Senate, House approve reconciled version of 2022 budget

The Senate and the House of Representatives on Wednesday approved the reconciled version of the proposed P5.024-trillion national budget for 2022.

This, after senators and House lawmakers, signed the bicameral conference committee report on the 2022 budget.

According to Senate Finance Committee Chairman Senator Sonny Angara, the reconciled version of the budget not only focuses on the health aspect of the country’s recovery from the pandemic but also on the economic side.

“Nakatutok na rin tayo sa economic recovery natin so hindi lang yung purely health, kasi di natin masabi kung gaano kabilis or gaano kabagal yung recovery natin sa darating na taon so dapat handa tayo either way,” he told reporters.

“Prepare for the worst, prepare for the best case scenario na opened up na tayo,” he added.

Angara said the bicam agreed to increase the budget of the Department of Health (DOH) by around P20 billion to P30 billion from the budget initially proposed by the executive department.

“I think dinagdagan namin yung sa boosters tapos sa testing, meron din doon,” Angara said.

The bicam also agreed to allocate funding for the Department of Labor and Employment for the COVID-19 testing of job seekers.

The bicam report is expected to be ratified by the Senate and the House during their respective plenary sessions later in the day.

Proposed creation of OFW department gets Senate’s final nod

The Senate on Tuesday approved on third and final reading a bill proposing the creation of a separate department for overseas Filipino workers (OFWs).

Voting 20-0, senators approved Senate Bill No. Senate Bill No. 2234 or the proposed Department of Migrant Workers and Overseas Filipinos Act.

During the period of amendments on the floor, the name of the department was changed into the Department of Migrant Workers.

This amendment was proposed by Senate Minority Leader Franklin Drilon in order to limit the new department’s jurisdiction to overseas employment and labor migration with the Department of Foreign Affairs continuing in its authority over other Filipinos abroad.

Earlier, Senator Joel Villanueva, sponsor of the bill as chairman of the Senate labor committee, said the proposed department would serve as “one home” for migrant workers and Filipinos abroad since agencies mandated to serve them are scattered in different departments.

The passage of the bill was certified as urgent by President Rodrigo Duterte last May.

The creation of a department dedicated to OFWs was among Duterte’s campaign promises during the 2016 presidential race.

Senate OKs creation of OFW department on 2nd reading

A bill seeking to create a separate department for Filipino migrant workers is now only a step closer to the Senate’s final approval.

This, after senators on Monday, approved on second reading Senate Bill No. 2234 or the proposed Department of Migrant Workers and Overseas Filipinos Act.

The passage of the measure is certified as urgent by President Rodrigo Duterte. With the certification, the Senate can immediately proceed with the third reading approval of the bill without waiting for three days after it was approved on the second reading.

But to allow more senators to vote on the passage of the bill in the chamber, Senate Majority Leader Juan Miguel Zubiri said the Senate will set the measure’s final reading approval on Tuesday.

This, to also let senators read a clean copy of the bill which includes adopted amendments.

Among these changes include the amendment proposed by Senate Minority Leader Franklin Drilon, who proposed changing the name of the agency from the Department of Migrant Workers and Overseas Filipinos to the Department of Migrant Workers.

This, in order to limit the new department’s jurisdiction to overseas employment and labor migration and let the Department of Foreign Affairs (DFA) continue its authority over other Filipinos abroad.

Drilon also introduced an amendment that would require written authorization from the Philippine president, through the DFA, before the new department can pursue any international meetings or negotiations on treaties or executive agreements on matters within its mandate.

Senator Joel Villanueva, sponsor of the bill, accepted Drilon’s proposed amendments. Senator Francis Tolentino, meanwhile, said Drilon’s amendment would stress the DFA’s “primordial role” in treaty negotiations.

Drilon also sought to ensure that the DFA would retain its assistance to national and legal assistance funds for the benefit of other Filipinos abroad and for consular services.

Everything is grand at SM’S 78th supermall in historic Caloocan City

Caloocan is known as the Makasaysayang Lungsod, the Historic City. This was the place where the Katipuneros, a secret militant society, was formed during the Spanish colonization in the country. It was here where they held their clandestine meetings, and where the members of the Katipunan, made their historic “Unang Sigaw” which served as the starting point for the Philippine Revolution.

It’s another date with history in Caloocan on November 26, 2021, when SM City Grand Central opens its doors, bringing great shopping, leisure, and entertainment to this storied city. The main interior features a sophisticated, modern palette of colors and materials with light gray and wood accents. Pops of color are provided through planting and seating. Large skylights above the main atrium and wrap-around clerestory provide glare-free daylight to all areas of the mall.

The SM Store and SM Supermarket are SM City Grand Central’s major anchors along with SM Appliance Center, ACE Hardware, Our Home, Watsons, Surplus Shop, Sports Central, Pet Express, Uniqlo, The Body Shop, Crocs, and Miniso. SM City Grand Central in Caloocan set to open on Nov. 26

SM Prime Holdings said Wednesday its latest mall SM City Grand Central is set to open on Nov. 26 in Caloocan City.

With 6 levels of retail space, it will add 116,000 sqm of gross floor area (GFA) to the company's mall portfolio, the Sy-led group said in a disclosure to the stock exchange.

SM City Grand Central is located in Caloocan with connections to various transportation terminals such as the LRT 1 through the Monumento Station.

"As the economy starts to re-open given the improving COVID-19 condition in major key areas in the Philippines, primarily here in Metro Manila we are pleased to welcome customers to our newest mall, SM City Grand Central," SM Prime president Jeffrey Lim said in a statement.

