ABS-CBN is still the top choice of Filipinos in the country for vital news stories and timely, family-oriented programs as it logged an average audience share of 44% for 2019, versus GMA’s 31%, based on data from Kantar Media.
Kapamilya shows secured 9 slots in the top 10 list of most watched programs in 2019 with FPJ’s Ang Probinsyano (36.9%) still ruling nationwide. This was followed by The Voice Kids (33.5%) and The General’s Daughter (31.5%).
Other ABS-CBN programs that emerged as the favorite of Filipino viewers include World of Dance Philippines (31.4%), Search for the Idol Philippines (29.1%), Ngayon at Kailanman (28.7%), Parasite Island (28.6%), TV Patrol (28.2%), and Starla (26.6%).
Meanwhile, ABS-CBN won across all territories in 2019, especially in Mega Manila where it earned an average audience share of 36%, in contrast to GMA’s 31%, and in Metro Manila where it garnered 42%, beating GMA’s 25%. ABS-CBN was also victorious in Total Luzon with 40%, compared to GMA’s 33%; in Total Visayas with 54%, versus GMA’s 24%, and in Total Mindanao with 51%, while GMA only logged 28%.

Duterte-Carpio to endorse creation of 4th legislative district
DAVAO City Mayor Sara Duterte-Carpio will directly endorse the creation of the fourth congressional district to Congress, a city councilor revealed on Tuesday, January 7.
Councilor Danilo Dayanghirang, the one who pushed for its creation in the 19th City Council, said in his privilege speech that Duterte-Carpio will directly endorse the study made by the City Planning and Development Office (CPDO) to the three Davao City representatives Paolo Duterte, Vincent Garcia, and Isidro Ungab.
Dayanghirang said he personally sees no legal problem if the mayor decides to endorse it to them as it is House of Representative who has legislative authority for the creation and division of new and existing congressional districts.
He said the document sent to the Council was for "information purposes".
"Diria man gud (In this topic), it is premature for the councilor to join because it is very political," the councilor told reporters right after Tuesday's regular session.
Dayanghirang said he has consensus from the city representatives, as the mayor would have to meet them personally to discuss the matter.
Councilor Diosdado Mahipus Jr., meanwhile, said while he respects the move of the mayor, the Council should still be given a "voice" in the crafting of the proposal.
"If we pull this document out (CPDO study) and let it go to Congress, that is not allowed. The City Council will be embarassed. I think it would appear the Council would be deprived of their say," Mahipus said.
He said the councilors, as the "voice of the people", should be given participation especially in the redistribution of the new district.
"In the creation of the new districts, wala'y plebiscite na pagahimuon. (there will be no plebiscite). Good if naa public consultation na pagahimuon, (Good thing if a public consultation will be made), because the Congressional hearings will be held in Manila," Mahipus said.
Meanwhile, both councilors agreed that the creation of the new district is urgent as it has long been overdue.
Dayanghirang said the mayor saw economic opportunity losses brought about by the overly congested district set up of the city.
He said the mayor has no timeline as to the development of the endorsement.
But the councilor said the mayor would want the Congress themselves to do the work.
The councilor, in a previous privilege speech, originally proposed for an additional three congressional districts in the city.
He said the city is qualified for an additional district based on Section 5, Article 6 of the 1987 Philippine Constitution.
Under the law, "Congress shall make a reapportion of legislative districts based on the standards fixed in this selection."
One of the provisions of the law states that a legislative district must have a minimum population of 250,000.
Dayanghirang also clarified that no additional funding will be given to the City Government, except that a budget will be allocated to the congressional representative of the new district.
House Bill No. 4721 or "An Act Reapportioning the City of Davao Into Four (4) Legislative Districts and For Other Purposes" was filled by Rep. Prospero Nograles, it was later by Deputy Speaker Paolo Duterte.

Duterte renews attacks on TV network, owners
Philippine President Rodrigo Duterte continued his attacks on a local television network he's accused in the past of bias, and urged owners of ABS-CBN Corp. to sell before its franchise expires in March.
In a televised speech delivered in the local language at Davao City on Monday, Duterte suggested the media firm's franchise renewal is uncertain. He had earlier threatened to block the network's bid to extend the franchise for 25 years.
"Your contract is expiring. I'm not sure what will happen if you renew," he said. "If I were you, I would just sell."
Duterte has accused ABS-CBN as well as privately-owned Philippine Daily Inquirer of unfair reporting, allegations that the media companies have denied. The president's criticisms of ABS-CBN pushed its share price to a decade low earlier this month. The stock ended 2019 with a 21% loss compared with the local benchmark index's 4.7% gain for the year.
Duterte also resumed his criticism of social networking sites and water utilities for alleged corruption, threatening to arrest and jail the owners of Multiply, Manila Water Co. and Maynilad Water Services Inc. He reiterated a plan for a military takeover of the operations.
Multiply of Naspers, Manila Water of Ayala Corp. and Maynilad owners Metro Pacific Investments Corp. and DMCI Holdings Inc. are among the worst-performing Philippine stocks this year, plunging since early December when Duterte started his censure.
"For those of you asking where are the big fish in my fight against corruption, I'll deliver them: Ayala, Magdalinski and Pangilinan," he said. "If they do something wrong, I'll really jail them," Duterte said, referring to the family of Jaime Augusto Zobel, which owns Manila Water, Stefan Magdalinski, which owns Multiply and Manuel Pangilinan, who chairs Metro Pacific.
The two tycoons didn't immediately respond to requests for comments.
Manila Water plunged 63% this year despite a rebound in the final week of trading ending Dec. 27. Metro Pacific was down 25%, while DMCI tumbled 48%.
