Cabinet official Adelino Sitoy succumbs to cardiac arrest

(UPDATED) Presidential Legislative Liason Office Secretary Adelino Sitoy passed away past 6 p.m. Thursday at the Cebu Doctor’s Hospital in Cebu City.


His brother Lapu-Lapu City Vice Mayor Celedonio Sitoy confirmed the death of his older brother.


In a text message, the vice mayor said his brother succumbed to cardiac arrest after he underwent an angioplasty procedure three days ago, after he complained of chest pain.


He added that the Cabinet official was hospitalized more than three weeks ago after testing positive for COVID-19.


After two weeks, he tested negative in a repeat swab test and he was discharged from the hospital.


He said all went well until three days ago.


The Palace "expresses its deep condolences to the family, loved ones and colleagues of" Sitoy, said its spokesman Harry Roque. 


"Sec. Sitoy was instrumental in the passage of the key legislative reform measures of the Duterte Administration," Roque said in a statement. 


"As head of PLLO, he made sure that there is stronger Executive-Legislative collaboration to bring about genuine and lasting change through legislation." 


Sitoy was born in February 6, 1936. He died at the age of 85. 


He was a one-time member of the Sangguniang Bayan of Cordova, Cebu, a member of the provincial council, a prosecutor, and a commissioner and director of the Cebu Port Authority and Metropolitan Cebu Water District, respectively. 


Sitoy was also mayor of Cordova from 2007 to 2016. 


"I will miss the dancing prowess on the dance floor of a man who has lived a life of selflessness and humility. We honor and pay tribute to his devotion to public service," said Chief Presidential Legal Counsel Salvador Panelo.

4 Guidelines On How To Forgive Yourself

I…will not remember thy sins.  Isaiah 43:25, KJV


“God has forgiven me, but I just cannot forgive myself.”  You may never have said it, but perhaps you have thought it.  You can do one of two things:  You can go through life constantly defeated, or else you can follow the following guidelines that will tell you how to forgive yourself–once and for all.


Guideline #1:  Acknowledge the promise of God to forgive your sin.  This guideline means you get out your Bible and a pencil and start marking passages such as 1 John 1:9, Micah 7:13, and Isaiah 43:25 which says, “I, even I, am he who blots out your transgressions, for my own sake, and remembers your sins no more.”  You must realize that the promises of God’s Word rest on His nature and character.  He cannot lie, and therefore you can count on Him to honor the promises of His Word.


Simply put, He promised to forgive if you will come to Him and ask for forgiveness–which brings us to our next step.   Guideline #2:  Confess your sin once and for all.  It is at this point that you have to believe what God said is true, and that He will not lie.  If you have made confession of the same thing part of your daily prayer, then stop insulting God by asking Him to do the same thing day after day after day.


Guideline #3:  Thank God for His forgiveness.  “But I do not feel anything,” you might say.  Right here a lot of people go astray.  They pour out their hearts in scalding confession, and feel great.  But, then after a few days, they start thinking about the failure, and then their emotions get into the picture.  The guilt they once felt comes back and they do not FEEL God has heard them.  Hold steady.


The promises of God are not true if you feel something; they ARE TRUE because of the nature and character of God.  Forgiveness is never predicated on how you feel.  Rather, it was made possible by Christ’s death; therefore, regardless of the temperature of your heart, you must begin to say, “Father, I thank you that you have heard me.  I thank you that your Word is true.  Thank you that you cannot lie.  I know you have forgiven me–not because of how I feel, but because I know your Word is true.”


Then follow Guideline #4:  Refuse to let your mind dwell on that which is forgiven by God.  Satan is alive and well, and he knows if he can bring your failure to your mind enough and get you to thinking about it, you will be defeated.


Years ago, King George V of Britain grew quite fond of a young man who worked in the stable.  When the king noticed that the lad was missing, he inquired of his whereabouts.  Sadly, the head groom reported that he had been caught stealing oats from the royal garner and was fired.  “Send for the boy,” ordered the king.