The group said it would implement safety protocols for comfortable shopping and dining experience.

It will house 700 parking slots, and an indoor park, among others.

"As when this pandemic started, SM will continue to support the government's COVID-19 response program so that we can all look forward to a better and brighter year ahead," Lim said.

The retail sector, particularly malls, was among those hit by the impact of the COVID-19 pandemic as mobility restrictions significantly reduced foot traffic.

Mallgoers are slowly returning to malls, including children, after Metro Manila's restriction was eased to Alert Level 2.

10 aspirants file COC as substitutes for nat’l posts

 By Ferdinand Patinio

President Rodrigo Roa Duterte and his daughter Sara Duterte as well as Senator Christopher “Bong” Go were among the 10 aspirants who filed their certificates of candidacy (COC) as substitutes for national positions in the May 2022 polls.

Based on the data released by the Commission on Elections (Comelec) on Tuesday, a total of 22 individuals withdrew the COCs they filed during the filing of COC from Oct. 1 to 8.

Duterte decided to file COC to run for senator, replacing replaced Mona Liza Visorde under Pederalismo ng Dugong Dakilang Samahan (PDDS) during the final day of filing of statements of withdrawal and substitution at the Comelec main office in Intramuros, Manila on Monday.

Sara opted to withdraw her COC for third term bid as Davao City mayor and filed another COC for the position of vice president, replacing Lyle Uy under the Lakas-Christian Muslim Democrats (CMD).

Go, on the other hand, dropped his vice presidential bid and filed COC for president, replacing Grepor Belgica of PDDS.

Other aspirants for president who filed statements of withdrawal include Anna Capella Velasco of Lakas-CMD and Orlando de Guzman of Partido ng Masang Pilipino.

Aside from Sara, Walden Bello also filed a statement of substitution, replacing vice presidential candidate Raquel Castillo of Partido Lakas ng Masa.

Others who filed their statements of withdrawal for vice president are Bienvenido Lorque of Katipunan ng Demokratikong Pilipino; Joel Sison of Kilusang Bagong Lipunan; and Benedicto Jose of PDDS.

For senator, Antonio Valdez also withdrew and was substituted by Antonio Parlade Jr. under Katipunan ng Demokratikong Pilipino; Manuel de Castro Jr., who was the first to file the statement of withdrawal on October 13, was substituted by Joseph Peter Sison for Aksyon Demokratiko; Guillermo Lorenzo Eleazar under Partido para Sa Demokratikong Reporma (PDR) replaced Paolo Redemptus de Andres; Ramon Mitra of Katipunan ng Demokratikong Pilipino replaced Jesus Durian Jr.; People’s Reform Party Herminio Harry Roque Jr. filed COC as substitute of Paolo Mario Martelino; and Joseph Ross Jocson of Katipunan ng Demokratikong Pilipino replacing Loreto Tenolete Jr.

The senatorial aspirants who also withdrew their COCs include Marianito Roque Jr., Christopher Cruz, Ricky Formiento, and Catherine Cruz of Katipunan ng Demokratikong Pilipino; and Darwin Logronio of Philippine Green Republican Party.

In a press briefing on Monday, Comelec spokesperson James Jimenez said those who would like to withdraw may still do so.

“After this day, they can still withdraw. Withdrawal is a matter of right. You can withdraw at any time. The issue is whether you can be replaced or substituted,” he said after the filing of statements of withdrawal and substitution ended at the Comelec main office in Intramuros, Manila.

“After this date, you can only be substituted if withdrawal is involuntary, which means death or disqualification. You cannot be substituted if you voluntarily withdrew,” he added.

Jimenez, however, said in case of death or disqualification, the replacement has to have the same surname as the one that is being replaced.

“If you were involuntarily withdrawn, meaning you died or were disqualified, you can be replaced by someone of your last name. No longer necessary to be a partymate or relative, as long as you have the same last name. That's the prevailing rule on substitution now,” he added.

He said the final list of the qualified candidates for next year’s polls is expected to be released next month.

2 LPAs spotted; ITCZ to bring rain showers across PH

By Ma. Cristina Arayata

Two low pressure area (LPA) were spotted embedded along the intertropical convergence zone (ITCZ) that is expected to bring rain showers over most parts of the country, the weather bureau said Tuesday.

In its 4 a.m. weather bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said one of the LPAs was located inside the Philippine Area of Responsibility (PAR), about 335 kilometers east southeast of Hinatuan, Surigao del Sur.

"It has a slim chance to develop into a tropical cyclone, as it is considered as a shallow LPA," weather forecaster Benison Estareja said.

The other LPA was last tracked 1,500 km. east of Mindanao, outside PAR.

Estareja said it has a slim chance to develop into a tropical cyclone within 24 hours. It is expected to enter PAR by Wednesday, increasing the chance to develop into a tropical cyclone as it nears the landmass.

"Somewhere along the ITCZ or over the Sulu Sea, an LPA may also develop," he added.

The ITCZ will cause scattered rain showers and thunderstorms over Palawan, the Visayas, and Mindanao.

The shear line and the northeast monsoon will also bring rains over Cagayan Valley, Bicol Region, Aurora and Quezon. On the other hand, the northeast monsoon will bring isolated light rains over Metro Manila and the rest of Luzon.

Moderate to strong winds and moderate to rough seas will prevail over northern Luzon.

Elsewhere, winds will be light to moderate with slight to moderate seas.

