng community pantries.


"No law is violated when one feeds the hungry and helps the needy survive in this pandemic. Community pantries should be praised, not profiled; replicated, not red-tagged; supported, not stopped," sinabi ni Cayosa.


Sa hiwalay na panayam ng TeleRadyo, binigyang diin din ni Cayosa na walang obligasyon ang organizers ng community pantry na sagutan ang ano mang form na ibibigay sa kanila ng mga awtoridad.


Maaari naman anyang mag-usisa ang mga awtoridad sa mga aktibidad ng community pantry subalit hindi sa puntong kukunin pati ang personal na impormasyon ng mga nasa likod nito.

Philippines may get first Pfizer COVID-19 shots in late April or early May: official

The Philippines may get its first delivery of COVID-19 shots from US biotech US-based Pfizer/BioNTech in late April or early May, an official leading the vaccination strategy said on Thursday. 


Vaccine-sharing COVAX Facility will "hopefully" deliver 195,000 Pfizer jabs to the Philippines by the "end of this month," said vaccine "czar" Carlito Galvez Jr. 


However, he said Pfizer and the Philippines are still finalizing their indemnity deal, which would state who should shoulder compensation in case of adverse vaccine effects. 


After the agreement is signed, it would take "some time" before the vaccine delivery, said Galvez. 


"Siguro mauudlot ito ng first week of May," he said. 


(Perhaps the delivery will be delayed until the first week of May.)


The COVAX Facility committed 2.4 million Pfizer doses to the Philippines. The country is "negotiating bilaterally" for 40 million Pfizer jabs on top of this, said Galvez. 


Authorities have received 3.025 million COVID-19 shots, mostly from Beijing-based Sinovac Biotech.


The government is set to receive 500,000 more Sinovac jabs on Thursday and its first 15,000 COVID-19 shots from Russia's Gamaleya Institute on Sunday, Galvez said. 


He said the Philippines would get additional 500,000 Sinovac shots and 480,000 Gamaleya doses on April 29, says Galvez.


The Philippines has administered about 1.6 million vaccine shots, said Galvez. 


Among the worst hit by the pandemic in Asia, the Philippines aims to vaccinate 70 million people or about two-thirds of its population this year.

House probe sought on 'profiling,' 'red-tagging' of community pantry organizers

The Makabayan bloc is seeking an inquiry into the alleged profiling and red-tagging of organizers of community pantries, which have popped up across the country as a response to hunger and unemployment amid the COVID-19 pandemic.


In a resolution filed Wednesday, a group of lawmakers urged the House Committee on Human Rights to conduct an investigation into the incident as organizers and volunteers of food pantries "were subjected to harassment and red-tagging by the Philippine National Police and the National Task Force to End Local Communist Armed Conflict."


"We are calling the House leadership to support this because this has gone too much. Acts of kindness by ordinary people are now being vilified," Bayan Muna party-list Rep. Carlos Zarate told ANC.


"Instead of encouraging these kind of initiatives by our people in this time of crisis aggravated by this pandemic, ito pa ang napapala nila (this is what they get in return)," he added.


Zarate said linking the charitable activity to the communist movement would create a "chilling effect" on other similar efforts. He noted that those who had been red-tagged were either charged or killed.


"This is actually premeditated itong pag-label nila (Labeling them is actually premeditated). Apparently, to cover up sa nangyayari ngayon (of what's happening now). There is negligence form the national government in its response to pandemic. Nakikita na natutulog sa pansitan ang pamahalaan (The government is slacking off)," he said.


In the upper chamber of Congress, at least 2 senators are calling to defund the NTF-ELCAC after its spokesman likened the community pantry efforts to "Satan giving apple to Eve."


The P19-billion budget of NTF-ELCAC should be reallocated as COVID-19 aid, senators Joel Villanueva and Sherwin Gatchalian have said.


Lt. Gen. Antonio Parlade Jr., the task force's spokesperson, compared the charitable efforts to the Bible story on the fall of Man. 


“Isang tao lang ‘yan ‘di ba? Si Ana, si Patricia. Same with Satan. Si Satan binigyan ng apple si Eve. Doon lang nagsimula ‘yon (She did it alone right? That Ana Patricia? [It’s the] same with Satan. Satan gave an apple to Eve. It started from there),” he was quoted as saying on One News.


In a separate interview Wednesday, Parlade denied they were profiling those behind the community pantries.


"We’re just checking kung ano ang ginagawa, anong situwasyon sa community pantries na ito kasi hindi naman lahat ng community pantries ay initiated by one group or one individual," he told ABS-CBN's Teleradyo.

Duterte to skip ASEAN summit on Myanmar: spokesman

 President Rodrigo Duterte will skip a summit of leaders of Association of Southeast Asian Nations (ASEAN) countries in Jakarta this weekend, his spokesman said on Thursday. 


"Ang Presidente po, hindi personally mag-a-attend. But I'm sure, that our Department of Foreign Affairs will be there," Duterte's spokesman Harry Roque said in a press briefing. 


(The President will not personally attend.)


He did not say why. 


United Nations special envoy Christine Schraner Burgener will go to Jakarta on Thursday to meet senior members of Southeast Asian governments searching for a path to end bloodshed and restore stability in Myanmar, according to three Reuters sources. 


At a closed-door meeting of the Security Council on April 1, Burgener warned if "collective action" was not taken by the international community to overturn the coup then a "bloodbath is imminent", Reuters reported.


Myanmar’s army seized power from the democratically elected civilian government on Feb.1, plunging the Southeast Asian nation into turmoil and cracking down on mass protests and a nationwide civil disobedience movement with brutal force, killing more than 700 people, a monitoring group said.


The crisis has brought the banking system to a standstill, shuttering many branches, leaving businesses unable to make payments and customers unable to withdraw cash. 


The Philippine government has called for the release of Myanmar's detained leader Aung San Suu Kyi.