When the lad stood in front of the king he asked, “Son, did you do it?”  Too humiliated to speak, the boy nodded his head.


Finally the king said, “Son, I forgive you.”  Then turning to the head groom, the king said, “I want this boy restored to his former position, and I never want this mentioned again.  Do you hear, never again!”


That is a valid picture of what God’s forgiveness really is. God told us that He has decided not to remember what you have done, so dwell on that word, FORGIVEN. You CAN forgive yourself as well!

Covid-19 situation in NBP under control

The Covid-19 situation at the New Bilibid Prison (NBP) in Muntinlupa City remains manageable, the Bureau of Corrections (BuCor) said Thursday.


Inmates who tested positive in antigen tests are asymptomatic and isolated, said BuCor spokesperson Gabriel Chaclag, adding that they need more test kits.


"Our BuCor Health Service is confident they are handling well our Covid-19 situation. Medyo konti na lang kami sa (We are just lacking) rapid antigen (test kits) so we are again looking for partners who want to donate while we are on the process of procurement of additional rapid antigen test kits," he said.


Department of Justice data on April 14 showed 175 persons deprived of liberty (PDLs), 32 personnel, and 161 trainees tested positive in recent rapid tests.


"All are asymptomatic and more than a week na rin (already) isolated. They are tested weekly using rapid antigen and if negative, they go back to routine job or old places," Chaclag said.


"If they still have symptoms, they will do RT-PCR (reverse transcription-polymerase chain reaction) tests,” he added.


Overall since March last year, BuCor has tallied 776 positive cases among personnel and PDLs. Thirty-two died and 14 are active cases based on confirmatory tests.


BuCor uses antigen tests on close contacts of a confirmed case.


Among those who tested positive in previous confirmatory tests, a PDL and one personnel are recuperating in a hospital.


"The rest, 12 active cases, are all personnel who are on self-quarantine since last week and recovering," Chaclag, also a Covid survivor, said.

Palace reminds Japan of principles of int’l environmental law

Malacañang on Thursday reminded Japan of international environmental law after the East Asian nation announced its plan to release huge amounts of contaminated water from the destroyed Fukushima nuclear plant into the sea.


Presidential Spokesperson Harry Roque said countries that fail to control pollution and the depletion of natural resources will be meted out with appropriate actions.


“I can only repeat the principles of international environmental law that I hope all countries will comply with. First principle is that we are one eco-system, second principle is we are interconnected, and the third principle is that the polluter must pay,” Roque said in a virtual press briefing.


On Tuesday, the Japanese announced that it will release more than 1 million tons of contaminated water that have built up at the wrecked Fukushima plant after treatment and dilution.


This amount of water is enough to fill 500 Olympic-sized swimming pools.


The first release of water used will begin in about two years to allow filtering of the water to remove harmful isotopes, build infrastructure and acquire regulatory approval.


Japan described the water release as necessary to push through with the complex decommissioning of the plant after it was crippled by a 2011 earthquake and tsunami.


Japan's neighbors in Asia such as China and South Korea have opposed the plan to release Fukushima plant water into the ocean.


China denounced the plan as “extremely irresponsible”, warning that the move will seriously damage international public health and safety, and the vital interests of people in neighboring countries.


“We strongly urge the Japanese side to face up to its responsibility, follow the science, fulfill its international obligations and duly respond to the serious concerns of the international community, neighboring countries, and its own people," the Chinese foreign ministry said in a statement on its website.


South Korea expressed "strong regret" over Japan's decision, summoning Koichi Aiboshi, Tokyo's ambassador in Seoul to protest the move.


“The decision can never be accepted and would not only cause danger to the safety and maritime environment of neighboring countries, it was also made unilaterally without sufficient consultations with our country, which is the closest neighbor to Japan," South Korea's office of government policy coordination said in a statement.


South Korean President Moon Jae-in ordered officials to explore petitioning an international court over Japan's decision amid protests by fisheries and environmental groups.