Duterte names Nograles as acting Palace spokesperson

By Lade Jean Kabagani

President Rodrigo Roa Duterte on Monday named Cabinet Secretary Karlo Nograles as acting presidential spokesperson, replacing Harry Roque who filed his certificate of candidacy (COC) for senator in the 2022 national and local elections.

"So kung maaari ikaw na lang sana ang acting [spokesperson] na muna (if you could be acting spokesperson for a while) until we find a [replacement]. I do not want to burden you with so much, alam ko 'yung paperwork dadaan sayo eh (I know the paperwork pass through you)," Duterte told Nograles during his prerecorded “Talk to the People” aired late Monday night.

Nograles, a lawyer, once served as spokesperson of the Inter-Agency Task Force for the Management of Infectious Diseases (IATF-EID) and is currently the head of the Task Force on Zero Hunger, a government’s campaign to fight hunger.

Citing Roque's decision to seek a Senate seat, Duterte said the law stated that any government officials are automatically resigned after filing their COC before the Commission on Elections (Comelec).

"Alam mo once you file a certificate of candidacy, automatic iyan – out ka sa gobyerno (You know, you are automatically out of the government once you filed a COC). No order or formal ritual is needed, except that when you file – at that moment you ceased to be a government employee," Duterte said.

Roque bid goodbye as presidential spokesperson and IATF-EID spokesman during his last Palace press briefing on Monday before heading to the Comelec to file his COC on the final day of filing of statements for withdrawal and substitution.

Roque, a former congress representative, is running for senator under the People’s Reform Party, substituting Paolo Mario Martelino.

How to comply with Covid-19 filming guidelines in the new normal

By Liza Diño-Seguerra

On June 7, 2020, Department of Health (DoH) Secretary Francisco Duque 3rd, Department of Labor and Employment (DoLE) Secretary Silvestre Bello 3rd, and I, as the Film Development Council of the Philippines (FDCP) Chairperson and CEO, signed with immediate effectivity the Joint Administrative Order (JAO) No. 2020-001 on the Health and Safety Protocols for the Conduct of Film and Audiovisual Production Shoots and Audiovisual Activities During Covid-19 Pandemic.

The DOH-FDCP-DOLE JAO outlined sector-specific guidelines for companies, producers, and workers as the film and audiovisual industry resumes operations within various levels of community quarantine. The Order also prescribes the necessary prevention, detection, and rapid response measures in the absence of a vaccine or definitive cure for Covid -19.

The Order covers all film and audiovisual companies; workers regardless of employment status (including contractors and freelancers); all contents (including motion picture, film, television, animation, and advertising); all stages of production (including pre-production, principal photography, and post-production); all venues of production (including locations, production and animation studios, workplaces, production sites, and post-production facilities); and all others concerned with the conduct of film and audiovisual production shoots in all stages.

The JAO’s guidelines also provide for the Safe Filming Program that will be implemented by the FDCP in partnership with the DoH and DoLE to centralize the submission of requirements, monitoring, and coordination with stakeholders. Aside from ensuring the strict compliance of industry stakeholders to the JAO, the Safe Filming Program will provide information on working safely in the Philippines by creating a resource website with the guidelines, systems, forms, documents, issuances, updates, and best practices from international film commissions.

The guidelines call for the compliance of producers and employers with the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) and DoH minimum health standards for Covid-19 mitigation by increasing the physical and mental resilience of workers, stopping transmission, decreasing contact rate, and reducing the duration of infectiousness.

The mandatory control measures that promote the safety and health of workers are as follows:

• Reduce. Limit the number of workers and create alternative work arrangements. A maximum of 50 individuals will be allowed in production sites. Those who can work from home are urged to do so as only essential workers are permitted to go to workplaces and production sites. No visitors will be allowed.

• Modify. Necessary revisions of scripts and production executions must be done. Producers and employers must consider reviewing and revising scripts, creative executions, and production schedules to allow for the safety measures to be implemented in production sites and workplaces.

• Distance. Maintain physical distancing. Workers and other authorized individuals must observe social distancing measures. The specified distance varies between 1 to 2 meters as there will be controlled spaces that employ strict safety measures (1 meter), uncontrolled spaces where there is an expectation for workers to interact with external spaces and people (2 meters), and even close contact spaces for tasks that entail person-to-person contact (e.g., hair and makeup, and intimate scenes) which would need additional control measures.

• Install. Employ engineering controls for limiting physical contact and hygiene. There must be hand washing stations, footbath mats in all entrances, and physical barriers in common areas. The sanitation of workplaces and production and shooting sites, as well as the disinfection of equipment, wardrobe, props, and vehicles, must be done regularly. There must also be a designated Covid -19 isolation area in locations and workplaces for all stages of production.

• Enforce. Effective implementation of the JAO through Administrative controls. Producers and employers must disseminate all Covid-19-related information and health and safety protocols to workers and must plan their work and productions to comply with the requirements of the JAO. Safety orientations must be conducted before the resumption of production work.

• Protect. Proper use of PPE. Workers must wear their personal protective equipment (PPE) like surgical masks, face shields, and gloves at all times. They should use alcohol or hand sanitizer religiously, on top of washing their hands properly. Producers and employers must provide ample amounts of PPE and alcohol or hand sanitizer.

To ensure compliance with the minimum standards of the JAO and the occupational safety and health (OSH) of workers, an OSH Officer must be present in workplaces and production sites at all times.

Moreover, even with the mandatory control measures in place, there are still specific control measures that will need the cooperation of workers, producers, and employers for the successful implementation of the JAO.