"I cannot but say that there are many concerns here about the decision as a country that is geographically closest and shares the sea with Japan," Moon said.

US earmarks new P170-M aid for PH vax rollout

The United States government, through the US Agency for International Development (USAID), is providing PHP170 million to support the Department of Health (DOH) in its vaccination rollout, the US Embassy in Manila said Thursday.


The Embassy said this new assistance will help Manila strengthen its vaccine supply chain, monitor vaccine safety, and deliver effective communication campaigns to address vaccine hesitancy.


The aid, which brings the total US government support to Manila's pandemic response to nearly PHP1.3 billion, will also support local government units as they plan for, track, and administer vaccines.


“While the pandemic has tested our peoples and our economies, the strong bonds between Americans and Filipinos will help us rise above this challenge. We will continue to fight this unprecedented global health crisis together," US Embassy Chargé d’Affaires John Law said.


The announcement was made during his visit to a vaccination site in Caloocan City with Health Secretary Francisco Duque III, Caloocan City Mayor Oscar Malapitan, USAID Philippines Mission Director Lawrence Hardy II, and other US and Philippine officials.


The White House has recently announced a PHP194 billion commitment to the COVAX Facility, a global initiative to support early vaccine access for 92 countries, including the Philippines.


The Embassy said an initial PHP97.2-billion contribution, provided through USAID, is supporting the purchase and delivery of safe and effective Covid-19 vaccines.


Through this COVAX facility, the Philippines is expected to receive vaccines to immunize at least 20 percent of its population by the end of 2021.

Bidding for 2022 polls laptops, servers postponed due to MECQ

The Commission on Elections (Comelec) has postponed the submission and opening of bids for the supply of the Consolidation and Canvassing System (CCS) laptops and servers to be used in the May 2022 National and Local Elections (NLE) originally scheduled on Friday.


In separate Notices of Postponement released on Thursday, the poll body's Special Bids and Awards Committee (SBAC) said the decision to move the dates of biddings was due to the implementation of the modified enhanced community quarantine (MECQ) in Metro Manila.


“This Notice is being used to notify the public and all interested parties that to due implementation of Modified Enhanced Community Quarantine (MECQ) in the National Capital Region from April 12 to 30, 2021 pursuant to Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases Resolution No. 109-A dated April 10, 2021, the Submission and Opening of Bids for the above-mentioned project (supply and delivery of CCS laptops and Servers) scheduled on April 16, 2021, is hereby postponed until further notice,” said the notice signed by Comelec-SBAC chairperson Allen Francis Abaya.


Abaya added that this seeks to ensure the safety of the committee's members and all concerned parties amid the coronavirus pandemic.


Both projects have a combined procurement budget of PHP124.46 million.


A total of PHP116.16 million has been allocated for the supply and delivery of CCS laptops while the supply and delivery of servers amount to PHP8.3 million.


Metro Manila, the provinces of Bulacan, Cavite, Laguna, Rizal, Abra, Quirino and the city of Santiago in Isabela are under MECQ until April 30.

PRRD to deliver ‘talk to the people’ Thursday night

President Rodrigo Duterte is scheduled to deliver a televised public address on Thursday night, Malacañang said.


“Mamaya po, magkakaroon ng talk to the people ang Pangulo (The President will have a talk to the people later),” Presidential Spokesperson Harry Roque said in a virtual press conference on Thursday.


This will be the second time Duterte will hold a talk to the nation this week after his two-week absence from the public eye.


Duterte is expected to tackle several issues he had raised with Russian President Vladimir Putin during a teleconference held Tuesday, Roque said.


“Siya na po ang magku-kuwento kung ano ang nangyari sa kanilang usapan ni President Putin (He will discuss what happened during his phone conversation with President Putin),” he said.


On Tuesday, Malacañang said Duterte and Putin had an “open and productive” telesummit.