For monitoring and contact tracing if needed, among the important forms that the Order has set forth include the following:

1. Project Registration Form (for all projects) – The Production Registration Form may be filled out and sent online to safefilming@fdcp.ph. The form, which contains specific details of the planned production shoot, must be submitted to the FDCP at least seven days before the first day of the shoot.

2. Covid-19 Health Declaration Forms (for all workers) – All workers must fill out the Covid-19 Health Declaration Form for reporting on their medical status and known and unknown contact with the novel coronavirus. As a preventive measure to mitigate the risk of an outbreak in the workplace, workers must provide their contact details, describe their recent travel history, list people they have come into contact with, and check off any symptoms they may be experiencing. This must be submitted to the workers’ respective production prior to the start of the production shoot or to the workplace before returning to work and will be kept as a record pursuant to the Data Privacy Act.

3. Health and Safety Commitment Declaration Form (for all producers) – This form is for production companies to manifest their compliance with Republic Act 11058 or the Occupational Safety and Health Standards Act and JAO No. 2020-001. This also spells out their commitment to providing and maintaining a safe and healthy workplace for all workers. This must be submitted to the FDCP prior to the start of the production shoot.

The Covid-19 Health Declaration Forms will help determine those with underlying health conditions as they are discouraged from working on production sites along with pregnant women and senior citizens. Such vulnerable population groups have a higher risk of contracting Covid-19; that is why producers and employers are enjoined to develop alternative work arrangements for them with no diminution in benefits or talent fees.

Workers must abide by the guidelines implemented in production shoots and workplaces as their compliance will affect the health and safety of not just their colleagues but their loved ones as well.

Health Secretary Duque noted, “These minimum health and safety protocols will ensure that our workers in the film and audiovisual industry are protected. Furthermore, by implementing these guidelines, we likewise ensure that this protection extends to their families and communities.”

The comprehensive guidelines of the JAO, with 13 Annexes so far, were drafted by the DoH, FDCP, and DoLE in consultation with professional guilds and stakeholders. These guidelines create specific health and safety protocols that promote and prioritize the safety of our workers with the threat of the virus still looming above us. It will be effective for the duration of the pandemic and due to evolving circumstances, terms and protocols will be updated or revised based on the most recent evidence.

As the film and audiovisual industry is part of the country’s hardest-hit business sector due to Covid-19, it is empowering that our lead government agencies have joined forces with the FDCP in alleviating the woeful situation of the industry. We thank the DOH and DOLE for their all-out support for the film and audiovisual industry in transitioning to the new normal of performing works while ensuring a safe environment amidst the pandemic.

Transcript of interview of Senate President Vicente C. Sotto III with Cely Bueno and Raoul Esperas of DWIZ

Yun siguro, and then of course, we expect the budget to be reported out by Sen. Angara, the chairman of the Committee on Finance.

SP Sotto: Oo, magiging Monday to Thursday yun, baka kung kakailanganing Friday, pati Friday, pero morning and afternoon. So, expected ko, Monday to Thursday, siguradong morning and afternoon, ewan ko yung Friday kung papayag yung iba or kakailanganin. Iba yung papayag at saka kakailanganin eh.

Meron naman tayong campaign period na tinatawag, which is February 6. After February 6, campaign period na yun, naka break na kami noon hanggang sa after elections, so bakit kailangan ngayon umikot? The best na kampanya is magtrabaho ka.

Q: Ito na po yung last budget under the Duterte administration, at sakali pong pagpalain kayo ni Sen.

Ganoon, bottom up. Eh paano, hinihintay nila yung NEFLR eh. Yung for later release. Hinihintay nila yung budget nila.

Ganoon yung makikita. Gusto namin sana, sa 2022 budget, ganoon na.

Q: Sa 2023?

Sa prosecution there is much to be desired siguro dahil marami pa ring dismissed cases eh. Pero kasi, it has to have a wholistic approach. For example, yung issue ng illegal drugs and drug abuse, concentratan mo yung drug abuse, which is prevention and rehabilitation. I was successful in Quezon City eh. So, kung successful ako sa Quezon City, I can do it nationwide.

SP Sotto: Ministerial sa akin yun as Senate President. Merong request ng any committee on any let's say subpoena or subpoena duces tecum, or contempt charge, therefore automatically may warrant of arrest kung merong request ang committee.

Congress is an equal branch of government. Siguro bina-balewala nila.

SP Sotto: Last time I heard we are still a democracy. Parang... hindi... sa America nga, ganoon, all parts of the world, I don't know if there is a country that says mandatory.

Oh, di wala na yung civil rights natin, freedom of whatever.

Q: So, pwedeng ma-question yun just in case?

SP Sotto: Sigurado, siguradong maku-kwestiyon yun. Pinaka magandang diskarte, information-dissemination.

Q: To convince?

SP Sotto: To convince, hindi ba? Ang daming pamamaraan na pwede. Sina Sen.

SP Sotto: Dapat talaga yun, libre.

SP Sotto: Oo, isipin mo yun, tatlong libo?

Q: Yung makukuha mo in one hour, bente-mil?

Q: So hindi pa ninyo masasabi sa amin yung possible surprise senatorial candidate under your slate?

SP Sotto: After November 13.

Q: 13?

SP Sotto: I refuse to answer.

Sabi nila perfect tandem yung Bongbong Marcos at Sara Duterte.

SP Sotto: Hindi namin iniintindi kasi. Mula noon, we don't really care who else is running. So, it does not matter. It does not matter kung sino yung tumatakbong presidente, sinong tumatakbong bise-presidente, does not matter to us. We will keep on campaigning, and we will keep on ika nga eh telling the people what we stand for, what we have done, and what they can look forward to, ganoon.