The two leaders discussed the two nation’s cooperation in the fight against the coronavirus disease 2019 (Covid-19), as well as in other fields like defense and cooperation, trade and investments, agriculture, energy, and politics.


Duterte’s address to the nation was canceled last week, fueling concerns about his health.


Duterte, in his public address delivered on Monday night, said his recent absence was “intentional” because his critics are asking about his whereabouts.


The 76-year-old President, nevertheless, assured the public that he remains fit to perform his duties as the country’s highest elected official.


Roque said it is Duterte’s “style” to avoid the public eye, especially when critics keep on finding fault with everything the Chief Executive does.


“Wala po kayong magagawa. ‘Yun ang paniniwala ng Presidente. Lalo siyang ginigipit, lalo siyang lalaban. So hayaan na po natin ‘yun. Istilo ni Presidente ‘yun. Kani-kaniyang istilo tayo (You cannot do anything. That’s the President’s stance. The more you criticize him, the more he will fight. Let it be. That’s the President’s style. We have different styles),” he said.


Duterte's last public appearance was on March 29 when he addressed the nation and witnessed the arrival of 1 million doses of government-procured Covid-19 vaccine from Sinovac Biotech.


Presidential Security Group (PSG) commander Brig. Gen. Jesus Durante on April 7 said Duterte’s activities were postponed due to the alarming spike in Covid-19 cases among PSG personnel.


He also guaranteed that Duterte is “safe” and “in good health.”


Also last week, Senator Christopher Lawrence Go released a series of photos and videos of Duterte jogging, riding a big bike, and playing golf to dispel rumors about the President’s supposedly deteriorating health.

Duterte lifts moratorium on mineral agreements

President Rodrigo Duterte has issued an executive order (EO) lifting the nine-year moratorium on mineral agreements to spur economic growth and support projects and programs of the government.


Duterte signed EO No. 130 on April 14, amending Section 4 of EO No. 79, s. 2012 that prohibits the grant of mineral agreements “until a new legislation rationalizing existing revenue sharing schemes and mechanisms shall have taken effect”.


"The moratorium on mineral agreements under Section 4, EO No. 79 is hereby lifted,” Section 1 of the amended EO 130 read.


Under the new EO, Section 4 of EO No. 79, which was signed by former President Benigno Aquino III in 2012, shall be amended to read as follows: “Section 4. Grant of Mineral Agreements. The Government may enter into new mineral agreements, subject to compliance with Philippine Mining Act of 1995 and other applicable laws, rules, and regulation.”


“The DENR (Department of Environment and Natural Resources) may continue to grant and issue Exploration Permits under existing laws, rules, and guidelines. The grantees of such permits shall have the rights under the said laws, rules, and guidelines over the approved exploration area and shall be given the right of first option to develop and utilize the minerals in their respective exploration area upon the approval of the declaration of mining project feasibility,” it added.


The new EO also directs the DENR to "formulate the terms and conditions in the new mineral agreements that will maximize government revenues and share from production, including the possibility of declaring these areas as mineral reservations to obtain appropriate royalties, in accordance with existing laws, rules, and regulations."


"The DENR shall likewise undertake a review of existing mining contacts and agreements for possible renegotiation of the terms and conditions of the same, which shall in all cases be mutually acceptable to the government and the mining contractor," the EO read.


The DENR and the Department of Finance are directed “to undertake appropriate measures to rationalize existing revenue sharing schemes and mechanisms.”


EO 130 also directs the DENR to strictly implement mines safety and environmental policies.


"It shall ensure strict implementation of and compliance with the recommended measures of the Mining Industry Coordinating Council involving all mining operations, including other pertinent laws, rules, and regulations, and the terms and conditions of the mineral agreements," the EO read.


Duterte issued EO 130 to usher significant economic benefits to the country.


"The mining industry can support various government projects, such as the Build, Build, Build Program, by providing raw materials for the construction and development of other industries; and the Balik Probinsya, Bagong Pag-asa Program, by increasing employment opportunities in remote, rural areas where there are mining activities thereby stimulating countryside development," the EO read.