Syempre, pagka meron kang percentages na nakukuha, and then we Always try to use the survey as a guide. With due respect to some of them, I don't know how they do it eh. So, doon ako nagbe-base.

SP Sotto: Oo, pagka ganoon, oo.

Fifty-four congressmen, daan-daan na mga mayor, daan-daan ang vice-mayor, mga konsehal, walong governor, tatlong senador, mabigat ang consultation eh, pero kailangan unified as much as possible, so, we will find out very soon.

Q: Kapag nag start na young kampanya sa February, is there a need na mag leave po kayo bilang Senate President o wala naman pong ganoong pangangailangan?

SP Sotto: Hindi siguro. So, hindi pwedeng pabayaan.

You have to master not only the rules and parliamentary procedures, but you have to master the art of compromise.

House panel approves PSALM extension beyond 2026

By Filane Mikee Cervantes

The House Committee on Energy on Wednesday approved the measure extending the corporate life of Power Sector Assets and Liabilities Management (PSALM) Corporation for another 30 years.

The panel, chaired by Pampanga Rep. Juan Miguel Arroyo, approved the committee report and substitute bill to House Bill 10006.

Albay Rep. Joey Salceda, one of the authors of the bill, said it will help the government avoid having to shoulder around an estimated PHP198 billion worth of PSALM liabilities by 2026, when the corporation is set to expire under its original charter.

“We were supposed to have exhausted all of PSALM’s debts by 2026, if it were not for the Covid-19 pandemic. The privatization of certain assets was delayed due to this crisis," Salceda said.

Republic Act 9136, otherwise known as the Electric Power Industry Reform Act (EPIRA), was enacted in 2001 to ensure the solvency of then severely financially troubled National Power Corporation (NPC).

PSALM, which was established through the EPIRA, has the principal mandate of managing the orderly sale, disposition, and privatization of the NPC generation assets, real estate and other disposable assets, and Independent Power Producer (IPP) contracts to optimally liquidate all NPC financial obligations.

The financial obligations include stranded debts and stranded contract costs, which were transferred to and assumed by PSALM, pursuant to the EPIRA.

At the end of PSALM’s life, all its assets and outstanding debts, and IPP contract costs will revert to and be assumed by the national government.

Salceda said there are remaining power assets and real-property assets that need to be privatized by PSALM, and that the extension of its corporate life would allow more time for it to complete the privatization of its remaining power plants and IPP contracts.

He cited as an example the proposed development of the NPC property in Diliman, Quezon City into a mixed-use commercial complex, which would warrant the corporate life extension of the state-run corporation.

“The Quezon City estate is not insignificant, mind you. It’s a 5.2-hectare property owned by the National Power Corporation, and will be converted into something like BGC (Bonifacio Global City). But because of Covid, PSALM had to make certain readjustments to the development plan,” Salceda said.

He, however, noted that PSALM has to have a plan for the use of proceeds from privatization efforts over the course of the 30-year extension of its corporate life.

“I’d like to emphasize to PSALM that this is not a blank check from Congress. We want certain milestones and benchmarks," he said. “Certainly, over the course of the extension, PSALM will begin to be on the green. So, I want to know how these gains will be allocated."

He stressed the need for a radical reorientation of the power sector, away from coal and other volatile commodities, including investments in indigenous renewable energy and modernizing energy infrastructure.

“Agus-Pulangi hydroelectric power plants will be critical in this regard. The PSALM continues to own them, and Napocor will continue to operate them once the rehabilitation is completed. The World Bank is already financing the project,” Salceda said.

Facebook plans to change its name - The Verge

Social media giant Facebook Inc is planning to rebrand itself with a new name next week to reflect its focus on building the metaverse, the Verge reported on Tuesday, citing a source with direct knowledge of the matter.

Facebook Chief Executive Officer Mark Zuckerberg plans to talk about the name change at the company's annual Connect conference on Oct. 28, but it could be unveiled sooner, the Verge reported.

A metaverse refers to shared virtual world environments, which people can access via the internet. The term can refer to digital spaces, which are made more lifelike by the use of virtual reality or augmented reality.

The rebranding would likely position Facebook's social media app as one of many products under a parent company, which will oversee groups like Instagram, WhatsApp, Oculus and more, the report added.

Facebook said it does not comment on rumor or speculation. (Reporting by Shivam Patel in Bengaluru; Editing by Rashmi Aich and Anil D'Silva)

Facebook is planning to rebrand the company with a new name

Mark Zuckerberg wants to be known for building the metaverse

Facebook is planning to change its company name next week to reflect its focus on building the metaverse, according to a source with direct knowledge of the matter.

The coming name change, which CEO Mark Zuckerberg plans to talk about at the company’s annual Connect conference on October 28th, but could unveil sooner, is meant to signal the tech giant’s ambition to be known for more than social media and all the ills that entail. The rebrand would likely position the blue Facebook app as one of many products under a parent company overseeing groups like Instagram, WhatsApp, Oculus, and more. A spokesperson for Facebook declined to comment for this story.

Facebook already has more than 10,000 employees building consumer hardware like AR glasses that Zuckerberg believes will eventually be as ubiquitous as smartphones. In July, he told The Verge that, over the next several years, “we will effectively transition from people seeing us as primarily being a social media company to being a metaverse company.”

A rebrand could also serve to further separate the futuristic work Zuckerberg is focused on from the intense scrutiny Facebook is currently under for the way its social platform operates today. A former employee turned whistleblower, Frances Haugen, recently leaked a trove of damning internal documents to The Wall Street Journal and testified about them before Congress. Antitrust regulators in the US and elsewhere are trying to break the company up, and public trust in how Facebook does business is falling.

Facebook isn’t the first well-known tech company to change its company name as its ambitions expand. In 2015, Google reorganized entirely under a holding company called Alphabet, partly to signal that it was no longer just a search engine, but a sprawling conglomerate with companies making driverless cars and health tech. And Snapchat rebranded to Snap Inc. in 2016, the same year it started calling itself a “camera company” and debuted its first pair of Spectacles camera glasses.

I’m told that the new Facebook company name is a closely-guarded secret within its walls and not known widely, even among its full senior leadership. A possible name could have something to do with Horizon, the name of the still-unreleased VR version of Facebook-meets-Roblox that the company has been developing for the past few years. The name of that app was recently tweaked to Horizon Worlds shortly after Facebook demoed a version for workplace collaboration called Horizon Workrooms.

Aside from Zuckerberg’s comments, Facebook has been steadily laying the groundwork for a greater focus on the next generation of technology. This past summer it set up a dedicated metaverse team. More recently, it announced that the head of AR and VR, Andrew Bosworth, will be promoted to chief technology officer. And just a couple of days ago Facebook announced plans to hire 10,000 more employees to work on the metaverse in Europe.

The metaverse is “going to be a big focus, and I think that this is just going to be a big part of the next chapter for the way that the internet evolves after the mobile internet,” Zuckerberg told The Verge’s Casey Newton this summer. “And I think it’s going to be the next big chapter for our company too, really doubling down in this area.”

Complicating matters is that, while Facebook has been heavily promoting the idea of the metaverse in recent weeks, it’s still not a concept that’s widely understood. The term was coined originally by sci-fi novelist Neal Stephenson to describe a virtual world people escape to from a dystopian, real world. Now it’s being adopted by one of the world’s largest and most controversial companies — and it’ll have to explain why its own virtual world is worth diving into.

SM Prime Holdings said it will open SM City Daet on Oct. 15, Friday.

The new mall will be the company's first in Camarines Norte, and its third mall in the Bicol Region, the company disclosed to the stock market.

SM City Daet will be situated along the bustling Vinzons Avenue in Barangay Lag-on and will have three levels of shopping, dining, and entertainment destinations, SM Prime said.

“The opening of SM City Daet marks another milestone for SM Prime as we continue to weather the impact of the COVID-19 pandemic. Megaworld earmarks P98B to build business district in Bulacan

By TED CORDERO, GMA News

Tycoon Andrew Tan-led Megaworld Corp. on Wednesday announced its plan to develop a 85-hectare land along the North Luzon Expressway (NLEX) in the municipalities of Marilao and Bocaue in Bulacan into a “global business district.”

In a disclosure to the Philippine Stock Exchange, Megaworld said it is allocating P98 billion to develop the new integrated urban township in the said areas in the next 15 to 20 years.

The property giant said the planned development, Northwin Global City, will give Bulacan its first-ever metropolitan hub for business and lifestyle.

Megaworld said Northwin Global City will be strategically located 20 kilometers north of Metro Manila and can be accessed via the Marilao Exit of NLEX.

The planned township project will be 20 minutes away from the proposed New Manila International Airport in Bulacan, and five minutes away from the Philippine Arena.

The township project will have its own themed commercial district, high-rise residential condominiums, hotels, malls, mixed-use commercial buildings, educational institutions, and state-of-the-art office towers, according to Megaworld.

The property developer added that 40% of the entire township development will be dedicated to green and open spaces such as landscaped parks.

The company said it will also be integrating “future-proofing” features into Northwin Global City such as the installation of solar-powered and LED streetlights, underground cabling system, fiber optic cabling, bike lanes, storm water detention facility for flood prevention, intermodal transport terminal, and other sustainable infrastructure for mobility and connectivity.

“Finally, our vision of having a truly modern and global business district for Bulacan is coming to a reality. This is like building a new city that will put the province of Bulacan in the global business map because we envision huge multinational companies to be operating here once our commercial district and our office towers will be completed,” said Kevin Tan, chief strategy officer, Megaworld.

“Northwin Global City’s close proximity to Metro Manila and its ideal location just along NLEX and the major transport infrastructure will be very favorable for the future locators and residents of this township,” Tan said.

Northwin Global City will also host one of the stations of the Manila-Clark Railway Project, Megaworld.

“Once completed, Northwin Global City will have convenient access to three international airports in Bulacan, Clark, and even in Metro Manila,” Tan said.

From the Ninoy Aquino International Airport, Makati Central Business District, and Bonifacio Global City, Northwin Global City can also be easily accessed via the Skyway 3 towards NLEX, which will only take around an hour during normal traffic. —KG, GMA News

Fresnedi to push for creation of 2nd Muntinlupa congressional district

Muntinlupa Mayor Jaime Fresnedi, who is running for congressman in the upcoming elections, said he will aim for the creation of a second congressional district in the city.

Fresnedi and Rep. Rufino Biazon have teamed up under the One Muntinlupa unity party and have switched places for the May 9, 2022 elections.

Fresnedi, who is in his third and last term as city mayor, is seeking to become the next congressman of the lone district of Muntinlupa.

Biazon, who is serving his second term as congressman, opted to run for mayor to succeed Fresnedi.