According to the new EO, the country has tapped less than 5 percent of its mineral resources endowment to date.


On Dec. 19, 2017, Duterte signed Republic Act No. 10963 or the Tax Reform for Acceleration and Inclusive (TRAIN) Act. Section 48 of the law has doubled the rate of excise tax on minerals, mineral products, and quarry resources from 2 percent to 4 percent.


Duterte has repeatedly urged the mining industry to observe stricter environmental rules or risk getting shut down.


He earlier admitted that despite being discussed in various meetings, “nothing” has been done to address illegal logging and mining in the country.

Comply with passenger capacity limit, PNP reminds drivers

Philippine National Police (PNP) chief Gen. Debold Sinas on Thursday reminded drivers and operators of public and private vehicles in the National Capital Region (NCR) Plus area to adhere to the guidelines set by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).


This came after police officers apprehended early this week two vehicles in Cavite for violating the 50-percent capacity rule in public transport set by the government.


On April 12, a van being driven by George Alabado was discovered transporting 14 employees from Carmona town along Congressional Road, Barangay Maderan in General Mariano Alvarez town.


Although they were found to be Authorized Persons Outside Residence (APOR), the passengers violated IATF guidelines on minimum public health standards and physical distancing.


On April 14, another van driven by Mark Anthony Bagsaw carrying 15 construction workers was accosted in the same area.


The van was used to transport the construction workers from their residence to the construction site.


Violation tickets were issued to the drivers while all passengers were advised to go home after securing their identities and photographs.


Meanwhile, the van driven by Bagsaw was impounded due to his failure to present any pertinent documents for the vehicle.


"The PNP is strictly imposing health safety standards on public and private vehicles at all times to ensure the safety of the drivers and passengers as well to reduce contact, transmission, and spread of the virus," Sinas said.

Isolated rains, cloudy skies continue over PH

The country will continue to experience partly cloudy to cloudy skies with isolated rain showers, the weather bureau said on Thursday.


This is caused by localized thunderstorms, and the trough of Tropical Storm (TS) Surigae affecting Mindanao.


TS Surigae was last tracked 1,140 kilometers east of Mindanao, outside the Philippine Area of Responsibility (PAR). It packs maximum sustained winds of 85 kph near the center and gustiness of up to 105 kph.


The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the storm is slowly moving westward and may enter PAR by Friday.


Meanwhile, light to moderate winds and slight to moderate seas will continue to prevail over the whole archipelago, PAGASA said.

PNP remits P6.1-B income tax for 2020

The Philippine National Police (PNP) has remitted a total of PHP6,108,152,968 to the Bureau of Internal Revenue (BIR) for the income tax of its personnel for the fiscal year 2020.


PNP chief, Gen. Debold Sinas said Thursday this represents the individual income taxes of 224,189 uniformed and non-uniformed personnel.


"All PNP personnel religiously fulfill our annual tax obligations to fund government expenditure for healthcare services, public education, infrastructure development, food security, social services, and defense,” he added.


Sinas said the PNP is “consistently among the top taxpayers in the BIR Revenue District Office 040."


Individual income taxes are automatically deducted from the monthly payroll accounts of PNP personnel in the form of taxes withheld.


These withheld taxes are remitted by PNP to BIR as agency obligations.


Each PNP taxpayer paid an average of PHP27,245 in income taxes for the fiscal year 2020. (with Priam Nepomuceno)

Tropical storm outside PAR slightly intensifies ahead of PH entry

Tropical Storm Surigae slightly intensified early Thursday as it approached the Philippine area of responsibility, the state weather bureau said.


The storm was last estimated 1,140 kilometers east of Mindanao while packing 85 km per hour maximum winds near the center and gusts of up to 105 kph, according to PAGASA weather forecaster Ana Clauren.


Surigae could strengthen into a severe tropical storm in the next 24 hours and is forecast to enter the PAR with the local name Bising between Thursday night and early Friday, Clauren said.