According to Fresnedi, the creation of a second congressional district in Muntinlupa will be his top priority if he wins next year.

“The population of our city is enough to have an additional congressional district. That will be my top priority for the City of Muntinlupa,” he said Friday when he accompanied Biazon when he filed his certificate of candidacy (COC) at the Commission on Elections (Comelec) Muntinlupa office.

Fresnedi filed his COC at the Comelec NCR office in compliance with the guidelines set by the poll body.

Under Section 5 of Article 6 of the Constitution, “Each legislative district shall comprise, as far as practicable, contiguous, compact, and adjacent territory. Each city with a population of at least two hundred fifty thousand, or each province, shall have at least one representative.”

Based on the Philippine Statistics Authority (PSA) 2020 Census of Population and Housing, Muntinlupa has a total population of 543,445, which qualifies it to have a second legislative district under the constitutional guidelines.

The legislative district of Muntinlupa was created on March 1, 1995, when then-President Fidel Ramos signed Republic Act 7926, which converted the Municipality of Muntinlupa into a highly urbanized city.

However, the law mandated that Muntinlupa would only have its first election of its first representative in 1998.

Before this, Muntinlupa and Las Pinas were grouped under one legislative district. Prior to this, Muntinlupa, Taguig, and Pateros were under one legislative district.

SM Hip City (Harrison Plaza)

I was always fascinated by how even bigger this mall could be if only it was at least 3 levels or more when I was a student as it was the closest mall with a direct jeepney route from our school. Back then aside from its 2 level building, it also had a sort of annex which houses its biggest cinema and huge open parking in the middle plus a structure they've added which is the jai-alai fronton.

And in a few years, it is reportedly becoming an SM mixed-use complex to fully maximize the massive area it has as its surroundings are already gentrified by numerous vertical developments.

Isko will sign Congress-approved ABS-CBN franchise if elected president

Presidential aspirant Francisco "Isko Moreno" Domagoso said he will not block the operation of ABS-CBN if its franchise application passes Congress.

"I made it clear: rule of law. If Congress gives you such privilege and approves it, I will sign it," the former actor said on Wednesday as he officially declared his 2022 plans.

President Rodrigo Duterte, who has repeatedly accused ABS-CBN of not paying taxes despite the allegation being refuted by government agencies, earlier threatened to block the broadcaster's operations even if it gets a franchise.

The media giant went off the air on May 5, 2020, for the first time since the martial law regime of late President Ferdinand Marcos to comply with the National Telecommunications Commission's order. It was officially shut down on July 10, after the House Committee on Legislative Franchises denied its application for a fresh 25-year franchise.

Honey Lacuna, Yul Servo to run for Manila mayor, vice mayor as Isko guns for presidency

Manila Vice Mayor Honey Lacuna on Wednesday confirmed that she would be running for mayor of the capital city, with Manila 3rd District Rep. Yul Servo Nieto as her vice mayor.

Lacuna gave the statement to ABS-CBN News on the sidelines of the launch of Manila Mayor Isko Moreno Domagoso's presidential bid in Baseco, Manila.

"Alam kong kayang-kaya niya ipagpatuloy ang mga nasimulan na natin sa bayan na ito," Domagoso said of Lacuna in his speech.

(I know that she can continue what we started in the city.)

Lacuna is the daughter of the late Manila Vice Mayor Danny Lacuna, who served as Domagoso's mentor when the former actor started in politics as councilor in the capital.

When asked why he will not run for reelection as lawmaker, Servo told ABS-CBN News: "'Yun ang napagkasunduan ng partido."

(That was what was decided by the party.)

Servo, Manila's 3rd district representative, is eligible for another term in the House.

He is also a part of Domagoso and Lacuna's local party Asenso Manileño.

It was also the incumbent Manila Mayor who encouraged Servo, a fellow actor, to join public service.

Servo said Manila City Council Majority Leader Joel Chua is expected to run for the House position he will vacate.

House ratifies bill postponing Bangsamoro election until 2025

The House of Representatives on Tuesday ratified House Bill 10121 which seeks to postpone the first regular election of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) until 2025.

The chamber gave its formal approval for the bicameral conference committee report on the disagreeing provisions of the House and Senate versions of the bill.

Once the Senate ratifies its version, the bill will be enrolled and transmitted for the President’s signature.

Lawmakers last week approved HB 10121, which would amend the Bangsamoro Organic Law's provision that sets the region's first election in 2022.

This, after President Rodrigo Duterte certified the bill as urgent.

According to its Congressional fact sheet, the bill will grant the president the power to appoint 80 members of the Bangsamoro Transition Authority (BTA), who will serve up to June 30, 2025, when the incumbent members' terms expire on June 30, 2022.

The current BTA, sitting as the region's parliament, has yet to enact its own electoral code, a crucial document needed to govern the supposed elections in May 2022.

BARMM Chief Minister Ahod Balawag Ebrahim earlier vowed to finalize its electoral code in the first quarter of 2021, but the document has yet to materialize 8 months away from the May 2022 polls.

The BTA lobbied to postpone the elections, citing disruptions caused by the COVID-19 pandemic, but other groups in the region are opposing the move.

Measure resetting Bangsamoro elections nears enactment

ILIGAN CITY, Lanao del Norte, Philippines — Just two weeks before the filing of candidacies for the 2022 national elections, the proposal to postpone the parliamentary polls in the Bangsamoro region has moved closer to becoming law.

On Monday, the House of Representatives approved on second reading House Bill No. 10121 resetting the regional elections from 2022 to 2025.