"Sa latest track ito ay lalapit lang dito sa silangang bahagi ng Southern Luzon at Visayas at liliko po papalayo sa ating bansa. Maliit po ang tsansa sa itong maglandfall sa anumang bahagi ng ating kalupaan," she said.


(Based on our latest track, the storm will approach the eastern portion of Southern Luzon and Visayas and will recurve away from the country. There's a small chance it would make landfall.)


The public and disaster offices, especially those in the eastern portions of Southern Luzon and Visayas, have been advised to monitor updates.

Narekober ng mga awtoridad ang 1 Browning Automatic Rifle na may 4 na magazine, 4 na 12-gauge live ammunition, 50 bala para sa 1 kalibre .30 na baril, 35 na N1 Garand clip, 9 na Carbine magazine, 12 na kalibre .50 shell na walang laman, at 3 box ng iba pang bala.


Ayon sa mga awtoridad, naibigay na sa pamilya ni Manungal ang bangkay ng suspek.


Samantala, nahuli din ng mga awtoridad ang 4 na lalaki dahil din sa illegal possession of firearms sa Barangay Butelin sa parehong bayan.


Ayon sa mga awtoridad, nagkasa sila ng search warrant laban sa pangunahin nilang target na si Jaybee "Abu Naim" Mastura dahil sa ilegal na pagtatago ng baril at explosive.


Pero nang hinain na ang warrant, nakatakas si Mastura habang nahuli ang kaniyang apat na kasama na sina Mike Guipal Badrudin, Nadia Kero, Arbaiya Bangkong Mustapha, at Ali Ebrahim Ebrahim.

40 pirasong World War 2-era bombs, nahukay sa Isabela

Umabot sa 40 piraso ng iba’t ibang uri ng pampasabog ang nahukay ng mga awtoridad sa isang junkshop sa Barangay Nungnungan II, Cauayan City, Isabela, nitong Miyerkoles.


Ayon kay Police Lt. Oliver Salamero, hepe ng Isabela provincial explosives and canine unit, nagsagawa sila ng paghuhukay sa junkshop matapos makatanggap ng impormasyon mula sa pamunuan nito tungkol sa mga nakabaon doon na mga bomba na mula pa sa panahon ng Ikalawang Digmaang Pandaigdig.


Kabilang sa mga narekober ay 155-mm high explosives at 105-mm projectile high explosives. 


Mga nangangalakal ng bakal galing sa iba’t ibang lugar ang nagbenta umano ng mga vintage bomb sa mga rumurotang tauhan ng junkshop noong mga nakaraang taon, ayon sa may-ari. 


Dahil sa naipon na ang mga ito, minabuti na lang niyang ipabaon sa hukay na may 5 metro ang lalim sa likuran ng junkshop.


Nagbabala naman ang PECU sa mga makakakita ng mga ganitong uri ng pampasabog na mapanganib ito lalo kung hindi maayos na maitago o maitapon.


Nasa kanilang pangangalaga ngayon ang mga nahukay na mga bomba na planong pasabugin sa bayan ng Capas, Tarlac.

Higit P6 milyong halaga ng hinihinalang shabu ang nasabat ng mga awtoridad sa isang buy-bust operation sa Marawi City Miyerkoles ng hapon.


Ayon sa PDEA BARMM, nahuli nila kasama ng pulis at militar ang 2 suspek na sina alyas Alex at Antik sa naturang operasyon sa Barangay Matampay.


Higit-kumulang 1 kilo ng naturang ilegal na droga ang nahuli sa mga suspek, at ayon kay PDEA BARMM regional director Juvenal Azurin, nasa P6.8 milyon ang halaga ng nasabat na kontrabando, na nakalagay sa isang berdeng plastic teabag.


Nakumpiska din mula sa mga suspek ang isang SUV, mga dokumento, at ilang cellphone.


Kinasuhan na ang mga suspek ng paglabag ng Comprehensive Dangerous Drugs Act.