This would extend the life of the Bangsamoro Transition Authority (BTA), the provisional government of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) which was created under the Bangsamoro Organic Law (BOL) in keeping with the peace agreement between the government and the erstwhile rebel group Moro Islamic Liberation Front (MILF).

Plebiscite

Inaugurated in March 2019, the 80-member BTA has 41 members nominated by the MILF while 39 were government nominees. All were appointed by President Rodrigo Duterte after the BOL was ratified in a plebiscite that saw Cotabato City and 63 villages in Cotabato province joining the autonomous region.

MILF chief Ahod “Al Haj Murad” Ebrahim was also appointed Duterte as the BARMM’s interim chief minister.

HB 10121 is a substitute for the versions filed by Maguindanao Rep. Esmael Mangudadatu, Capiz Rep. Loren Legarda, Davao City Rep. Isidro Ungab, Lanao del Norte Rep. Khalid Dimaporo and House Majority Leader Martin Romualdez.

Important step

“We thank the leadership of the House, and in particular Representative Mangudadatu, for his perseverance in guiding this process, and for Congress in taking this important step toward ensuring that the legacy of peace is sustained in the Bangsamoro,” said Bangsamoro Interior Minister Naguib Sinarimbo.

Sinarimbo is confident that the measure will sail through the next steps in the legislative process.

“What is left is merely the ceremonial third and final reading to complete the process in the House of Representatives,” he added.

The Senate passed the measure on Sept. 6, embodied in Senate Bill No. 2214.

The House and Senate versions of the measure are identical, which means there will no longer be a need to reconcile them, hastening the legislative process.

The BTA leadership has asked Duterte and Congress last year to extend the transition period by another three years to give enough time to lay down the foundations of effective autonomous governance in the region which was greatly affected by the limitations imposed by the COVID-19 pandemic.

House, Senate to resume plenary sessions on Monday

(UPDATED) — The Senate and House of Representatives will resume plenary sessions next week, regardless if Metro Manila remains under enhanced community quarantine (ECQ), officials from both chambers said Thursday.

The upper chamber, like the House of Representatives, has not been holding plenary sessions for nearly 2 weeks after the capital region was placed under the strictest of government's 4-level quarantine statuses due to a rise in COVID-19 cases.

"I will convene on Monday they extend or not. We are very delayed as it is, in our legislative agenda," Senate President Vicente "Tito" Sotto III said.

Sotto made the statement after Senate Majority Leader Juan Miguel Zubiri expressed worries that senators may not have sufficient time to pass important legislative measures.

Lawmakers are expected to be busy with budget deliberations come September and the filing of certificate of candidacies for the 2022 elections by October.

In case ECQ is extended in Metro Manila, the Senate may start its plenary sessions earlier so staff members can also arrive in their homes before curfew hours, Sotto said.

HOUSE OF REPRESENTATIVES

The lower chamber will also resume their work on Monday, according to Secretary General Mark Llandro Mendoza.

Plenary sessions will be held from 2 p.m. to 5 p.m. using alternative and face-to-face setup, according to Mendoza.

This hybrid platform, he said, would only require the House Speaker, a representative of the majority and minority leaders, as well as a small number of secretariat staff inside the plenary hall.

Only important personnel, meanwhile, will be allowed inside secretariat offices. The secretary general urged their offices to make their operations limited, with work from home setup as the main mode to perform tasks.

"The rest of the House members shall attend via Zoom videoconferencing," Mendoza said.

The government has yet to announce the next community quarantine status of Metro Manila, which remains under ECQ until Friday.

MB Daily News Update

With the two-week hard lockdown set to expire tomorrow, Metro Manila is left with only two community quarantine options — extend ECQ or deescalate to MECQ this month.

The final decision on new community quarantine status of the capital region is expected to be announced by President Duterte on August 20, according to the Palace.

The country also posted its second-highest daily increase in coronavirus cases while the health department is mulling to give booster shoots to health workers. The country’s vaccine supply will also be augmented by the additional donations from China. A budget of P240.7 billion has also been proposed to sustain the government’s COVID-19 response next year.

These are among the major stories on Thursday, August 19, 2021.

Nasa hanggang 4,000 Pinoy di makaalis pa-Hong Kong: grupo

Nurses' group discourages health workers' mass resignation

The Philippine Nurses Association said Sunday it does not encourage health workers' plan to hold mass resignations but cannot blame them should they do so as COVID-19 cases rise across the country.

The group sympathizes with medical frontliners who have yet to receive their benefits that the government promised them, said PNA national president Melbert Reyes.

"As much a possible, we don’t encourage them na gawin yan kasi ang maaapektuhan po ang pasyente, yung beneficiary ng care ng ating healthcare workers," Reyes told ABS-CBN's TeleRadyo.

(As much a possible, we don’t encourage them to do that because patients will be affected.)

(But we can't blame them because they can't feel appreciation and care from government.)

Some health workers in private hospitals have yet to receive their special risk allowances or hazard pay, according to Reyes.

Around 40 percent of private hospital nurses have quit their jobs, he added, citing data from the Private Hospitals Association Philippines.

(I hope government will look at its system of implementation. No one will complain if everyone gets their benefits.)

Nasasabi nila 'yan dahil marami silang pinagdadaanan."

(I believe our health workers were raised with a passion for service. They are just saying this because they're facing many difficulties.)

Health workers would also like to get a booster COVID-19 jab, Reyes added as many of them were inoculated with Chinese vaccine Sinovac which has shown decreased antibodies after 6 months.

The government has yet to authorize booster COVID-19 shots.
